These include\u00a0government-organised non-governmental organisations (GONGOs), non-governmental organisations (NGOs) and think tanks.<\/p>\n<p style=\"text-align: justify;\">Their goal is to shift\u00a0European public opinion towards a positive view of Russian politics and policies,\u00a0and towards respect for its great power ambitions. In light of Russia\u2019s annexation\u00a0of Crimea and Russian aggression in Eastern Ukraine, the overt or covert support\u00a0for these organisations must become\u00a0a\u00a0matter of concern to the EU.<\/p>\n<p style=\"text-align: justify;\">The EU\u2019s politicians and citizens should look at the activities of the Russian\u00a0GONGOs and think tanks as challenges that can help improve national and\u00a0EU-level decision-making mechanisms, increase transparency in policymaking\u00a0and deepen the\u00a0involvement of citizens and civil society organisations in the\u00a0democratic process.<\/p>\n<p style=\"text-align: justify;\">The paper recommends, among other measures, fostering\u00a0the EU\u2019s own narrative, which is based on human rights, freedom and equality;\u00a0supporting pro-democratic civil society so that Europeans become more resistant\u00a0to Russian propaganda; and increasing transparency requirements for NGOs and\u00a0lobbyists by setting up a mandatory lobbying register at the EU level.<\/p>\n<p style=\"text-align: justify;\">Co-authored for WMCES\u00a0by Vla\u010fka Vojt\u00ed\u0161kov\u00e1, our junior analyst.<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/www.martenscentre.eu\/publications\/bear-sheeps-clothing-russias-government-funded-organisations-eu\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-3788 aligncenter\" alt=\"cover_bear_st\" src=\"https:\/\/www.europeanvalues.net\/wp-content\/uploads\/2016\/07\/cover_bear_st.jpg\" width=\"407\" height=\"407\" \/><\/a><\/p>","protected":false},"excerpt":{"rendered":"<p>This paper sheds light on organisations operating in Europe that are funded\u00a0by the Russian government, whether officially or unofficially.
