It recommends, among other measures, fostering the EU&#8217;s own narrative, which is based on human rights, freedom and equality; supporting the pro-democratic civil society, so that Europeans become more resistant to Russian propaganda; and increasing transparency requirements for NGOs and lobbyists by setting up a mandatory lobbying register at the EU level.<\/li>\n<li>The\u00a0<a href=\"https:\/\/track.mlsend3.com\/link\/c\/YT00MTQxNzk5NzIyNzQ0NTY0NTQmYz11N3I0JmU9MTkyOCZiPTUyODQ1ODIxJmQ9dDV4M20zaw==.vCtD_telnuKNWPWsWF51FTWhfLq6qSqgq1M21VIP7p4\" target=\"_blank\" rel=\"noopener noreferrer\">report<\/a>\u00a0commissioned by the\u00a0<b>World Anti-Doping Agency<\/b>\u00a0confirmed that the Kremlin ran a covert doping program for the Russian Olympians and other elite athletes, with the help of F.S.B., the state security agency. President Vladimir Putin\u00a0<a href=\"https:\/\/track.mlsend3.com\/link\/c\/YT00MTQxNzk5NzIyNzQ0NTY0NTQmYz11N3I0JmU9MTkyOCZiPTUyODQ1ODIzJmQ9cjFrOWo4bg==.1PuR4VoEZ4XqrQCxKwe3TDJc78cpm8_aicJ4wx_Ek44\" target=\"_blank\" rel=\"noopener noreferrer\">suggested<\/a>\u00a0that the accusations are politicized and possibly pushed by the United States within their anti-Russian politics. Russia&#8217;s Compatriot\u00a0Policyattempts to use this to Russia&#8217;s advantage, helps ethnic Russians maintain their connection with Russia, and tries to discredit the state of Latvia by describing the economic situation as \u201ccatastrophic.\u201d Different groups in the Latvian society support those narratives on different levels but no group is immune to them.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">Although there are differences in political views between the Latvian and the Russian speaking residents of Latvia \u2013 and Russian speakers tend to be more pro-Russian \u2013 still about half of Latvia&#8217;s Russian speakers and non-citizens do not support Russia&#8217;s narratives. Regardless of the first language, there is a high dissatisfaction with political and economic situation in Latvia. Furthermore, due \u00a0to the low level of political activism, the possibility of mass protests and broad active support for provocations started by Russia remains unlikely.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">\u00a0The impact of Russia&#8217;s media, however, has an influence on the Russian speaking audience, while the media content in Latvian language does not reach almost half of them. The communication with Russian citizens should be strengthened including an explanation of Latvia&#8217;s\u00a0policies\u00a0in the EU and NATO context. It is important to focus on the Latvian media space, providing Latvia&#8217;s media broadcasts throughout the country, and expanding and improving its content.<\/p>\n<p style=\"text-align: justify;\" align=\"left\">\n<p style=\"text-align: justify;\" align=\"left\"><b>Euroatlantic Experts on Disinformation Warfare<\/b><\/p>\n<ul style=\"text-align: justify;\">\n<li><a href=\"https:\/\/track.mlsend3.com\/link\/c\/YT00MTQxNzk5NzIyNzQ0NTY0NTQmYz11N3I0JmU9MTkyOCZiPTUyODQ1ODQ1JmQ9ZzdmNHc5aw==.Is7SMwya7KB8FQGmZbRpEZDzOjtRFmb5YK3ciqUDvqM\" target=\"_blank\" rel=\"noopener noreferrer\">Todd Wood<\/a>\u00a0focuses in\u00a0<b>The Washington Times<\/b>\u00a0on the other aspect of hybrid warfare, specifically the financial operations, in case of Moldova.<\/li>\n<li><a href=\"https:\/\/track.mlsend3.com\/link\/c\/YT00MTQxNzk5NzIyNzQ0NTY0NTQmYz11N3I0JmU9MTkyOCZiPTUyODQ1ODQ3JmQ9cTh0OGc0ag==.nkMmLPjHLGtUBz4hNTpOrJD0NKU5wIqNTV-ajb8eNI8\" target=\"_blank\" rel=\"noopener noreferrer\">Peter Dickinson<\/a>\u00a0argues in his article for\u00a0<b>The Atlantic Council<\/b>\u00a0that Ukraine should focus more attention on emotional engagement by interacting with international audiences in strategic ways in order to win the information war.<\/li>\n<li><a href=\"https:\/\/track.mlsend3.com\/link\/c\/YT00MTQxNzk5NzIyNzQ0NTY0NTQmYz11N3I0JmU9MTkyOCZiPTUyODQ1ODQ5JmQ9ejBsNXk0eg==.oTfylRGwqYyJNWKEoQUAKRyKMyOBFArcvcHeilwvE-s\" target=\"_blank\" rel=\"noopener noreferrer\">Peter Pomerantsev<\/a>\u00a0discusses the meaning of the truth and the reasons why so many disinformation campaigns are successful in his commentary on<b>StopFake.org<\/b>.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" align=\"left\">\u00a0<span style=\"line-height: 1.5em;\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\" align=\"left\"><b>Current state of pro-Kremlin scene in the Czech Republic<\/b><\/p>\n<ul style=\"text-align: justify;\">\n<li>Recently, several disinformation reports \u00a0concerning the\u00a0<b>migration\u00a0crisis<\/b>\u00a0have occurred.<\/li>\n<li>According to several websites, which misinterpreted the words of the Czech intelligence services employee, a\u00a0<a href=\"https:\/\/track.mlsend3.com\/link\/c\/YT00MTQxNzk5NzIyNzQ0NTY0NTQmYz11N3I0JmU9MTkyOCZiPTUyODQ1ODU1JmQ9YTVrNXQxZA==.gP1bI1RVXL1BIu1Q562fq4FofPJZ6F7xHrfXfbaolfE\" target=\"_blank\" rel=\"noopener noreferrer\">terrorist attack<\/a>\u00a0by Islamic fundamentalists presents an immediate threat to the Czech Republic.<\/li>\n<li>By taking information out of the context, the pro-Kremlin websites spread disinformation about an alleged plan of the EU to\u00a0<a href=\"https:\/\/track.mlsend3.com\/link\/c\/YT00MTQxNzk5NzIyNzQ0NTY0NTQmYz11N3I0JmU9MTkyOCZiPTUyODQ1ODU3JmQ9ejVsNGU3ag==.qSCqpMCjXeMk3qLKlk3hYHDNdR8xFzb5ws1VajHWxes\" target=\"_blank\" rel=\"noopener noreferrer\">suspend Switzerland<\/a>\u00a0from the free market zone in connection with an alleged Swiss decision to close the borders for\u00a0migrants\u00a0from the Middle East. In reality, the Swiss decision, which was been made in 2014, deals with work\u00a0migration\u00a0and the reason for it was a conflict with the free movement agreement for the EU citizens.<\/li>\n<li>And of course,\u00a0migration\u00a0wave was\u00a0<a href=\"https:\/\/track.mlsend3.com\/link\/c\/YT00MTQxNzk5NzIyNzQ0NTY0NTQmYz11N3I0JmU9MTkyOCZiPTUyODQ1ODU5JmQ9aDRtM2oxbw==.IF5eNBALD-wyjLPTJzECm00JcGWVffoOt45eCK81WfA\" target=\"_blank\" rel=\"noopener noreferrer\">orchestrated<\/a>\u00a0by the US.<\/li>\n<li>The European Union, according to the pro-Kremlin websites, plans to build a<b>common European army<\/b>, with the aim to\u00a0<a href=\"https:\/\/track.mlsend3.com\/link\/c\/YT00MTQxNzk5NzIyNzQ0NTY0NTQmYz11N3I0JmU9MTkyOCZiPTUyODQ1ODYxJmQ9bDdwNGI1Yg==.Jk8weglJJNL2fP7gQaY_FKBTrj7t-SjBTPB96rPACE8\" target=\"_blank\" rel=\"noopener noreferrer\">disarm<\/a>\u00a0nation states and free the way to more\u00a0migrants\u00a0heading to Europe.
