Hned zpo\u010d\u00e1tku p\u0159edpov\u00edd\u00e1 v\u00fdvoj EU jako v\u00edcerychlostn\u00ed, s\u00a0j\u00e1drem st\u00e1t\u016f Hospod\u00e1\u0159sk\u00e9 a m\u011bnov\u00e9 unie. Vitorino se pt\u00e1, jak\u00fd tento v\u00fdvoj bude m\u00edt dopad na pravomoci jednotliv\u00fdch instituc\u00ed EU. V\u00a0\u00favahu podle n\u011bj nep\u0159ipad\u00e1 vytv\u00e1\u0159en\u00ed nov\u00fdch instituc\u00ed pouze pro euroz\u00f3nu. Pro tento \u00fa\u010del by sp\u00ed\u0161e navrhoval vytvo\u0159en\u00ed podkomise v\u00a0Evropsk\u00e9m parlamentu.<\/p>\n<p style=\"text-align: justify;\">P\u0159edm\u011btem mnoha debat je zp\u016fsob inaugurace nov\u00e9ho p\u0159edsedy Komise. Evropsk\u00e1 rada (hlavy \u010dlensk\u00fdch st\u00e1t\u016f) se s\u00a0Europarlamentem o toto pr\u00e1vo p\u0159etahuj\u00ed. Podle smluv pat\u0159\u00ed Rad\u011b, Europarlament v\u0161ak s\u00a0argumentem demokratick\u00e9 legitimity po\u017eaduje v\u011bt\u0161\u00ed slovo p\u0159i v\u00fdb\u011bru p\u0159edsedy. Ob\u011b t\u011blesa pak p\u0159edsedu schvaluj\u00ed. Vitorino, jako mnoho dal\u0161\u00edch, navrhuje, aby evropsk\u00e9 politick\u00e9 frakce \u0161ly do voleb s\u00a0n\u00e1vrhem p\u0159edsedy Komise. Tento krok by spojil tv\u00e1\u0159 strany s\u00a0jej\u00edm politick\u00fdm programem, co\u017e by mohlo zv\u00fd\u0161it z\u00e1jem o volby. Bezpochyby by to byl jasn\u00fd sign\u00e1l Evropsk\u00e9 rad\u011b, \u017ee Europarlament je p\u0159ipraven hr\u00e1t kl\u00ed\u010dovou roli ve v\u00fdb\u011bru p\u0159edsedy Komise. Vitorino v\u0161ak pochybuje, \u017ee by se Rada automaticky \u0159\u00eddila iniciativami politick\u00fdch frakc\u00ed. Vzhledem k\u00a0po\u017eadavku vyj\u00e1d\u0159en\u00ed dvojit\u00e9 d\u016fv\u011bry (Rady i Parlamentu) Komisi je pravd\u011bpodobn\u00e9, \u017ee i nov\u00e1 Komise bude velkou koalic\u00ed, slo\u017eenou ze t\u0159\u00ed \u010di v\u00edce politick\u00fdch rodin. Jej\u00ed fungov\u00e1n\u00ed pak nebude prob\u00edhat podle klasick\u00e9 parlamentn\u00ed logiky v\u011bt\u0161ina\/opozice, jak jej zn\u00e1me z\u00a0parlament\u016f n\u00e1rodn\u00edch.<\/p>\n<p style=\"text-align: justify;\">Dal\u0161\u00ed ot\u00e1zkou je po\u010det komisa\u0159\u016f. Od irsk\u00e9ho referenda funguje princip jeden st\u00e1t \u2013 jeden komisa\u0159, av\u0161ak t\u011bleso o 28 komisa\u0159\u00edch \u010del\u00ed realit\u011b pouze dvan\u00e1cti a\u017e patn\u00e1cti skute\u010dn\u011b podstatn\u00fdch portfoli\u00ed. Vitorino navrhuje vytvo\u0159it seskupen\u00ed komisa\u0159\u016f, kte\u0159\u00ed budou m\u00edt spole\u010dn\u011b odpov\u011bdnost za \u0161ir\u0161\u00ed portfolia (kup\u0159\u00edkladu zahrani\u010dn\u00ed z\u00e1le\u017eitosti, pokr\u00fdvaj\u00edc\u00ed i obchod, rozvojovou pomoc, roz\u0161i\u0159ov\u00e1n\u00ed, politiku sousedstv\u00ed a humanit\u00e1rn\u00ed pomoc). Tento syst\u00e9m by utvrzoval princip kolegiality. V\u00a0takov\u00e9m p\u0159\u00edpad\u011b by p\u0159edseda Komise nem\u011bl b\u00fdt omezov\u00e1n nominacemi vl\u00e1d \u010dlensk\u00fdch st\u00e1t\u016f a m\u011bl by m\u00edt voln\u011bj\u0161\u00ed ruku p\u0159i v\u00fdb\u011bru komisa\u0159\u016f. S\u00a0nejv\u011bt\u0161\u00ed pravd\u011bpodobnost\u00ed by samostatn\u00e9 Skotsko p\u0159i\u0161lo o rabat (slevu z\u00a0odvod\u016f do evropsk\u00e9ho rozpo\u010dtu), kter\u00fd pro Velkou Brit\u00e1nii vyjednala v\u00a0roce 1984 Margaret Thatcher \u2013 d\u00edky tomuto rabatu nyn\u00ed Skotko u\u0161et\u0159\u00ed cca \u00a3 295 mili\u00f3n\u016f ro\u010dn\u011b (354 mili\u00f3n\u016f \u20ac). Nez\u00e1visl\u00e9 Skotsko by je\u0161t\u011b nav\u00edc muselo p\u0159isp\u00edvat na rabat Velk\u00e9 Brit\u00e1nie spolu s\u00a0ostatn\u00edmi \u010dlensk\u00fdmi st\u00e1ty \u00a3 46 mili\u00f3n\u016f (55 mili\u00f3n\u016f \u20ac) ro\u010dn\u011b.\u00a0 Tento rabat byl potvrzen smlouvou a nem\u00e1 ho \u017e\u00e1dn\u00fd jin\u00fd \u010dlen EU.<\/p>\n<p style=\"text-align: justify;\">Ohledn\u011b nez\u00e1visl\u00e9ho Skotska panuje v\u00a0Evropsk\u00e9 unii bou\u0159liv\u00e1 debata. Evrop\u0161t\u00ed \u010dinitel\u00e9 v\u00a0\u010dele s\u00a0Manuelem Barrosou se nechali sly\u0161et, \u017ee Skotsko by muselo po\u017e\u00e1dat o \u010dlenstv\u00ed v\u00a0EU jako nov\u00fd \u010dlen. A jako ka\u017ed\u00fd nov\u00fd \u010dlen by se Skotsko muselo zav\u00e1zat ke vstupu do euroz\u00f3ny a Schengensk\u00e9ho prostoru. Naproti tomu Skotsk\u00e1 n\u00e1rodn\u00ed strana p\u0159edpokl\u00e1d\u00e1, \u017ee Skotsko \u010dlenstv\u00ed v\u00a0EU \u201ezd\u011bd\u00ed\u201c, ale i v tomto p\u0159\u00edpad\u011b jeho \u010dlenstv\u00ed bude vy\u017eadovat jednomysln\u00e9 schv\u00e1len\u00ed ostatn\u00edch \u010dlensk\u00fdch st\u00e1t\u016f.<\/p>\n<p style=\"text-align: justify;\">P\u0159\u00edpadn\u00e9 n\u00e1klady spojen\u00e9 se z\u0159\u00edzen\u00edm hranic Schengensk\u00e9ho prostoru spolu s\u00a0n\u00e1klady se zm\u011bnou re\u017eimu pro obyvatele Skotska doj\u00ed\u017ed\u011bj\u00edc\u00ed do pr\u00e1ce do zbytku Spojen\u00e9ho kr\u00e1lovstv\u00ed by se mohly pohybovat mezi 92,5 mili\u00f3ny \u20ac a\u017e 125,7 mili\u00f3ny \u20ac, v z\u00e1vislosti na tom, zda Skotsko dostane finan\u010dn\u00ed pomoc od EU na vytvo\u0159en\u00ed Schengensk\u00e9 kompatibiln\u00ed hranice. Do t\u011bchto n\u00e1klad\u016f by se tak\u00e9 prom\u00edtly ztr\u00e1ty, kter\u00e9 by zas\u00e1hly Skotsk\u00fd cestovn\u00ed ruch a n\u00e1klady spojen\u00e9 se z\u0159\u00edzen\u00edm EZR (Evropsk\u00fd zat\u00fdkac\u00ed rozkaz).\u00a0 Ov\u0161em nejvy\u0161\u0161\u00ed n\u00e1klady by p\u0159ineslo p\u0159ijet\u00ed eura a n\u00e1sledn\u00e9 n\u00e1klady z\u00a0transakc\u00ed a obchodu se zbytkem Spojen\u00e9ho kr\u00e1lovstv\u00ed, kter\u00e9 je nejv\u011bt\u0161\u00edm obchodn\u00edm partnerem Skotska (ro\u010dn\u011b 562 mili\u00f3n\u016f \u20ac). Vysok\u00e9 n\u00e1klady jsou spojen\u00e9 se ztr\u00e1tou n\u00e1roku na ji\u017e zm\u00edn\u011bn\u00fd rabat, ty by \u010dinily zhruba 409 mili\u00f3n\u016f \u20ac ro\u010dn\u011b. Celkov\u00e9 n\u00e1klady se tedy pohybuj\u00ed okolo 1,1 miliardy \u20ac ro\u010dn\u011b. Anal\u00fdza tak\u00e9 p\u0159edpokl\u00e1d\u00e1, \u017ee by zaniklo a\u017e na 17 000 pracovn\u00edch m\u00edst.<\/p>\n<hr \/>\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.bruegel.org\/publications\/publication-detail\/publication\/809-commitments-or-prohibition-the-eu-antitrust-dilemma\/\">Z\u00e1vazky \u010di z\u00e1kazy? The EU antitrust dilemma<\/em><\/h3>\n<h3 style=\"text-align: justify;\">Mario Mariniello; Bruegel<\/h3>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">Specifickou proceduru pro rozhodnut\u00ed t\u00fdkaj\u00edc\u00ed se z\u00e1vazk\u016f m\u016f\u017eeme naj\u00edt v\u00a0na\u0159\u00edzen\u00ed Rady 1\/2003, kter\u00e9 vzniklo z\u00a0d\u016fvodu modernizace antimonopoln\u00edho pr\u00e1va Evropsk\u00e9 unie. Poru\u0161en\u00edm tohoto pr\u00e1va m\u016f\u017ee doj\u00edt k\u00a0rozhodnut\u00ed o z\u00e1kazu, kter\u00e9 pln\u011b identifikuje poru\u0161en\u00ed z\u00e1kona, ukon\u010duje nesout\u011b\u017en\u00ed chov\u00e1n\u00ed a m\u016f\u017ee ulo\u017eit n\u00e1pravn\u00e1 opat\u0159en\u00ed a vysok\u00e9 pokuty. Tomuto se lze vyhnout, p\u0159edlo\u017e\u00ed-li vy\u0161et\u0159ovan\u00e1 firma soubor z\u00e1vazk\u016f, kter\u00e9 bude dodr\u017eovat v\u00a0souladu se sout\u011b\u017en\u00edm pr\u00e1vem. Nedodr\u017e\u00ed-li firma tyto z\u00e1vazky, Evropsk\u00e1 komise (EK) m\u016f\u017ee p\u0159ej\u00edt k\u00a0tvrd\u0161\u00edmu rozhodnut\u00ed o z\u00e1kazu a uvalit na firmu sankce.<\/p>\n<p style=\"text-align: justify;\">Existuj\u00ed p\u0159edev\u0161\u00edm dva d\u016fvody, pro\u010d by poru\u0161ov\u00e1n\u00ed sout\u011b\u017en\u00edho pr\u00e1va m\u011blo b\u00fdt st\u00edh\u00e1no antimonopoln\u00edmi autoritami. Jedn\u00edm z\u00a0nich je pot\u0159eba udr\u017eovat spr\u00e1vn\u00fd chod trhu, kdy\u017e je sout\u011b\u017e ohro\u017eena \u0161kodliv\u00fdm chov\u00e1n\u00edm, a druh\u00fdm minimalizace rizika, \u017ee by se podobn\u00e1 poru\u0161ov\u00e1n\u00ed m\u011bla objevit i v\u00a0budoucnosti. Co se ochrany sout\u011b\u017ee t\u00fd\u010de, hlavn\u00ed v\u00fdhodou rozhodnut\u00ed t\u00fdkaj\u00edc\u00edho se z\u00e1vazk\u016f je rychlost, kterou EK dok\u00e1\u017ee reagovat na jak\u00e9koliv nekal\u00e9 chov\u00e1n\u00ed. Bohu\u017eel Komise p\u0159istupuje k\u00a0rozhodnut\u00ed t\u00fdkaj\u00edc\u00edmu se z\u00e1vazk\u016f i v\u00a0p\u0159\u00edpadech, kde by bylo t\u0159eba vytvo\u0159it pr\u00e1vn\u00ed precedens rozhodnut\u00edm o z\u00e1kazu, a zbavuje se tak mo\u017enosti zastra\u0161en\u00ed firem od nekal\u00fdch praktik.<\/p>\n<p style=\"text-align: justify;\">V\u00a0posledn\u00edch deseti letech m\u016f\u017eeme zaznamenat notnou zm\u011bnu v\u00a0p\u0159\u00edstupu Komise k\u00a0vyn\u00e1\u0161en\u00ed rozhodnut\u00ed v\u00a0sout\u011b\u017en\u00edm pr\u00e1vu. EK se v\u00edce a v\u00edce p\u0159ikl\u00e1n\u00ed k\u00a0pou\u017eit\u00ed rozhodnut\u00ed t\u00fdkaj\u00edc\u00edho se z\u00e1vazk\u016f, a pokud chce v\u00a0t\u00e9to tendenci pokra\u010dovat, m\u011bl by se zdokonalit institucion\u00e1ln\u00ed r\u00e1mec ke\u00a0zm\u00edrn\u011bn\u00ed z\u00e1por\u016f a udr\u017een\u00ed jejich p\u0159\u00ednos\u016f. St\u00e1v\u00e1 se, \u017ee rozhodnut\u00ed t\u00fdkaj\u00edc\u00ed se z\u00e1vazk\u016f jsou usnesena i ve v\u011bcech, kdy m\u00e1 EK pocit, \u017ee by tento p\u0159\u00edpad neusp\u011bl u soudu, a tak by institucion\u00e1ln\u00edmu mechanismu prosp\u011blo zv\u00fd\u0161en\u00ed transparentnosti. To by pak vyvolalo rovnov\u00e1hu mezi motivacemi \u2013 od slab\u00fdch p\u0159\u00edpad\u016f by bylo upu\u0161t\u011bno a rozhodnut\u00ed Komise by byla zalo\u017een\u00e1 na solidn\u00edch d\u016fkazech a argumentech.<\/p>\n<p style=\"text-align: justify;\">\n<hr \/>\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.fiia.fi\/en\/publication\/392\/multi-speed_europe\/#.UvKsePldWQJ\">V\u00edcerychlostn\u00ed Evropa? Diferencovan\u00e1 integrace ve vn\u011bj\u0161\u00edch vztaz\u00edch Evropsk\u00e9 unie<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><em>Multi speed Europe? Ve sv\u011btle finan\u010dn\u00edch probl\u00e9m\u016f euroz\u00f3ny, kter\u00e9 ekonomick\u00e1 recese vynesla na povrch, se n\u011bkter\u00e9 st\u00e1ty, je\u017e je\u0161t\u011b euro nep\u0159ijaly, vyjad\u0159uj\u00ed velmi kriticky v\u016f\u010di spole\u010dn\u00e9 m\u011bn\u011b. Vzhledem k\u00a0neochot\u011b n\u011bkter\u00fdch \u010dlensk\u00fdch st\u00e1t\u016f k\u00a0prohlubov\u00e1n\u00ed m\u011bnov\u00e9 a hospod\u00e1\u0159sk\u00e9 unie \u2013 k\u00a0nim\u017e pat\u0159\u00ed krom\u011b Velk\u00e9 Brit\u00e1nie i \u010cesk\u00e1 republika \u2013 vid\u00ed mnoz\u00ed v\u00a0diferencovan\u00e9 integraci jedin\u00fd zp\u016fsob, jak p\u0159ekonat tuto politickou divizi v\u00a0r\u00e1mci Unie. Na druhou stranu ale existuje v\u00e1\u017en\u00e9 nebezpe\u010d\u00ed, \u017ee tento postup povede je\u0161t\u011b k\u00a0v\u011bt\u0161\u00ed desintegraci EU nebo dokonce a\u017e k jej\u00ed fragmentaci.<\/p>\n<p style=\"text-align: justify;\">Diferencovan\u00e1 integrace nav\u00edc nen\u00ed jen vnit\u0159n\u00ed probl\u00e9m Unie, n\u00fdbr\u017e ovliv\u0148uje i vn\u011bj\u0161\u00ed vztahy EU k\u00a0t\u0159et\u00edm zem\u00edm. Ve v\u011bt\u0161in\u011b p\u0159\u00edpad\u016f se zat\u00edm na fenom\u00e9n diferencovan\u00e9 integrace nahl\u00ed\u017e\u00ed jako na zp\u016fsob, jak propagovat a prosadit ur\u010ditou politickou agendu bez existence jednomysln\u00e9ho souhlasu v\u0161ech \u010dlensk\u00fdch zem\u00ed. Av\u0161ak vzr\u016fstaj\u00edc\u00ed rozd\u00edly mezi euroz\u00f3nou a zbytkem Evropy mohou negativn\u011b ovlivnit tak\u00e9 schopnost Unie jako celku formulovat jednotnou a koherentn\u00ed zahrani\u010dn\u00ed politiku. Dvoustup\u0148ov\u00e1 integrace nav\u00edc m\u016f\u017ee b\u00fdt navenek pro zahrani\u010dn\u00ed partnery i zna\u010dn\u011b matouc\u00ed a nesrozumiteln\u00e1.<\/p>\n<p style=\"text-align: justify;\">Prozat\u00edm neexistuj\u00ed \u017e\u00e1dn\u00e9 p\u0159esv\u011bd\u010div\u00e9 ukazatele, \u017ee by v\u00a0r\u00e1mci Unie v\u00a0sou\u010dasnosti doch\u00e1zelo k\u00a0n\u011bjak\u00e9mu v\u00fdrazn\u00e9mu n\u00e1r\u016fstu diferenciace v\u00a0zahrani\u010dn\u00edch v\u011bcech. Nicm\u00e9n\u011b mo\u017enost, \u017ee se prohlubuj\u00edc\u00ed se integrace zem\u00ed euroz\u00f3ny p\u0159elije i do oblasti zahrani\u010dn\u00edch vztah\u016f, nem\u016f\u017ee b\u00fdt zcela vylou\u010dena. Zahrnuj\u00ed v\u00edce acquis ne\u017e Stabiliza\u010dn\u00ed a asocia\u010dn\u00ed dohody s\u00a0balk\u00e1nsk\u00fdmi st\u00e1ty (nap\u0159\u00edklad Srbskem) a jsou hlub\u0161\u00ed ne\u017e asocia\u010dn\u00ed dohody se st\u00e1ty mimo evropsk\u00fd kontinent (Chile, Ji\u017en\u00ed Korea). Po\u010det obyvatel \u010di velikost nen\u00ed p\u0159edpokladem v\u00fdkonn\u00e9 ekonomiky, ale mal\u00e9 st\u00e1ty mus\u00ed, pokud cht\u011bj\u00ed prosperovat, co nejv\u00edce otev\u0159\u00edt sv\u00e9 ekonomiky sv\u011btu a vybudovat si kapacity ve specifick\u00fdch oblastech hospod\u00e1\u0159stv\u00ed. Gruzie tuto politiku aplikuje ji\u017e od roku 2004, pro Moldavsko to bude novinka.<\/p>\n<p style=\"text-align: justify;\">Rusko agresivn\u011b intervenuje v\u00a0neprosp\u011bch dohod se st\u00e1ty V\u00fdchodn\u00edho partnerstv\u00ed (VP). Moskva uvalila obchodn\u00ed restrikce na Gruzii, Moldavsko, Ukrajinu a dokonce i na Litvu. Arm\u00e9nie u\u017e z\u00a0podpisu asocia\u010dn\u00ed dohody vycouvala.
