M\u00edsto \u201etrojjedine\u010dnosti\u201c evropsk\u00e9 politiky za vl\u00e1dy Petra Ne\u010dase dan\u00e9 vlastn\u00ed evropskou politikou t\u0159\u00ed instituc\u00ed: pro-evropsk\u00e9ho ministerstva zahrani\u010dn\u00edch v\u011bc\u00ed (Karel Schwarzenberg), halasn\u011b antievropsk\u00e9 politiky Hradu (V\u00e1clav Klaus) a st\u0159edn\u00ed cesty \u00da\u0159adu vl\u00e1dy (Petr Ne\u010das\/Vojt\u011bch Belling), n\u00e1s nejsp\u00ed\u0161 \u010dek\u00e1 sjednocen\u00ed postoj\u016f.<\/p>\n<p style=\"text-align: justify;\">I kdy\u017e nov\u00e1 vl\u00e1da nevyu\u017eila mo\u017enosti vytvo\u0159it post ministra pro evropsk\u00e9 <a href=\"https:\/\/evropske-hodnoty.blog.ihned.cz\/c1-61396210-proc-potrebujeme-ministra-pro-evropske-zalezitosti\">z\u00e1le\u017eitosti<\/a>, \u010desk\u00e1 evropsk\u00e1 politika, zd\u00e1 se, konverguje. President Milo\u0161 Zeman se zat\u00edm deklaruje proevropsky, a by\u0165 nelze o\u010dek\u00e1vat plnou podporu Sobotkov\u011b vl\u00e1d\u011b v\u00a0jin\u00fdch oblastech, ideologick\u00fd st\u0159et \u201ekv\u016fli Bruselu\u201c zat\u00edm nehroz\u00ed.<\/p>\n<p style=\"text-align: justify;\">Nov\u00fd ministr zahrani\u010dn\u00edch v\u011bc\u00ed Lubom\u00edr Zaor\u00e1lek se netaj\u00ed sv\u00fdm proevropsk\u00fdm postojem a ji\u017e se nechal sly\u0161et, \u017ee by \u010cR m\u011bla do p\u011bti let p\u0159istoupit ke spole\u010dn\u00e9 m\u011bn\u011b (k velik\u00e9 nelibosti skeptik\u016f, kte\u0159\u00ed ho ozna\u010dili za \u201e<a href=\"https:\/\/www.parlamentnilisty.cz\/parlament\/politici-volicum\/Ceska-Suverenita-Zaoralek-je-jeste-vetsi-eurohujer-nez-jsme-cekali-301228\">eurohujera<\/a>\u201c).<\/p>\n<p style=\"text-align: justify;\">Takt\u00e9\u017e vl\u00e1da jako takov\u00e1 v\u00a0koali\u010dn\u00ed smlouv\u011b slibuje \u201eaktivn\u00ed \u010dlenstv\u00ed v\u00a0Evropsk\u00e9 unii\u201c i snahu o \u201e\u00fasp\u011b\u0161n\u00e9 pokra\u010dov\u00e1n\u00ed procesu evropsk\u00e9 integrace\u201c v\u010detn\u011b \u201edodr\u017een\u00ed v\u0161ech dan\u00fdch slib\u016f a z\u00e1vazk\u016f \u010cR sm\u011brem do zahrani\u010d\u00ed\u201c. Pravou rukou Bohuslava Sobotky v evropsk\u00fdch z\u00e1le\u017eitostech by se m\u011bl st\u00e1t Tom\u00e1\u0161 Prouza, kter\u00fd v\u00a0pozici st\u00e1tn\u00edho tajemn\u00edka vyst\u0159\u00edd\u00e1 pr\u00e1v\u011b Vojt\u011bcha Bellinga.<\/p>\n<p style=\"text-align: justify;\"><img fetchpriority=\"high\" decoding=\"async\" title=\"\" alt=\"\" src=\"https:\/\/img.ihned.cz\/attachment.php\/420\/52649420\/qpWEwOMU4Gv5n6H0z3AheScP2Kku8lLT\/prouzaeu.png\" width=\"350\" height=\"233\" \/><\/p>\n<p style=\"text-align: justify;\"><em>Tom\u00e1\u0161 Prouza, zdroj: ceskapozice.cz<\/em><\/p>\n<p style=\"text-align: justify;\">A tak po dlouh\u00e9 dob\u011b sv\u00edt\u00e1 nad\u011bje, \u017ee \u010cesk\u00e1 republika v\u00a0Evropsk\u00e9 unii p\u0159estane hr\u00e1t roli pot\u00ed\u017eisty a za\u0159ad\u00ed se mezi seri\u00f3zn\u011b bran\u00e9, i kdy\u017e mo\u017en\u00e1 m\u00e9n\u011b viditeln\u00e9 \u010dleny, jak\u00fdmi jsou kup\u0159\u00edkladu st\u00e1ty Pobalt\u00ed, Rakousko nebo Slovensko.<\/p>\n<p style=\"text-align: justify;\"><strong>Jsou \u010desk\u00e9 priority v\u00a0souladu s evropsk\u00fdmi prioritami?<\/strong><\/p>\n<p style=\"text-align: justify;\">V\u00a0rovin\u011b deklarac\u00ed to zat\u00edm skute\u010dn\u011b vypad\u00e1 na sbl\u00ed\u017een\u00ed, ale jak se maj\u00ed v\u011bci v\u00a0rovin\u011b praktick\u00e9? Pod\u00edvali jsme se za V\u00e1s do pracovn\u00edho programu Evropsk\u00e9 komise na rok <a href=\"https:\/\/ec.europa.eu\/atwork\/pdf\/cwp_2014_en.pdf\">2014<\/a> a koali\u010dn\u00ed smlouvy nov\u00e9 <a href=\"https:\/\/www.cssd.cz\/data\/files\/koalicni_smlouva.pdf\">vl\u00e1dy<\/a>, abychom zjistili, zdali skute\u010dn\u011b existuje soulad nejen r\u00e9torick\u00fd. Porovn\u00e1n\u00ed t\u011bchto dvou dokument\u016f by n\u00e1m m\u011blo p\u0159in\u00e9st hlub\u0161\u00ed vhled do konkr\u00e9tn\u011bj\u0161\u00edch politick\u00fdch opat\u0159en\u00ed a nazna\u010dit sm\u011brov\u00e1n\u00ed srovn\u00e1van\u00fdch instituc\u00ed.<\/p>\n<p style=\"text-align: justify;\">Evropsk\u00e1 komise naz\u00fdv\u00e1 rok 2014 rokem implementace. Krize a p\u0159ekotn\u00fd v\u00fdvoj v\u00a0euroz\u00f3n\u011b daly vzniknout mnoha legislativn\u00edm n\u00e1vrh\u016fm a opat\u0159en\u00edm, kter\u00e9 \u010dekaj\u00ed na schv\u00e1len\u00ed a implementaci s\u00a0c\u00edlem vyu\u017e\u00edt stabilizaci evropsk\u00e9 ekonomiky, povzbudit hospod\u00e1\u0159sk\u00fd r\u016fst a vytvo\u0159it nov\u00e1 pracovn\u00ed m\u00edsta. Podobn\u011b sm\u00fd\u0161l\u00ed tak\u00e9 na\u0161e nov\u00e1 koalice, kter\u00e1 ve smlouv\u011b identifikuje tyto priority: udr\u017eiteln\u00fd r\u016fst, zv\u00fd\u0161en\u00ed ekonomick\u00e9 konkurenceschopnosti zem\u011b, rozvoj podm\u00ednek pro svobodn\u00e9 podnik\u00e1n\u00ed, rozvoj region\u016f, tvorbu pracovn\u00edch m\u00edst. Konkr\u00e9tn\u011b by se to m\u011blo projevit v\u00a0efektivn\u011bj\u0161\u00edm \u201evyu\u017eit\u00ed ekonomick\u00fdch mo\u017enost\u00ed \u010dlenstv\u00ed\u201c, jinak \u0159e\u010deno, ve\u00a0zv\u00fd\u0161en\u00ed \u010desk\u00e9ho exportu na evropsk\u00fd trh, kam dnes sm\u011b\u0159uj\u00ed \u010dty\u0159i p\u011btiny na\u0161eho v\u00fdvozu. Poj\u010fme se ov\u0161em pod\u00edvat na oba dokumenty bl\u00ed\u017ee.<\/p>\n<p style=\"text-align: justify;\"><strong>Zrychlen\u00e1 integrace m\u011bnov\u00e9 unie a \u010desk\u00e9 sn\u011bn\u00ed o euru<\/strong><\/p>\n<p style=\"text-align: justify;\">Prvn\u00ed prioritn\u00ed oblast\u00ed Evropsk\u00e9 komise je pochopiteln\u011b m\u011bnov\u00e1 unie. Legislativn\u00ed c\u00edle zahrnuj\u00ed pos\u00edlen\u00ed spole\u010dn\u00e9 ekonomick\u00e9 vl\u00e1dy v\u00a0r\u00e1mci tzv. evropsk\u00e9ho semestru, dokon\u010den\u00ed bankov\u00e9 unie \u2013 s\u00e9rie opat\u0159en\u00ed k\u00a0regulaci bankovn\u00edho <a href=\"https:\/\/ec.europa.eu\/atwork\/pdf\/cwp_2014_en.pdf\">sektoru<\/a> \u2013 a prohlouben\u00ed ekonomick\u00e9 a m\u011bnov\u00e9 unie dle <a href=\"https:\/\/eur-lex.europa.eu\/LexUriServ\/LexUriServ.do?uri=COM:2012:0777:REV1:EN:PDF\">dokumentu<\/a> \u201eN\u00e1vrh hlubok\u00e9 a skute\u010dn\u00e9 ekonomick\u00e9 a m\u011bnov\u00e9 unie\u201c, kter\u00fd identifikuje kr\u00e1tko-, st\u0159edn\u011b- i dlouhodob\u00e9 kroky pot\u0159ebn\u00e9 k\u00a0dosa\u017een\u00ed \u201eskute\u010dn\u00e9\u201c hospod\u00e1\u0159sk\u00e9 jednoty. Sou\u010d\u00e1st\u00ed navrhovan\u00fdch opat\u0159en\u00ed v\u00a0oblasti m\u011bnov\u00e9 unie je tak\u00e9 boj proti finan\u010dn\u00edm podvod\u016fm, neplati\u010d\u016fm dan\u00ed a korupci.<\/p>\n<p style=\"text-align: justify;\">B\u011bhem p\u0159edvolebn\u00ed kampan\u011b dne\u0161n\u00ed koali\u010dn\u00ed strany de facto \u0159ekly, \u017ee se vstupu do m\u011bnov\u00e9 unie nebr\u00e1n\u00ed, \u201ea\u017e to bude pro \u010cR v\u00fdhodn\u00e9\u201c. Co p\u0159esn\u011b znamen\u00e1 \u201ea\u017e to bude v\u00fdhodn\u00e9\u201c, se z\u00a0koali\u010dn\u00ed smlouvy nedo\u010dteme. Postoj \u010desk\u00e9 vl\u00e1dy v\u016f\u010di m\u011bnov\u00e9 unii je toti\u017e nejv\u00e1gn\u011bj\u0161\u00ed \u010d\u00e1st\u00ed cel\u00e9 koali\u010dn\u00ed smlouvy. Nov\u00e1 vl\u00e1da sice avizuje, \u017ee bude \u201ep\u0159ipravovat \u010cR ke vstupu do euroz\u00f3ny, v\u010detn\u011b posouzen\u00ed p\u0159ipojen\u00ed k\u00a0p\u0159\u00edslu\u0161n\u00fdm institucion\u00e1ln\u00edm krok\u016fm\u201c \u2013 tzv. fisk\u00e1ln\u00edmu kompaktu (\u010cesko a Velk\u00e1 Brit\u00e1nie jej jako jedin\u00e9 dv\u011b zem\u011b EU nepodepsaly) a k vznikaj\u00edc\u00ed bankovn\u00ed unii, ale zat\u00edm chyb\u00ed jasn\u00fd pl\u00e1n a \u010dasov\u00fd horizont.<\/p>\n<p style=\"text-align: justify;\">Co se vstupu do euroz\u00f3ny t\u00fd\u010de, nov\u00e1 vl\u00e1da nehled\u011b na euroz\u00f3nu slibuje dodr\u017een\u00ed jednoho z\u00a0Maastrichtsk\u00fdch krit\u00e9ri\u00ed, konkr\u00e9tn\u011b \u201edodr\u017een\u00ed nejv\u00fd\u0161e t\u0159\u00edprocentn\u00edho deficitu ve\u0159ejn\u00fdch financ\u00ed\u201c, a to po cel\u00e9 volebn\u00ed obdob\u00ed (!). V\u00fd\u0161e st\u00e1tn\u00edho dluhu zat\u00edm spl\u0148uje druh\u00e9 krit\u00e9rium (v\u00fd\u0161e st\u00e1tn\u00edho dluhu nesm\u00ed b\u00fdt v\u011bt\u0161\u00ed 60% HDP). Ov\u0161em listopadov\u00e1 devalvace \u010desk\u00e9 koruny \u010ceskou n\u00e1rodn\u00ed bankou ur\u010dit\u011b nep\u0159isp\u011bla podm\u00ednce m\u011bnov\u00e9 stability. Bohuslav Sobotka se k tomu nechal sly\u0161et, \u017ee hlavn\u00edm nositelem agendy p\u0159ijet\u00ed eura m\u00e1 b\u00fdt jednozna\u010dn\u011b vl\u00e1da: \u201eDebata m\u016f\u017ee prob\u00edhat mezi vl\u00e1dou a n\u00e1rodn\u00ed bankou. Prim\u00e1rn\u011b jsou to v\u0161ak politick\u00e1 rozhodnut\u00ed\u201c. Jinak \u0159e\u010deno &#8211; nov\u00e1 vl\u00e1da se hl\u00e1s\u00ed o v\u011bt\u0161\u00ed vliv nad \u010cNB a m\u011bnovou politikou <a href=\"https:\/\/www.parlamentnilisty.cz\/arena\/monitor\/Noviny-pisi-o-moci-sefa-narodni-banky-Singera-za-vlady-Necase-a-Kalouska-300737\">st\u00e1tu<\/a>.<\/p>\n<p style=\"text-align: justify;\">Posledn\u00edm bodem v\u00a0oblasti evropsk\u00fdch financ\u00ed je boj proti podvod\u016fm a korupci. V\u00a0t\u00e9to souvislosti nov\u00e1 vl\u00e1da slibuje v\u00a0souladu s\u00a0Evropskou uni\u00ed opat\u0159en\u00ed vedouc\u00ed k\u00a0minimalizaci da\u0148ov\u00fdch \u00fanik\u016f, nap\u0159\u00edklad prost\u0159ednictv\u00edm vyhl\u00e1\u0161ky Ministerstva financ\u00ed o da\u0148ov\u00fdch r\u00e1j\u00edch. Dle n\u00ed by m\u011bl vzniknout tzv. \u201eblack list\u201c jurisdikc\u00ed definovan\u00fdch jako da\u0148ov\u00fd r\u00e1j a platby pr\u00e1vnick\u00fdch i fyzick\u00fdch osob by m\u011bli b\u00fdt p\u0159edm\u011btem \u201ezvl\u00e1\u0161tn\u00ed informa\u010dn\u00ed povinnosti\u201c. Vl\u00e1da chce tak\u00e9 pos\u00edlit v\u00fdb\u011br dan\u00ed a da\u0148ovou kontrolu, kontrolu ve\u0159ejn\u00e9 spr\u00e1vy a chce zve\u0159ej\u0148ovat v\u00fddaje placen\u00e9 z\u00a0pen\u011bz da\u0148ov\u00fdch poplatn\u00edk\u016f. S\u00a0t\u00edm souvis\u00ed tak\u00e9 pro\u0161et\u0159en\u00ed n\u011bkter\u00fdch kauz. Koali\u010dn\u00ed smlouva konkr\u00e9tn\u011b slibuje \u201epro\u0161et\u0159en\u00ed vypl\u00e1cen\u00ed podpor st\u00e1vaj\u00edc\u00edm instalac\u00edm fotovoltaick\u00fdch elektr\u00e1ren\u201c.<\/p>\n<p style=\"text-align: justify;\"><strong>Chyt\u0159e r\u016fst<\/strong><\/p>\n<p style=\"text-align: justify;\">Druhou velkou prioritou Evropsk\u00e9 komise je podpora \u201echytr\u00e9ho, udr\u017eiteln\u00e9ho a inkluzivn\u00edho r\u016fstu\u201c. K\u00a0dos\u00e1hnut\u00ed tohoto c\u00edle je podle Komise pot\u0159ebn\u00e9 pokra\u010dovat ve\u00a0strategii Evropa 2020, kter\u00e1 si klade za c\u00edl zv\u00fd\u0161it investice, zam\u011bstnanost a posilnit soci\u00e1ln\u00ed za\u010dle\u0148ov\u00e1n\u00ed vylou\u010den\u00fdch skupin obyvatelstva \u2013 zvl\u00e1\u0161t\u011b mlad\u00fdch absolvent\u016f. M\u011blo by se tak st\u00e1t\u00a0podporou pracovn\u00ed mobility, pomoc\u00ed program\u016f investic a inovac\u00ed jako <a href=\"https:\/\/www.evropskyvyzkum.cz\/cs\/nastroje-spoluprace\/ramcove-programy\/horizont2020\">Horizont 2020<\/a>, zabezpe\u010den\u00edm vy\u0161\u0161\u00ed implementace evropsk\u00e9ho pr\u00e1va a zjednodu\u0161en\u00edm legislativy pro mal\u00e9 a st\u0159edn\u00ed podniky. D\u00e1le Komise sklo\u0148uje agendu digit\u00e1ln\u00edch slu\u017eeb, od kter\u00e9 si slibuje modernizaci ve\u0159ejn\u00fdch slu\u017eeb pro podnikatele a ve\u0159ejnost. S t\u00edm souvis\u00ed tak\u00e9 oblast komunikace zahrnuj\u00edc\u00ed telekomunikace (EU navrhuje vytvo\u0159en\u00ed jednotn\u00e9ho trhu v\u00a0oblasti telekomunika\u010dn\u00edch a datov\u00fdch slu\u017eeb), dopravu a energii. To v\u0161e v\u00a0mez\u00edch udr\u017eiteln\u00e9ho rozvoje s\u00a0ohledem na \u017eivotn\u00ed prost\u0159ed\u00ed. Vezm\u011bme si to tedy jedno po druh\u00e9m:<\/p>\n<p style=\"text-align: justify;\">Vl\u00e1da se soci\u00e1ln\u00edmi demokraty v\u00a0koalici samoz\u0159ejm\u011b nem\u016f\u017ee b\u00fdt lhostejn\u00e1 k \u0161ir\u0161\u00edm ekonomick\u00fdm souvislostem i k situaci dom\u00e1c\u00edho obyvatelstva a firem. Nep\u0159ekvap\u00ed tedy, \u017ee prosperuj\u00edc\u00ed hospod\u00e1\u0159stv\u00ed, ekonomick\u00e1 konkurenceschopnost zem\u011b, udr\u017een\u00ed soci\u00e1ln\u00ed soudr\u017enosti a tvorba pracovn\u00edch m\u00edst zvl\u00e1\u0161t\u011b v\u00a0regionech v\u00a0r\u00e1mci zachov\u00e1n\u00ed princip\u016f \u201esoci\u00e1ln\u011b a ekologicky orientovan\u00e9ho tr\u017en\u00edho hospod\u00e1\u0159stv\u00ed\u201c jsou hlavn\u00edmi prioritami nov\u00e9 vl\u00e1dy.<\/p>\n<p style=\"text-align: justify;\">Co se t\u00fd\u010de za\u010dle\u0148ov\u00e1n\u00ed znev\u00fdhodn\u011bn\u00fdch skupin obyvatelstva (absolventi V\u0160, zdravotn\u011b posti\u017een\u00ed, osoby star\u0161\u00ed pades\u00e1ti let a rodi\u010de po n\u00e1vratu z\u00a0mate\u0159sk\u00e9 dovolen\u00e9; vl\u00e1dou ozna\u010dovan\u00ed jako \u201esoci\u00e1ln\u011b pot\u0159ebn\u00ed zam\u011bstnanci\u201c), koalice navrhuje kup\u0159\u00edkladu vytvo\u0159en\u00ed do\u010dasn\u00e9 pob\u00eddky pro zam\u011bstnavatele t\u011bchto lid\u00ed, za kter\u00e9 slibuje po dobu dvan\u00e1cti m\u011bs\u00edc\u016f odv\u00e1d\u011bt soci\u00e1ln\u00ed poji\u0161t\u011bn\u00ed. Tak\u00e9 zva\u017euje podporu rodin s\u00a0d\u011btmi. Absolvent\u016fm by m\u011blo pomoct v\u011bt\u0161\u00ed propojen\u00ed mezi \u0161kolou a prax\u00ed (nov\u00e1 vl\u00e1da obecn\u011b klade velk\u00fd d\u016fraz na technick\u00e9 obory). Tak\u00e9 podpora za\u010d\u00ednaj\u00edc\u00edm podnikatel\u016fm by mohla dopomoci vzniku pracovn\u00edch m\u00edst. Koalice rovn\u011b\u017e podporuje platovou rovnost mezi pohlav\u00edmi.<\/p>\n<p style=\"text-align: justify;\">Dal\u0161\u00edm krokem ke\u00a0zv\u00fd\u0161en\u00ed ekonomick\u00e9ho r\u016fstu a zam\u011bstnanosti na evropsk\u00e9 \u00farovni je podle Komise zv\u00fd\u0161en\u00ed pracovn\u00ed mobility. V\u00a0podm\u00ednk\u00e1ch jednotn\u00e9ho trhu z\u016fst\u00e1v\u00e1 sektor slu\u017eeb a profesn\u00edch zam\u011bstn\u00e1n\u00ed m\u00e1lo integrovan\u00fd (po zm\u011bn\u00e1ch tzv. Bolkensteinovy <a href=\"https:\/\/www.euroskop.cz\/9047\/21433\/clanek\/proc-implementace-smernice-o-sluzbach-tak-bolela\/\">sm\u011brnice<\/a>, podle kter\u00e9 se podnikatel provozuj\u00edc\u00ed \u017eivnost mus\u00ed p\u0159izp\u016fsobit regulac\u00edm hostitelsk\u00e9 zem\u011b pro danou profesi). Koali\u010dn\u00ed smlouva se tomuto t\u00e9matu v\u011bnuje p\u0159ekvapiv\u011b v\u00a0kapitole zdravotnictv\u00ed, kter\u00e1 obsahuje zm\u00ednku o vz\u00e1jemn\u00e9m uzn\u00e1v\u00e1n\u00ed kvalifikac\u00ed v\u00a0zem\u00edch EU v\u00a0z\u00e1jmu usnadn\u011bn\u00ed uplatn\u011bn\u00ed se na trhu pr\u00e1ce.<\/p>\n<p style=\"text-align: justify;\">V\u00a0r\u00e1mci investic a inovac\u00ed chce komise vyu\u017e\u00edt programu Horizont 2020 (sou\u010d\u00e1st strategie Evropa 2020), kter\u00fd umo\u017e\u0148uje financov\u00e1n\u00ed cel\u00e9ho inova\u010dn\u00edho \u0159et\u011bzce od z\u00e1kladn\u00edho v\u00fdzkumu a\u017e po jeho aplikaci na trhu. Nov\u00e1 vl\u00e1da chce tak\u00e9 inovovat a podpo\u0159\u00ed hlavn\u011b \u201estrategick\u00e9 obory s\u00a0bezprost\u0159edn\u00edmi mo\u017enostmi aplikace, jako jsou biotechnologie, nanotechnologie, biochemie, medic\u00edna, informatika nebo stroj\u00edrenstv\u00ed\u201c. Podpo\u0159\u00ed pr\u00fd i spole\u010denskov\u011bdn\u00e9 discipl\u00edny. Koalice tak\u00e9 chyst\u00e1 zm\u011bnu syst\u00e9mu hodnocen\u00ed a financov\u00e1n\u00ed v\u00fdzkumn\u00fdch instituc\u00ed (snad k\u00a0lep\u0161\u00edmu) a chce pos\u00edlit odpov\u011bdnost za v\u00fdsledky a v\u00fdvoj financovan\u00fd z\u00a0ve\u0159ejn\u00fdch prost\u0159edk\u016f, v\u010detn\u011b \u201ezp\u0159\u00edstup\u0148ov\u00e1n\u00ed v\u00fdsledk\u016f v\u00a0souladu s\u00a0po\u017eadavky EU (Horizont 2020). Ke\u00a0zlep\u0161en\u00ed v\u00fdzkumu a v\u00fdvoje by m\u011bla dopomoci vy\u0161\u0161\u00ed mobilita v\u00fdzkumn\u00fdch pracovn\u00edk\u016f a zp\u0159\u00edstupn\u011bn\u00ed v\u00fdb\u011brov\u00fdch \u0159\u00edzen\u00ed i pro zahrani\u010dn\u00ed v\u011bdeck\u00e9 pracovn\u00edky, nebo podpora tzv. \u201epodnikatelsk\u00fdch inkub\u00e1tor\u016f\u201c, kter\u00e9 by m\u011bli m\u00edt lep\u0161\u00ed p\u0159\u00edstup k\u00a0aplikovan\u00e9mu v\u00fdzkumu.<\/p>\n<p style=\"text-align: justify;\">Evropsk\u00e1 unie chce v\u00a0nadch\u00e1zej\u00edc\u00edm obdob\u00ed v\u011bnovat p\u00e9\u010di mal\u00fdm a st\u0159edn\u00edm podnik\u016fm. Uv\u011bdomuj\u00edc si komplexnost a slo\u017eitost evropsk\u00e9 legislativy zvl\u00e1\u0161t\u011b pro mal\u00e9 firmy s\u00a0ni\u017e\u0161\u00edm po\u010dtem zam\u011bstnanc\u016f, Evropsk\u00e1 komise rozb\u011bhla program <a href=\"https:\/\/ec.europa.eu\/smart-regulation\/refit\/index_en.htm\">REFIT<\/a> (Regulatory Fitness and Performance), jeho\u017e c\u00edlem je zjednodu\u0161en\u00ed a sn\u00ed\u017een\u00ed administrativn\u00ed z\u00e1t\u011b\u017ee pomoc\u00ed revize nebo zru\u0161en\u00ed neadekv\u00e1tn\u00ed legislativy. Tohle by m\u011blo zaujmout jak na\u0161i novou vl\u00e1du, tak Parlament, a to hned ze dvou d\u016fvod\u016f: sni\u017eov\u00e1n\u00ed administrativn\u00ed z\u00e1t\u011b\u017ee pro podnikatele je toto\u017en\u00fdm c\u00edlem \u010desk\u00e9 vl\u00e1dy a budeme o t\u00e9to \u201erenovovan\u00e9\u201c evropsk\u00e9 legislativ\u011b rozhodovat v\u00a0Rad\u011b. Vl\u00e1da by m\u011bla b\u00fdt schopn\u00e1 ji vhodn\u011b p\u0159ipom\u00ednkovat v\u00a0souladu s\u00a0n\u00e1rodn\u00edmi prioritami. Nov\u00e1 \u010desk\u00e1 vl\u00e1da je v\u00a0tomto ohledu pom\u011brn\u011b ambici\u00f3zn\u00ed. Krom\u011b obecn\u00e9 podpory informa\u010dn\u00ed spole\u010dnosti a prov\u011b\u0159en\u00ed dosavadn\u00edho syst\u00e9mu e-Government jsou na stole r\u016fzn\u00e9 dal\u0161\u00ed elektronick\u00e9 \u201evychyt\u00e1vky\u201c: elektronick\u00e1 sb\u00edrka z\u00e1kon\u016f dostupn\u00e1 ka\u017ed\u00e9mu ob\u010danu na internetu sice pot\u011b\u0161\u00ed, ov\u0161em progresivn\u011bj\u0161\u00ed je navrhovan\u00e1 elektronizace da\u0148ov\u00fdch doklad\u016f a faktur pro instituce st\u00e1tn\u00ed spr\u00e1vy a jejich dodavatele (viz t\u00e9\u017e boj proti korupci n\u00ed\u017ee), digitalizace spr\u00e1vy dan\u00ed nebo kvalitn\u00ed datov\u00e9 spojen\u00ed. Zaj\u00edmav\u011b zn\u00ed tak\u00e9 ji\u017e diskutovan\u00e1 problematika elektronick\u00fdch zdravotn\u00edch karet, kter\u00e1 by mohla nab\u00fdt v\u00fdznamu, kdy\u017e by se povedlo na evropsk\u00e9 \u00farovni vytvo\u0159it jednodu\u0161\u0161\u00ed podm\u00ednky pro poskytov\u00e1n\u00ed zdravotn\u00ed p\u00e9\u010de jako slu\u017eby v\u00a0zahrani\u010d\u00ed.<\/p>\n<p style=\"text-align: justify;\"><strong>Evropsk\u00fd ve\u0159ejn\u00fd \u017ealobce a \u010desk\u00e1 rekonstrukce st\u00e1tu<\/strong><\/p>\n<p style=\"text-align: justify;\">Posledn\u00ed tematickou oblast\u00ed, kter\u00e9 se Evropsk\u00e1 komise v\u011bnuje, je bezpe\u010dnost a spravedlnost (justice). Organizovan\u00fd zlo\u010din, korupce, terorismus, ale tak\u00e9 ochrana z\u00e1kladn\u00edch pr\u00e1v, v\u010detn\u011b ochrany spot\u0159ebitele z\u016fst\u00e1vaj\u00ed prioritou. Kompeten\u010dn\u011b by m\u011bl k\u00a0ochran\u011b ob\u010dansk\u00fdch a podnikatelsk\u00fdch pr\u00e1v v \u201emezist\u00e1tn\u00edch\u201c p\u0159\u00edpadech p\u0159isp\u011bt vznik nov\u00e9ho \u00fa\u0159adu \u2013 \u00da\u0159ad evropsk\u00e9ho ve\u0159ejn\u00e9ho \u017ealobce (European Public Prosecutor\u2019s <a href=\"https:\/\/ec.europa.eu\/justice\/criminal\/judicial-cooperation\/public-prosecutor\/index_en.htm\">Office<\/a>).<\/p>\n<p style=\"text-align: justify;\">V\u00a0posledn\u00edch letech ka\u017ed\u00e1 \u010desk\u00e1 vl\u00e1da znovu a znovu vyhla\u0161ovala boj proti korupci a organizovan\u00e9mu zlo\u010dinu. Zat\u00edm marn\u011b \u010dek\u00e1me na zlep\u0161en\u00ed situace. Strany nov\u00e9 vl\u00e1dy se tak\u00e9 zakl\u00ednali protikorup\u010dn\u00edmi opat\u0159en\u00edmi: ANO v\u00a0podstat\u011b p\u0159evzalo program <a href=\"https:\/\/www.rekonstrukcestatu.cz\/cs\">Rekonstrukce st\u00e1tu<\/a>, \u010cSSD slibovala funguj\u00edc\u00ed st\u00e1t, k\u0159es\u0165an\u0161t\u00ed demokrat\u00e9 zase transparentn\u00ed hospoda\u0159en\u00ed st\u00e1tu. Nep\u0159ekvap\u00ed tedy, \u017ee vymahatelnosti pr\u00e1va, nez\u00e1visl\u00e9 justici a boji proti korupci, finan\u010dn\u00edm podvod\u016fm a z\u00e1va\u017en\u00e9 hospod\u00e1\u0159sk\u00e9 a finan\u010dn\u00ed kriminalit\u011b je v\u011bnov\u00e1na zv\u00fd\u0161en\u00e1 pozornost. Krom\u011b obecn\u00fdch deklarac\u00ed obsahuje koali\u010dn\u00ed smlouva i konkr\u00e9tn\u00ed n\u00e1vrhy jak zlep\u0161it \u010deskou pr\u00e1vn\u00ed jistotu a transparentnost st\u00e1tn\u00ed administrativy. N\u00e1sleduj\u00edc\u00ed n\u00e1vrhy jsou siln\u011b inspirov\u00e1ny Rekonstrukc\u00ed st\u00e1tu.<\/p>\n<p style=\"text-align: justify;\">Koalice slibuje, \u017ee: \u201ezavede elektronick\u00e9 vypl\u0148ov\u00e1n\u00ed a zve\u0159ej\u0148ov\u00e1n\u00ed majetkov\u00fdch p\u0159izn\u00e1n\u00ed politik\u016f\u201c; zajist\u00ed \u201etransparentnost vlastnictv\u00ed i u spole\u010dnost\u00ed s\u00a0akciemi na jm\u00e9no a umo\u017en\u00ed opr\u00e1vn\u011bn\u00fdm org\u00e1n\u016fm zjistit majitele akci\u00ed spole\u010dnosti po celou dobu jej\u00ed existence\u201c; p\u0159edlo\u017e\u00ed \u201ez\u00e1kon o centr\u00e1ln\u00edm registru v\u0161ech smluv uzav\u0159en\u00fdch ve\u0159ejnou spr\u00e1vou nad ur\u010dit\u00fd minim\u00e1ln\u00ed finan\u010dn\u00ed limit [&#8230;] dostupn\u00fd na internetu\u201c; podpo\u0159\u00ed centr\u00e1ln\u00ed n\u00e1kupy a elektronick\u00e9 aukce ve ve\u0159ejn\u00e9m sektoru; dohl\u00e9dne na syst\u00e9m financov\u00e1n\u00ed politick\u00fdch stran \u201ezaveden\u00edm v\u00fddajov\u00e9ho limitu pro volebn\u00ed kampan\u011b\u201c a limitu na finan\u010dn\u00ed dary. Vl\u00e1da se t\u00e9\u017e zavazuje p\u0159ijmout legislativn\u00ed opat\u0159en\u00ed, kter\u00e1 by \u0159e\u0161ila ochranu whistleblower\u016f.<\/p>\n<p style=\"text-align: justify;\">V\u00a0oblasti ochrany spot\u0159ebitele si chce vl\u00e1da l\u00e9pe posv\u00edtit na nez\u00e1vadnost potravin a zav\u00e9st postihy v\u00fdrobc\u016fm nekvalitn\u00edch v\u00fdrobk\u016f, nebo v\u00fdrobc\u016fm produkt\u016f, u kter\u00fdch slo\u017een\u00ed deklarovan\u00e9 na obale neodpov\u00edd\u00e1 skute\u010dn\u00e9mu slo\u017een\u00ed v\u00fdrobku. Jak trefn\u011b poznamen\u00e1v\u00e1 Jan Mach\u00e1\u010dek (Respekt 4\/2014), i kdy\u017e by to mohlo vypadat na prosazov\u00e1n\u00ed z\u00e1jm\u016f Agrofertu, jedn\u00e1 se sp\u00ed\u0161 o celoevropsk\u00fd trend. Ochrana spot\u0159ebitele a jeho zdrav\u00ed je jasn\u011b definovanou prioritou Evropsk\u00e9 komise pro rok 2014.<\/p>\n<p style=\"text-align: justify;\"><strong>S\u00a0eurofondy bude l\u00edp<\/strong><\/p>\n<p style=\"text-align: justify;\">D\u016fle\u017eit\u00fdm bodem volebn\u00edch program\u016f v\u0161ech stran bylo lep\u0161\u00ed vyu\u017eit\u00ed evropsk\u00fdch fond\u016f. \u010cesko tak\u00e9 je\u0161t\u011b st\u00e1le pat\u0159\u00ed k\u00a0tzv. \u010dist\u00fdm p\u0159\u00edjemc\u016fm \u2013 k zem\u00edm, kter\u00e9 z\u00a0rozpo\u010dtu EU z\u00edsk\u00e1vaj\u00ed v\u00edc, ne\u017e do n\u011bj p\u0159isp\u00edvaj\u00ed. Pod\u00edl pro \u010cR by m\u011bl pro nov\u00e9 rozpo\u010dtov\u00e9 obdob\u00ed 2014 \u2013 2020 dos\u00e1hnout zhruba 620 miliard korun a nov\u00e1 vl\u00e1da v\u00ed co s\u00a0t\u00edm: investice pl\u00e1nuje vyu\u017e\u00edt na zlep\u0161en\u00ed ve\u0159ejn\u00e9 infrastruktury, zateplen\u00ed budov, opravu pam\u00e1tek, na zlep\u0161en\u00ed \u017eivotn\u00edho prost\u0159ed\u00ed i na modernizaci \u0161kolstv\u00ed a v\u011bdy.<\/p>\n<p style=\"text-align: justify;\">\u010cR dlouhodob\u011b pat\u0159\u00ed k\u00a0nejhor\u0161\u00edm st\u00e1t\u016fm, co se t\u00fd\u010de kontroly \u010derp\u00e1n\u00ed eurofond\u016f. Nov\u00e1 vl\u00e1da proto pl\u00e1nuje zm\u011bnu organiza\u010dn\u00ed struktury na jednodu\u0161\u0161\u00ed, s \u201ejasn\u011b definovanou zodpov\u011bdnost\u00ed jednotliv\u00fdch org\u00e1n\u016f a efektivn\u00edm auditn\u00edm syst\u00e9mem\u201c. Aby nedoch\u00e1zelo k\u00a0bezhlav\u00e9mu pl\u00fdtv\u00e1n\u00ed, vl\u00e1da pl\u00e1nuje urychlen\u011b zapracovat na strategick\u00fdch rozvojov\u00fdch priorit\u00e1ch.<\/p>\n<p style=\"text-align: justify;\">Koalice kv\u016fli eurofond\u016fm tak\u00e9 urychlen\u011b novelizuje z\u00e1kon o st\u00e1tn\u00ed slu\u017eb\u011b, jeho\u017e p\u0159edlo\u017een\u00ed do legislativn\u00edho procesu bez rozs\u00e1hl\u00e9 odborn\u00e9 diskuze od\u016fvod\u0148uje pr\u00e1v\u011b mo\u017en\u00fdm zastaven\u00edm \u010derp\u00e1n\u00ed evropsk\u00fdch pen\u011bz. Podle samotn\u00e9 Komise je v\u0161ak horn\u00ed hranic\u00ed konec roku 2016.<\/p>\n<p style=\"text-align: justify;\"><strong>Z\u00e1v\u011brem<\/strong><\/p>\n<p style=\"text-align: justify;\">Na z\u00e1klad\u011b porovn\u00e1n\u00ed sm\u011brodatn\u00fdch dokument\u016f Evropsk\u00e9 komise (Commission Work Programme 2014) a nov\u00e9 \u010desk\u00e9 vl\u00e1dy (koali\u010dn\u00ed smlouvy \u2013 de facto z\u00e1kladu programu nov\u00e9 vl\u00e1dy) to dnes vypad\u00e1 na <em>sbli\u017eov\u00e1n\u00ed \u010desk\u00fdch a evropsk\u00fdch z\u00e1jm\u016f<\/em>. Po person\u00e1ln\u00ed str\u00e1nce to t\u00e9\u017e vypad\u00e1 na sjednocen\u00ed dom\u00e1c\u00edch pozic, co\u017e je dobr\u00e1 zpr\u00e1va. Pozitivn\u011b lze vn\u00edmat tak\u00e9 skute\u010dnost, \u017ee vl\u00e1da chce zv\u00fd\u0161it informovanost ob\u010dan\u016f o Evropsk\u00e9 unii \u2013 bude m\u00edt k\u00a0tomu ide\u00e1ln\u00ed \u0161anci p\u0159i p\u0159\u00edle\u017eitosti voleb do Evropsk\u00e9ho parlamentu, kter\u00e9 ji\u017e za\u010daly nominacemi kandid\u00e1t\u016f stran (sledujte #EUvolby14).<\/p>\n<p style=\"text-align: justify;\">V\u00a0nejbli\u017e\u0161\u00edch letech v\u0161ak \u010dek\u00e1 Evropskou unii p\u0159edev\u0161\u00edm prohlouben\u00ed integrace v\u00a0oblasti m\u011bnov\u00e9 a fisk\u00e1ln\u00ed unie, a dost mo\u017en\u00e1 tak\u00e9 revize prim\u00e1rn\u00edho pr\u00e1va \u2013 evropsk\u00fdch smluv. Nov\u00e1 vl\u00e1da se velmi brzy bude muset rozhodnout, jak se k\u00a0t\u00e9to skute\u010dnosti postav\u00ed: jestli za\u010dne s\u00a0p\u0159\u00edpravou na euro je\u0161t\u011b ne\u017e se Hospod\u00e1\u0159sk\u00e1 a m\u011bnov\u00e1 unie prom\u011bn\u00ed, a bude se tak \u00fa\u010dastnit rozhodov\u00e1n\u00ed o jej\u00edm dal\u0161\u00edm osudu, nebo si nech\u00e1 ujet vlak a bude se pozd\u011bji p\u0159id\u00e1vat do spolku, kter\u00fd je ji\u017e prom\u011bn\u011bn k\u00a0nepozn\u00e1n\u00ed.<\/p>\n<p style=\"text-align: justify;\">Je toti\u017e krajn\u011b nepravd\u011bpodobn\u00e9, \u017ee by se \u010cR poda\u0159ilo dojednat v\u00fdjimku (opt-out), kdy\u017e jsme p\u0159istoupen\u00ed k\u00a0euroz\u00f3n\u011b u\u017e jednou podepsali v\u00a0p\u0159\u00edstupov\u00e9 smlouv\u011b. M\u00edt Evropskou unii jako bonboni\u00e9ru jednodu\u0161e nejde, jak se ukazuje v\u00a0p\u0159\u00edpad\u011b Brit\u00e1nie, kter\u00e1 sice po Evrop\u011b <em>a la carte <\/em>tou\u017e\u00ed, ale zat\u00edm nar\u00e1\u017e\u00ed.<\/p>\n<p style=\"text-align: justify;\">\u010cesk\u00e1 evropsk\u00e1 politika dlouhodob\u011b trp\u00ed nekoncep\u010dnost\u00ed \u2013 Sobotkova vl\u00e1da by m\u011bla ve sv\u00e9m programov\u00e9m prohl\u00e1\u0161en\u00ed nazna\u010dit sv\u00e9 priority v\u00a0r\u00e1mci (nejen) ekonomick\u00e9ho vl\u00e1dnut\u00ed v\u00a0EU, kter\u00e9 se v\u00a0posledn\u00edch letech masivn\u011b m\u011bn\u00ed. V\u011bty o evropsk\u00e9m sm\u011b\u0159ov\u00e1n\u00ed zem\u011b z\u00a0koali\u010dn\u00ed smlouvy jsou tak v\u00e1gn\u00ed, \u017ee by je mohla podepsat snad ka\u017ed\u00e1 \u010desk\u00e1 vl\u00e1da. I proto by m\u011bl Sobotk\u016fv kabinet za\u010d\u00edt intenzivn\u011b pracovat na sv\u00e9 evropsk\u00e9 strategii. Ta aktu\u00e1ln\u011b platn\u00e1 \u2013 p\u0159edlo\u017een\u00e1 je\u0161t\u011b Ne\u010dasovou vl\u00e1dou \u2013 byla jen soupisem obecn\u00fdch pozic k aktu\u00e1ln\u00edm legislativn\u00edm n\u00e1vrh\u016fm EU, nikoliv dokumentem definuj\u00edc\u00edm z\u00e1jmy \u010cesk\u00e9 republiky p\u0159esahuj\u00edc\u00edch n\u011bkolik dal\u0161\u00edch let.<\/p>\n<p style=\"text-align: justify;\">Nov\u00fd kabinet mus\u00ed d\u016fkladn\u00e9 n\u00e1rodn\u00ed diskuzi o priorit\u00e1ch \u010ceska v\u011bnovat v\u00edce ne\u017e kr\u00e1tkou p\u0159est\u0159elku za dve\u0159mi Strakovy akademie.
