Stejn\u011b je na tom vztah mezi Evropskou uni\u00ed a Ruskem, kter\u00fd je st\u00e1le m\u00e9n\u011b funk\u010dn\u00ed. Summit ve Vilniusu pouk\u00e1zal p\u0159edev\u0161\u00edm na to, \u017ee Rusko a EU nemaj\u00ed spole\u010dn\u00e9 pl\u00e1ny pro st\u00e1ty VP a \u017ee jak projekt V\u00fdchodn\u00edho partnerstv\u00ed, tak i unijn\u00ed strategie pro Rusko pot\u0159ebuj\u00ed zrevidovat a modifikovat.<\/p>\n<p style=\"text-align: justify;\">Rusko se ke sv\u00fdm soused\u016fm chov\u00e1 tradi\u010dn\u011b. B\u011bhem n\u011bkolika m\u011bs\u00edc\u016f p\u0159ed summitem ve Vilniusu vystavilo n\u011bkolik zem\u00ed VP netransparentn\u00ed kombinaci siln\u00e9ho tlaku a slib\u016f. Vladimir Putin tak dok\u00e1zal z\u00edskat Arm\u00e9nii na svou stranu, ale vyvolal kritiku i v\u00a0\u010dlensk\u00fdch zem\u00edch celn\u00ed unie, kter\u00e9 se zalekly rusk\u00e9 ochoty uchylovat se k\u00a0unilater\u00e1ln\u00edm rozhodnut\u00edm v\u00a0r\u00e1mci celn\u00ed unie. Tento p\u0159\u00edpad d\u00e1le uk\u00e1zal na to, \u017ee \u010dlenstv\u00ed v celn\u00ed unii nen\u00ed dobrovoln\u00fdm suver\u00e9nn\u00edm rozhodnut\u00edm konkr\u00e9tn\u00edch zem\u00ed, ale \u017ee Rusko \u010dlenstv\u00ed \u201enab\u00edz\u00ed\u201c tak, \u017ee si vl\u00e1dy nemohou dovolit odm\u00edtnout. V\u00a0rusk\u00e9 perspektiv\u011b hegemona jde projekt VP proti z\u00e1jm\u016fm st\u00e1tu a proces sbli\u017eov\u00e1n\u00ed zem\u00ed VP s\u00a0EU je v\u00a0rusk\u00fdch o\u010d\u00edch i potenci\u00e1ln\u00edm p\u0159edstupn\u011bm jejich vstupu do NATO, \u010demu\u017e je Rusko ochotn\u00e9 zabr\u00e1nit za ka\u017edou cenu.<\/p>\n<p style=\"text-align: justify;\">Z\u00e1jmy EU a Ruska v\u00a0sousedsk\u00fdch st\u00e1tech jdou jednozna\u010dn\u011b proti sob\u011b. Rusko m\u00e1 z\u00e1jem na politick\u00e9 a ekonomick\u00e9 nestabilit\u011b t\u011bchto st\u00e1t\u016f, pokud bude doprov\u00e1zena n\u00e1r\u016fstem rusk\u00e9ho vlivu, a samo tak tyto nestability vyvol\u00e1v\u00e1. Unijn\u00ed agenda prezentuje a ch\u00e1pe projekt VP jako prosp\u011b\u0161n\u00fd pro c\u00edlov\u00e9 zem\u011b, EU i Rusko. Tento pohled Moskva nesd\u00edl\u00ed. V\u00a0n\u011bkter\u00fdch \u010dlensk\u00fdch st\u00e1tech EU se p\u0159ed summitem tak\u00e9 za\u010dalo prosazovat ch\u00e1p\u00e1n\u00ed vztah\u016f s\u00a0Ruskem geopolitickou optikou jako hry s\u00a0nulov\u00fdm sou\u010dtem. Tento pohled je pro EU ale kontraproduktivn\u00ed, jde proti filosofii zahrani\u010dn\u00ed politiky EU a p\u0159edev\u0161\u00edm neumo\u017e\u0148uje konstruktivn\u00ed vztah s\u00a0Ruskem, kter\u00fd se rozpad\u00e1 v\u00a0ka\u017ed\u00e9 oblasti od energetiky (kritika Gazpromu ze strany EU) a obchodu (\u017ealoby EU ve WTO) po v\u00edzov\u00fd styk.<\/p>\n<p style=\"text-align: justify;\">EU se p\u0159edev\u0161\u00edm mus\u00ed nau\u010dit p\u0159edv\u00eddat rusk\u00e9 reakce a po\u010d\u00edtat s\u00a0nimi dop\u0159edu. V\u00fdchodn\u00ed partnerstv\u00ed pot\u0159ebuje diferenciaci a nov\u00e9 n\u00e1stroje pro ty st\u00e1ty, kter\u00e9 odm\u00edtly ty st\u00e1vaj\u00edc\u00ed. Vztah EU a Ruska pot\u0159ebuje zpr\u016fhlednit a pro\u010distit. Je nezbytn\u011b nutn\u00e9, aby se EU poda\u0159ilo vytvo\u0159it situaci, kdy bude mo\u017en\u00e9 nal\u00e9zt shodu na ur\u010dit\u00fdch probl\u00e9mech, a tam, kde se z\u00e1jmy EU a Ruska budou rozch\u00e1zet, se aspo\u0148 dohodnout na tom, \u017ee se neshodnou.<\/p>\n<p style=\"text-align: justify;\">\n<hr \/>\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.sieps.se\/en\/publikationer\/eeas-20-recommendations-for-the-amendment-of-council-decision-2010427eu-establishing-the-organization\">ESV\u010c 2.0 &#8211; Doporu\u010den\u00ed pro novelizaci rozhodnut\u00ed Rady 2010\/427\/EU<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><em>EEAS 2.0 &#8211; Recommendations for the amendment of Council Decision 2010\/427\/EU<\/em><\/h3>\n<h3 style=\"text-align: justify;\">Steven Blockmans a Christophe Hillion; Swedish Institute for European Policy Studies<\/h3>\n<p style=\"text-align: justify;\">Odborn\u00edci ze \u0160v\u00e9dsk\u00e9ho institutu pro studium evropsk\u00fdch politik se spojili s\u00a0kolegy z\u00a0dal\u0161\u00edch v\u00fdzkumn\u00fdch instituc\u00ed (CEPS a EUI) a vzali si pod drobnohled rozhodnut\u00ed Rady ministr\u016f, d\u00edky n\u011bmu\u017e Evropsk\u00e1 slu\u017eba pro vn\u011bj\u0161\u00ed \u010dinnost (ESV\u010c) spat\u0159ila sv\u011btlo sv\u011bta. Auto\u0159i detailn\u011b rozeb\u00edraj\u00ed toto rozhodnut\u00ed \u010dl\u00e1nek po \u010dl\u00e1nku, paragraf po paragrafu a poskytuj\u00ed doporu\u010den\u00ed pro jeho novelizaci.<\/p>\n<p style=\"text-align: justify;\">Ji\u017e v\u00a0prvn\u00edm \u010dl\u00e1nku, vymezuj\u00edc\u00edm podstatu a r\u00e1mec ESV\u010c, auto\u0159i pod\u00e1vaj\u00ed n\u00e1vrh pro zm\u011bnu definice, jeliko\u017e z\u00a0n\u00ed nelze vy\u010d\u00edst, v\u00a0jak\u00e9m je ESV\u010c postaven\u00ed v\u016f\u010di ostatn\u00edm evropsk\u00fdm instituc\u00edm. Prvn\u00ed \u010dl\u00e1nek obsahuje dal\u0161\u00ed problematickou formulaci t\u00fdkaj\u00edc\u00ed se c\u00edl\u016f ESV\u010c, kter\u00e9 nejsou ani v\u00a0rozhodnut\u00ed, ani nikde v\u00a0prim\u00e1rn\u00edm pr\u00e1vu EU, uvedeny. Druh\u00fd \u010dl\u00e1nek, kter\u00fd se v\u011bnuje \u00fakol\u016fm Slu\u017eby, odvozuje \u00fakoly dle rol\u00ed Vysok\u00e9ho p\u0159edstavitele a je t\u0159eba jej reformulovat tak, aby byla v\u00a0seznamu \u00fakol\u016f dostate\u010dn\u011b pos\u00edlena koherence s\u00a0Lisabonskou smlouvou. Takt\u00e9\u017e m\u016f\u017ee b\u00fdt vyvol\u00e1n dojem, \u017ee mezi Komis\u00ed, prezidentem Evropsk\u00e9 rady a Slu\u017ebou je hierarchick\u00fd vztah, co\u017e je ve sporu s\u00a0\u010dl\u00e1nkem prvn\u00edm, a je nezbytn\u00e9 u\u010dinit n\u00e1pravu, nap\u0159\u00edklad dopln\u011bn\u00edm paragrafu ve t\u0159et\u00edm \u010dl\u00e1nku, v\u011bnuj\u00edc\u00edmu se kooperaci.<\/p>\n<p style=\"text-align: justify;\">K\u00a0dosa\u017een\u00ed l\u00e9pe operuj\u00edc\u00ed struktury a koherence ESV\u010c by pomohla i jednodu\u0161\u0161\u00ed a u\u017e\u0161\u00ed formulace z\u00e1vazk\u016f spolupr\u00e1ce ve t\u0159et\u00edm \u010dl\u00e1nku. Centr\u00e1ln\u00ed administraci, kterou se zab\u00fdv\u00e1 \u010dl\u00e1nek \u010dtvrt\u00fd, by prosp\u011blo zdokonalen\u00ed struktury seniorn\u00edho managementu a vymezen\u00ed jasn\u00e9 linie mezi kompetencemi jednotliv\u00fdch resort\u016f.\u00a0 \u00daprav nebyl zpro\u0161t\u011bn ani \u010dl\u00e1nek p\u00e1t\u00fd a auto\u0159i navrhuj\u00ed zm\u011bny u unijn\u00edch delegac\u00ed, kde by doplnili procedury po nedosa\u017een\u00ed shody o zalo\u017een\u00ed\/rozpu\u0161t\u011bn\u00ed delegac\u00ed \u010di zm\u00ednku o r\u016fzn\u00fdch typech reprezentace. Doporu\u010den\u00fdm zm\u011bn\u00e1m se nevyhnuly ani ostatn\u00ed \u010dl\u00e1nky, n\u011bkter\u00e9 byly dokonce vypu\u0161t\u011bny pro jejich neaktu\u00e1lnost (\u010dl\u00e1nek sedm a dvan\u00e1ct). Te\u010f nezb\u00fdv\u00e1 nic jin\u00e9ho ne\u017e \u010dekat, zdali v\u0161echny v\u011bcn\u00e9 p\u0159ipom\u00ednky a doporu\u010den\u00ed vezmou v\u00a0potaz i\u00a0<em>decision make\u0159i<\/em>, kte\u0159\u00ed v\u00a0sou\u010dasnosti pracuj\u00ed na revizi tohoto rozhodnut\u00ed.<\/p>\n<hr \/>\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.fride.org\/download\/WP4_Confidential_partnerships.pdf\">D\u016fv\u011brn\u00e9 spojenectv\u00ed? EU, jej\u00ed strategi\u010dt\u00ed partne\u0159i a mezin\u00e1rodn\u00ed terorismus<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><em>Confidential partnerships? The EU, its strategic partners and international terrorism<\/em><\/h3>\n<h3 style=\"text-align: justify;\">Thomas Renard; Fundaci\u00f3n para las Relaciones Internacionales y el Di\u00e1logo Exterior<\/h3>\n<p style=\"text-align: justify;\">Terorismus je jednou z nejz\u00e1va\u017en\u011bj\u0161\u00edch vn\u011bj\u0161\u00edch i vnit\u0159n\u00edch hrozeb, kter\u00fdm mus\u00ed Evropsk\u00e1 unie (EU) \u010delit. Autor se ve sv\u00e9 studii zam\u011b\u0159uje p\u0159edev\u0161\u00edm na extern\u00ed dimenzi boje proti terorismu, j\u00ed\u017e p\u0159edstavuje spolupr\u00e1ce se t\u0159et\u00edmi zem\u011bmi. Hodnot\u00ed tak\u00e9 schopnost Unie hr\u00e1t roli glob\u00e1ln\u00edho hr\u00e1\u010de na poli protiteroristick\u00fdch aktivit. Autor nicm\u00e9n\u011b pova\u017euje tuto vn\u011bj\u0161\u00ed dimenzi za nejslab\u0161\u00ed \u010dl\u00e1nek evropsk\u00e9 protiteroristick\u00e9 strategie a doch\u00e1z\u00ed k\u00a0z\u00e1v\u011bru, \u017ee vliv Evropsk\u00e9 unie je na glob\u00e1ln\u00ed \u00farovni doposud sp\u00ed\u0161e margin\u00e1ln\u00ed. Na vin\u011b je p\u0159edev\u0161\u00edm fakt, \u017ee z\u00e1le\u017eitosti n\u00e1rodn\u00ed bezpe\u010dnosti z\u016fst\u00e1vaj\u00ed ve v\u00fdlu\u010dn\u00e9 kompetenci \u010dlensk\u00fdch st\u00e1t\u016f EU, kter\u00fdm zat\u00edm chyb\u00ed d\u016fv\u011bra nezbytn\u00e1 pro hlub\u0161\u00ed spolupr\u00e1ci v\u00a0t\u00e9to oblasti.<\/p>\n<p style=\"text-align: justify;\">I p\u0159es tyto skute\u010dnosti m\u00e1 v\u0161ak EU slibn\u00fd potenci\u00e1l st\u00e1t se v\u00a0boji proti terorismu efektivn\u011bj\u0161\u00edm akt\u00e9rem. Se st\u00e1le intenzivn\u011bj\u0161\u00edm sd\u00edlen\u00edm zku\u0161enost\u00ed a informac\u00ed mezi tajn\u00fdmi slu\u017ebami jednotliv\u00fdch \u010dlensk\u00fdch st\u00e1t\u016f z\u00e1rove\u0148 nar\u016fst\u00e1 i vz\u00e1jemn\u00e1 d\u016fv\u011bra \u2013 a to p\u0159edev\u0161\u00edm d\u00edky pr\u00e1ci Evropsk\u00e9 komise. Proto\u017ee v\u0161ak fenom\u00e9n terorismu nerespektuje st\u00e1tn\u00ed hranice, mus\u00ed Komise z\u00e1rove\u0148 \u00fazce spolupracovat s\u00a0Evropskou slu\u017ebou pro vn\u011bj\u0161\u00ed \u010dinnost, kter\u00e1 m\u00e1 na starosti extern\u00ed aspekty boje proti terorismu. Koordinace aktivit protiteroristick\u00e9 strategie mezi jednotliv\u00fdmi institucemi EU ale z\u016fst\u00e1v\u00e1 pom\u011brn\u011b problematick\u00e1 stejn\u011b jako koordinace spolupr\u00e1ce se t\u0159et\u00edmi zem\u011bmi. S\u00a0mno\u017estv\u00edm z\u00a0nich z\u016fst\u00e1v\u00e1 velk\u00e1 \u010d\u00e1st potenci\u00e1lu pro kooperaci dosud nerozvinut\u00e1. Na druhou stranu si Unie v\u00a0posledn\u00edch letech upev\u0148uje sv\u016fj postoj k jednotliv\u00fdm strategick\u00fdm partner\u016fm a da\u0159\u00ed se j\u00ed pomalu ale jist\u011b prohlubovat s\u00a0nimi spolupr\u00e1ci v\u00a0glob\u00e1ln\u00edm boji proti terorismu.<\/p>\n<hr \/>\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.iai.it\/pdf\/GTE\/GTE_PB_10.pdf\">Unijn\u00ed a tureck\u00e1 azylov\u00e1 politika ve sv\u011btle syrsk\u00e9 krize<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><em>The EU and Turkey&#8217;s Asylum Policies in Light of the Syrian Crisis<\/em><\/h3>\n<h3 style=\"text-align: justify;\">Julietty Tolay; Istituto Affari Internazionali<\/h3>\n<p style=\"text-align: justify;\">V prvn\u00ed polovin\u011b lo\u0148sk\u00e9ho roku Turecko i Evropsk\u00e1 unie (EU) vynalo\u017eily zna\u010dn\u00e9 \u00fasil\u00ed v legislativn\u00edm v\u00fdvoji v oblasti azylu. V dubnu 2013 Turecko p\u0159ijalo \u201ez\u00e1kon o cizinc\u00edch a mezin\u00e1rodn\u00ed ochran\u011b\u201c a v \u010dervnu 2013 Evropsk\u00fd parlament schv\u00e1lil \u201eSpole\u010dn\u00fd evropsk\u00fd azylov\u00fd syst\u00e9m (SEAS)\u201c. Nicm\u00e9n\u011b v \u0161ir\u0161\u00edm kontextu t\u011bchto nov\u00fdch pr\u00e1vn\u00edch p\u0159edpis\u016f se odehr\u00e1vaj\u00ed dva r\u016fzn\u00e9 p\u0159\u00edb\u011bhy. Na jedn\u00e9 stran\u011b je Turecko chv\u00e1leno mezin\u00e1rodn\u00edm spole\u010denstv\u00edm za p\u0159ijet\u00ed z\u00e1kona o cizinc\u00edch a zp\u016fsob, jak\u00fdm p\u0159iv\u00edtalo v\u00edce ne\u017e 600 tis\u00edc syrsk\u00fdch uprchl\u00edk\u016f od \u010dervna 2011, kde\u017eto EU \u010del\u00ed kritice za svou pomalou odezvu v\u016f\u010di\u00a0syrsk\u00e9 krizi a zdr\u00e1hav\u011b se rozv\u00edjej\u00edc\u00edm krok\u016fm sm\u011brem ke standardizaci azylov\u00fdch politik jednotliv\u00fdch \u010dlensk\u00fdch st\u00e1t\u016f. Tento stav je pon\u011bkud p\u0159ekvapuj\u00edc\u00ed, kdy\u017e uv\u00e1\u017e\u00edme, \u017ee Turecko je ji\u017e dlouho vn\u00edm\u00e1no jako st\u00e1t, jeho\u017e azylov\u00e1 politika v\u00fdrazn\u011b zaost\u00e1vala za\u00a0vy\u0161\u0161\u00edmi standardy EU (jak je opakovan\u011b zd\u016fraz\u0148ov\u00e1no ve v\u00fdro\u010dn\u00edch zpr\u00e1v\u00e1ch o pokroku, vyd\u00e1van\u00fdch Evropskou komis\u00ed).<\/p>\n<p style=\"text-align: justify;\">Neust\u00e1vaj\u00edc\u00ed boje v\u00a0S\u00fdrii maj\u00ed za n\u00e1sledek hromadn\u00fd p\u0159\u00edliv uprchl\u00edk\u016f do sousedn\u00edch zem\u00ed. V\u00a0polovin\u011b prosince 2013 to bylo podle \u00da\u0159adu Vysok\u00e9ho komisa\u0159e OSN pro uprchl\u00edky (UNHCR) a\u017e 2 300 000 lid\u00ed \u2013 z\u00a0toho 600 000 na\u0161lo \u00fato\u010di\u0161t\u011b v\u00a0Turecku, zat\u00edmco pouze 55 000 v EU. \u010clensk\u00e9 st\u00e1ty byly mnoh\u00fdmi pozorovateli kritizov\u00e1ny za nedostatek pln\u011bn\u00ed sl\u00edben\u00e9 pomoci, stejn\u011b jako pro neuvoln\u011bn\u00ed dostate\u010dn\u00fdch prost\u0159edk\u016f a zejm\u00e9na pro nep\u0159ij\u00edm\u00e1n\u00ed uprchl\u00edk\u016f. Sy\u0159an\u00e9 jsou povinni m\u00edt schengensk\u00e9 v\u00edzum, ale v\u011bt\u0161ina z\u00a0nich \u017e\u00e1dn\u00e9 doklady nem\u00e1, a proto se pokou\u0161\u00ed vstoupit do EU neleg\u00e1ln\u011b. Oproti tomu Turecko v\u00a0reakci na krizi roz\u0161\u00ed\u0159ilo stav \u201edo\u010dasn\u00e9 ochrany\u201c pro Sy\u0159any \u2013 v\u00a0praxi maj\u00ed uprchl\u00edci p\u0159\u00edstup k\u00a0z\u00e1kladn\u00edm humanit\u00e1rn\u00edm slu\u017eb\u00e1m, v\u010detn\u011b zdravotn\u00ed p\u00e9\u010de. Sy\u0159an\u00e9, kte\u0159\u00ed vstoup\u00ed s platn\u00fdm cestovn\u00edm pasem, se sm\u00ed usadit, kde cht\u011bj\u00ed, a uprchl\u00edci bez p\u0159\u00edslu\u0161n\u00fdch dokument\u016f jsou p\u0159est\u011bhov\u00e1ni do uprchlick\u00fdch t\u00e1bor\u016f.<\/p>\n<p style=\"text-align: justify;\">Je mnoho zp\u016fsob\u016f, jak Turecko a EU mohou spolupracovat a naj\u00edt zp\u016fsoby, jak l\u00e9pe \u0159e\u0161it pot\u0159eby uprchl\u00edk\u016f obecn\u011b \u2013 a t\u011bch syrsk\u00fdch p\u0159edev\u0161\u00edm. Z\u00e1kladem by m\u011blo b\u00fdt p\u0159ehodnocen\u00ed procesu ud\u011blov\u00e1n\u00ed azylu a zejm\u00e9na pak bran\u00ed konceptu solidarity v\u00e1\u017en\u011b. Koncept, kter\u00fd je tak \u010dasto pou\u017e\u00edv\u00e1n v\u00a0projevech a zpr\u00e1v\u00e1ch, v\u0161ak nen\u00ed skoro nikdy uplat\u0148ov\u00e1n v\u00a0praxi.
