A co se stane s hrani\u010dn\u00edmi kontrolami v p\u0159\u00edpad\u011b bezv\u00edzov\u00e9ho styku s balk\u00e1nsk\u00fdmi st\u00e1ty?<!--more--><\/i><\/h1>\n<p style=\"text-align: justify;\">\u00a0V den, kdy si p\u0159ipom\u00edn\u00e1me n\u00e1vrat svobody a demokracie do na\u0161\u00ed zem\u011b, bychom se m\u011bli zamyslet nad t\u00edm, zdali si jich dostate\u010dn\u011b v\u00e1\u017e\u00edme. V Evrop\u011b a v jej\u00ed geografick\u00e9 bl\u00edzkosti toti\u017e st\u00e1le existuj\u00ed st\u00e1ty, kter\u00e9 takov\u00e9 \u0161t\u011bst\u00ed jako my nem\u011bly a bu\u010fto se po\u0159\u00e1d je\u0161t\u011b zotavuj\u00ed z v\u00e1le\u010dn\u00e9ho konfliktu, nebo dokonce mo\u017en\u00e1 stoj\u00ed p\u0159ed n\u00edm. V centru pozornosti Evropsk\u00e9 unie (EU) by tak zejm\u00e9na v r\u00e1mci politiky roz\u0161i\u0159ov\u00e1n\u00ed m\u011blo b\u00fdt posilov\u00e1n\u00ed demokracie na Balk\u00e1n\u011b, jeliko\u017e pr\u00e1v\u011b nedostate\u010dn\u00e1 k\u00e1ze\u0148 p\u0159i budov\u00e1n\u00ed pr\u00e1vn\u00edho st\u00e1tu spoustu potenci\u00e1ln\u00edch \u010dlensk\u00fdch zem\u00ed od p\u0159ijet\u00ed do EU vzdaluje. Z\u00e1rove\u0148 je ale zapot\u0159eb\u00ed nastavit nov\u00e1 pravidla (bez)v\u00edzov\u00e9ho styku a hrani\u010dn\u00ed kontroly. Druhou prioritou by pro vn\u011bj\u0161\u00ed vztahy Unie m\u011blo b\u00fdt zajist\u00e9 ji\u017en\u00ed St\u0159edomo\u0159\u00ed, odkud sem proud\u00ed neleg\u00e1ln\u00ed imigranti. Odrazit hrozbu ob\u010dansk\u00e9 v\u00e1lky v Egypt\u011b by proto v r\u00e1mci Spole\u010dn\u00e9 zahrani\u010dn\u00ed a bezpe\u010dnostn\u00ed politiky (SZBP) EU m\u011bl b\u00fdt c\u00edl \u010d\u00edslo jedna. Krom\u011b nedostatku p\u0159\u00edstupov\u00fdch iniciativ pro zem\u011b V\u00fdchodn\u00edho partnerstv\u00ed a geografick\u00e9 bl\u00edzkosti k z\u00e1padn\u00edmu Balk\u00e1nu je to tak\u00e9 kv\u016fli vzr\u016fstaj\u00edc\u00edmu strachu z\u00a0ileg\u00e1ln\u00edch p\u0159ist\u011bhovalc\u016f, slo\u017eit\u011bj\u0161\u00edmu dvoustup\u0148ov\u00e9mu procesu osvobozen\u00ed v\u00edzov\u00e9ho styku, ale tak\u00e9 kv\u016fli slab\u0161\u00ed podpo\u0159e reforem v\u00a0n\u011bkter\u00fdch zem\u00edch Partnerstv\u00ed.<\/p>\n<p style=\"text-align: justify;\">Na stran\u011b EU podporuj\u00ed nejv\u00edce bezv\u00edzov\u00fd styk ty \u010dlensk\u00e9 st\u00e1ty, kter\u00e9 samy za\u017eily jasn\u00e9 politick\u00e9 a ekonomick\u00e9 v\u00fdhody bezv\u00edzov\u00e9ho re\u017eimu po vstupu do EU v\u00a0roce 2004 a 2007. Star\u0161\u00ed \u010dlensk\u00e9 st\u00e1ty se zru\u0161en\u00ed v\u00edz ob\u00e1vaj\u00ed a argumentuj\u00ed t\u00edm, \u017ee v\u00edza jsou jedn\u00edm z\u00a0nejlep\u0161\u00edch prost\u0159edk\u016f, jak zabr\u00e1nit necht\u011bn\u00e9 migraci a roz\u0161\u00ed\u0159en\u00ed organizovan\u00e9ho zlo\u010dinu z\u00a0b\u00fdval\u00fdch sov\u011btsk\u00fdch republik.<\/p>\n<p style=\"text-align: justify;\">Bezpe\u010dnostn\u011b zalo\u017een\u00e9 my\u0161len\u00ed v\u00a0oblasti v\u00edzov\u00e9 politiky v EU dominuje. Av\u0161ak st\u00e1le v\u00edce hlas\u016f podporuje sp\u00ed\u0161e politiku \u201einteligentn\u00ed hrani\u010dn\u00ed kontroly\u201c (automatizovan\u00e1 registrace vstupu a opu\u0161t\u011bn\u00ed st\u00e1tu osob ze t\u0159et\u00edch zem\u00ed tak, aby se zamezilo p\u0159ekra\u010dov\u00e1n\u00ed povolen\u00e9 doby pobytu a z\u00e1rove\u0148 se usnadnilo p\u0159ekra\u010dov\u00e1n\u00ed hranic pro \u010dast\u00e9 <i>bona fide<\/i> cestuj\u00edc\u00ed), mo\u017enosti kr\u00e1tkodob\u00e9ho zam\u011bstn\u00e1n\u00ed a u\u017e\u0161\u00ed spolupr\u00e1ci vykonavatelsk\u00fdch org\u00e1n\u016f v\u00a0EU i v\u00a0partnersk\u00fdch zem\u00edch. Tato politika by se v\u00a0budoucnosti mohla uk\u00e1zat jako efektivn\u011bj\u0161\u00ed zp\u016fsob, jak zajistit evropskou bezpe\u010dnost, ne\u017e v\u00edza, kter\u00e1 stejn\u011b nezabr\u00e1n\u00ed zlo\u010dinc\u016fm ve vstupu do EU.\u00a0\u00a0 <b><\/b><\/p>\n<p style=\"text-align: justify;\">V\u00a0sou\u010dasn\u00e9 dob\u011b je nejbl\u00ed\u017ee mo\u017enosti bezv\u00edzov\u00e9ho styku Moldavsko n\u00e1sledovan\u00e9 Ukrajinou. V\u00a0obou p\u0159\u00edpadech se obavy z\u00a0neleg\u00e1ln\u00ed migrace zdaj\u00ed b\u00fdt zbyte\u010dn\u00e9. Podle autor\u016f studie think-tanku CASA i podle jin\u00fdch instituc\u00ed povede bezv\u00edzov\u00fd re\u017eim sp\u00ed\u0161e k\u00a0do\u010dasn\u00e9 pracovn\u00ed migraci, jak u\u017e jsme mohli b\u00fdt sv\u011bdky v\u00a0p\u0159\u00edpad\u011b Ukrajinc\u016f pracuj\u00edc\u00edch v\u00a0Polsku. Z\u00e1rove\u0148 by nov\u00fd re\u017eim podpo\u0159il setk\u00e1v\u00e1n\u00ed obyvatel r\u016fzn\u00fdch \u010d\u00e1st\u00ed Evropy, a t\u00edm p\u0159isp\u011bl k\u00a0celkov\u00e9 demokratizaci a lep\u0161\u00ed evropsk\u00e9 integraci v\u00a0dan\u00e9m regionu. V\u00a0neposledn\u00ed \u0159ad\u011b by zru\u0161en\u00ed v\u00edz podpo\u0159ilo turismus a vytvo\u0159ilo p\u0159\u00edzniv\u011bj\u0161\u00ed podm\u00ednky k\u00a0podnik\u00e1n\u00ed, jak na stran\u011b EU, tak na stran\u011b zem\u00ed V\u00fdchodn\u00edho partnerstv\u00ed.<\/p>\n<p style=\"text-align: justify;\">\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.epc.eu\/documents\/uploads\/pub_3892_eu_enlargement_to_the_balkans_-_shaken,_not_stirred.pdf\">Roz\u0161i\u0159ov\u00e1n\u00ed EU na Balk\u00e1n: Prot\u0159epat, nem\u00edchat<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><i>EU enlargement to the Balkans: shaken, not stirred<\/i><i><\/i><\/h3>\n<h3 style=\"text-align: justify;\">Corina Stratulat; European Policy Centre<\/h3>\n<p style=\"text-align: justify;\">\u00a0Deset let po Solu\u0148sk\u00e9 deklaraci, kter\u00e1 nab\u00eddla zem\u00edm Balk\u00e1nu perspektivu \u010dlenstv\u00ed v\u00a0EU, ztr\u00e1c\u00ed motor integrace na v\u00fdkonu. Ve\u0159ejn\u00e9 m\u00edn\u011bn\u00ed v\u016f\u010di Balk\u00e1nu i r\u00e9torika politik\u016f ze star\u00fdch \u010dlensk\u00fdch st\u00e1t\u016f chladne a n\u011bkdy se dokonce stav\u00ed proti n\u011bmu.<\/p>\n<p style=\"text-align: justify;\">Sou\u010dasn\u00fd stav Balk\u00e1nu je vzd\u00e1len\u00fd katastrof\u011b, ale bohu\u017eel i \u00fasp\u011bchu. V\u0161echny balk\u00e1nsk\u00e9 zem\u011b \u010del\u00ed stejn\u00fdm v\u00fdzv\u00e1m: implementaci pr\u00e1vn\u00edho st\u00e1tu, nez\u00e1vislosti soudnictv\u00ed, boji proti korupci a organizovan\u00e9mu zlo\u010dinu atd. St\u00e1ty se pokusily o reformy v\u00a0t\u011bchto oblastech s\u00a0r\u016fzn\u00fdm nasazen\u00edm a s\u00a0r\u016fzn\u00fdm v\u00fdsledkem, av\u0161ak hodnov\u011brn\u00fd a udr\u017eiteln\u00fd \u00fasp\u011bch z\u016fst\u00e1v\u00e1 hudbou budoucnosti. N\u00edzk\u00fd hospod\u00e1\u0159sk\u00fd r\u016fst, rostouc\u00ed nezam\u011bstnanost, vysychaj\u00edc\u00ed evropsk\u00e9 investice a remitence \u2013 to je p\u0159\u00edb\u011bh, kter\u00fd znaj\u00ed i \u010dlensk\u00e9 st\u00e1ty EU. V\u00a0p\u0159\u00edpad\u011b Balk\u00e1nu takt\u00e9\u017e ukazuj\u00ed na nutnost makroekonomick\u00fdch a struktur\u00e1ln\u00edch reforem. Podle Evropsk\u00e9 komise nen\u00ed \u017e\u00e1dn\u00fd z\u00a0t\u011bchto st\u00e1t\u016f funguj\u00edc\u00ed tr\u017en\u00ed ekonomikou. Ani ned\u00e1vn\u00e1 konfliktn\u00ed historie nen\u00ed v\u00a0regionu zdaleka p\u0159ekon\u00e1na, a br\u00e1n\u00ed tak region\u00e1ln\u00ed spolupr\u00e1ci a usm\u00ed\u0159en\u00ed.<\/p>\n<p style=\"text-align: justify;\">Balk\u00e1nsk\u00e9 st\u00e1ty se d\u011bl\u00ed do dvou skupin podle schopnosti implementovat evropsk\u00e9 po\u017eadavky ohledn\u011b pr\u00e1vn\u00edho st\u00e1tu, etnick\u00fdch ot\u00e1zek atd. V \u010dele stoj\u00ed \u010cern\u00e1 Hora, Srbsko, s odstupem Alb\u00e1nie. Vzadu se pak \u201eloudaj\u00ed\u201c Bosna a Hercegovina (kv\u016fli p\u0159etrv\u00e1vaj\u00edc\u00ed politick\u00e9 diskriminaci minorit), Kosovo (nejzaostalej\u0161\u00ed balk\u00e1nsk\u00e1 zem\u011b) a FYROM (B\u00fdval\u00e1 jugosl\u00e1vsk\u00e1 republika Makedonie \u2013 neutuchaj\u00edc\u00ed spory s\u00a0\u0158eky o jm\u00e9no Makedonie). Podle autorky samotn\u00e9 je ale nevhodn\u00e9 zem\u011b takto d\u011blit, proto\u017ee ty z druh\u00e9 skupiny se c\u00edt\u00ed \u201eodstr\u010den\u00e9\u201c, co\u017e m\u016f\u017ee v\u00e9st ke\u00a0sm\u011b\u0159ov\u00e1n\u00ed od EU. Nam\u00edsto pasivn\u00edho vlivu slib\u016f \u010dlenstv\u00ed v\u00a0Unii by Komise m\u011bla naj\u00edt zp\u016fsob, jak motivovat v\u0161echny st\u00e1ty k\u00a0soustavn\u00e9 pr\u00e1ci sm\u011brem k pr\u00e1voplatn\u00e9mu \u010dlenstv\u00ed.<\/p>\n<p style=\"text-align: justify;\">\u010clensk\u00e9 st\u00e1ty EU by m\u011bly b\u00fdt v\u00edce zainteresovan\u00e9 v\u00a0roz\u0161i\u0159ov\u00e1n\u00ed. V\u00a0posledn\u00edch letech v\u011bt\u0161ina z\u00a0nich \u0159e\u0161\u00ed nal\u00e9hav\u00e9 ekonomick\u00e9 probl\u00e9my, a tak Brit\u00e1nie a N\u011bmecko p\u0159evzaly veden\u00ed a prot\u011b\u017euj\u00ed n\u011bkter\u00e9 kandid\u00e1ty, sp\u00ed\u0161e ne\u017e region jako celek.<\/p>\n<p style=\"text-align: justify;\">Komise by nem\u011bla neust\u00e1le pou\u017e\u00edvat pouze jazyk ekonomick\u00e9ho rozvoje a pr\u00e1vn\u00edho st\u00e1tu, ale sna\u017eit se mluvit p\u0159\u00edmo k\u00a0lidem o konkr\u00e9tn\u00edch priorit\u00e1ch, kter\u00e9 jsou pro jejich \u017eivoty relevantn\u00ed, a jejich\u017e dopad m\u016f\u017ee b\u00fdt sledov\u00e1n ob\u010danskou spole\u010dnost\u00ed.<\/p>\n<p style=\"text-align: justify;\">\u00dasp\u011bch Balk\u00e1nu je tak\u00e9 \u00fasp\u011bchem EU. Tot\u00e9\u017e plat\u00ed i pro jeho naprost\u00e9 selh\u00e1n\u00ed. \u010c\u00edm d\u0159\u00edve to \u010dlensk\u00e9 st\u00e1ty pochop\u00ed, t\u00edm l\u00e9pe pro v\u0161echny.<\/p>\n<p style=\"text-align: justify;\">\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.pism.pl\/files\/?id_plik=15201\">Ne Frontex, ale my: Sm\u011brem k\u00a0up\u0159\u00edmn\u011bj\u0161\u00ed debat\u011b o hranic\u00edch EU<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><i>It\u2019s Not Frontex, It\u2019s Us: Towards a More Honest EU Borders Debate<\/i><\/h3>\n<h3 style=\"text-align: justify;\">Roderick Parkes; Polish Institute of International Affairs<\/h3>\n<p style=\"text-align: justify;\">\u00a0Evropsk\u00fd parlament a Komise si \u010dasto st\u011b\u017euj\u00ed, \u017ee pozitivn\u00ed zm\u011bny se vyd\u00e1vaj\u00ed za \u00fasp\u011bchy n\u00e1rodn\u00edch vl\u00e1d, zat\u00edmco ne\u00fasp\u011bchy se sv\u00e1d\u011bj\u00ed na Evropu. V\u00a0p\u0159\u00edpad\u011b spr\u00e1vy vn\u011bj\u0161\u00edch hranic se v\u0161ak unijn\u00ed instituce chovaj\u00ed obdobn\u011b ve vztahu k\u00a0Frontexu \u2013 Evropsk\u00e9 agentu\u0159e pro spr\u00e1vu opera\u010dn\u00ed spolupr\u00e1ce na extern\u00edch hranic\u00edch \u010dlensk\u00fdch st\u00e1t\u016f EU, kter\u00e1 vznikla v roce 2004 s\u00a0c\u00edlem zlep\u0161it d\u016fv\u011bru a spolupr\u00e1ci mezi vl\u00e1dami v\u00a0oblasti hrani\u010dn\u00ed kontroly. M\u00edsto toho se v\u0161ak stala n\u00e1strojem p\u0159ehazov\u00e1n\u00ed viny mezi \u010dlensk\u00fdmi st\u00e1ty a unijn\u00edmi institucemi.<\/p>\n<p style=\"text-align: justify;\">Nejd\u0159\u00edve nastala bitva o to <i>vzd\u00e1t se kontroly<\/i>. Komisa\u0159ka pro vnit\u0159n\u00ed z\u00e1le\u017eitosti v\u00a0reakci na lampeduskou krizi vyzvala Frontex k\u00a0rozs\u00e1hl\u00e9 operaci, na kterou v\u0161ak tato agentura nem\u00e1 mand\u00e1t ani zdroje. To stejn\u00e9 plat\u00ed pro europoslance, kter\u00fdm Frontex poslou\u017eil k tomu, aby se vyhnuli vlastn\u00ed odpov\u011bdnosti. Druh\u00e1 bitva se svedla o to <i>z\u00edskat kontrolu zp\u00e1tky<\/i>: n\u00e1rodn\u00ed vl\u00e1dy odm\u00edtaj\u00ed p\u0159ipustit, \u017ee nyn\u00ed sd\u00edlej\u00ed suverenitu a mus\u00ed intenzivn\u011b spolupracovat na spr\u00e1v\u011b hranic. Agentura, je\u017e vznikla s\u00a0c\u00edlem \u201eevropeizovat\u201c n\u00e1rodn\u00ed hrani\u010dn\u00ed syst\u00e9my, tak \u010del\u00ed opa\u010dn\u00e9mu trendu \u2013 snaze je znovu dostat pod n\u00e1rodn\u00ed kontrolu. T\u0159et\u00edm trendem se stala snaha<b> <\/b><i>uniknout kontrole<\/i>: vytvo\u0159en\u00ed centr\u00e1ln\u00ed agentury s\u00a0(velmi limitovan\u00fdmi) pravomocemi m\u00e1 jin\u00fd efekt, ne\u017e se zam\u00fd\u0161lelo. Nyn\u00ed \u010dlensk\u00e9 st\u00e1ty aplikuj\u00ed pravidla jen proto, \u017ee jim to centr\u00e1ln\u00ed org\u00e1n na\u0159\u00edd\u00ed. N\u011bkdej\u0161\u00ed smysl pro vz\u00e1jemnou odpov\u011bdnost se vytratil a nahradilo ho parazitov\u00e1n\u00ed, unilateralismus a nebezpe\u010dn\u00e1 hra s\u00a0ohn\u011bm.<\/p>\n<p style=\"text-align: justify;\">Polsk\u00fd institut mezin\u00e1rodn\u00edch vztah\u016f nal\u00e9h\u00e1 na Var\u0161avu, aby, p\u0159esto\u017ee Polsko nen\u00ed vystaveno tlaku imigrace, p\u0159evzala iniciativu a zm\u011bnila sou\u010dasn\u00fd status quo. V\u00a0z\u00e1jmu Polska je toti\u017e EU schopn\u00e1 poradit si s\u00a0velk\u00fdmi objemy leg\u00e1ln\u00ed migrace i s\u00a0liber\u00e1ln\u00edm hrani\u010dn\u00edm re\u017eimem pro\u00a0v\u00fdchodn\u00ed sousedy. V\u00a0sou\u010dasn\u00e9 kondici toho ale EU, s\u00a0agenturou Frontex jako ob\u011btn\u00edm ber\u00e1nkem \u010dlensk\u00fdch st\u00e1t\u016f a unijn\u00edch instituc\u00ed, schopna nen\u00ed. To m\u00e1 podle n\u011bj ale i svou sv\u011btlou str\u00e1nku, nebo\u0165 Evropan\u016fm d\u00edky tomu doch\u00e1z\u00ed, \u017ee ve sv\u011bt\u011b, kde se EU st\u00e1v\u00e1 v\u00a0porovn\u00e1n\u00ed s\u00a0ostatn\u00edmi mocnostmi st\u00e1le slab\u0161\u00ed, je podobn\u00e9ho institutu skute\u010dn\u011b zapot\u0159eb\u00ed.<\/p>\n<p style=\"text-align: justify;\">Bertoncini zd\u016fraz\u0148uje, \u017ee Evropsk\u00e1 unie mo\u017en\u00e1 jednotnou zahrani\u010dn\u00ed politiku nem\u00e1, jist\u011b j\u00ed v\u0161ak nechyb\u00ed n\u011bkter\u00e9 jej\u00ed komponenty, a to od tarifn\u00edch a netarifn\u00edch obchodn\u00edch bari\u00e9r a antidumpingu p\u0159es rozvojovou a humanit\u00e1rn\u00ed pomoc po proces roz\u0161i\u0159ov\u00e1n\u00ed EU. V\u00a0jin\u00fdch oblastech se naopak neda\u0159\u00ed: P\u0159\u00edkladem je neschopnost EU dotla\u010dit mocnosti k\u00a0n\u00e1sledov\u00e1n\u00ed evropsk\u00e9 klimaticko-energetick\u00e9 politiky nebo absence politiky sm\u011bnn\u00e9ho kurzu.<\/p>\n<p style=\"text-align: justify;\">Podle autora je pro \u00fasp\u011b\u0161nou mezin\u00e1rodn\u00ed spolupr\u00e1ci nutn\u00e1 nejprve kooperace mezi men\u0161\u00edm po\u010dtem zainteresovan\u00fdch \u010dlensk\u00fdch st\u00e1t\u016f. V omezen\u00e9m r\u00e1mci m\u011bly ko\u0159eny ty nejv\u00fdznamn\u011bj\u0161\u00ed akce v\u00a0diplomatick\u00e9 a vojensk\u00e9 oblasti: zalo\u017een\u00ed Eurocorps, mechanismus sd\u00edlen\u00ed vojensk\u00fdch operac\u00ed ATHENA, Evropsk\u00e1 spole\u010dnost pro vzdu\u0161nou obranu a vesm\u00edr (EADS) nebo faktick\u00e1 britsko-francouzsk\u00e1 spolupr\u00e1ce v\u00a0Libyi.<\/p>\n<p style=\"text-align: justify;\">V\u00a0G8 brzo nebude \u017e\u00e1dn\u00e1 evropsk\u00e1 zem\u011b a v\u00a0G20 u\u017e jich je men\u0161ina. Amerika se v\u011bnuje Asii a Rusko je st\u00e1le v\u00edce asertivn\u00ed. Evropa nen\u00ed dob\u0159e vyzbrojena, nem\u00e1 jednotnou zahrani\u010dn\u00ed politiku a ve st\u00ednu dluhov\u00e9 krize hroz\u00ed se\u0161krt\u00e1n\u00ed v\u00fddaj\u016f na zahrani\u010dn\u00ed operace a v\u00fddaje na obranu. Nakonec je zapot\u0159eb\u00ed k\u00a0tomu z\u00edskat odpov\u00eddaj\u00edc\u00ed finan\u010dn\u00ed rozpo\u010det. P\u0159i bli\u017e\u0161\u00edm pohledu na obrannou politiku v\u00a0r\u00e1mci Evropsk\u00e9 unie v\u0161ak zjist\u00edme, \u017ee nejen na \u00farovni EU, ale u\u017e na \u00farovni jednotliv\u00fdch \u010dlensk\u00fdch st\u00e1t\u016f, nejsou bezpe\u010dnostn\u00ed akt\u00e9\u0159i schopni naplnit hned prvn\u00ed krok strategick\u00e9ho pl\u00e1nov\u00e1n\u00ed, j\u00edm\u017e je ur\u010den\u00ed strategick\u00fdch z\u00e1jm\u016f. Zji\u0161\u0165ujeme, \u017ee ani st\u00e1ty jako Francie s\u00a0dlouhou tradic\u00ed vojensk\u00e9ho anga\u017em\u00e1 za hranicemi sv\u00e9 zem\u011b, nemaj\u00ed v\u00a0t\u00e9to v\u011bci jasno. Neschopnost N\u011bmecka myslet strategicky je dokonce legend\u00e1rn\u00ed. Jen\u017ee teprve tehdy, kdy\u017e budeme schopni jasn\u011b ur\u010dit na\u0161e z\u00e1jmy, m\u016f\u017eeme za\u010d\u00edt vyv\u00edjet \u00fa\u010dinnou strategii, jak je br\u00e1nit. A pr\u00e1v\u011b tady by m\u011bla EU p\u0159i reflexi sv\u00e9 obrann\u00e9 strategie za\u010d\u00edt a zah\u00e1jit celoevropskou debatu na t\u00e9ma, co vlastn\u011b evropsk\u00e9 z\u00e1jmy jsou.<\/p>\n<p style=\"text-align: justify;\">Pokus o definov\u00e1n\u00ed strategick\u00fdch z\u00e1jm\u016f by m\u011bl za\u010d\u00edt na \u00farovni jednotliv\u00fdch \u010dlensk\u00fdch st\u00e1t\u016f. V\u00fdm\u011bnou za dodr\u017eov\u00e1n\u00ed z\u00e1kladn\u00edch lidsk\u00fdch pr\u00e1v a svobod nab\u00eddli Egyptu finan\u010dn\u00ed v\u00fdpomoc a tak\u00e9 sjedn\u00e1n\u00ed z\u00f3ny voln\u00e9ho obchodu mezi ob\u011bma celky. Bohu\u017eel ani p\u0159\u00edslib poskytnut\u00ed p\u016fj\u010dek a zv\u00fd\u0161en\u00ed objemu investic nenal\u00e1kal Egypt dostate\u010dn\u011b, aby se evropsk\u00e1 soft power mohla uk\u00e1zat jako efektivn\u00ed.<\/p>\n<p style=\"text-align: justify;\">P\u0159esto\u017ee egyptsk\u00e1 spole\u010dnost zaznamenala za posledn\u00ed dva roky i n\u011bkter\u00e9 pokroky (prob\u011bhly \u0159\u00e1dn\u00e9 prezidentsk\u00e9 volby, skon\u010dil stav ohro\u017een\u00ed, bylo uspo\u0159\u00e1d\u00e1no referendum k\u00a0n\u00e1vrhu nov\u00e9 \u00fastavy), do\u0161lo takt\u00e9\u017e k\u00a0n\u011bkolika v\u00e1\u017en\u00fdm pochyben\u00edm ze strany vl\u00e1dnouc\u00edch elit, jako nap\u0159\u00edklad k\u00a0rozpu\u0161t\u011bn\u00ed n\u00e1rodn\u00edho shrom\u00e1\u017ed\u011bn\u00ed. V\u00fdrazn\u00e9 zlep\u0161en\u00ed situace v\u00a0oblasti dodr\u017eov\u00e1n\u00ed lidsk\u00fdch pr\u00e1v se rovn\u011b\u017e nedostavilo, p\u0159i\u010dem\u017e nejv\u011bt\u0161\u00ed nebezpe\u010d\u00ed tkv\u00ed zejm\u00e9na ve st\u00e1le zna\u010dn\u011bj\u0161\u00edm rozd\u011blen\u00ed egyptsk\u00e9 spole\u010dnosti pr\u00e1v\u011b na z\u00e1klad\u011b postoj\u016f k\u00a0pr\u00e1v\u016fm \u017een, svobod\u011b projevu \u010di vyzn\u00e1n\u00ed. Jak ji\u017e bylo uvedeno, EU je i p\u0159es v\u0161echna sv\u00e1 pochyben\u00ed nejvhodn\u011bj\u0161\u00edm akt\u00e9rem, kter\u00fd by se m\u011bl pokusit ob\u010dansk\u00e9 v\u00e1lce v Egypt\u011b zamezit v\u0161emi prost\u0159edky, neust\u00e1vat v budov\u00e1n\u00ed vz\u00e1jemn\u00e9 d\u016fv\u011bry a pomoci usnadnit dialog mezi znesv\u00e1\u0159en\u00fdmi stranami vnitropolitick\u00e9ho konfliktu coby medi\u00e1tor. Diferenciace, kter\u00e1 byla zavedena jednotnou m\u011bnou, se projevila na poli monet\u00e1rn\u00ed politiky, kterou prov\u00e1d\u011bla autonomn\u00ed Evropsk\u00e1 centr\u00e1ln\u00ed banka (ECB). Nicm\u00e9n\u011b tato limitovan\u00e1 diferenciace nehnala k\u00a0vytvo\u0159en\u00ed siln\u00e9 struktury vl\u00e1dnut\u00ed euroz\u00f3ny.<\/p>\n<p style=\"text-align: justify;\">Dluhov\u00e1 krize vyvol\u00e1vala obavy z dal\u0161\u00edho \u0161\u00ed\u0159en\u00ed se euroz\u00f3nou, a proto kroky ekonomick\u00e9 integrace byly c\u00edleny pr\u00e1v\u011b na euroz\u00f3nu. U\u017e\u0161\u00ed integrace je d\u016fsledkem \u010dl\u00e1nk\u016f 136 a 137 Lisabonsk\u00e9 smlouvy, d\u00edky nim\u017e se mohou st\u00e1ty euroz\u00f3ny domluvit na striktn\u011bj\u0161\u00edch pravidlech hospod\u00e1\u0159sk\u00e9 politiky a na jejich institucionalizaci jako neform\u00e1ln\u00ed podskupiny v\u00a0r\u00e1mci Ecofinu. Dal\u0161\u00ed platformou pro hlub\u0161\u00ed hospod\u00e1\u0159skou integraci jsou mezivl\u00e1dn\u00ed smlouvy. P\u0159\u00edkladem inovac\u00ed, kter\u00e9 maj\u00ed vliv pouze na st\u00e1ty euroz\u00f3ny, je tzv. two-pack a Evropsk\u00fd stabiliza\u010dn\u00ed mechanismus (ESM). Naopak takov\u00fd Jednotn\u00fd mechanismus dohledu (SSM) a tzv. Jednotn\u00fd mechanismus pro \u0159e\u0161en\u00ed probl\u00e9m\u016f (SRM) svou existenc\u00ed ovliv\u0148uj\u00ed i st\u00e1ty bez eura, p\u0159i\u010dem\u017e SSM a SRM jsou dv\u011bma v\u00fdznamn\u00fdmi kroky k\u00a0vytvo\u0159en\u00ed bankovn\u00ed unie. Za\u010d\u00e1tkem roku 2013 vstoupil v platnost Fisk\u00e1ln\u00ed pakt (TSCG), jeho\u017e \u00fa\u010delem je pos\u00edlen\u00ed hospod\u00e1\u0159sk\u00e9ho pil\u00ed\u0159e EMU. Pouze \u010cesk\u00e1 republika a Velk\u00e1 Brit\u00e1nie se rozhodly k\u00a0paktu nep\u0159istoupit.<\/p>\n<p style=\"text-align: justify;\">Na budouc\u00ed reformu m\u011bnov\u00e9 unie lze nahl\u00ed\u017eet z\u00a0n\u011bkolika \u00fahl\u016f. Jak hluboko bude pot\u0159eba v\u00e9st integraci? Jak\u00e1 bude politick\u00e1 v\u016fle \u010dlensk\u00fdch st\u00e1t\u016f? Co m\u016f\u017ee b\u00fdt implementov\u00e1no do Lisabonsk\u00e9 smlouvy a jak\u00e9 budou n\u00e1vrhy na jej\u00ed zm\u011bnu? Reforma i ot\u00e1zky ohledn\u011b jej\u00ed budoucnosti souvis\u00ed s\u00a0v\u00fdvojem ekonomick\u00e9 situace.
