A jak by se m\u011bl nov\u00fd Evropsk\u00fd parlament pou\u010dit od sv\u00e9ho p\u0159edch\u016fdce?<\/i><\/h1>\n<p style=\"text-align: justify;\">V na\u0161em ka\u017edot\u00fddenn\u00edm souhrnu toho nejzaj\u00edmav\u011bj\u0161\u00edho, s \u010d\u00edm p\u0159i\u0161ly v minul\u00e9m t\u00fddnu think-tanky zab\u00fdvaj\u00edc\u00ed se evropskou tematikou, se tentokr\u00e1t dozv\u00edte hned n\u011bkolik n\u00e1vod\u016f, jak zlep\u0161it to \u010di ono v r\u00e1mci evropsk\u00e9 integrace. Jak u\u017e s\u00e1m titulek napov\u00edd\u00e1, jedna ze studi\u00ed se zab\u00fdv\u00e1 reformou rozpo\u010dtu Evropsk\u00e9 unie (EU), a to zejm\u00e9na s ohledem na Spole\u010dnou zem\u011bd\u011blskou politiku (SZP). Dal\u0161\u00ed akademick\u00e9 \u010dl\u00e1nky se pak v\u011bnuj\u00ed soci\u00e1ln\u00ed demokracii, Evropsk\u00e9 slu\u017eb\u011b pro vn\u011bj\u0161\u00ed \u010dinnost (ESV\u010c) a ve\u0159ejn\u00e9 diplomacii \u010di probl\u00e9mu p\u0159ist\u011bhovalectv\u00ed ve Velk\u00e9 Brit\u00e1nii. U\u017eite\u010dn\u00e9 rady poskytuje tak\u00e9 anal\u00fdza &#8220;Jak by se m\u011bl p\u0159\u00ed\u0161t\u00ed Evropsk\u00fd parlament pou\u010dit od sv\u00e9ho p\u0159edch\u016fdce?&#8221; nebo studie FRIDE o tom, jak\u00fdm zp\u016fsobem m\u016f\u017ee Unie pomoci pos\u00edlit demokratickou kulturu v Rusku. Nem\u00e9n\u011b aktu\u00e1ln\u00ed je i \u010dl\u00e1nek vydan\u00fd Bruegelem, kter\u00fd poukazuje na nov\u00e9 \u00fakoly, kter\u00e9 bude muset Evropsk\u00e1 centr\u00e1ln\u00ed banka k p\u0159ekon\u00e1n\u00ed krize vz\u00edt za sv\u00e9. V\u011b\u0159\u00edme, \u017ee si v tomto v\u00fdb\u011bru \u017ehav\u00fdch t\u00e9mat z oblasti Evropy najdete i to sv\u00e9.<!--more--><\/p>\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.policy-network.net\/publications_download.aspx?ID=8536\">Jak \u00fa\u010dinn\u00e1 regulace sn\u00ed\u017e\u00ed z\u00e1vislost na zdan\u011bn\u00ed<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><i>How Effective Regulation Reduces Reliance on Taxation<\/i><\/h3>\n<h3 style=\"text-align: justify;\">Thomas Aubrey; Policy Network<\/h3>\n<p style=\"text-align: justify;\">Soci\u00e1ln\u00ed demokrat\u00e9 si po relativn\u011b dlouhou dobu pohodln\u011b vysta\u010dili s\u00a0t\u00edm, \u017ee pokud trh selh\u00e1v\u00e1, automatickou odpov\u011bd\u00ed mus\u00ed b\u00fdt zdan\u011bn\u00ed a redistribuce. Tato mantra se v\u0161ak nezd\u00e1 b\u00fdt dobr\u00fdm protil\u00e9kem na sou\u010dasnou finan\u010dn\u00ed krizi a i pro voli\u010de p\u0159est\u00e1v\u00e1 b\u00fdt atraktivn\u00ed. Soci\u00e1ln\u00ed demokrat\u00e9 tak uv\u00edzli ve slep\u00e9 uli\u010dce bez nov\u00e9 teorie, od kter\u00e9 by mohli odvodit jakoukoli progresivn\u00ed agendu.<\/p>\n<p style=\"text-align: justify;\">Pokrok byl st\u011b\u017eejn\u00edm konceptem ji\u017e pro Adama Smithe, zakladatele klasick\u00e9 politick\u00e9 ekonomie. P\u0159edstavoval si pod n\u00edm materi\u00e1ln\u00ed bohatnut\u00ed cel\u00e9 (!) spole\u010dnosti, kter\u00e9 je umo\u017en\u011bno trhy. Levicov\u00e9 i pravicov\u00e9 vl\u00e1dy v\u0161ak ignorovaly Adama Smithe a aktivn\u011b podporovaly \u201enezaslou\u017een\u00e9\u201c zisky z\u00a0rostouc\u00edch cen pozemk\u016f na \u00fakor produktivn\u00ed pr\u00e1ce a kapit\u00e1lu. Penzijn\u00ed politika rovn\u011b\u017e selh\u00e1v\u00e1, a to z\u00a0d\u016fvodu nedostatku transparentnosti poskytnut\u00e9 \u201ez\u00e1kazn\u00edk\u016fm,\u201c co\u017e vede k\u00a0probl\u00e9mu asymetrick\u00fdch informac\u00ed a dob\u00fdv\u00e1n\u00ed renty z\u00a0ekonomiky, tedy ke klasick\u00fdm tr\u017en\u00edm selh\u00e1n\u00edm. Soci\u00e1ln\u00ed demokracie z\u0159ejm\u011b usoudila, \u017ee vl\u00e1da nen\u00ed schopna tr\u017en\u00ed selh\u00e1n\u00ed \u0159e\u0161it, nebo\u0165 neexistuj\u00ed d\u016fkazy o tom, \u017ee by vl\u00e1da disponovala lep\u0161\u00edmi informacemi ne\u017e trh, aby tak bylo mo\u017en\u00e9 tato selh\u00e1n\u00ed napravit. V\u00a0tomto tvrzen\u00ed se v\u0161ak skr\u00fdv\u00e1 p\u0159edpoklad, \u017ee trhy ji\u017e funguj\u00ed nejl\u00e9pe, jak dovedou, co\u017e je celkem naivn\u00ed p\u0159edstava vzhledem k\u00a0tomu, jak se trhy historicky vyv\u00edjely.<\/p>\n<p style=\"text-align: justify;\">Soci\u00e1ln\u00ed demokrat\u00e9 mus\u00ed opustit svou posedlost makroekonomickou \u00farovn\u00ed, zejm\u00e9na zdan\u011bn\u00ed a redistribuci, a to ve prosp\u011bch zefektivn\u011bn\u00ed trh\u016f na mikroekonomick\u00e9 \u00farovni. Progresivn\u00ed politici se proto mus\u00ed zam\u011b\u0159it na \u201epre-distribuci,\u201c kter\u00e1 by pomoc\u00ed opravy trh\u016f na individu\u00e1ln\u00ed \u00farovni zlep\u0161ila v\u00fdstupy spole\u010dnosti. Zda v\u00edce, nebo m\u00e9n\u011b regulace je dnes zbyte\u010dn\u00e1 ot\u00e1zka \u2013 vl\u00e1da mus\u00ed p\u0159edev\u0161\u00edm zajistit, aby trhy pracovaly ve prosp\u011bch ve\u0159ejnosti. Jak\u00fdmi zp\u016fsoby m\u016f\u017ee EU napom\u00e1hat rozvoji demokracie v\u00a0Rusku? Autorka \u010dl\u00e1nku odpov\u00edd\u00e1, \u017ee mezi mo\u017enosti pat\u0159\u00ed ekonomick\u00e1 a politick\u00e1 kondicionalita, politick\u00fd dialog o lidsk\u00fdch pr\u00e1vech, programy na podporu ob\u010dansk\u00e9 spole\u010dnosti a liberalizace v\u00edzov\u00e9 politiky.<\/p>\n<p style=\"text-align: justify;\">Evropsk\u00e1 diversifikace dodavatel\u016f energi\u00ed a naopak r\u016fst rusk\u00e9 z\u00e1vislosti na energetick\u00e9m v\u00fdvozu do Evropy otev\u00edr\u00e1 mo\u017enost pro rozs\u00e1hlej\u0161\u00ed podmi\u0148ov\u00e1n\u00ed obchodu s\u00a0Ruskem zlep\u0161ov\u00e1n\u00edm lidskopr\u00e1vn\u00edch podm\u00ednek anebo dokonce odvol\u00e1n\u00edm kontroverzn\u00edch z\u00e1kon\u016f. V\u00a0EU v\u0161ak uplat\u0148ov\u00e1n\u00ed ekonomick\u00fdch sankc\u00ed v\u016f\u010di Rusku nep\u0159ipad\u00e1 v\u00a0\u00favahu kv\u016fli sou\u010dasn\u00e9 ekonomick\u00e9 krizi a d\u016fle\u017eitosti ekonomick\u00e9 diplomacie. Kladen\u00ed politick\u00fdch podm\u00ednek je alternativou je\u0161t\u011b m\u00e9n\u011b pravd\u011bpodobnou. Evropsk\u00e1 obdoba americk\u00e9ho Magnitsk\u00e9ho z\u00e1kona, tedy zmrazen\u00ed majetku a odm\u00edtnut\u00ed vyd\u00e1n\u00ed v\u00edz rusk\u00fdm \u010dinitel\u016fm, by u mnoha st\u00e1t\u016f nepro\u0161la kv\u016fli obav\u00e1m ze zhor\u0161en\u00ed vztah\u016f s\u00a0Ruskem.<\/p>\n<p style=\"text-align: justify;\">Ot\u00e1zka lidsk\u00fdch pr\u00e1v je p\u0159\u00edmo diskutov\u00e1na b\u011bhem EU\u2013Russia Human Rights consultations, av\u0161ak doposud bez konkr\u00e9tn\u00edch v\u00fdsledk\u016f. Pro skute\u010dn\u00fd pokrok by m\u011bly b\u00fdt zahrnuty n\u00e1vrhy evropsk\u00fdch a rusk\u00fdch lidskopr\u00e1vn\u00edch organizac\u00ed a n\u00e1sledn\u011b monitorov\u00e1n v\u00fdvoj v\u00a0t\u00e9to oblasti. EU m\u00e1 v\u00a0sou\u010dasnosti dva programy p\u0159\u00edmo zam\u011b\u0159en\u00e9 na ob\u010danskou spole\u010dnost. Jejich projekty se t\u00fdkaj\u00ed demokracie, lidsk\u00fdch pr\u00e1v, lok\u00e1ln\u00ed participace a rozvojov\u00fdch t\u00e9mat. Obrovsk\u00fd potenci\u00e1l maj\u00ed m\u00e1lo vyu\u017e\u00edvan\u00e9 programy studentsk\u00e9 mobility Erasmus Mundus a TEMPUS. Zprost\u0159edkov\u00e1n\u00ed setk\u00e1v\u00e1n\u00ed Rus\u016f s\u00a0Evropany by mohlo b\u00fdt tou nejlep\u0161\u00ed dlouhodobou strategi\u00ed, jak podpo\u0159it ruskou ob\u010danskou spole\u010dnost a demokratick\u00e9 zm\u011bny v\u00a0Rusku zdola. Zde vstupuje t\u00e9ma usnadn\u011bn\u00ed z\u00edsk\u00e1v\u00e1n\u00ed v\u00edz pro Rusy. Tuto evropskou \u201ezlatou mrkev\u201c Putin ozna\u010dil za prioritu sv\u00e9ho prezidentstv\u00ed. EU d\u00edky tomu m\u016f\u017ee v\u00edce tla\u010dit na dodr\u017eov\u00e1n\u00ed lidsk\u00fdch pr\u00e1v. Ov\u0161em ani zru\u0161en\u00ed v\u00edz samo o sob\u011b nezajist\u00ed socializaci Rus\u016f s Evropany, a proto je krom\u011b nich pot\u0159eba podporovat vzd\u011bl\u00e1vac\u00ed programy a dal\u0161\u00ed lidskopr\u00e1vn\u00ed aktivity.<\/p>\n<p style=\"text-align: justify;\">\n<h1 style=\"text-align: justify;\"><a href=\"https:\/\/www.clingendael.nl\/sites\/default\/files\/The%20European%20External%20Action%20Service%20and%20Public%20Diplomacy_0.pdf\">Evropsk\u00e1 slu\u017eba pro vn\u011bj\u0161\u00ed \u010dinnost a ve\u0159ejn\u00e1 diplomacie<\/a><\/h1>\n<h3 style=\"text-align: justify;\"><i>The European External Action Service and Public Diplomacy <\/i><i><\/i><\/h3>\n<h3 style=\"text-align: justify;\">Simon Duke; Clingendael \u2013 Netherlands Institute for International Relations<\/h3>\n<p style=\"text-align: justify;\">Evropsk\u00e1 slu\u017eba pro vn\u011bj\u0161\u00ed \u010dinnost (ESV\u010c) je diplomatick\u00fdm sborem Evropsk\u00e9 unie (EU), kter\u00fd prov\u00e1d\u00ed spole\u010dnou zahrani\u010dn\u00ed a bezpe\u010dnostn\u00ed politiku EU. Studie Simona Dukea, vydan\u00e1 Nizozemsk\u00fdm institutem mezin\u00e1rodn\u00edch vztah\u016f, detailn\u011b analyzuje ve\u0159ejnou diplomacii prov\u00e1d\u011bnou ESV\u010c, tedy diplomacii, kter\u00e1 se zam\u011b\u0159uje na propagaci z\u00e1jm\u016f EU skrze ovliv\u0148ov\u00e1n\u00ed n\u00e1zor\u016f a stanovisek ve\u0159ejnosti. Je to druh diplomacie, kter\u00fd se zam\u011b\u0159uje p\u0159edev\u0161\u00edm na samotn\u00e9 ob\u010dany, skupiny ob\u010dan\u016f, instituce a m\u00e9dia, nikoliv na st\u00e1tn\u00ed spr\u00e1vu.<\/p>\n<p style=\"text-align: justify;\">Kl\u00ed\u010dovou ot\u00e1zkou studie je vztah vnit\u0159n\u00ed a vn\u011bj\u0161\u00ed dimenze ve\u0159ejn\u00e9 diplomacie EU. Ur\u010duj\u00edc\u00edm odkazem je historick\u00e1 praxe EU ve ve\u0159ejn\u00e9 diplomacii \u2013 ta byla toti\u017e zam\u011b\u0159ena p\u0159edev\u0161\u00edm dovnit\u0159, na ob\u010dany \u010dlensk\u00fdch st\u00e1t\u016f a v\u00a0post-lisabonsk\u00e9m prost\u0159ed\u00ed, jak kriticky podot\u00fdk\u00e1 autor, existuje pouze jedna ve\u0159ejn\u00e1 diplomacie EU, je\u017e je jednotn\u00e1 pro \u010dlensk\u00e9, ale i ostatn\u00ed evropsk\u00e9 a neevropsk\u00e9 st\u00e1ty. Probl\u00e9my jako dluhov\u00e1 krize v\u00a0euroz\u00f3n\u011b vytv\u00e1\u0159\u00ed n\u00e1roky na koordinaci jak vnit\u0159n\u00ed, tak vn\u011bj\u0161\u00ed ve\u0159ejn\u00e9 diplomacie, kter\u00fdm zat\u00edm ESV\u010c nebyla schopna s\u00a0\u00fasp\u011bchem dost\u00e1t. Z\u00e1kladn\u00ed podt\u00f3n ve\u0159ejn\u00e9 diplomacie EU ve vztahu k\u00a0ne\u010dlensk\u00fdm st\u00e1t\u016fm (tj. \u201etaky byste jednou mohli b\u00fdt takov\u00ed, jako jsme my\u201c) v\u00a0kontextu sou\u010dasn\u00e9ho stavu a obrazu EU uvnit\u0159 \u010dlensk\u00fdch st\u00e1t\u016f prokazateln\u011b ztr\u00e1c\u00ed na \u00fa\u010dinnosti.<\/p>\n<p style=\"text-align: justify;\">Autor se d\u00e1le zab\u00fdv\u00e1 vztahy mezi n\u00e1rodn\u00ed a evropskou ve\u0159ejnou diplomaci\u00ed, analyzuje roli evropsk\u00fdch delegac\u00ed ve t\u0159et\u00edch zem\u00edch a u mezin\u00e1rodn\u00edch instituc\u00ed, dot\u00fdk\u00e1 se citliv\u00e9ho probl\u00e9mu koordinace unijn\u00ed ve\u0159ejn\u00e9 diplomacie a ve\u0159ejn\u00e9 diplomacie \u010dlensk\u00fdch st\u00e1t\u016f a porovn\u00e1v\u00e1 situaci v\u00a0evropsk\u00e9 diplomacii p\u0159ed a po Lisabonsk\u00e9 smlouv\u011b. V\u00a0z\u00e1v\u011bru pr\u00e1ce p\u0159edkl\u00e1d\u00e1 deset doporu\u010den\u00ed pro ESV\u010c, mezi kter\u00fdmi je nap\u0159\u00edklad opu\u0161t\u011bn\u00ed narativu o m\u00edrov\u00e9m p\u0159ekon\u00e1n\u00ed evropsk\u00fdch probl\u00e9m\u016f (\u201ef\u00e9nix vst\u00e1vaj\u00edc\u00ed z\u00a0popela v\u00e1lek\u201c), kter\u00fd 70 let po v\u00e1lce u\u017e ztratil ve\u0161kerou aktu\u00e1lnost. Nutn\u00e9 je podle autora tak\u00e9 prohlouben\u00ed centralizace, koordinace a harmonizace postupu ESV\u010c a \u010dlensk\u00fdch st\u00e1t\u016f v\u00a0z\u00e1jmu p\u0159ekon\u00e1n\u00ed nekonzistence. Auto\u0159i \u010dl\u00e1nku se zamysleli nad budoucnost\u00ed ECB a vyty\u010dili dvan\u00e1ct \u00fakol\u016f, kter\u00fdch by se ECB m\u011bla chopit. Mezi nimi nechyb\u00ed zmi\u0148ovan\u00e9 udr\u017eov\u00e1n\u00ed m\u011bnov\u00e9 stability, podpora ekonomick\u00fdch politik Evropsk\u00e9 unie (EU), dohled nad mikro- a makroekonomicky odpov\u011bdn\u00fdmi politikami, poskytnut\u00ed p\u016fj\u010dky bank\u00e1m v\u00a0krajn\u00ed nouzi apod. Implementaci t\u011bchto \u00fakol\u016f zt\u011b\u017euj\u00ed omezen\u00ed monet\u00e1rn\u00ed politiky, z\u00a0nich\u017e t\u0159i jsou zm\u00edn\u011bna v \u010dl\u00e1nku \u2013 fisk\u00e1ln\u00ed nadvl\u00e1da, finan\u010dn\u00ed negativn\u00ed dopady a region\u00e1ln\u00ed odli\u0161nosti.<\/p>\n<p style=\"text-align: justify;\">Nov\u00e9 \u00fakony s\u00a0sebou p\u0159in\u00e1\u0161ej\u00ed nov\u00e9 v\u00fdzvy, kter\u00e9 zvy\u0161uj\u00ed \u00fa\u010dinnost, ale takt\u00e9\u017e konfliktnost z\u00e1jm\u016f. Druh\u00e1 \u010d\u00e1st \u010dl\u00e1nku se tedy zam\u011b\u0159uje na vztah mezi jednotliv\u00fdmi \u00fakoly ECB a na jejich vz\u00e1jemn\u00e9 p\u016fsoben\u00ed. Prvn\u00edm z\u00a0nich je zaji\u0161\u0165ov\u00e1n\u00ed likvidity bank ke stabilizaci finan\u010dn\u00edch trh\u016f pod podm\u00ednkou, \u017ee dan\u00e9 banky trp\u00ed pouze probl\u00e9mem likvidity a ne platebn\u00ed neschopnosti. Druh\u00fdm bodem je zv\u00fd\u0161en\u00ed efektivity d\u00edky synchronizaci monet\u00e1rn\u00ed a odpov\u011bdn\u00fdch mikro- a makroekonomick\u00fdch politik za \u00fa\u010delem n\u00e1r\u016fstu stability m\u011bny.\u00a0 Dal\u0161\u00edm je striktn\u00ed odd\u011blen\u00ed monet\u00e1rn\u00ed politiky a bankovn\u00edho dohledu, \u010d\u00edm\u017e by byla zaji\u0161t\u011bna finan\u010dn\u00ed a cenov\u00e1 st\u00e1lost. Konfliktn\u011b m\u016f\u017ee p\u016fsobit partnerstv\u00ed ECB s\u00a0Mezin\u00e1rodn\u00edm m\u011bnov\u00fdm fondem (MMF) a Evropskou komis\u00ed v\u00a0tzv. Trojce kv\u016fli st\u0159etu z\u00e1jm\u016f s\u00a0jin\u00fdmi \u00fakoly \u2013 cenovou stabilitou, poskytov\u00e1n\u00edm likvidity bank\u00e1m apod. P\u00e1t\u00fdm a posledn\u00edm bodem je program nakupov\u00e1n\u00ed vl\u00e1dn\u00edch obligac\u00ed, kter\u00fd by m\u011bl zabr\u00e1nit finan\u010dn\u00edmu \u00fapadku euroz\u00f3ny, nicm\u00e9n\u011b bez implementace pot\u0159ebn\u00fdch podm\u00ednek by dal prostor ke vzniku riskantn\u00edch a hazardn\u00edch situac\u00ed. Studie se zab\u00fdv\u00e1 samotnou podstatou SZP a jej\u00edmi re\u00e1ln\u00fdmi d\u016fsledky na ob\u010dany \u010dlensk\u00fdch st\u00e1t\u016f EU. Autor si v\u0161\u00edm\u00e1, \u017ee m\u00edsto, aby SZP slou\u017eila k\u00a0prosp\u011bchu v\u0161ech ob\u010dan\u016f, minim\u00e1ln\u011b drobn\u00fdch farm\u00e1\u0159\u016f, kter\u00fdm by usnad\u0148ovala p\u0159\u00edstup na trh, slou\u017e\u00ed naopak z\u00a0v\u011bt\u0161\u00ed \u010d\u00e1sti velk\u00fdm bohat\u00fdm firm\u00e1m. Jenom v\u00a0roce 2009 se po\u010det euromilion\u00e1\u0159\u016f (\u201ebaron\u016f\u201c) z\u00e1visl\u00fdch na dotac\u00edch zv\u00fd\u0161il o 20 % na 1212.<\/p>\n<p style=\"text-align: justify;\">A\u010dkoliv pod\u00edl zem\u011bd\u011blstv\u00ed v EU tvo\u0159\u00ed pouh\u00fdch 1,6 % ekonomiky a zam\u011bstn\u00e1v\u00e1 4,7 % populace EU, pohlcuje SZP v\u00edce ne\u017e 40 % rozpo\u010dtu EU. Evropan\u00e9, kte\u0159\u00ed nedisponuj\u00ed \u017e\u00e1dn\u00fdmi pozemky, se\u00a0kter\u00fdmi by mohli nakl\u00e1dat, plat\u00ed skrz vy\u0161\u0161\u00ed dan\u011b a ceny potravin dvakr\u00e1t v\u00edce, ne\u017e by bylo nutn\u00e9. Jen za minul\u00fd rok napumpovali ob\u010dan\u00e9 EU do nekonkurenceschopn\u00e9 SZP 114 miliard eur. Tyto pen\u00edze pak chyb\u00ed v\u00a0rozpo\u010dtech zdravotnictv\u00ed, \u0161kolstv\u00ed a v\u00a0dal\u0161\u00edch rezortech. I p\u0159es prokazateln\u011b negativn\u00ed tendence, kter\u00e9 SZP m\u00e1, v\u00a0roce 2008 v\u00a0anket\u011b pro Eurobarometr p\u0159es 70 % dot\u00e1zan\u00fdch uvedlo, \u017ee by uv\u00edtalo nav\u00fd\u0161en\u00ed \u010di zachov\u00e1n\u00ed v\u00fddaj\u016f SZP. Takto velk\u00e1 podpora ze strany ob\u010dan\u016f EU je dan\u00e1 p\u0159edev\u0161\u00edm jejich neznalost\u00ed, jen 13 % dot\u00e1zan\u00fdch m\u011blo toti\u017e jasnou p\u0159edstavu, co SZP ve skute\u010dnosti p\u0159edstavuje.<\/p>\n<p style=\"text-align: justify;\">Zm\u011bna je mo\u017en\u00e1 \u2013 p\u0159es liberalizaci trhu. M\u011bli bychom zbourat v\u0161echny bari\u00e9ry, kter\u00e9 po\u0161kozuj\u00ed p\u0159edev\u0161\u00edm oby\u010dejn\u00e9 lidi. Podle vysoce odborn\u00e9 studie (Scenar 2020-II), p\u0159edlo\u017een\u00e9 \u00a0Evropsk\u00e9 komisi, by liberalismus a redukce dom\u00e1c\u00ed podpory pos\u00edlily SZP a zv\u00fd\u0161ily by konkurenceschopnost EU. Dopad na zem\u011bd\u011blce by byl podle studie takov\u00fd, \u017ee by obiln\u00e1 produkce m\u00edrn\u011b vzrostla, \u017eivo\u010di\u0161n\u00e1 by m\u00edrn\u011b klesla, a tomu by se p\u0159izp\u016fsobily i p\u0159\u00edjmy. V\u00a0re\u00e1ln\u00e9m d\u016fsledku by si zem\u011bd\u011blci nepohor\u0161ili, nebo\u0165 vlivem liberalizace cen by ceny pozemk\u016f klesly o 30 %. Toto Parlamentn\u00ed shrom\u00e1\u017ed\u011bn\u00ed funguje od roku 2011 a klade si za c\u00edl urychlen\u00ed politick\u00e9 a ekonomick\u00e9 integrace mezi Evropskou uni\u00ed a zem\u011bmi V\u00fdchodn\u00edho partnerstv\u00ed.<\/p>\n<p style=\"text-align: justify;\">P\u0159esto\u017ee se PS EuroNest od sv\u00e9ho zalo\u017een\u00ed ji\u017e n\u011bkolikr\u00e1t se\u0161lo a p\u0159ijalo i \u0159adu usnesen\u00ed, neda\u0159\u00ed se mu tyto sv\u00e9 c\u00edle efektivn\u011b prosazovat. Auto\u0159i uv\u00e1d\u011bj\u00ed t\u0159i hlavn\u00ed d\u016fvody, pro\u010d tomu tak je a nab\u00edzej\u00ed n\u011bkolik opat\u0159en\u00ed, jak fungov\u00e1n\u00ed PS EuroNest zlep\u0161it:<\/p>\n<p style=\"text-align: justify;\">i)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Uplat\u0148ov\u00e1n\u00ed pravidel, na jejich\u017e z\u00e1klad\u011b se parlamentn\u00ed delegace jednotliv\u00fdch zem\u00ed mohou, nebo nemohou z\u00fa\u010dastnit Parlamentn\u00edho shrom\u00e1\u017ed\u011bn\u00ed, se zd\u00e1 b\u00fdt nekonzistentn\u00ed a m\u011b\u0159en\u00e9 dvoj\u00edm metrem. Nap\u0159\u00edklad ofici\u00e1ln\u00ed b\u011blorusk\u00e9 delegaci byla \u00fa\u010dast na PS EuroNest odm\u00edtnuta pro nepln\u011bn\u00ed politick\u00fdch krit\u00e9ri\u00ed. Pokud by ale (ne)existence demokratick\u00e9ho z\u0159\u00edzen\u00ed byla jedin\u00fdm m\u011b\u0159\u00edtkem pro zam\u00edtnut\u00ed \u00fa\u010dasti, ani dal\u0161\u00edm zem\u00edm (jako je nap\u0159\u00edklad \u00c1zerb\u00e1jd\u017e\u00e1n) by nem\u011blo b\u00fdt umo\u017en\u011bno na setk\u00e1n\u00edch participovat. Evropsk\u00fd parlament proto mus\u00ed stanovit konkr\u00e9tn\u011bj\u0161\u00ed a transparentn\u011bj\u0161\u00ed podm\u00ednky \u00fa\u010dasti delegac\u00ed n\u00e1rodn\u00edch parlament\u016f, jinak bude jejich sou\u010dasn\u00e1 nekoherence nad\u00e1le podkop\u00e1vat legitimitu cel\u00e9ho procesu.<\/p>\n<p style=\"text-align: justify;\">ii)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Parlamentn\u00ed setk\u00e1n\u00ed jsou p\u0159\u00edli\u0161 kr\u00e1tk\u00e1 a nepravideln\u00e1. A8 (b\u00fdval\u00e9 komunistick\u00e9 zem\u011b, kter\u00e9 vstoupily do EU v\u00a0roce 2004: \u010cR, Polsko, Slovensko, Ma\u010farsko, Slovinsko, Litva, Loty\u0161sko, Estonsko) ohro\u017euj\u00ed zam\u011bstnanost Brit\u016f jen minim\u00e1ln\u011b.\u00a0 To sam\u00e9 se d\u00e1 \u0159\u00edct i o p\u0159ist\u011bhovalc\u00edch ze z\u00e1padn\u00ed Evropy \u2013 v\u00a0jejich p\u0159\u00edpad\u011b je vliv \u010dasto vysoce vzd\u011blan\u00fdch pracovn\u00edk\u016f v\u00edce ne\u017e pozitivn\u00ed a m\u00e1 na sv\u011bdom\u00ed vy\u0161\u0161\u00ed produktivitu britsk\u00e9 pracovn\u00ed s\u00edly.\u00a0 Podle dostupn\u00fdch d\u016fkaz\u016f se d\u00e1 nav\u00edc o\u010dek\u00e1vat, \u017ee popt\u00e1vka po pracovn\u00ed s\u00edle ze zem\u00ed A8 poroste v budoucnu podstatn\u011b v\u00edce.<\/p>\n<p style=\"text-align: justify;\">Na druhou stranu je imigrace z\u00a0EU p\u0159\u00ed\u010dinou v\u00fdrazn\u011b rostouc\u00edch n\u00e1klad\u016f na bydlen\u00ed po cel\u00e9 Brit\u00e1nii.\u00a0 Tento probl\u00e9m je do budoucna mo\u017en\u00e9 vy\u0159e\u0161it, pokud britsk\u00e1 vl\u00e1da dok\u00e1\u017ee v\u010dasn\u011b zajistit dostate\u010dnou v\u00fdstavbu nov\u00fdch dom\u016f. Stejn\u011b tak jako roste popt\u00e1vka po bydlen\u00ed, roste i popt\u00e1vka po m\u00edstech ve \u0161kol\u00e1ch pro d\u011bti p\u0159ist\u011bhovalc\u016f, co\u017e v\u011bt\u0161ina Brit\u016f pova\u017euje za druh\u00fd nejv\u011bt\u0161\u00ed probl\u00e9m hned po \u010derp\u00e1n\u00ed soci\u00e1ln\u00edch d\u00e1vek.<\/p>\n<p style=\"text-align: justify;\">Nicm\u00e9n\u011b voln\u00fd pohyb pracovn\u00edch sil nen\u00ed pro Brit\u00e1nii d\u016fvodem opustit EU, ba naopak: je to d\u016fvod pro\u010d v\u00a0Unii z\u016fstat.
