Jejich absence p\u0159inesla dal\u0161\u00ed nejistotu do f\u00f3ra, kter\u00e9 se ji\u017e tak pot\u00fdk\u00e1 s rozkoly mezi sv\u00fdmi \u010dleny a s <strong>rostouc\u00edm tlakem vn\u011bj\u0161\u00edch mocnost\u00ed<\/strong> a z\u00e1rove\u0148 se sna\u017e\u00ed udr\u017eet priority Tichomo\u0159\u00ed v centru region\u00e1ln\u00ed agendy. S rostouc\u00edm vn\u011bj\u0161\u00edm z\u00e1jmem o Tichomo\u0159\u00ed roste i v\u00fdznam toho, kdo stanovuje podm\u00ednky region\u00e1ln\u00ed spolupr\u00e1ce.<\/p><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p style=\"font-weight: 400;\">Ka\u017edoro\u010dn\u00ed setk\u00e1n\u00ed l\u00eddr\u016f PIF je nejv\u00fdznamn\u011bj\u0161\u00edm politick\u00fdm setk\u00e1n\u00edm v Tichomo\u0159\u00ed. Sch\u00e1zej\u00ed se zde region\u00e1ln\u00ed l\u00edd\u0159i, aby stanovili spole\u010dn\u00e9 priority v ot\u00e1zk\u00e1ch sahaj\u00edc\u00edch od zm\u011bny klimatu a hospod\u00e1\u0159sk\u00e9ho rozvoje a\u017e po bezpe\u010dnost, spr\u00e1vu oce\u00e1n\u016f a vztahy s vn\u011bj\u0161\u00edmi partnery. Jako ka\u017edoro\u010dn\u00ed summit hlavn\u00ed politick\u00e9 organizace tohoto regionu p\u0159edstavuje Setk\u00e1n\u00ed l\u00eddr\u016f F\u00f3ra tichomo\u0159sk\u00fdch ostrov\u016f pro tichomo\u0159sk\u00e9 st\u00e1ty <strong>kl\u00ed\u010dovou platformu<\/strong>, na n\u00ed\u017e mohou koordinovat sv\u00e9 postoje a formulovat sv\u00e9 spole\u010dn\u00e9 z\u00e1jmy.<\/p><p style=\"font-weight: 400;\">Ji\u017e <strong>druh\u00fd rok po sob\u011b<\/strong> v\u0161ak f\u00f3ru p\u0159edch\u00e1zela kontroverze ohledn\u011b toho, kdo se setk\u00e1n\u00ed z\u00fa\u010dastn\u00ed a kdo nikoli. N\u011bkolik <a href=\"https:\/\/www.theguardian.com\/world\/2026\/aug\/30\/pacific-islands-forum-meeting-in-turmoil-after-several-leaders-pull-out-of-palau-summit\" target=\"_blank\" rel=\"noopener\">v\u00fdznamn\u00fdch p\u0159edstavitel\u016f letos zru\u0161ilo svou \u00fa\u010dast t\u011bsn\u011b p\u0159ed summitem<\/a>. Premi\u00e9r \u0160alamounov\u00fdch ostrov\u016f Matthew Wale z\u016fstal doma pot\u00e9, co \u010delil n\u00e1vrhu na vysloven\u00ed ned\u016fv\u011bry. Nez\u00fa\u010dastnili se ani premi\u00e9\u0159i Fid\u017ei, Vanuatu a Samoy, p\u0159esto\u017ee jejich zem\u011b byly na setk\u00e1n\u00ed zastoupeny na ministersk\u00e9 \u00farovni. Tyto absence vyvol\u00e1vaj\u00ed ot\u00e1zky ohledn\u011b v\u00fdznamu region\u00e1ln\u00edho f\u00f3ra v dob\u011b, kdy jednotliv\u00e9 vl\u00e1dy tichomo\u0159sk\u00fdch st\u00e1t\u016f usiluj\u00ed o navazov\u00e1n\u00ed st\u00e1le d\u016fle\u017eit\u011bj\u0161\u00edch bilater\u00e1ln\u00edch vztah\u016f.<\/p><p style=\"font-weight: 400;\">P\u0159edm\u011btem kontroverz\u00ed byla i \u00fa\u010dast extern\u00edch partner\u016f. Tchaj-wan, rozvojov\u00fd partner F\u00f3ra, se na summit vr\u00e1til pot\u00e9, co byl v roce 2025 spolu s dal\u0161\u00edmi extern\u00edmi partnery vylou\u010den. Peking <a href=\"https:\/\/www.theguardian.com\/world\/2026\/sep\/01\/china-warns-of-consequences-taiwan-pacific-islands-forum-palau\" target=\"_blank\" rel=\"noopener\">proti p\u0159\u00edtomnosti Tchaj-wanu ost\u0159e protestoval<\/a> a \u010d\u00ednsk\u00fd zvl\u00e1\u0161tn\u00ed vyslanec pro z\u00e1le\u017eitosti tichomo\u0159sk\u00fdch ostrovn\u00edch st\u00e1t\u016f \u010cchien Po (Qian Bo, \u9322\u6ce2) varoval, \u017ee jeho znovup\u0159ijet\u00ed bude m\u00edt \u201en\u00e1sledky\u201c. Reakce ze strany regionu byla v\u00fdmluvn\u00e1: hostitelsk\u00e1 zem\u011b Palau \u00fa\u010dast Tchaj-wanu zachovala a zd\u016fraznila, \u017ee <a href=\"https:\/\/www.abc.net.au\/news\/2026-09-01\/china-warns-of-consequences-over-taiwan-attendance\/107100296\" target=\"_blank\" rel=\"noopener\">rozhodnut\u00ed o \u00fa\u010dasti n\u00e1le\u017e\u00ed F\u00f3ru a jeho \u010dlen\u016fm<\/a>. Tchajwansk\u00e1 mezin\u00e1rodn\u00ed asociace mlad\u00fdch velvyslanc\u016f (The Taiwan International Youth Ambassadors Association) vyj\u00e1d\u0159ila <a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2026\/09\/04\/2003863674\" target=\"_blank\" rel=\"noopener\">obavy o bezpe\u010dnost<\/a> pot\u00e9, co byly spat\u0159eny neidentifikovan\u00e9 osoby \u00fadajn\u011b mluv\u00edc\u00ed s \u010d\u00ednsk\u00fdm p\u0159\u00edzvukem, jak si na Palau nat\u00e1\u010dej\u00ed hosty na akci \u201eTchajwansk\u00e1 noc\u201c.<\/p><p style=\"font-weight: 400;\">Tato ud\u00e1lost op\u011bt pouk\u00e1zala na tlaky spojen\u00e9 s vn\u011bj\u0161\u00edmi vztahy, ale z\u00e1rove\u0148 prok\u00e1zala odhodl\u00e1n\u00ed \u010dlen\u016f F\u00f3ra udr\u017eet si kontrolu nad touto instituc\u00ed a jej\u00edmi partnerstv\u00edmi.<\/p><p style=\"font-weight: 400;\">Dal\u0161\u00ed neshoda se objevila v souvislosti s \u010d\u00ednsk\u00fdm testem mezikontinent\u00e1ln\u00ed balistick\u00e9 rakety v Tich\u00e9m oce\u00e1nu v \u010dervenci 2026. Tato z\u00e1le\u017eitost ji\u017e p\u0159ed summitem <a href=\"https:\/\/www.abc.net.au\/news\/2026-08-07\/naoero-and-kiribati-stir-frustration-at-pif\/107010022\" target=\"_blank\" rel=\"noopener\">mezi \u010dleny F\u00f3ra<\/a> <a href=\"https:\/\/www.abc.net.au\/news\/2026-08-07\/naoero-and-kiribati-stir-frustration-at-pif\/107010022\">vyvolala rozkol<\/a>. Vedouc\u00ed p\u0159edstavitel\u00e9 F\u00f3ra nakonec vyj\u00e1d\u0159ili znepokojen\u00ed nad nedostate\u010dn\u00fdm p\u0159edb\u011b\u017en\u00fdm varov\u00e1n\u00edm a vyzvali v\u0161echny st\u00e1ty prov\u00e1d\u011bj\u00edc\u00ed takov\u00e9 zkou\u0161ky, aby o nich informovaly s alespo\u0148 24hodinov\u00fdm p\u0159edstihem. K t\u00e9to ot\u00e1zce v\u0161ak nedo\u0161lo k jednotn\u00e9mu stanovisku: <a href=\"https:\/\/www.investing.com\/news\/world-news\/pacific-summit-backs-concerns-over-china-missile-test-despite-nauru-dissent-4888772\" target=\"_blank\" rel=\"noopener\">Nauru se od t\u00e9to \u010d\u00e1sti komunik\u00e9 form\u00e1ln\u011b distancovalo<\/a>. Nam\u00edsto toho, aby se tichomo\u0159sk\u00e9 st\u00e1ty prezentovaly jako celistv\u00fd blok reaguj\u00edc\u00ed na soupe\u0159en\u00ed velmoc\u00ed, ilustroval tento nesoulad rozmanitost jejich strategick\u00fdch pozic a vztah\u016f se zem\u011bmi mimo region.<\/p><p style=\"font-weight: 400;\">Navzdory v\u00fdznamn\u00fdm absenc\u00edm a neshod\u00e1m se na F\u00f3ru 2026 poda\u0159ilo vypracovat v\u00fdznamn\u00fd region\u00e1ln\u00ed <a href=\"https:\/\/forumsec.org\/sites\/default\/files\/2026-09\/55PIFLM%20Communique.pdf\" target=\"_blank\" rel=\"noopener\">program<\/a>. Vedouc\u00ed p\u0159edstavitel\u00e9 schv\u00e1lili Region\u00e1ln\u00ed ak\u010dn\u00ed pl\u00e1n pro m\u00edr a bezpe\u010dnost na obdob\u00ed 2026\u20132030 a prosadili nov\u00e9 mechanismy pro humanit\u00e1rn\u00ed pomoc a spolupr\u00e1ci v boji proti p\u0159eshrani\u010dn\u00ed kriminalit\u011b. Tak\u00e9 znovu potvrdili, \u017ee nejv\u011bt\u0161\u00ed hrozbu pro bezpe\u010dnost v Tichomo\u0159\u00ed p\u0159edstavuje zm\u011bna klimatu: \u00fast\u0159edn\u00edm t\u00e9matem z\u016fstala odolnost v\u016f\u010di klimatick\u00fdm zm\u011bn\u00e1m a ekonomick\u00e1 odolnost, co\u017e se projevilo schv\u00e1len\u00edm Belausk\u00e9 deklarace o nal\u00e9hav\u00fdch a inkluzivn\u00edch opat\u0159en\u00edch v oblasti klimatu a dal\u0161\u00edmi kroky sm\u011b\u0159uj\u00edc\u00edmi k zprovozn\u011bn\u00ed Pacifick\u00e9ho fondu pro odolnost. F\u00f3rum rovn\u011b\u017e schv\u00e1lilo Pacifick\u00fd <a href=\"https:\/\/forumsec.org\/publications\/forum-meeting-outcome-2026-pacific-islands-forum-women-leaders-meeting\" target=\"_blank\" rel=\"noopener\"><strong>pakt o genderu a opat\u0159en\u00edch v oblasti klimatu<\/strong><\/a>, kter\u00fd posiluje \u00fa\u010dast \u017een na rozhodov\u00e1n\u00ed o klimatick\u00fdch ot\u00e1zk\u00e1ch a jejich p\u0159\u00edstup k financov\u00e1n\u00ed opat\u0159en\u00ed v oblasti klimatu. Byly schv\u00e1leny tak\u00e9 prvn\u00ed spole\u010dn\u00e9 z\u00e1sady regionu t\u00fdkaj\u00edc\u00ed se um\u011bl\u00e9 inteligence a odpov\u011bdn\u00fdch digit\u00e1ln\u00edch technologi\u00ed s d\u016frazem na digit\u00e1ln\u00ed suverenitu a ochranu tichomo\u0159sk\u00fdch kultur, jazyk\u016f a tradi\u010dn\u00edch znalost\u00ed. Vedouc\u00ed p\u0159edstavitel\u00e9 st\u00e1t\u016f rovn\u011b\u017e podpo\u0159ili region\u00e1ln\u00ed p\u0159\u00edstupy k spr\u00e1v\u011b oce\u00e1n\u016f, rybolovu, n\u00e1mo\u0159n\u00ed suverenit\u011b a obnoviteln\u00fdm zdroj\u016fm energie. Z\u00e1kladem dan\u00fdch opat\u0159en\u00ed byl d\u016fraz na samostatnost Tichomo\u0159\u00ed a suver\u00e9nn\u00ed pr\u00e1vo \u010dlen\u016f F\u00f3ra ur\u010dovat sv\u00e9 priority, formovat region\u00e1ln\u00ed agendu a rozhodovat o sv\u00fdch vlastn\u00edch partnerstv\u00edch.<\/p><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p style=\"font-weight: 400;\">F\u00f3rum 2026 poukazuje na z\u00e1sadn\u00ed rozpor v sou\u010dasn\u00e9m tichomo\u0159sk\u00e9m regionalismu. Tichomo\u0159sk\u00e9 ostrovn\u00ed st\u00e1ty p\u0159itahuj\u00ed st\u00e1le v\u011bt\u0161\u00ed strategickou pozornost a maj\u00ed k dispozici v\u00edce vn\u011bj\u0161\u00edch partner\u016f i bilater\u00e1ln\u00edch p\u0159\u00edle\u017eitost\u00ed, co\u017e v\u0161ak z\u00e1rove\u0148 vyv\u00edj\u00ed tlak na region\u00e1ln\u00ed instituce, jejich\u017e prost\u0159ednictv\u00edm se tradi\u010dn\u011b sna\u017eily uplat\u0148ovat kolektivn\u00ed vliv. Nep\u0159\u00edtomnost n\u011bkolika vedouc\u00edch p\u0159edstavitel\u016f, neshody ohledn\u011b raketov\u00e9ho testu a kontroverze kolem Tchaj-wanu dokazuj\u00ed, \u017ee \u010dlenov\u00e9 F\u00f3ra nemus\u00ed nutn\u011b zast\u00e1vat stejn\u00e9 strategick\u00e9 z\u00e1jmy ani m\u00edt stejn\u00e9 vztahy s vn\u011bj\u0161\u00edmi mocnostmi.<\/p><p style=\"font-weight: 400;\">Z\u00e1rove\u0148 z\u016fst\u00e1v\u00e1 F\u00f3rum hlavn\u00ed platformou, prost\u0159ednictv\u00edm n\u00ed\u017e mohou tichomo\u0159sk\u00e9 st\u00e1ty kolektivn\u011b definovat, co je pro region d\u016fle\u017eit\u00e9. Je podstatn\u00e9, \u017ee jejich agenda neodr\u00e1\u017e\u00ed priority mocnost\u00ed soupe\u0159\u00edc\u00edch o vliv v Tichomo\u0159\u00ed. V jej\u00edm st\u0159edu z\u016fst\u00e1vaj\u00ed odolnost v\u016f\u010di zm\u011bn\u011b klimatu, spr\u00e1va oce\u00e1n\u016f, rybolov, ekonomick\u00e1 bezpe\u010dnost a \u010d\u00edm d\u00e1l t\u00edm v\u00edce i digit\u00e1ln\u00ed suverenita.<\/p><p style=\"font-weight: 400;\">V\u00fdzvou pro PIF tedy nen\u00ed udr\u017eet vn\u011bj\u0161\u00ed konkurenci mimo Tichomo\u0159\u00ed, ale zabr\u00e1nit tomu, aby ur\u010dovala region\u00e1ln\u00ed agendu.
