Nem\u00e9n\u011b d\u016fle\u017eit\u00fd je zp\u016fsob, jak\u00fdm tento sign\u00e1l Ameri\u010dan\u00e9 vys\u00edlaj\u00ed. Washington tentokr\u00e1t do oblasti nenasadil v\u00e1le\u010dnou lo\u010f ani neozn\u00e1mil dal\u0161\u00ed operaci na podporu svobodn\u00e9 plavby. Nam\u00edsto toho s\u00e1hl po pob\u0159e\u017en\u00ed str\u00e1\u017ei \u2013 slo\u017ece, kter\u00e1 je ze sv\u00e9 podstaty ur\u010dena sp\u00ed\u0161e pro p\u016fsoben\u00ed na pomez\u00ed vym\u00e1h\u00e1n\u00ed pr\u00e1va a vojensk\u00e9 moci. Plavidla CCG st\u00e1le \u010dast\u011bji a agresivn\u011bji obt\u011b\u017euj\u00ed plavidla okoln\u00edch zem\u00ed, prov\u00e1d\u011bj\u00ed protipr\u00e1vn\u00ed kontroly, sleduj\u00ed obchodn\u00ed lod\u011b nebo neleg\u00e1ln\u011b zasahuj\u00ed proti tchajwansk\u00fdm ryb\u00e1\u0159\u016fm. Tyto aktivity jsou obecn\u011b vn\u00edm\u00e1ny jako sou\u010d\u00e1st \u010d\u00ednsk\u00e9 hybridn\u00ed strategie prosazov\u00e1n\u00ed faktick\u00e9 kontroly metodou \u201esal\u00e1mov\u00e9 taktiky\u201c. Z\u00e1rove\u0148 mohou <strong>p\u0159edstavovat p\u0159\u00edpravu na rozs\u00e1hlej\u0161\u00ed n\u00e1mo\u0159n\u00ed operace, v\u010detn\u011b selektivn\u00ed karant\u00e9ny \u010di \u00fapln\u00e9 blok\u00e1dy Tchaj-wanu<\/strong>. Reakce Spojen\u00fdch st\u00e1t\u016f proto p\u0159irozen\u011b sm\u011b\u0159uje do stejn\u00e9ho opera\u010dn\u00edho prostoru. AIT ve sv\u00e9m prohl\u00e1\u0161en\u00ed v\u00fdslovn\u011b pou\u017eilo ozna\u010den\u00ed \u201ePob\u0159e\u017en\u00ed str\u00e1\u017e Tchaj-wanu\u201c nam\u00edsto nejednozna\u010dn\u00e9 nebo obecn\u00e9 terminologie. T\u00edm Spojen\u00e9 st\u00e1ty implicitn\u011b p<strong>\u0159iznaly Tchaj-wanu legitimitu akt\u00e9ra v oblasti n\u00e1mo\u0159n\u00edho prosazov\u00e1n\u00ed pr\u00e1va<\/strong>, \u010d\u00edm\u017e p\u0159\u00edmo reaguj\u00ed na dlouhodob\u00e9 snahy \u010c\u00edny jeho postaven\u00ed podkop\u00e1vat. Na prvn\u00ed pohled jde o \u010dist\u011b terminologickou volbu. Ve skute\u010dnosti v\u0161ak takov\u00e9 ozna\u010den\u00ed posiluje postaven\u00ed Tchaj-wanu jako legitimn\u00edho akt\u00e9ra a partnera, a odr\u00e1\u017e\u00ed tak rostouc\u00ed ochotu Washingtonu vn\u00edmat Tchaj-pej jako st\u00e1le v\u00edce integrovanou sou\u010d\u00e1st region\u00e1ln\u00ed bezpe\u010dnostn\u00ed architektury.<\/p><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p style=\"font-weight: 400;\">Tato ud\u00e1lost je m\u00e9n\u011b v\u00fdznamn\u00e1 jako jednor\u00e1zov\u00e9 spole\u010dn\u00e9 cvi\u010den\u00ed ne\u017e jako <strong>dal\u0161\u00ed krok k\u00a0normalizaci odstra\u0161en\u00ed pod prahem ozbrojen\u00e9ho konfliktu<\/strong>. Podpora Tchaj-wanu Spojen\u00fdmi st\u00e1ty byla po desetilet\u00ed zalo\u017eena na principu <a href=\"https:\/\/www.cfr.org\/education\/teach\/simulations\/strategic-ambiguity-toward-taiwan\" target=\"_blank\" rel=\"noopener\">strategick\u00e9 nejednozna\u010dnosti<\/a> \u2013 nejen v\u00a0politick\u00e9 komunikaci, ale tak\u00e9 v praktick\u00e9 rovin\u011b. Sou\u010dasn\u00e9 zhor\u0161uj\u00edc\u00ed se bezpe\u010dnostn\u00ed prost\u0159ed\u00ed v\u0161ak vy\u017eaduje st\u00e1le kreativn\u011bj\u0161\u00ed p\u0159\u00edstup. Pokud Peking roz\u0161i\u0159uje \u0161k\u00e1lu n\u00e1stroj\u016f hybridn\u00edho n\u00e1tlaku, mus\u00ed se stejn\u00fdm zp\u016fsobem prom\u011b\u0148ovat i zp\u016fsob odstra\u0161en\u00ed Pekingu. Nesta\u010d\u00ed pouze reagovat na vojensk\u00e9 aktivity \u010c\u00edny \u2013 je t\u0159eba p\u016fsobit tak\u00e9 v prostoru, kde Peking sv\u00e9 strategick\u00e9 c\u00edle prosazuje prost\u0159ednictv\u00edm pob\u0159e\u017en\u00ed str\u00e1\u017ee, n\u00e1mo\u0159n\u00edch milic\u00ed, strategie greenwashingu a dal\u0161\u00edch hybridn\u00edch n\u00e1stroj\u016f. Kl\u00ed\u010dovou ot\u00e1zkou proto nyn\u00ed z\u016fst\u00e1v\u00e1, zda Washington tento vznikaj\u00edc\u00ed p\u0159\u00edstup prom\u011bn\u00ed v dlouhodob\u011bj\u0161\u00ed politiku. Zda se spole\u010dn\u00e9 operace USCG a CGA zam\u011b\u0159en\u00e9 na prosazov\u00e1n\u00ed n\u00e1mo\u0159n\u00edho pr\u00e1va stanou b\u011b\u017en\u011bj\u0161\u00ed sou\u010d\u00e1st\u00ed region\u00e1ln\u00ed bezpe\u010dnostn\u00ed spolupr\u00e1ce a zda je dopln\u00ed i dal\u0161\u00ed formy spole\u010dn\u00fdch n\u00e1mo\u0159n\u00edch aktivit.
