M\u00edsto toho se Tomio Okamura (SPD) ocitl uprost\u0159ed slo\u017eit\u00e9 konzul\u00e1rn\u00ed krize \u2013 jen n\u011bkolik dn\u00ed p\u0159ed jeho p\u0159\u00edjezdem byl v \u010c\u00edn\u011b zadr\u017een \u010desk\u00fd ob\u010dan, zjevn\u011b v odvet\u011b za kroky \u010desk\u00fdch \u00fa\u0159ad\u016f v\u016f\u010di \u010d\u00ednsk\u00e9mu ob\u010danovi.<\/p><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p style=\"font-weight: 400;\">Tomio Okamura \u2013 p\u0159edseda Poslaneck\u00e9 sn\u011bmovny Parlamentu \u010cR, p\u0159edseda hnut\u00ed Svoboda a p\u0159\u00edm\u00e1 demokracie (SPD) a mimo jin\u00e9 i b\u00fdval\u00fd prezident Asociace \u010desk\u00fdch cestovn\u00edch kancel\u00e1\u0159\u00ed a agentur \u2013 <strong>odcestoval minul\u00fd t\u00fdden do \u010c\u00edny s agendou siln\u011b zam\u011b\u0159enou na cestovn\u00ed ruch<\/strong>. Jeho c\u00edlem bylo o\u017eivit bilater\u00e1ln\u00ed vztahy, kter\u00e9 po odchodu pro\u010d\u00ednsky orientovan\u00e9ho prezidenta Milo\u0161e Zemana z\u016fst\u00e1vaj\u00ed napjat\u00e9, zejm\u00e9na kv\u016fli tomu, \u017ee se b\u011bhem jeho p\u016fsoben\u00ed neuskute\u010dnila t\u00e9m\u011b\u0159 \u017e\u00e1dn\u00e1 ze sl\u00edben\u00fdch \u010d\u00ednsk\u00fdch investic.<\/p><p style=\"font-weight: 400;\">Mezi Okamurovy priority pat\u0159ilo <strong>zv\u00fd\u0161en\u00ed po\u010dtu \u010d\u00ednsk\u00fdch turist\u016f <\/strong>p\u0159ij\u00ed\u017ed\u011bj\u00edc\u00edch do \u010cesk\u00e9 republiky, jejich\u017e po\u010det z d\u016fvodu pandemie covidu-19 prudce poklesl a dosud se nevr\u00e1til na p\u0159edpandemickou \u00farove\u0148; <strong>zaveden\u00ed bezv\u00edzov\u00e9ho styku<\/strong> pro \u010desk\u00e9 turisty, proto\u017ee \u010cesk\u00e1 republika pat\u0159\u00ed mezi posledn\u00ed \u010dlensk\u00e9 st\u00e1ty EU, kter\u00fdm Peking bezv\u00edzov\u00fd vstup neposkytuje; roz\u0161\u00ed\u0159en\u00ed nab\u00eddky <strong>p\u0159\u00edm\u00fdch leteck\u00fdch spojen\u00ed<\/strong> nad r\u00e1mec sou\u010dasn\u00e9 linky Praha\u2013Peking; <strong>pos\u00edlen\u00ed obchodn\u00ed spolupr\u00e1ce<\/strong> prost\u0159ednictv\u00edm podnikatelsk\u00e9 delegace organizovan\u00e9 Svazem pr\u016fmyslu a dopravy \u010cR; a zaji\u0161t\u011bn\u00ed <strong>v\u00fdstavy terakotov\u00e9 arm\u00e1dy<\/strong> pro N\u00e1rodn\u00ed muzeum v Praze.<\/p><p style=\"font-weight: 400;\">Tyto pl\u00e1ny v\u0161ak naru\u0161ilo zadr\u017een\u00ed \u010desk\u00e9ho ob\u010dana v \u010c\u00edn\u011b na konci \u010dervna. Mu\u017e byl obvin\u011bn <strong>z ohro\u017een\u00ed n\u00e1rodn\u00ed bezpe\u010dnosti<\/strong>. Podle <a href=\"https:\/\/denikn.cz\/2127467\/cina-zadrzela-strnadova-muze-zrejme-ho-chce-s-ceskem-vymenit-za-sveho-spiona\/\" target=\"_blank\" rel=\"noopener\">\u010desk\u00fdch m\u00e9di\u00ed<\/a> byl do \u010c\u00edny pozv\u00e1n za \u00fa\u010delem proveden\u00ed servisn\u00edch prac\u00ed na leti\u0161tn\u00edch radarov\u00fdch syst\u00e9mech. Pracoval pro spole\u010dnost Eldis, kter\u00e1 je \u010dlenem skupiny Czechoslovak Group (CSG), jednoho z nejv\u011bt\u0161\u00edch holding\u016f \u010desk\u00e9ho obrann\u00e9ho pr\u016fmyslu.<\/p><p style=\"font-weight: 400;\">Dne 16. \u010dervence <a href=\"https:\/\/www.reutersconnect.com\/item\/china-confirms-detention-of-czech-national-accuses-prague-of-holding-chinese-journalist\/dGFnOnJldXRlcnMuY29tLDIwMjY6bmV3c21sX1ZBODQxODE2MDcyMDI2UlAx\" target=\"_blank\" rel=\"noopener\">potvrdil<\/a> mluv\u010d\u00ed \u010d\u00ednsk\u00e9ho ministerstva zahrani\u010dn\u00edch v\u011bc\u00ed Lin \u0164ien (\u6797\u5251) zadr\u017een\u00ed \u010desk\u00e9ho ob\u010dana pro <strong>podez\u0159en\u00ed ze sp\u00e1ch\u00e1n\u00ed trestn\u00e9ho \u010dinu proti n\u00e1rodn\u00ed bezpe\u010dnosti<\/strong>. Z\u00e1rove\u0148 odsoudil zadr\u017een\u00ed \u010d\u00ednsk\u00e9ho ob\u010dana v \u010cesk\u00e9 republice a uvedl: \u201e\u010c\u00edna proti tomuto kroku d\u016frazn\u011b protestuje. Vyz\u00fdv\u00e1me \u010deskou stranu, aby dot\u010denou osobu okam\u017eit\u011b propustila a \u00fa\u010dinn\u011b chr\u00e1nila jej\u00ed z\u00e1konn\u00e1 pr\u00e1va a z\u00e1jmy.\u201c<\/p><p style=\"font-weight: 400;\">Zm\u00edn\u011bn\u00fdm \u010d\u00ednsk\u00fdm ob\u010danem je Jang I-ming (\u6768\u827a\u660e), kter\u00fd byl letos v \u010cesk\u00e9 republice <a href=\"https:\/\/europeanvalues.cz\/cs\/chinese-espionage-case-tests-the-czechias-turn-toward-china\/\" target=\"_blank\" rel=\"noopener\">zadr\u017een<\/a> kv\u016fli <strong>podez\u0159en\u00ed z neopr\u00e1vn\u011bn\u00e9 \u010dinnosti pro ciz\u00ed moc<\/strong>. V sou\u010dasnosti \u010dek\u00e1 na rozhodnut\u00ed \u010desk\u00fdch soud\u016f.<\/p><p style=\"font-weight: 400;\">\u010cesk\u00e1 delegace otev\u0159ela p\u0159\u00edpad zadr\u017een\u00e9ho ob\u010dana b\u011bhem bilater\u00e1ln\u00edch jedn\u00e1n\u00ed v Pekingu. N\u00e1m\u011bstek ministra zahrani\u010dn\u00edch v\u011bc\u00ed Ji\u0159\u00ed Brodsk\u00fd, kter\u00fd se rozhovor\u016f \u00fa\u010dastnil, <a href=\"https:\/\/www.irozhlas.cz\/zpravy-domov\/o-zadrzenem-cechovi-mame-potrebne-informace-cina-bilateralni-umluvu-dodrzuje_2607231722_ape\" target=\"_blank\" rel=\"noopener\">uvedl<\/a>, \u017ee kdy\u017e \u010desk\u00e1 strana po\u017e\u00e1dala o jeho propu\u0161t\u011bn\u00ed, \u010d\u00edn\u0161t\u00ed p\u0159edstavitel\u00e9 odpov\u011bd\u011bli, \u017ee \u201emaj\u00ed tak\u00e9 sv\u00e9 t\u00e9ma\u201c, odkazuj\u00edce se na p\u0159\u00edpad Janga.<\/p><p style=\"font-weight: 400;\">Jde o <strong>prvn\u00ed p\u0159\u00edpad, kdy \u010c\u00edna v\u016f\u010di \u010cesk\u00e9 republice pou\u017eila taktiku tzv. diplomacie rukojm\u00edch.<\/strong> Asi nejzn\u00e1m\u011bj\u0161\u00edm p\u0159\u00edkladem tohoto postupu je kauza \u201edvou Michael\u016f\u201c z roku 2018. Kanada tehdy na z\u00e1klad\u011b americk\u00e9 \u017e\u00e1dosti zadr\u017eela finan\u010dn\u00ed \u0159editelku spole\u010dnosti Huawei Meng Wan-\u010dou (\u5b5f\u665a\u821f), na co\u017e \u010c\u00edna reagovala v\u00edce ne\u017e tis\u00edcidenn\u00edm zadr\u017een\u00edm dvou kanadsk\u00fdch ob\u010dan\u016f, Michaela Kovriga a Michaela Spavora.<\/p><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p style=\"font-weight: 400;\">Navzdory informac\u00edm o zadr\u017een\u00e9m \u010cechovi a jasn\u00fdm rys\u016fm diplomacie rukojm\u00edch odm\u00edtlo \u010desk\u00e9 Ministerstvo zahrani\u010dn\u00edch v\u011bc\u00ed oba p\u0159\u00edpady ve\u0159ejn\u011b spojovat a dosud ani <strong>nevydalo aktualizovan\u00e9 cestovn\u00ed doporu\u010den\u00ed pro \u010desk\u00e9 ob\u010dany cestuj\u00edc\u00ed do \u010c\u00edny<\/strong>. V tomto kontextu p\u016fsob\u00ed jedn\u00e1n\u00ed o bezv\u00edzov\u00e9m styku a roz\u0161i\u0159ov\u00e1n\u00ed turistick\u00e9 spolupr\u00e1ce jako agenda odtr\u017een\u00e1 od sou\u010dasn\u00e9 geopolitick\u00e9 reality.<\/p><p style=\"font-weight: 400;\">\u010cesk\u00e1 republika ji\u017e v minulosti opakovan\u011b zjistila, \u017ee diplomatick\u00e9 sliby Pekingu se \u010dasto rozch\u00e1zej\u00ed s jeho skute\u010dn\u00fdmi kroky. Na jedn\u00e9 stran\u011b byla Okamurovi p\u0159isl\u00edbena p\u0159\u00edm\u00e1 linka Praha\u2013\u0160anghaj a p\u0159edseda St\u00e1l\u00e9ho v\u00fdboru V\u0161e\u010d\u00ednsk\u00e9ho shrom\u00e1\u017ed\u011bn\u00ed lidov\u00fdch z\u00e1stupc\u016f \u010cao Le-\u0165i (\u8d75\u4e50\u9645) <a href=\"https:\/\/www.news.cn\/20260723\/824684ad7ce347fc93505920438186fb\/c.html\" target=\"_blank\" rel=\"noopener\">prohl\u00e1sil<\/a>, \u017ee \u201edal\u0161\u00ed \u010de\u0161t\u00ed p\u0159edstavitel\u00e9 jsou v \u010c\u00edn\u011b v\u00edt\u00e1ni\u201c.
