Ministr zahrani\u010d\u00ed Justin Tkatchenko tento krok zd\u016fvodnil dodr\u017eov\u00e1n\u00edm \u201epolitiky jedn\u00e9 \u010c\u00edny\u201c. Tchajwansk\u00e9 \u00fa\u0159ady rovn\u011b\u017e nazna\u010dily, \u017ee tento krok nemus\u00ed odr\u00e1\u017eet konsenzus v\u0161ech \u010dlen\u016f vl\u00e1dy v Port Moresby.<\/p><p style=\"font-weight: 400;\">Tento spor n\u00e1zorn\u011b ukazuje, jak se do Tichomo\u0159\u00ed \u0161\u00ed\u0159\u00ed tzv. \u201e<a href=\"https:\/\/europeanvalues.cz\/en\/legal-anaconda-un-resolution-2758-and-taiwans-global-partnerships\/\" target=\"_blank\" rel=\"noopener\"><strong>lawfare<\/strong><\/a>\u201c, tedy vyu\u017e\u00edv\u00e1n\u00ed pr\u00e1vn\u00edho a diplomatick\u00e9ho jazyka k omezov\u00e1n\u00ed mezin\u00e1rodn\u00edho prostoru Tchaj-wanu. Peking uzav\u0159en\u00ed kancel\u00e1\u0159e okam\u017eit\u011b uv\u00edtal, zat\u00edmco Washington jej ozna\u010dil za sou\u010d\u00e1st \u0161ir\u0161\u00ed zastra\u0161ovac\u00ed kampan\u011b nam\u00ed\u0159en\u00e9 proti partner\u016fm Tchaj-wanu. P\u0159\u00edpad PNG tedy p\u0159edstavuje v\u00edce ne\u017e jen bilater\u00e1ln\u00ed diplomatickou roztr\u017eku: jde o zkou\u0161ku toho, jak se tlak na Tchaj-wan <a href=\"https:\/\/www.taipeitimes.com\/News\/editorials\/archives\/2026\/07\/25\/2003861334\" target=\"_blank\" rel=\"noopener\">projevuje<\/a> v Oce\u00e1nii.<\/p><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p style=\"font-weight: 400;\">Kontext je slo\u017eit\u011bj\u0161\u00ed ne\u017e pouh\u00e1 politika mocensk\u00fdch blok\u016f. Papua-Nov\u00e1 Guinea prohloubila bezpe\u010dnostn\u00ed vztahy s Austr\u00e1li\u00ed prost\u0159ednictv\u00edm <a href=\"https:\/\/www.dfat.gov.au\/countries\/papua-new-guinea\/australia-papua-new-guinea-bilateral-security-agreement\" target=\"_blank\" rel=\"noopener\"><strong>bilater\u00e1ln\u00ed bezpe\u010dnostn\u00ed dohody<\/strong> z roku 2023<\/a> a <a href=\"https:\/\/www.dfat.gov.au\/countries\/papua-new-guinea\/papua-new-guinea-australia-mutual-defence-treaty\" target=\"_blank\" rel=\"noopener\"><strong>smlouvy o vz\u00e1jemn\u00e9 obran\u011b z Pukpuku<\/strong><\/a> z roku 2025, p\u0159i\u010dem\u017e ob\u011b tyto dohody kladou d\u016fraz na suverenitu, transparentnost a region\u00e1ln\u00ed stabilitu. Pro vl\u00e1dy tichomo\u0159sk\u00fdch st\u00e1t\u016f v\u0161ak nejsou takov\u00e9 dohody <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/pacific-nations-reassure-beijing-canberra-s-treaties-aren-t-exclusive\" target=\"_blank\" rel=\"noopener\">exkluzivn\u00ed<\/a> \u2013 i po uzav\u0159en\u00ed nov\u00fdch dohod s Canberrou doch\u00e1z\u00ed k <strong>budov\u00e1n\u00ed vztah\u016f s Pekingem<\/strong>. To je d\u016fle\u017eit\u00e9, proto\u017ee Papua-Nov\u00e1 Guinea je nejv\u011bt\u0161\u00edm melan\u00e9sk\u00fdm st\u00e1tem a kl\u00ed\u010dov\u00fdm uzlem jihoz\u00e1padn\u00edho Tichomo\u0159\u00ed, kde prob\u00edh\u00e1 <a href=\"https:\/\/table.media\/en\/china\/news\/china-competes-with-the-us-and-australia-in-papua-new-guinea\" target=\"_blank\" rel=\"noopener\">soupe\u0159en\u00ed<\/a> o infrastrukturu, policejn\u00ed dohled a p\u0159\u00edstup k mo\u0159i.<\/p><p style=\"font-weight: 400;\">\u010c\u00edna zde uplat\u0148uje sv\u016fj vliv nejen skrze pomoc \u010di protokol\u00e1rn\u00ed vztahy. Na setk\u00e1n\u00ed ministr\u016f zahrani\u010d\u00ed \u010c\u00edny a tichomo\u0159sk\u00fdch ostrovn\u00edch st\u00e1t\u016f v roce 2025 <a href=\"https:\/\/www.mfa.gov.cn\/eng\/wjbzhd\/202505\/t20250528_11635595.html\" target=\"_blank\" rel=\"noopener\">vlo\u017eil<\/a> Peking sv\u016fj v\u00fdklad rezoluce <strong>Valn\u00e9ho shrom\u00e1\u017ed\u011bn\u00ed OSN \u010d. 2758<\/strong> do formulac\u00ed ohledn\u011b suverenity tichomo\u0159sk\u00fdch st\u00e1t\u016f, \u010d\u00edm\u017e fakticky propojil jejich vlastn\u00ed \u00fazemn\u00ed z\u00e1jmy se sv\u00fdm n\u00e1rokem na Tchaj-wan. Jedn\u00e1 se o klasick\u00fd \u201e<strong>lawfare<\/strong>\u201c: vyu\u017eit\u00ed pr\u00e1vn\u00edho r\u00e1mce k vytv\u00e1\u0159en\u00ed politick\u00fdch v\u00fdsledk\u016f p\u0159\u00edzniv\u00fdch pro Peking.<\/p><p style=\"font-weight: 400;\">Pro Tchaj-wan je <strong>LNG<\/strong> bezprost\u0159edn\u00ed p\u00e1kou, <strong>energetick\u00e1 bezpe\u010dnost<\/strong> v\u0161ak z\u016fst\u00e1v\u00e1 hlub\u0161\u00edm probl\u00e9mem. Tchaj-wan ro\u010dn\u011b <a href=\"https:\/\/www.santos.com\/news\/png-lng-project-signs-lng-sale-and-purchase-agreement-with-cpc\/\" target=\"_blank\" rel=\"noopener\">nakupuje<\/a> z Papuy-Nov\u00e9 Guineje p\u0159ibli\u017en\u011b 1,2 milionu tun plynu \u2013 podle tchajwansk\u00fdch \u00fa\u0159edn\u00edk\u016f zhruba jednu t\u0159etinu v\u00fdvozu LNG z t\u00e9to zem\u011b \u2013, tak\u017ee Tchaj-pej m\u00e1 ur\u010ditou v\u00fdhodu. Tato skute\u010dnost ale z\u00e1rove\u0148 podtrhuje <a href=\"https:\/\/tcan2050.org.tw\/en\/navigating-geopolitical-turbulence-with-taiwans-energy-transition-policy\/\" target=\"_blank\" rel=\"noopener\">zranitelnost<\/a> Tchaj-wanu v p\u0159\u00edpad\u011b jak\u00e9koli blok\u00e1dy nebo izolace. V s\u00e9rii simulac\u00ed proveden\u00fdch bezpe\u010dnostn\u00edm centrem Evropsk\u00e9 hodnoty se nedostate\u010dn\u00e1 <strong>energetick\u00e1 bezpe\u010dnost<\/strong> Tchaj-wanu <a href=\"https:\/\/www.freiheit.org\/sites\/default\/files\/2026-02\/east-asia-regional-crisis-simulation.pdf\" target=\"_blank\" rel=\"noopener\">uk\u00e1zala<\/a> jako hlavn\u00ed probl\u00e9m v p\u0159\u00edpad\u011b eskalace konfliktu veden\u00e9ho \u010c\u00ednou, spolu s kybernetick\u00fdmi \u00fatoky a pot\u00ed\u017eemi se zachov\u00e1n\u00edm pr\u016fmyslov\u00e9 v\u00fdroby.<\/p><p style=\"font-weight: 400;\">Strategickou odpov\u011bd\u00ed nem\u016f\u017ee b\u00fdt pouze odvetn\u00e1 reakce. Tchaj-wan disponuje n\u00e1stroji rozvoje zalo\u017een\u00fdmi na lidsk\u00e9 bezpe\u010dnosti a technick\u00e9 spolupr\u00e1ci, Tichomo\u0159\u00ed v\u0161ak st\u00e1le z\u016fst\u00e1v\u00e1 mimo hlavn\u00ed geografick\u00fd z\u00e1b\u011br \u201e<a href=\"https:\/\/globaltaiwan.org\/2025\/06\/analyzing-taiwans-new-southbound-policy\/\" target=\"_blank\" rel=\"noopener\"><strong>Nov\u00e9 politiky<\/strong><\/a><a href=\"https:\/\/globaltaiwan.org\/2025\/06\/analyzing-taiwans-new-southbound-policy\/\"><strong> Tchaj-wanu zam\u011b\u0159en\u00e9 na jih<\/strong><\/a>\u201c. D\u016fv\u011bryhodn\u011bj\u0161\u00ed p\u0159\u00edstup by spo\u010d\u00edval ve spolupr\u00e1ci s partnery, nikoli v obch\u00e1zen\u00ed jejich z\u00e1jm\u016f. Pr\u00e1v\u011b v tomto ohledu <a href=\"https:\/\/www.eib.org\/en\/press\/all\/2025-287-eu-and-papua-new-guinea-enhance-port-infrastructure-and-water-service\" target=\"_blank\" rel=\"noopener\">hraje<\/a> d\u016fle\u017eitou roli iniciativa EU \u201e<strong>Global Gateway<\/strong>\u201c: Brusel ji\u017e financuje p\u0159\u00edstavn\u00ed a vodohospod\u00e1\u0159sk\u00e9 projekty na Papui-Nov\u00e9 Guineji, v\u010detn\u011b modernizace p\u0159\u00edstavu Rabaul, a jeho dal\u0161\u00ed projekty pro tuto zemi zahrnuj\u00ed dopravu, klima a energetiku a rozvoj venkova. <a href=\"https:\/\/www.kas.de\/documents\/272317\/0\/Chasing+convergence+-+The+EU's+partnerships+in+the+Indo-Pacific+and+implementation+of+the+Global+Gateway+Initiative.pdf\/73d83078-def5-aa32-610c-22d065cb5201?version=1.0&amp;t=1758009724170\" target=\"_blank\" rel=\"noopener\">Zpr\u00e1va<\/a> analytik\u016f EVC z roku 2025 tvrd\u00ed, \u017ee iniciativa \u201e<strong>Global Gateway<\/strong>\u201c funguje nejl\u00e9pe prost\u0159ednictv\u00edm sbli\u017eov\u00e1n\u00ed s podobn\u011b sm\u00fd\u0161lej\u00edc\u00edmi partnery v indopacifick\u00e9m regionu, jako jsou Austr\u00e1lie, Japonsko, Nov\u00fd Z\u00e9land, Ji\u017en\u00ed Korea a Tchaj-wan. Z hlediska Tichomo\u0159\u00ed se zde ukazuje alternativa, kter\u00e1 <a href=\"https:\/\/corrosiveconstructivecapital.cipe.org\/corrosive-capital\/asia-pacific\/\" target=\"_blank\" rel=\"noopener\"><strong>nevede k naru\u0161en\u00ed st\u00e1vaj\u00edc\u00edch vztah\u016f<\/strong><\/a>: praktick\u00e1 spolupr\u00e1ce v oblasti zdravotnictv\u00ed, digit\u00e1ln\u00ed konektivity, zem\u011bd\u011blstv\u00ed, logistiky a odolnosti v\u016f\u010di klimatick\u00fdm zm\u011bn\u00e1m, kter\u00e1 sp\u00ed\u0161e ne\u017e z\u00e1vislost roz\u0161i\u0159uje m\u00edstn\u00ed mo\u017enosti volby.<\/p><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p style=\"font-weight: 400;\">V \u0161ir\u0161\u00edm kontextu to znamen\u00e1, \u017ee bezpe\u010dnost v Tichomo\u0159\u00ed ji\u017e nespo\u010d\u00edv\u00e1 pouze ve vojensk\u00fdch z\u00e1kladn\u00e1ch, hl\u00eddk\u00e1ch \u010di ofici\u00e1ln\u00edch zn\u011bn\u00edch smluv. Jde tak\u00e9 o to, kdo utv\u00e1\u0159\u00ed pr\u00e1vn\u00ed narativy, kritickou infrastrukturu, z\u00e1sobovac\u00ed trasy a \u0161k\u00e1lu vn\u011bj\u0161\u00edch partnerstv\u00ed, kter\u00e1 jsou tichomo\u0159sk\u00fdm st\u00e1t\u016fm k dispozici. D\u00edky tomu m\u00e1 spor mezi Papuou-Novou Guineou a Tchaj-wanem v\u00fdznam daleko p\u0159esahuj\u00edc\u00ed hranice Port Moresby.<\/p><p style=\"font-weight: 400;\">Pro Evropu nejde o okrajovou z\u00e1le\u017eitost. EU ji\u017e na Papui-Nov\u00e9 Guineji investuje prost\u0159ednictv\u00edm iniciativy <strong>Global Gateway<\/strong> a jak\u00e9koli \u00fasp\u011b\u0161n\u00e9 \u010d\u00ednsk\u00e9 \u00fasil\u00ed o pevn\u011bj\u0161\u00ed za\u010dlen\u011bn\u00ed Papui-Nov\u00e9 Guineje do sv\u00e9 sf\u00e9ry vlivu je v rozporu s evropsk\u00fdmi z\u00e1jmy na odoln\u00e9 konektivit\u011b, transparentn\u00ed infrastruktu\u0159e a Tichomo\u0159\u00ed, kter\u00e9 se \u0159\u00edd\u00ed pravidly. Evropa v\u0161ak nebude m\u00edt dostate\u010dn\u00fd prostor, aby mohla reagovat sama. Praktick\u00fdm ponau\u010den\u00edm je politika zalo\u017een\u00e1 na koalic\u00edch: tedy spolupr\u00e1ce s tichomo\u0159sk\u00fdmi vl\u00e1dami, Austr\u00e1li\u00ed, Japonskem, Nov\u00fdm Z\u00e9landem a Tchaj-wanem s c\u00edlem vytvo\u0159it pro tento region viditeln\u011bj\u0161\u00ed, u\u017eite\u010dn\u011bj\u0161\u00ed a trvalej\u0161\u00ed alternativy.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>Photo: Made in Canva.com Foto: Vytvo\u0159eno v Canva.com What is happening?
