Tento z\u00e1kon, p\u0159ijat\u00fd v b\u0159eznu, od sv\u00e9ho schv\u00e1len\u00ed \u010del\u00ed kritice ze strany analytik\u016f, z\u00e1padn\u00edch vl\u00e1d a organizac\u00ed na ochranu lidsk\u00fdch pr\u00e1v.<\/p><p style=\"font-weight: 400;\">Dan\u00e1 legislativa roz\u0161i\u0159uje rozsah \u010d\u00ednsk\u00e9 jurisdikce mimo jej\u00ed \u00fazem\u00ed, co\u017e z n\u00ed \u010din\u00ed <strong>potenci\u00e1ln\u011b mocn\u00fd n\u00e1stroj nadn\u00e1rodn\u00edho represe<\/strong>. Nezam\u011b\u0159uje se pouze na etnick\u00e9 skupiny, kter\u00e9 Peking vn\u00edm\u00e1 jako hrozbu v r\u00e1mci sv\u00e9ho \u0161irok\u00e9ho pojet\u00ed n\u00e1rodn\u00ed bezpe\u010dnosti, ale tak\u00e9 na zahrani\u010dn\u00ed ob\u010dany. N\u00e1rodn\u00ed bezpe\u010dnostn\u00ed \u00fa\u0159ad (National Security Bureau) Tchaj-wanu ji\u017e varoval sv\u00e9 ob\u010dany p\u0159ed cestami do \u010c\u00edny kv\u016fli rizik\u016fm spojen\u00fdm s\u00a0nejasn\u00fdmi ustanoven\u00edmi tohoto z\u00e1kona.<\/p><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p style=\"font-weight: 400;\">Ofici\u00e1ln\u00edm c\u00edlem z\u00e1kona je \u201evytvo\u0159it <strong>siln\u00e9 v\u011bdom\u00ed spole\u010denstv\u00ed \u010d\u00ednsk\u00e9ho n\u00e1roda<\/strong>\u201c (\u94f8\u7262\u4e2d\u534e\u6c11\u65cf\u5171\u540c\u4f53\u610f\u8bc6), co\u017e je pojem opakovan\u011b zd\u016fraz\u0148ovan\u00fd nap\u0159\u00ed\u010d dokumentem. Ve sv\u00fdch sedmi kapitol\u00e1ch tato nov\u00e1 legislativa klade d\u016fraz na vlasteneckou v\u00fdchovu, podporu \u010d\u00ednsk\u00e9ho jazyka a budov\u00e1n\u00ed jednotn\u00e9 n\u00e1rodn\u00ed identity mezi v\u0161emi etnick\u00fdmi skupinami, kter\u00e9 v\u00a0\u010c\u00edn\u011b \u017eij\u00ed.<\/p><p style=\"font-weight: 400;\">Z\u00e1kon uplat\u0148uje <strong>celospole\u010densk\u00fd p\u0159\u00edstup<\/strong>. \u010cl\u00e1nek 18 ukl\u00e1d\u00e1 za\u010dlen\u011bn\u00ed \u201ev\u011bdom\u00ed spole\u010denstv\u00ed\u201c do n\u00e1rodn\u00ed, k\u00e1drov\u00e9 a soci\u00e1ln\u00ed v\u00fdchovy. Podporuje jak tradi\u010dn\u00ed kulturu, tak obsah zd\u016fraz\u0148uj\u00edc\u00ed \u00fasp\u011bchy \u201esocialismu s \u010d\u00ednsk\u00fdmi rysy\u201c. \u010cl\u00e1nek 20 zavazuje rodi\u010de a opatrovn\u00edky k v\u00fdchov\u011b nezletil\u00fdch k \u201el\u00e1sce k \u010c\u00ednsk\u00e9 komunistick\u00e9 stran\u011b, vlasti a \u010d\u00ednsk\u00e9mu lidu\u201c.<\/p><p style=\"font-weight: 400;\">Z\u00e1kon slou\u017e\u00ed tak\u00e9 jako n\u00e1stroj <strong>sinizace<\/strong> v regionech, kter\u00e9 Peking pova\u017euje za politicky citliv\u00e9. <strong>\u010cl\u00e1nek 21<\/strong> roz\u0161i\u0159uje tyto po\u017eadavky na Hongkong a Macao. Zam\u011b\u0159uje se tak\u00e9 na Tchaj-wan formou podpory p\u0159eshrani\u010dn\u00edch v\u00fdm\u011bn a posilov\u00e1n\u00edm sd\u00edlen\u00e9ho pocitu identity, soun\u00e1le\u017eitosti a kulturn\u00edho d\u011bdictv\u00ed. Tent\u00fd\u017e \u010dl\u00e1nek zd\u016fraz\u0148uje posilov\u00e1n\u00ed vztah\u016f s <strong>\u010d\u00ednsk\u00fdmi komunitami v zahrani\u010d\u00ed<\/strong>a\u00a0vyb\u00edz\u00ed je k \u0161\u00ed\u0159en\u00ed \u010d\u00ednsk\u00e9 kultury a k podpo\u0159e n\u00e1rodn\u00edch c\u00edl\u016f \u010c\u00edny, co\u017e odr\u00e1\u017e\u00ed \u0161ir\u0161\u00ed p\u0159\u00edstup Jednotn\u00e9 fronty, kde diaspora nen\u00ed jen kulturn\u00edm prost\u0159edn\u00edkem, ale i politick\u00fdm akt\u00e9rem, kter\u00fd je podporov\u00e1n, aby se sladil s narativy a z\u00e1jmy Pekingu.<\/p><p style=\"font-weight: 400;\">Obecn\u011bj\u0161\u00edm c\u00edlem z\u00e1kona je <strong>\u0159e\u0161en\u00ed toho, co \u010d\u00ednsk\u00e1 vl\u00e1da ozna\u010duje jako \u201eetnick\u00e9 probl\u00e9my\u201c<\/strong>, p\u0159i\u010dem\u017e \u010d\u00ednsk\u00fd n\u00e1rod vykresluje jako jednotnou, pluralitn\u00ed rodinu. Sou\u010dasn\u011b z\u00e1kon striktn\u011b odm\u00edt\u00e1 vn\u011bj\u0161\u00ed kritiku, kter\u00e1 se t\u00fdk\u00e1 n\u00e1rodnostn\u00edch t\u00e9mat, n\u00e1bo\u017eenstv\u00ed nebo lidsk\u00fdch pr\u00e1v.<\/p><p style=\"font-weight: 400;\">\u201eZ\u00e1le\u017eitosti n\u00e1rodn\u00ed jednoty a pokroku nesm\u00ed b\u00fdt naru\u0161ov\u00e1ny vn\u011bj\u0161\u00edmi silami,\u201c uv\u00e1d\u00ed text. \u201eRozhodn\u011b odm\u00edt\u00e1me v\u0161echny pomluvy, o\u010der\u0148ov\u00e1n\u00ed, omezov\u00e1n\u00ed, potla\u010dov\u00e1n\u00ed, infiltrace a sabot\u00e1\u017ee v\u016f\u010di \u010c\u00ednsk\u00e9 lidov\u00e9 republice pod z\u00e1minkou etnicity, n\u00e1bo\u017eenstv\u00ed nebo lidsk\u00fdch pr\u00e1v.\u201c<\/p><p style=\"font-weight: 400;\"><strong>Digit\u00e1ln\u00ed kontrolu<\/strong> \u0159e\u0161\u00ed \u010dl\u00e1nek 31, kter\u00fd ukl\u00e1d\u00e1 platform\u00e1m povinnost sledovat, odstra\u0148ovat a hl\u00e1sit obsah, kter\u00fd \u201epodkop\u00e1v\u00e1 n\u00e1rodnostn\u00ed jednotu\u201c.<\/p><p style=\"font-weight: 400;\">Zvl\u00e1\u0161tn\u00ed pozornost bud\u00ed <strong>\u010dl\u00e1nek 63<\/strong>, jen\u017e uv\u00e1d\u00ed: \u201eOrganizace a jednotlivci mimo \u00fazem\u00ed \u010c\u00ednsk\u00e9 lidov\u00e9 republiky, kte\u0159\u00ed se dopou\u0161t\u011bj\u00ed \u010din\u016f, je\u017e podkop\u00e1vaj\u00ed pokrok v n\u00e1rodnostn\u00ed jednot\u011b nebo vytv\u00e1\u0159ej\u00ed n\u00e1rodn\u00ed rozkol v \u010c\u00ednsk\u00e9 lidov\u00e9 republice, budou st\u00edh\u00e1ni dle z\u00e1kona a ponesou pr\u00e1vn\u00ed odpov\u011bdnost.\u201c (\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u5883\u5916\u7684\u7ec4\u7ec7\u548c\u4e2a\u4eba\uff0c\u9488\u5bf9\u4e2d\u534e\u4eba\u6c11\u5171\u548c\u56fd\u5b9e\u65bd\u7834\u574f\u6c11\u65cf\u56e2\u7ed3\u8fdb\u6b65\u3001\u5236\u9020\u6c11\u65cf\u5206\u88c2\u884c\u4e3a\u7684\uff0c\u4f9d\u6cd5\u8ffd\u7a76\u6cd5\u5f8b\u8d23\u4efb\u3002)<\/p><p style=\"font-weight: 400;\">Z\u00e1kon tyto \u010diny nedefinuje, \u010d\u00edm\u017e ponech\u00e1v\u00e1 st\u00e1tn\u00edm org\u00e1n\u016fm \u0161irok\u00fd prostor pro jejich interpretaci. Odborn\u00edci varuj\u00ed, \u017ee takov\u00e1 nejednozna\u010dnost by mohla postihnout zahrani\u010dn\u00ed jednotlivce, firmy, v\u00fdzkumn\u00edky, akademick\u00e9 instituce nebo obr\u00e1nce lidsk\u00fdch pr\u00e1v, kte\u0159\u00ed jsou k \u010c\u00edn\u011b kriti\u010dt\u00ed. Tuto nejednozna\u010dnost \u010d\u00e1ste\u010dn\u011b vysv\u011btlil n\u00e1m\u011bstek ministra spravedlnosti Chu Wej-lie (\u80e1\u536b\u5217), kter\u00fd na tiskov\u00e9 konferenci St\u00e1tn\u00ed rady <a href=\"https:\/\/sinocism.notion.site\/State-Council-Information-Office-Holds-Press-Conference-Introducing-the-Law-on-Promoting-Ethnic-Unit-38984ece41d781fe8ef1dd15dac8c8cd\" target=\"_blank\" rel=\"noopener\">uvedl<\/a>, \u017ee <strong>pr\u00e1vn\u00ed odpov\u011bdnost zahrani\u010dn\u00edch osob<\/strong> za podkop\u00e1v\u00e1n\u00ed etnick\u00e9 jednoty je \u201eopr\u00e1vn\u011bn\u00e1, z\u00e1konn\u00e1 a odpov\u00edd\u00e1 mezin\u00e1rodn\u00edm norm\u00e1m\u201c.<\/p><p style=\"font-weight: 400;\"><strong>Extrateritori\u00e1ln\u00ed p\u016fsobnost z\u00e1kona<\/strong> <a href=\"https:\/\/www.reuters.com\/world\/china\/eu-concerned-by-chinas-new-ethnic-unity-law-which-targets-people-overseas-2026-07-02\/\" target=\"_blank\" rel=\"noopener\">vyvolala obavy<\/a> v Evropsk\u00e9 unii i ve Spojen\u00fdch st\u00e1tech, zejm\u00e9na z d\u016fvodu mo\u017en\u00e9ho uplatn\u011bn\u00ed na zahrani\u010dn\u00ed ob\u010dany.<\/p><p style=\"font-weight: 400;\">\u0158editel N\u00e1rodn\u00edho bezpe\u010dnostn\u00edho \u00fa\u0159adu Tchaj-wanu Cchaj Ming-jen (\u8521\u660e\u5f65) <a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2026\/07\/07\/2003860353\" target=\"_blank\" rel=\"noopener\"><strong>varoval<\/strong><\/a><strong> ob\u010dany p\u0159ed cestami do \u010c\u00edny<\/strong>, p\u0159i\u010dem\u017e pouk\u00e1zal na nejasnou definici trestn\u00fdch \u010din\u016f, jako je \u201epodkop\u00e1v\u00e1n\u00ed n\u00e1rodnostn\u00ed jednoty\u201c, a upozornil, \u017ee \u010d\u00ednsk\u00e9 org\u00e1ny podle z\u00e1kona mohou vy\u0161et\u0159ovat jednotlivce v\u010detn\u011b cizinc\u016f, zabavovat majetek nebo kontrolovat elektronick\u00e1 za\u0159\u00edzen\u00ed. Rada pro z\u00e1le\u017eitosti pevninsk\u00e9 \u010c\u00edny na Tchaj-wanu uvedla, \u017ee z\u00e1kon \u201eusiluje o podkop\u00e1n\u00ed suverenity Tchaj-wanu a roz\u0161\u00ed\u0159en\u00ed ideologick\u00e9 kontroly nad jeho obyvatelstvem\u201c.<\/p><p style=\"font-weight: 400;\">Obavy nem\u00e1 jen Tchaj-wan. Sebeupalov\u00e1n\u00ed je bohu\u017eel b\u011b\u017enou formou protestu Tibe\u0165an\u016f proti \u010c\u00ednsk\u00e9 vl\u00e1d\u011b, ale v zahrani\u010d\u00ed, zejm\u00e9na v USA, jsou podobn\u00e9 p\u0159\u00edpady velmi vz\u00e1cn\u00e9 a signalizuj\u00ed zv\u00fd\u0161enou nal\u00e9havost.<\/p><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p style=\"font-weight: 400;\">Tato legislativa p\u0159edstavuje v\u00fdznamn\u00e9 roz\u0161\u00ed\u0159en\u00ed n\u00e1stroj\u016f \u010c\u00edny pro nadn\u00e1rodn\u00ed represi. Kombinac\u00ed nejasn\u00fdch pr\u00e1vn\u00edch definic a extrateritori\u00e1ln\u00ed jurisdikce vytv\u00e1\u0159\u00ed pr\u00e1vn\u00ed nejistotu nejen pro \u010d\u00ednskou diasporu, ale i pro ob\u010dany jin\u00fdch st\u00e1t\u016f, kte\u0159\u00ed se zab\u00fdvaj\u00ed \u010c\u00ednou.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>Photo: Tibetan Monks in Sera monastery, Tibet.
