Tchajwansk\u00e1 pobo\u010dka bezpe\u010dnostn\u00edho centra Evropsk\u00e9 hodnoty (EVC TWO) uspo\u0159\u00e1dala 5. kv\u011btna 2026 panelovou diskusi zam\u011b\u0159enou na mo\u017enosti spolupr\u00e1ce mezi iniciativou Evropsk\u00e9 unie \u201eGlobal Gateway\u201c (GG) a tchajwanskou politikou \u201eNew Southbound Policy\u201c (NSP). Diskuse p\u0159ivedla dohromady odborn\u00edky, aby prozkoumali, jak mohou Tchaj-wan a EU vyu\u017e\u00edt sv\u00fdch siln\u00fdch str\u00e1nek k podpo\u0159e udr\u017eiteln\u00e9ho rozvoje a propojenosti v indopacifick\u00e9m regionu.<\/p>

V panelu vystoupili Alfred Gerstl, prezident St\u0159edoevropsk\u00e9ho institutu pro asijsk\u00e1 studia (CEIAS); Kristy Hsu, v\u011bdeck\u00e1 pracovnice a \u0159editelka Institutu pro ekonomick\u00fd v\u00fdzkum Chung-Hua (CIER); Peifen Hsieh, z\u00e1stupkyn\u011b gener\u00e1ln\u00edho tajemn\u00edka Fondu pro mezin\u00e1rodn\u00ed spolupr\u00e1ci a rozvoj (TaiwanICDF); a Marcin Jerzewski, vedouc\u00ed EVC TWO.<\/p>

Diskuse zd\u016fraznila komparativn\u00ed v\u00fdhody Tchaj-wanu v oblastech, jako je zdravotnictv\u00ed, zem\u011bd\u011blstv\u00ed a automatizace elektronick\u00e9ho n\u00e1vrhu (EDA), a zab\u00fdvala se t\u00edm, jak by tyto schopnosti rozvoje mohly doplnit realizaci projekt\u016f v r\u00e1mci iniciativy \u201eGlobal Gateway\u201c. \u00da\u010dastn\u00edci pouk\u00e1zali na prob\u00edhaj\u00edc\u00ed rozvojov\u00e9 programy TaiwanICDF v Africe a jihov\u00fdchodn\u00ed Asii jako na p\u0159\u00edklady praktick\u00fdch zku\u0161enost\u00ed Tchaj-wanu a jeho dlouhodob\u00e9ho zapojen\u00ed v partnersk\u00fdch zem\u00edch.<\/p>

\u0158e\u010dn\u00edci poznamenali, \u017ee po v\u00edce ne\u017e deseti letech realizov\u00e1n\u00ed \u201eNew Southbound Policy\u201c si Tchaj-wan vybudoval rozs\u00e1hl\u00e9 kontakty v cel\u00e9 jihov\u00fdchodn\u00ed Asii prost\u0159ednictv\u00edm vl\u00e1dn\u00edch iniciativ, rozvojov\u00e9 spolupr\u00e1ce, zapojen\u00ed podnikatelsk\u00e9 sf\u00e9ry a mezilidsk\u00fdch vztah\u016f. V mnoha p\u0159\u00edpadech si tchajwansk\u00e9 podniky a organizace ob\u010dansk\u00e9 spole\u010dnosti udr\u017euj\u00ed m\u00edstn\u00ed p\u0159\u00edtomnost ji\u017e po n\u011bkolik generac\u00ed, \u010d\u00edm\u017e vytv\u00e1\u0159ej\u00ed cenn\u00e9 odborn\u00e9 znalosti a d\u016fv\u011bryhodn\u00e1 partnerstv\u00ed. Pro Evropskou unii by spolupr\u00e1ce s Tchaj-wanem mohla proto znamenat p\u0159\u00edstup k zaveden\u00fdm m\u00edstn\u00edm kontat\u016fm a z\u00e1rove\u0148 p\u0159isp\u011bt k diverzifikaci a pos\u00edlen\u00ed zapojen\u00ed v r\u00e1mci iniciativy \u201eGlobal Gateway\u201c v indopacifick\u00e9m regionu.<\/p>

V souvislosti s budoucnost\u00ed region\u00e1ln\u00ed spolupr\u00e1ce zd\u016fraznila Peifen Hsieh jak je d\u016fle\u017eit\u00e9 vn\u00edmat rozvojov\u00e9 iniciativy sp\u00ed\u0161e jako dopl\u0148kov\u00e9 ne\u017e jako konkuren\u010dn\u00ed.<\/p>

\u201eM\u00edsto toho, abychom si konkurovali, by prost\u0159ed\u00ed m\u011blo b\u00fdt sp\u00ed\u0161e kompatibiln\u00ed, pokud do tohoto regionu p\u0159izveme v\u00edce akt\u00e9r\u016f. M\u00edsto toho, abychom vn\u00edmali indopacifick\u00fd region jako ar\u00e9nu, kde si velk\u00e9 mocnosti soupe\u0159\u00ed o vliv, m\u016f\u017ee p\u0159izv\u00e1n\u00ed v\u00edce akt\u00e9r\u016f se stejn\u00fdm sm\u00fd\u0161len\u00edm podpo\u0159it kompatibilitu a synergii.\u201c<\/em><\/p>

\u00da\u010dastn\u00edci se shodli, \u017ee spolupr\u00e1ce mezi EU a Tchaj-wanem by mohla za\u010d\u00edt neform\u00e1ln\u00edmi a technick\u00fdmi konzultacemi zam\u011b\u0159en\u00fdmi na praktick\u00e9 oblasti ve spole\u010dn\u00fdch z\u00e1jmech. Zd\u016fraznili tak\u00e9 d\u016fle\u017eitou roli nevl\u00e1dn\u00edch subjekt\u016f, v\u010detn\u011b firem, v\u00fdzkumn\u00fdch instituc\u00ed a organizac\u00ed ob\u010dansk\u00e9 spole\u010dnosti, p\u0159i identifikaci p\u0159\u00edle\u017eitost\u00ed ke spolupr\u00e1ci a p\u0159i zaji\u0161\u0165ov\u00e1n\u00ed toho, aby rozvojov\u00e9 iniciativy odpov\u00eddaly m\u00edstn\u00edm pot\u0159eb\u00e1m.<\/p>

Z diskuse vyplynulo, \u017ee u\u017e\u0161\u00ed koordinace mezi EU, Tchaj-wanem a dal\u0161\u00edmi stejn\u011b sm\u00fd\u0161lej\u00edc\u00edmi partnery by mohla pomoci zabr\u00e1nit zdvojov\u00e1n\u00ed \u00fasil\u00ed, zlep\u0161it \u00fa\u010dinnost rozvojov\u00e9 pomoci a p\u0159isp\u011bt k odoln\u011bj\u0161\u00edmu a propojen\u011bj\u0161\u00edmu indopacifick\u00e9mu regionu.<\/p>

Akce rovn\u011b\u017e odr\u00e1\u017eela pokra\u010duj\u00edc\u00ed \u00fasil\u00ed EVC TWO o propojov\u00e1n\u00ed odborn\u00edk\u016f, politik\u016f a odborn\u00edk\u016f z praxe z Evropy a indopacifick\u00e9ho regionu.
