B\u011blehrad se sna\u017e\u00ed roz\u0161\u00ed\u0159it sv\u016fj vlastn\u00ed region\u00e1ln\u00ed vliv, z\u00e1rove\u0148 v\u0161ak <a href=\"https:\/\/ecfr.eu\/publication\/eyes-wide-shut-how-to-read-chinas-playbook-in-the-western-balkans\/\" target=\"_blank\" rel=\"noopener\">roz\u0161i\u0159uje p\u016fsobnost<\/a> \u010d\u00ednsk\u00fdch technologick\u00fdch firem a\u00a0po des\u00edtky let pom\u00e1h\u00e1 propojit region s \u010d\u00ednskou digit\u00e1ln\u00ed infrastrukturou.<\/p><h2>Jak\u00fd je \u0161ir\u0161\u00ed kontext?<\/h2><p style=\"font-weight: 400;\">Vliv \u010d\u00ednsk\u00fdch technologick\u00fdch firem z B\u011blehradu se \u0161\u00ed\u0159\u00ed po cel\u00e9m Balk\u00e1n\u011b prost\u0159ednictv\u00edm region\u00e1ln\u00edch ekonomick\u00fdch vazeb Srbska. B\u011blehrad od podpisu dohody v roce 2017 roz\u0161\u00ed\u0159il sv\u00e9 partnerstv\u00ed s firmou Huawei v r\u00e1mci projektu \u201eBezpe\u010dn\u00e9 m\u011bsto\u201c (angl. \u201eSafe City\u201c) a v hlavn\u00edm m\u011bst\u011b jsou nyn\u00ed nainstalov\u00e1ny tis\u00edce kamer. C\u00edlem programu je poskytnout rozpozn\u00e1v\u00e1n\u00ed obli\u010dej\u016f a st\u00e1tn\u00edch pozn\u00e1vac\u00edch zna\u010dek a dal\u0161\u00ed n\u00e1stroje pro sledov\u00e1n\u00ed v r\u00e1mci jednotn\u00e9ho syst\u00e9mu pokr\u00fdvaj\u00edc\u00edho cel\u00e9 m\u011bsto. Nicm\u00e9n\u011b, o cel\u00e9m programu bylo zve\u0159ejn\u011bno jen m\u00e1lo podrobnost\u00ed.<\/p><p style=\"font-weight: 400;\">Srbsk\u00e9 \u00fa\u0159ady se sna\u017eily udr\u017eet <a href=\"https:\/\/www.rferl.org\/a\/serbia-chinese-surveilllance-backlash-standish\/32142771.html\" target=\"_blank\" rel=\"noopener\">zav\u00e1d\u011bn\u00ed t\u00e9to technologie<\/a> mimo pozornost ve\u0159ejnosti, zat\u00edmco jej prov\u00e1zely pr\u00e1vn\u00edch spory a protesty, zejm\u00e9na ohledn\u011b biometrick\u00e9ho rozpozn\u00e1v\u00e1n\u00ed obli\u010dej\u016f. Tato ot\u00e1zka je kontroverzn\u00ed, proto\u017ee podle srbsk\u00e9ho pr\u00e1va pro pou\u017e\u00edv\u00e1n\u00ed takov\u00e9 technologie neexistuje \u017e\u00e1dn\u00e9 opodstatn\u011bn\u00ed. \u00da\u0159ady tvrd\u00ed, \u017ee software pro rozpozn\u00e1v\u00e1n\u00ed obli\u010dej\u016f zat\u00edm nebyl nasazen. Srbsk\u00e9 ministerstvo vnitra se v\u0161ak pokusilo vypracovat legislativu pro biometrick\u00fd dohled, v\u010detn\u011b n\u00e1vrhu zvl\u00e1\u0161tn\u00edch policejn\u00edch opat\u0159en\u00ed z roku 2021, kter\u00fd byl pod tlakem ve\u0159ejnosti sta\u017een.<\/p><p style=\"font-weight: 400;\"><a href=\"https:\/\/www.rferl.org\/a\/serbia-chinese-surveilllance-backlash-standish\/32145138.html\" target=\"_blank\" rel=\"noopener\">Investigace RFE\/RL<\/a> z roku 2022 odhalila, \u017ee srb\u0161t\u00ed \u00fa\u0159edn\u00edci ji\u017e d\u0159\u00edve pou\u017e\u00edvali \u010d\u00ednskou technologii ke sledov\u00e1n\u00ed aktivist\u016f a demonstrant\u016f, co\u017e vyvolalo obavy, \u017ee by mohlo doj\u00edt ke zneu\u017e\u00edv\u00e1n\u00ed i\u00a0pokro\u010dilej\u0161\u00edch n\u00e1stroj\u016f, jako je rozpozn\u00e1v\u00e1n\u00ed obli\u010deje s podporou um\u011bl\u00e9 inteligence. Unikl\u00e9 dokumenty, kter\u00e9 <a href=\"https:\/\/www.rferl.org\/a\/exclusive-safe-city-china-surveillance-huawei-facial-recognition\/33501155.html\" target=\"_blank\" rel=\"noopener\">RFE\/RL<\/a> <a href=\"https:\/\/www.rferl.org\/a\/exclusive-safe-city-china-surveillance-huawei-facial-recognition\/33501155.html\" target=\"_blank\" rel=\"noopener\">z\u00edskala<\/a>, tak\u00e9 ukazuj\u00ed, \u017ee \u00fa\u0159ady pokra\u010duj\u00ed v roz\u0161i\u0159ov\u00e1n\u00ed projektu o nov\u00fd software a nov\u00e9 slu\u017eby od spole\u010dnosti Huawei, \u010dasto za v\u00fdrazn\u00e9 slevy.<\/p><p style=\"font-weight: 400;\">\u0160\u00ed\u0159en\u00ed t\u00e9to technologie m\u00e1 dlouhodob\u00e9 d\u016fsledky \u2013 a to nejen pro Srbsko. Slo\u017eit\u00e1 historie regionu zp\u016fsobila, \u017ee existuj\u00ed siln\u00e9 obchodn\u00ed vazby mezi Srbskem a jeho sousedy, zejm\u00e9na se zem\u011bmi s etnick\u00fdm srbsk\u00fdm obyvatelstvem. Republika srbsk\u00e1, samospr\u00e1vn\u00e1 entita v r\u00e1mci Bosny a Hercegoviny s p\u0159evahou srbsk\u00e9ho obyvatelstva, se sna\u017e\u00ed srbsk\u00e9 p\u0159ijet\u00ed \u010d\u00ednsk\u00e9 technologie napodobit. D\u00edky bl\u00edzk\u00fdm obchodn\u00edm vazb\u00e1m se srbsk\u00fd import m\u016f\u017ee voln\u011b pohybovat do sousedn\u00edch region\u016f a za\u0159\u00edzen\u00ed a\u00a0software nen\u00ed v\u017edy evidov\u00e1n jako v\u00fdvoz. P\u0159ev\u00e1\u017en\u011b srbsk\u00e9 \u00fa\u0159ady v n\u011bkter\u00fdch \u010d\u00e1stech Kosova rovn\u011b\u017e mimo pravomoc \u00fast\u0159edn\u00ed vl\u00e1dy <a href=\"https:\/\/www.rferl.org\/a\/serbia-embed-chinese-cameras-kosovo\/31645126.html\" target=\"_blank\" rel=\"noopener\">podepsaly dohody<\/a> o n\u00e1kupu \u010d\u00ednsk\u00e9ho sledovac\u00edho za\u0159\u00edzen\u00ed. \u010c\u00ednsk\u00e9 v\u00fdzkumn\u00e9 <a href=\"https:\/\/english.news.cn\/europe\/20260328\/9a9da5eccdd84ceaa5514a3c5788c116\/c.html\" target=\"_blank\" rel=\"noopener\">vazby se srbsk\u00fdmi univerzitami<\/a> \u2013 \u010dasto zam\u011b\u0159en\u00e9 na high-tech obory \u2013 pom\u00e1haj\u00ed posilovat vztahy s Bosnou a Hercegovinou dal\u0161\u00edmi zem\u011bmi z\u00e1padn\u00edho Balk\u00e1nu jako jsou \u010cern\u00e1 Hora nebo Severn\u00ed Makedonie.<\/p><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p style=\"font-weight: 400;\">Tento v\u00fdvoj je podstatn\u00fd vzhledem k tomu, \u017ee ukazuje, jak <a href=\"https:\/\/www.rferl.org\/a\/china-surveillance-cameras-europe-dahua-hikvision\/32930737.html\" target=\"_blank\" rel=\"noopener\">lze sledovac\u00ed technologie vyu\u017e\u00edt<\/a> k\u00a0potla\u010den\u00ed disentu a pos\u00edlen\u00ed autorit\u00e1\u0159sk\u00e9 vl\u00e1dy, ale tak\u00e9 z hlediska integrace Balk\u00e1nu do \u0161ir\u0161\u00edho technologick\u00e9ho ekosyst\u00e9mu \u010c\u00edny.<\/p><p style=\"font-weight: 400;\">\u010clensk\u00e9 st\u00e1ty Evropsk\u00e9 unie se nyn\u00ed pot\u00fdkaj\u00ed s ot\u00e1zkou, jak vyv\u00e1\u017eit svou z\u00e1vislost na \u010d\u00ednsk\u00e9 digit\u00e1ln\u00ed infrastruktu\u0159e, \u010d\u00e1ste\u010dn\u011b podn\u00edceny snahami o odklon od \u010d\u00ednsk\u00fdch 5G spole\u010dnost\u00ed a kamerov\u00fdch s\u00edt\u00ed veden\u00fdmi USA.
