Implementace t\u011bchto krok\u016f v\u0161ak nar\u00e1\u017e\u00ed na \u0159adu kl\u00ed\u010dov\u00fdch p\u0159ek\u00e1\u017eek: tchajwansk\u00fd parlament ovl\u00e1dan\u00fd tamn\u00ed opozic\u00ed blokuje financov\u00e1n\u00ed obrany a<strong> Peking <\/strong><a href=\"https:\/\/focustaiwan.tw\/politics\/202602180005\" target=\"_blank\" rel=\"noopener\"><strong>vyv\u00edj\u00ed p\u0159\u00edm\u00fd n\u00e1tlak<\/strong><\/a><strong> na prezidenta Donalda Trumpa.<\/strong> Ameri\u010dan\u00e9 naopak nal\u00e9haj\u00ed na opozi\u010dn\u00ed strany v\u00a0tchajwansk\u00e9m parlamentu, aby speci\u00e1ln\u00ed obrann\u00fd rozpo\u010det urychlen\u011b schv\u00e1lily. V\u00fdsledn\u00e1 trajektorie m\u016f\u017ee redefinovat mocenskou dynamiku na ose Washington, Tchaj-pej a Peking, s dlouhodob\u00fdmi d\u016fsledky pro region\u00e1ln\u00ed stabilitu ve v\u00fdchodn\u00ed Asii.<\/p><h2>\u00a0<\/h2><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p>Nov\u011b podepsan\u00e1 <a href=\"https:\/\/ustr.gov\/about\/policy-offices\/press-office\/fact-sheets\/2026\/february\/fact-sheet-us-taiwan-agreement-reciprocal-trade\" target=\"_blank\" rel=\"noopener\">obchodn\u00ed dohoda<\/a> mezi Tchaj-pej\u00ed a Washingtonem m\u00e1 sn\u00ed\u017eit plo\u0161n\u00e1 cla na dovoz tchajwansk\u00e9ho zbo\u017e\u00ed do Spojen\u00fdch st\u00e1t\u016f z <strong>p\u016fvodn\u00edch 20 % na 15 %.<\/strong> Ostrovn\u00ed demokracie se tak dost\u00e1v\u00e1 na \u00farove\u0148 celn\u00edch bari\u00e9r srovnatelnou s dal\u0161\u00edmi kl\u00ed\u010dov\u00fdmi americk\u00fdmi spojenci v regionu, nap\u0159\u00edklad Ji\u017en\u00ed Koreou a Japonskem. Z t\u00e9to sazby je nav\u00edc vy\u0148ato v\u00edce ne\u017e <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/us-taiwan-finalize-deal-cut-tariffs-boost-purchases-us-goods-2026-02-12\/\" target=\"_blank\" rel=\"noopener\">dva tis\u00edce konkr\u00e9tn\u00edch exportn\u00edch polo\u017eek<\/a>, co\u017e podle odhad\u016f analytik\u016f m\u016f\u017ee sn\u00ed\u017eit efektivn\u00ed pr\u016fm\u011brnou celn\u00ed z\u00e1t\u011b\u017e a\u017e na p\u0159ibli\u017en\u011b 12,3 %. Tchaj-pej se na opl\u00e1tku zav\u00e1zala k rozs\u00e1hl\u00fdm \u00fastupk\u016fm v\u016f\u010di Washingtonu. Pat\u0159\u00ed mezi n\u011b t\u00e9m\u011b\u0159 \u00fapln\u00e9 odstran\u011bn\u00ed dovozn\u00edch cel na vybran\u00e9 americk\u00e9 zem\u011bd\u011blsk\u00e9 produkty, odbour\u00e1n\u00ed netarifn\u00edch p\u0159ek\u00e1\u017eek pro americk\u00fd automobilov\u00fd pr\u016fmysl, \u010di z\u00e1vazek nakoupit americk\u00e9 zbo\u017e\u00ed a suroviny \u2013 zejm\u00e9na strojn\u00ed technologie, ropu a zemn\u00ed plyn (LNG) \u2013 v objemu zhruba 80 miliard dolar\u016f. Sou\u010d\u00e1st\u00ed dohody jsou tak\u00e9 v\u00fdznamn\u00e9 <strong>investi\u010dn\u00ed z\u00e1vazky tchajwansk\u00fdch technologick\u00fdch firem ve Spojen\u00fdch st\u00e1tech<\/strong>, p\u0159edev\u0161\u00edm v oblasti v\u00fdroby pokro\u010dil\u00fdch mikro\u010dip\u016f, rozvoje um\u011bl\u00e9 inteligence a dal\u0161\u00edch high-tech odv\u011btv\u00ed. Tyto investice maj\u00ed potenci\u00e1ln\u011b dos\u00e1hnout a\u017e <strong>600 miliard dolar\u016f<\/strong>. Administrativa prezidenta Donalda Trumpa se tak sna\u017e\u00ed dos\u00e1hnout <strong>n\u011bkolika strategick\u00fdch c\u00edl\u016f sou\u010dasn\u011b.<\/strong><\/p><p>Dohoda z\u00e1rove\u0148 ukazuje hloubku vz\u00e1jemn\u00e9 prov\u00e1zanosti ekonomick\u00fdch a bezpe\u010dnostn\u00edch z\u00e1le\u017eitost\u00ed v r\u00e1mci vztah\u016f mezi ob\u011bma st\u00e1ty. B\u00edl\u00fd d\u016fm se sna\u017e\u00ed p\u0159esunout <strong>co nejv\u011bt\u0161\u00ed \u010d\u00e1st v\u00fdroby \u2013 zejm\u00e9na v\u00a0oblasti v\u00fdrobn\u00edho procesu nejpokro\u010dilej\u0161\u00edch mikro\u010dip\u016f \u2013 zp\u011bt na americk\u00e9 \u00fazem\u00ed<\/strong>, diverzifikovat dodavatelsk\u00e9 \u0159et\u011bzce a omezit svou z\u00e1vislost i z\u00e1vislost sv\u00fdch region\u00e1ln\u00edch spojenc\u016f na pevninsk\u00e9 \u010c\u00edn\u011b (\u010cLR). Tchaj-wan m\u00e1 na opl\u00e1tku z\u00edskat dal\u0161\u00ed <strong>kl\u00ed\u010dov\u00e9 zbrojn\u00ed dod\u00e1vky<\/strong> a hlub\u0161\u00ed, v\u00edce\u00farov\u0148ov\u00e9 propojen\u00ed se sv\u00fdm hlavn\u00edm bezpe\u010dnostn\u00edm garantem.<\/p><p>Cel\u00fd proces v\u0161ak nar\u00e1\u017e\u00ed na \u0159adu politick\u00fdch p\u0159ek\u00e1\u017eek. Vl\u00e1da prezidenta Williama Laje (Laj \u010cching-te, \u8cf4\u6e05\u5fb7) v sou\u010dasnosti \u010del\u00ed <a href=\"https:\/\/eastasiaforum.org\/2026\/02\/20\/taiwans-constitutional-impasse-is-jeopardising-defence-resilience\/\" target=\"_blank\" rel=\"noopener\">\u00fastavn\u00ed krizi<\/a>, kter\u00e1 ochromuje legislativn\u00ed proces zem\u011b. Opozi\u010dn\u00ed v\u011bt\u0161ina v Legislativn\u00edm j\u00fcanu, tvo\u0159en\u00e1 poslanci Kuomintangu (KMT) a Tchajwansk\u00e9 lidov\u00e9 strany (TPP), dlouhodob\u011b blokuje mj. prezidentem navr\u017een\u00fd <strong>speci\u00e1ln\u00ed obrann\u00fd rozpo\u010det ve v\u00fd\u0161i t\u00e9m\u011b\u0159 40 miliard dolar\u016f<\/strong>. Opozice sice p\u0159edkl\u00e1d\u00e1 vlastn\u00ed n\u00e1vrhy, jejich objem nicm\u00e9n\u011b nedosahuje ani t\u0159etiny t\u00e9to \u010d\u00e1stky a z hlediska budov\u00e1n\u00ed dostate\u010dn\u00e9 \u201e<a href=\"https:\/\/chinaobservers.eu\/the-porcupine-strategy-taiwans-road-to-self-defense\/\" target=\"_blank\" rel=\"noopener\">dikobraz\u00ed\u201c obranyschopnosti<\/a> ostrova jsou zcela <strong>nedostate\u010dn\u00e9 pro efektivn\u00ed odstra\u0161en\u00ed konven\u010dn\u00edho \u00fatoku ze strany \u010cLR. <\/strong><\/p><p>Vl\u00e1dnouc\u00ed Demokratick\u00e1 pokrokov\u00e1 strana (DPP) pl\u00e1nuje \u010d\u00e1st navrhovan\u00e9ho rozpo\u010dtu vyu\u017e\u00edt pr\u00e1v\u011b na financov\u00e1n\u00ed v\u00fd\u0161e zmi\u0148ovan\u00fdch obrann\u00fdch akvizic. Patov\u00e1 situace v tchajwansk\u00e9m parlamentu tak nevyhnuteln\u011b p\u0159itahuje <strong>zv\u00fd\u0161enou pozornost i americk\u00fdch z\u00e1konod\u00e1rc\u016f<\/strong>. V\u00edce ne\u017e t\u0159icet vlivn\u00fdch \u010dlen\u016f Kongresu ned\u00e1vno adresovalo l\u00eddr\u016fm tchajwansk\u00e9 opozice <a href=\"https:\/\/focustaiwan.tw\/politics\/202602130014\" target=\"_blank\" rel=\"noopener\">spole\u010dn\u00fd dopis<\/a>, v n\u011bm\u017e vyz\u00fdvaj\u00ed ke schv\u00e1len\u00ed prezidentem navr\u017een\u00fdch obrann\u00fdch v\u00fddaj\u016f s ohledem na bezprecedentn\u011b rostouc\u00ed hrozbu z druh\u00e9 strany Tchajwansk\u00e9ho pr\u016flivu. Sou\u010dasn\u011b p\u0159isl\u00edbili \u0159e\u0161it kl\u00ed\u010dov\u00fd <strong>probl\u00e9m <\/strong><a href=\"https:\/\/asia.nikkei.com\/politics\/international-relations\/taiwan-tensions\/us-arms-shipment-backlog-to-taiwan-tops-20bn\" target=\"_blank\" rel=\"noopener\"><strong>zpo\u017ed\u011bn\u00fdch zbrojn\u00edch dod\u00e1vek<\/strong><\/a><strong>, <\/strong>kter\u00fd tamn\u00ed opozice vyu\u017e\u00edv\u00e1 jako jeden z hlavn\u00edch argument\u016f proti vl\u00e1dn\u00ed linii. P\u0159edseda Legislativn\u00edho j\u00fcanu Chan Kuo-j\u00fc (\u97d3\u570b\u745c) minul\u00fd t\u00fdden, z\u0159ejm\u011b i v reakci na americk\u00e9 nal\u00e9h\u00e1n\u00ed, <a href=\"https:\/\/focustaiwan.tw\/politics\/202602160010\" target=\"_blank\" rel=\"noopener\">uvedl<\/a>, \u017ee po znovusvol\u00e1n\u00ed parlamentu po oslav\u00e1ch lun\u00e1rn\u00edho nov\u00e9ho roku bude tento bod za\u0159azen jako <strong>priorita na program dal\u0161\u00edho jedn\u00e1n\u00ed<\/strong>. Lze tedy o\u010dek\u00e1vat, \u017ee v dohledn\u00e9 dob\u011b m\u016f\u017ee kone\u010dn\u011b doj\u00edt k posunu a speci\u00e1ln\u00ed obrann\u00fd rozpo\u010det \u2013 by\u0165 pravd\u011bpodobn\u011b v \u010d\u00e1ste\u010dn\u011b redukovan\u00e9 podob\u011b<strong> \u2013 bude nakonec schv\u00e1len.<\/strong><\/p><h2>\u00a0<\/h2><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p>Do situace se v\u0161ak vlo\u017eil tak\u00e9 Peking. Jak\u00fdkoliv odklon od tohoto principu by vytvo\u0159il v\u00fdznamn\u00fd a potenci\u00e1ln\u011b nebezpe\u010dn\u00fd politick\u00fd precedens.
