Nov\u011b <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/jan\/22\/tiktok-us-venture-oracle\" target=\"_blank\" rel=\"noopener\">vznikl\u00e1<\/a> spole\u010dnost <a href=\"https:\/\/newsroom.tiktok.com\/announcement-from-the-new-tiktok-usds-joint-venture-llc?lang=en\" target=\"_blank\" rel=\"noopener\">TikTok USDS Joint Venture LLC<\/a> je v\u011bt\u0161inov\u011b vlastn\u011bna americk\u00fdmi investory a \u0159\u00edzena sedmi\u010dlennou spr\u00e1vn\u00ed radou, p\u0159i\u010dem\u017e ByteDance, sou\u010dasn\u00fd majitel s\u00eddl\u00edc\u00ed v\u00a0\u010c\u00ednsk\u00e9 lidov\u00e9 republice (\u010cLR), si ponech\u00e1v\u00e1 pod\u00edl 19,9 %. Vlastnick\u00e1 struktura zahrnuje investory jako Oracle, Silver Lake a MGX z Ab\u00fa Dab\u00ed, z nich\u017e ka\u017ed\u00fd dr\u017e\u00ed 15 %. Oracle bude z\u00e1rove\u0148 poskytovat cloudov\u00e9 slu\u017eby. Z\u00e1vazn\u00e9 smlouvy byly <a href=\"https:\/\/www.reuters.com\/business\/american-investor-consortium-acquire-tiktok-us-entity-axios-reports-2025-12-18\/\" target=\"_blank\" rel=\"noopener\">podeps\u00e1ny<\/a> v prosinci a dokon\u010den\u00ed transakce bylo ozn\u00e1meno 23. ledna. To p\u0159edstavuje symbolick\u00fd konec v\u00edce ne\u017e p\u011btilet\u00e9ho pr\u00e1vn\u00edho a politick\u00e9ho sporu, s\u00a0po\u010d\u00e1tky sahaj\u00edc\u00edmi do prvn\u00edho funk\u010dn\u00edho obdob\u00ed Donalda Trumpa.<\/p><h2>\u00a0<\/h2><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti<\/h2><p>USA za\u010daly TikTok d\u016fkladn\u011bji prov\u011b\u0159ovat v roce 2019, kdy dva \u010dlenov\u00e9 Sen\u00e1tn\u00edho v\u00fdboru pro zpravodajsk\u00e9 slu\u017eby po\u017e\u00e1dali o <a href=\"https:\/\/www.washingtonpost.com\/technology\/2019\/10\/24\/tiktok-raises-national-security-concerns-congress-schumer-cotton-ask-federal-review\/\" target=\"_blank\" rel=\"noopener\">prov\u011brku<\/a> bezpe\u010dnostn\u00edch rizik souvisej\u00edc\u00edch s provozem t\u00e9to aplikace v USA. Politici se ve sv\u00e9 \u017e\u00e1dosti zam\u011b\u0159ili p\u0159edev\u0161\u00edm na data, kter\u00e1 TikTok shroma\u017e\u010fuje od americk\u00fdch u\u017eivatel\u016f, a na mo\u017enost, \u017ee by k t\u011bmto dat\u016fm mohly m\u00edt p\u0159\u00edstup \u00fa\u0159ady v \u010cLR.<\/p><p>Obavy se rychle roz\u0161\u00ed\u0159ily i mimo Kongres. V prosinci 2019 americk\u00e1 arm\u00e1da a n\u00e1mo\u0159nictvo <a href=\"https:\/\/www.military.com\/daily-news\/2019\/12\/30\/army-follows-pentagon-guidance-bans-chinese-owned-tiktok-app.html\" target=\"_blank\" rel=\"noopener\">na\u0159\u00eddily<\/a> sv\u00fdm zam\u011bstnanc\u016fm, aby z bezpe\u010dnostn\u00edch d\u016fvod\u016f odstranili aplikaci TikTok ze v\u0161ech za\u0159\u00edzen\u00ed dodan\u00fdch vl\u00e1dou. V n\u00e1sleduj\u00edc\u00edm roce se tato ot\u00e1zka dostala a\u017e do B\u00edl\u00e9ho domu. V srpnu 2020 vydal tehdej\u0161\u00ed prezident Donald Trump <a href=\"https:\/\/trumpwhitehouse.archives.gov\/presidential-actions\/executive-order-addressing-threat-posed-tiktok\/\" target=\"_blank\" rel=\"noopener\">prezidentsk\u00fd dekret<\/a>, kter\u00fd spole\u010dnosti ByteDance na\u0159izoval prodat americk\u00e9 operace TikToku vl\u00e1dou schv\u00e1len\u00e9mu kupci, jinak j\u00ed hrozil celost\u00e1tn\u00ed z\u00e1kaz. Dekret uv\u00e1d\u011bl nejen rizika pro bezpe\u010dnost dat, ale tak\u00e9 obavy, \u017ee by platforma mohla b\u00fdt zneu\u017eita k potla\u010dov\u00e1n\u00ed politicky citliv\u00e9ho obsahu nebo k \u0161\u00ed\u0159en\u00ed dezinformac\u00ed v souladu se z\u00e1jmy Komunistick\u00e9 strany \u010c\u00edny.<\/p><p>N\u011bkolik potenci\u00e1ln\u00edch kupc\u016f, v\u010detn\u011b spole\u010dnost\u00ed Walmart a <a href=\"https:\/\/blogs.microsoft.com\/blog\/2020\/09\/13\/microsoft-statement-on-tiktok\/\" target=\"_blank\" rel=\"noopener\">Microsoft<\/a>, za\u010dalo se spole\u010dnost\u00ed ByteDance jednat, ale k prodeji nakonec nedo\u0161lo. M\u00edsto toho spole\u010dnost ByteDance navrhla partnerstv\u00ed se spole\u010dnost\u00ed <a href=\"https:\/\/www.prnewswire.com\/news-releases\/oracle-confirms-statement-301130173.html\" target=\"_blank\" rel=\"noopener\">Oracle<\/a>, v r\u00e1mci kter\u00e9ho by tato americk\u00e1 spole\u010dnost ze Silicon Valley fungovala jako \u201ed\u016fv\u011bryhodn\u00fd poskytovatel technologi\u00ed\u201c a uchov\u00e1vala data americk\u00fdch u\u017eivatel\u016f ve sv\u00e9 cloudov\u00e9 infrastruktu\u0159e. Tato dohoda byla <a href=\"https:\/\/www.cnet.com\/news\/politics\/the-tiktok-saga-everything-you-need-to-know\/\" target=\"_blank\" rel=\"noopener\">prezentov\u00e1na<\/a> jako kompromis, jeho\u017e c\u00edlem bylo vy\u0159e\u0161it bezpe\u010dnostn\u00ed obavy Washingtonu, ani\u017e by do\u0161lo k nucen\u00e9mu odprodeji.<\/p><p>Dostate\u010dnost t\u00e9to dohody nebyla ale nikdy pln\u011b otestov\u00e1na. Ne\u017e <a href=\"https:\/\/www.congress.gov\/crs-product\/R46543\" target=\"_blank\" rel=\"noopener\">mohla b\u00fdt vyhodnocena<\/a>, p\u0159inesla zm\u011bna vl\u00e1dy v lednu 2021 n\u00e1hl\u00fd obrat. Prezident Joe Biden Trump\u016fv dekret <a href=\"https:\/\/trumpwhitehouse.archives.gov\/presidential-actions\/executive-order-addressing-threat-posed-tiktok\/\" target=\"_blank\" rel=\"noopener\">odvolal<\/a>, \u010d\u00edm\u017e zanikla bezprost\u0159edn\u00ed hrozba, \u017ee bude TikTok zak\u00e1z\u00e1n. Z\u00e1rove\u0148 ale jeho administrativa pokra\u010dovala ve vy\u0161et\u0159ov\u00e1n\u00ed, zda TikTok p\u0159edstavuje trval\u00e9 riziko pro n\u00e1rodn\u00ed bezpe\u010dnost.<\/p><p>Pozd\u011bj\u0161\u00ed zji\u0161t\u011bn\u00ed uk\u00e1zala, \u017ee navzdory partnersk\u00e9 spolupr\u00e1ci s Oracle si in\u017een\u00fd\u0159i ByteDance v \u010c\u00edn\u011b <a href=\"https:\/\/www.buzzfeednews.com\/article\/emilybakerwhite\/tiktok-tapes-us-user-data-china-bytedance-access\" target=\"_blank\" rel=\"noopener\">zachovali p\u0159\u00edstup<\/a> k citliv\u00fdm \u00fadaj\u016fm u\u017eivatel\u016f z USA. \u0158ada zpr\u00e1v popsala p\u0159\u00edpady <a href=\"https:\/\/www.forbes.com\/sites\/emilybaker-white\/2022\/10\/20\/tiktok-bytedance-surveillance-american-user-data\/\" target=\"_blank\" rel=\"noopener\">c\u00edlen\u00e9ho sledov\u00e1n\u00ed<\/a> konkr\u00e9tn\u00edch u\u017eivatel\u016f, v\u010detn\u011b <a href=\"https:\/\/www.ft.com\/content\/0c0f9670-2e3a-4af8-bcd5-85e314f6ac5e\" target=\"_blank\" rel=\"noopener\">novin\u00e1\u0159\u016f<\/a>, a shroma\u017e\u010fov\u00e1n\u00ed \u00fadaj\u016f souvisej\u00edc\u00edch se <a href=\"https:\/\/www.wsj.com\/tech\/tiktok-tracked-users-who-watched-gay-content-prompting-employee-complaints-5966a5f5\" target=\"_blank\" rel=\"noopener\">sledov\u00e1n\u00edm obsahu s tematikou LGBTQ+<\/a> ze strany u\u017eivatel\u016f.<\/p><p>Na z\u00e1klad\u011b t\u011bchto poznatk\u016f do\u0161lo k o\u017eiven\u00ed legislativn\u00edch snah o omezen\u00ed TikToku. Jak vy\u0161et\u0159ov\u00e1n\u00ed TikToku pokra\u010dovalo, z\u00e1stupci ByteDance uvedli, \u017ee spole\u010dnost p\u0159esune data americk\u00fdch u\u017eivatel\u016f z infrastruktury Oracle a vybuduje vlastn\u00ed datov\u00e1 centra v r\u00e1mci pl\u00e1nu zn\u00e1m\u00e9ho jako <a href=\"https:\/\/www.lawfaremedia.org\/article\/what-happened-to-tiktok-s-project-texas\" target=\"_blank\" rel=\"noopener\">Project Texas<\/a>. N\u00e1vrh v\u0161ak z\u00e1konod\u00e1rce nep\u0159esv\u011bd\u010dil o tom, \u017ee by se tak bezpe\u010dnostn\u00ed obavy vy\u0159e\u0161ily.<\/p><p>V dubnu 2024 podepsal Biden <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/7521\" target=\"_blank\" rel=\"noopener\">z\u00e1kon<\/a>, kter\u00fd vy\u017eaduje, aby spole\u010dnost ByteDance prodala TikTok kupci schv\u00e1len\u00e9mu USA do dev\u00edti m\u011bs\u00edc\u016f, jinak j\u00ed hroz\u00ed celost\u00e1tn\u00ed z\u00e1kaz. V posledn\u00edch t\u00fddnech p\u0159ed schv\u00e1len\u00edm dan\u00e9ho z\u00e1kona spustila spole\u010dnost TikTok <a href=\"https:\/\/www.politico.com\/news\/2024\/03\/07\/tiktok-vs-washington-its-on-00145727\" target=\"_blank\" rel=\"noopener\">agresivn\u00ed kampa\u0148<\/a>, v n\u00ed\u017e p\u0159es svou aplikaci vyz\u00fdvala u\u017eivatele, aby kontaktovali sv\u00e9 z\u00e1konod\u00e1rce a vyj\u00e1d\u0159ili s t\u00edmto opat\u0159en\u00edm nesouhlas.<\/p><p>Lh\u016fta pro odprodej vypr\u0161ela 19. ledna 2025, jeden den p\u0159ed Trumpov\u00fdm druh\u00fdm n\u00e1stupem do \u00fa\u0159adu. TikTok toho dne <a href=\"https:\/\/www.npr.org\/2025\/01\/18\/nx-s1-5266146\/tiktok-offline-supreme-court-ban\" target=\"_blank\" rel=\"noopener\">do\u010dasn\u011b zastavil<\/a> sv\u00e9 operace v USA a zobrazil u\u017eivatel\u016fm zpr\u00e1vu, ve kter\u00e9 se omlouval za p\u0159eru\u0161en\u00ed slu\u017eby a vyj\u00e1d\u0159il nad\u011bji, \u017ee spole\u010dn\u011b s Trumpem najdou \u0159e\u0161en\u00ed. Slu\u017eba byla obnovena o n\u011bkolik hodin pozd\u011bji, kdy\u017e nov\u00fd prezident nazna\u010dil sv\u016fj z\u00e1m\u011br uveden\u00ed z\u00e1kazu v platnost odlo\u017eit. Pot\u00e9 byla lh\u016fta prodlou\u017eena je\u0161t\u011b \u010dty\u0159ikr\u00e1t, ne\u017e byla finalizov\u00e1na nyn\u011bj\u0161\u00ed dohoda.<\/p><h2>\u00a0<\/h2><h2>Pro\u010d na tom z\u00e1le\u017e\u00ed<\/h2><p>Prodej TikToku byl prezentov\u00e1n jako odpov\u011b\u010f na dlouhodob\u00e9 obavy z mo\u017en\u00e9ho \u00faniku citliv\u00fdch \u00fadaj\u016f americk\u00fdch u\u017eivatel\u016f do \u010c\u00edny. S t\u00edm, jak se Oracle st\u00e1v\u00e1 jedn\u00edm z majoritn\u00edch pod\u00edln\u00edk\u016f v nov\u00e9 entit\u011b, v\u0161ak z\u016fst\u00e1vaj\u00ed z\u00e1sadn\u00ed ot\u00e1zky nevy\u0159e\u0161eny. Nen\u00ed to poprv\u00e9, co Oracle dostal za \u00fakol uklidnit americkou ve\u0159ejnost ohledn\u011b bezpe\u010dnosti jejich u\u017eivatelsk\u00fdch \u00fadaj\u016f na TikToku. Spole\u010dnost se na infrastruktu\u0159e TikToku v USA intenzivn\u011b pod\u00edlela ji\u017e v r\u00e1mci p\u0159edchoz\u00edch dohod, p\u0159i\u010dem\u017e <a href=\"https:\/\/www.theregister.com\/2022\/06\/20\/tiktok_usa_oracle\/\" target=\"_blank\" rel=\"noopener\">nedok\u00e1zala<\/a> naplnit sliby o udr\u017een\u00ed dat americk\u00fdch u\u017eivatel\u016f v\u00a0bezpe\u010d\u00ed. Celkov\u011b lze \u0159\u00edci, \u017ee se logika, podle n\u00ed\u017e je Oracle pova\u017eov\u00e1na za spolehlivou z\u00e1ruku, jev\u00ed p\u0159inejlep\u0161\u00edm jako nekonzistentn\u00ed.<\/p><p>Pozornost se <a href=\"https:\/\/www.nytimes.com\/2025\/04\/02\/technology\/trump-larry-ellison-tiktok-oracle.html\" target=\"_blank\" rel=\"noopener\">soust\u0159ed\u00ed<\/a> tak\u00e9 na veden\u00ed spole\u010dnosti Oracle. D\u00edky akvizici TikToku a p\u0159evzet\u00ed spole\u010dnosti Paramount, kter\u00e9 m\u011bl na starosti jeho <a href=\"https:\/\/www.forbes.com\/sites\/phoebeliu\/2025\/07\/29\/how-worlds-second-richest-person-larry-ellison-david-ellison-his-son-8-billion-skydance-paramount-deal\/\" target=\"_blank\" rel=\"noopener\">syn<\/a> David Ellison, z\u00edskala rodina Ellisonov\u00fdch kontrolu nad podstatnou \u010d\u00e1st\u00ed americk\u00e9ho informa\u010dn\u00edho prostoru. V\u00fdsledkem je znepokojiv\u00e1 koncentrace m\u00e9di\u00ed (jak horizont\u00e1ln\u011b, tak vertik\u00e1ln\u011b) do rukou mal\u00e9ho mno\u017estv\u00ed vlastn\u00edk\u016f.<\/p><p>Jen n\u011bkolik dn\u00ed po zm\u011bn\u011b vlastnictv\u00ed se objevily nov\u00e9 obavy ohledn\u011b americk\u00e9 verze TikToku. U\u017eivatel\u00e9 hl\u00e1sili pot\u00ed\u017ee s nahr\u00e1v\u00e1n\u00edm vide\u00ed obsahuj\u00edc\u00edch souvisej\u00edc\u00ed kl\u00ed\u010dov\u00e1 slova nebo neobvykle n\u00edzk\u00fd po\u010det zhl\u00e9dnut\u00ed. Je v\u0161ak nutno poznamenat, \u017ee <a href=\"https:\/\/goodauthority.org\/news\/was-there-censorship-on-tiktok-after-the-u-s-takeover\/\" target=\"_blank\" rel=\"noopener\">v\u00fdzkumn\u00edci z Good Authority<\/a> se pokusili tato tvrzen\u00ed ov\u011b\u0159it, ale nebyli schopni je potvrdit ani vyvr\u00e1tit.
