V roce <strong>2024<\/strong> se v zemi konaly celost\u00e1tn\u00ed volby do <strong>Sn\u011bmovny reprezentant\u016f<\/strong>, tedy doln\u00ed komory japonsk\u00e9ho parlamentu. <strong>Loni<\/strong> prob\u011bhly celost\u00e1tn\u00ed volby, ve kter\u00fdch \u0161lo o polovinu k\u0159esel ve <strong>Sn\u011bmovn\u011b poradc\u016f<\/strong>, tedy horn\u00ed komo\u0159e parlamentu. A <strong>letos<\/strong> se voli\u010di k urn\u00e1m vydali znovu pot\u00e9, co <strong>premi\u00e9rka Sanae Takai\u010di<\/strong> v lednu <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/backstories\/4545\/\" target=\"_blank\" rel=\"noopener\">rozpustila<\/a> doln\u00ed komoru a vyhl\u00e1sila <strong>p\u0159ed\u010dasn\u00e9 volby<\/strong> na <strong>8. \u00fanora<\/strong>.<br \/><em>Upozor\u0148ujeme, \u017ee tento \u010dl\u00e1nek byl naps\u00e1n p\u0159ed volbami 8. \u00fanora a poskytuje tedy p\u0159ehled aktu\u00e1ln\u00edho v\u00fdvoje v japonsk\u00e9 politice a spole\u010dnosti, nikoli povolebn\u00ed anal\u00fdzu.<\/em><\/p><h2>\u00a0<\/h2><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p>Sanae Takai\u010di nahradila loni v \u0159\u00edjnu sv\u00e9ho p\u0159edch\u016fdce <strong>\u0160igerua I\u0161ibu<\/strong> jak v \u010dele <strong>Liber\u00e1ln\u011b demokratick\u00e9 strany<\/strong> (LDP), nejv\u011bt\u0161\u00ed japonsk\u00e9 politick\u00e9 strany, tak v premi\u00e9rsk\u00e9 funkci. Jako <strong>prvn\u00ed \u017eena v \u010dele japonsk\u00e9 vl\u00e1dy<\/strong> \u010delila od po\u010d\u00e1tku hned n\u011bkolika v\u00fdzv\u00e1m, v\u010detn\u011b pochybnost\u00ed o tom, jak si povede v politick\u00e9m prost\u0159ed\u00ed, kter\u00e9mu st\u00e1le z velk\u00e9 \u010d\u00e1sti dominuj\u00ed mu\u017ei.<\/p><p>V \u0159\u00edjnu se musela vypo\u0159\u00e1dat s <strong>rozpadem<\/strong> koalice s\u00a0men\u0161\u00ed stranou <strong>K\u00f3meit\u00f3<\/strong>, a to <strong>po 26 letech spolupr\u00e1ce<\/strong>. Pot\u00e9, co si na\u0161la nov\u00e9ho spojence v <strong>Japonsk\u00e9 stran\u011b inovace<\/strong> (Japan Innovation Party, JIP), z\u00edskala LDP nejt\u011bsn\u011bj\u0161\u00ed mo\u017enou v\u011bt\u0161inu v doln\u00ed komo\u0159e.<\/p><p>V listopadu jej\u00ed <a href=\"https:\/\/europeanvalues.cz\/en\/who-let-the-wolves-out-japans-position-on-taiwan-infuriated-china\/\" target=\"_blank\" rel=\"noopener\">vyj\u00e1d\u0159en\u00ed<\/a> \u2013 nazna\u010duj\u00edc\u00ed \u017ee by se Japonsko <strong>mohlo zapojit do vojensk\u00e9ho konfliktu<\/strong> v p\u0159\u00edpad\u011b, \u017ee by se \u010c\u00edna pokusila n\u00e1siln\u011b zm\u011bnit status quo v <strong>Tchajwansk\u00e9m pr\u016flivu<\/strong> \u2013 zp\u016fsobila <a href=\"https:\/\/europeanvalues.cz\/en\/winning-without-fighting-chinas-trade-pressure-on-japan\/\" target=\"_blank\" rel=\"noopener\">roztr\u017eku<\/a> mezi Tokiem a Pekingem, kter\u00e1 p\u0159etrv\u00e1v\u00e1 dodnes. Tyto ud\u00e1losti se p\u0159idaly k dlouhodob\u00fdm vnit\u0159n\u00edm probl\u00e9m\u016fm Japonska, jako jsou <strong>vysok\u00e1 inflace<\/strong> a <strong>extr\u00e9mn\u011b n\u00edzk\u00e1 porodnost<\/strong>.<\/p><p>Navzdory t\u011bmto v\u00fdzv\u00e1m si kabinet premi\u00e9rky Takai\u010di vede pom\u011brn\u011b dob\u0159e a jeho <strong>ve\u0159ejn\u00e1 podpora<\/strong> se trvale dr\u017e\u00ed kolem 60 % nebo i <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20260126_10\/\" target=\"_blank\" rel=\"noopener\"><strong>nad touto hranic\u00ed<\/strong><\/a>. Pro srovn\u00e1n\u00ed, podpora jej\u00edho p\u0159edch\u016fdce I\u0161iby klesla a\u017e na p\u0159ibli\u017en\u011b <a href=\"https:\/\/www.japantimes.co.jp\/news\/2025\/05\/22\/japan\/politics\/japan-pm-ishiba-support-rate-record-low\/\" target=\"_blank\" rel=\"noopener\">20 %<\/a> a u <strong>Fumia Ki\u0161idy<\/strong> p\u0159ed n\u00edm dokonce a\u017e na <a href=\"https:\/\/mainichi.jp\/english\/articles\/20240219\/p2a\/00m\/0na\/009000c\" target=\"_blank\" rel=\"noopener\">14 %<\/a>. Tato n\u00edzk\u00e1 \u010d\u00edsla byla mimo jin\u00e9 d\u016fsledkem <a href=\"https:\/\/europeanvalues.cz\/en\/falling-stars-in-the-land-of-the-rising-sun\/\" target=\"_blank\" rel=\"noopener\"><strong>skand\u00e1lu<\/strong><\/a><strong> spojen\u00e9ho s\u00a0financov\u00e1n\u00edm LDP<\/strong>, kter\u00fd propukl <strong>v letech 2023\u20132024<\/strong>, za Ki\u0161idova veden\u00ed, a p\u0159isp\u011bl k tomu, \u017ee LDP <a href=\"https:\/\/europeanvalues.cz\/en\/japans-prime-minister-ishiba-a-year-in-the-life-and-what-comes-next\/\" target=\"_blank\" rel=\"noopener\">pod I\u0161ibou<\/a> <strong>n\u00e1sledn\u011b ztratila v\u011bt\u0161inu v obou komor\u00e1ch<\/strong>, ne\u017e Takai\u010di op\u011bt z\u00edskala t\u011bsnou v\u011bt\u0161inu v doln\u00ed komo\u0159e d\u00edky podpo\u0159e JIP. Vzhledem k jej\u00ed vysok\u00e9 popularit\u011b se tak za\u010d\u00e1tek roku 2026 jevil jako vhodn\u00e1 chv\u00edle vyhl\u00e1sit p\u0159ed\u010dasn\u00e9 volby a pokusit se pos\u00edlit pozici koalice. Takai\u010di sv\u00e9 rozhodnut\u00ed <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20260119_21\/\" target=\"_blank\" rel=\"noopener\">zd\u016fvodnila<\/a> t\u00edm, \u017ee usiluje o siln\u011bj\u0161\u00ed mand\u00e1t k prosazen\u00ed nezbytn\u00fdch reforem.<\/p><p>Podle <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20260126_10\/\" target=\"_blank\" rel=\"noopener\">pr\u016fzkumu ve\u0159ejn\u00e9ho m\u00edn\u011bn\u00ed<\/a>, kter\u00fd provedla japonsk\u00e1 ve\u0159ejnopr\u00e1vn\u00ed spole\u010dnost NHK (Nippon H\u014ds\u014d Ky\u014dkai), je pro voli\u010de nejd\u016fle\u017eit\u011bj\u0161\u00edm politick\u00fdm t\u00e9matem <strong>r\u016fst cen<\/strong> (41 % respondent\u016f), za n\u00edm\u017e n\u00e1sleduje <strong>klesaj\u00edc\u00ed porodnost<\/strong> (18 %) a <strong>diplomacie a bezpe\u010dnost<\/strong> (17 %).<\/p><p>Jedn\u00edm z d\u016fvod\u016f, pro\u010d LDP <a href=\"https:\/\/europeanvalues.cz\/en\/with-liberal-democrats-happily-ever-after\/\" target=\"_blank\" rel=\"noopener\">dominovala<\/a> japonsk\u00e9 politick\u00e9 sc\u00e9n\u011b po v\u011bt\u0161inu pov\u00e1le\u010dn\u00e9ho obdob\u00ed, je dlouhodob\u011b <strong>rozt\u0159\u00ed\u0161t\u011bn\u00e1 opozice<\/strong>. B\u00fdval\u00fd koali\u010dn\u00ed partner LDP, K\u00f3meit\u00f3, a nejv\u011bt\u0161\u00ed opozi\u010dn\u00ed strana, <strong>Konstitu\u010dn\u00ed demokratick\u00e1 strana Japonska<\/strong> (the Constitutional Democratic Party of Japan, CDPJ), se stav v\u011bc\u00ed pokusily zm\u011bnit vytvo\u0159en\u00edm <strong>Aliance centristick\u00e9 reformy<\/strong> (Centrist Reform Alliance, CRA) letos v lednu.<\/p><p>Zaj\u00edmav\u00e9 je, \u017ee kdy\u017e se NHK dotazovala voli\u010d\u016f na jejich <strong>preferovanou distribuci moci<\/strong>, <strong>nejv\u011bt\u0161\u00ed \u010d\u00e1st (32 %)<\/strong> si p\u0159\u00e1la, aby vl\u00e1dn\u00ed a opozi\u010dn\u00ed bloky z\u00edskaly <strong>zhruba stejn\u00fd po\u010det k\u0159esel<\/strong>, tedy v podstat\u011b zachov\u00e1n\u00ed p\u0159edvolebn\u00edho stavu. Dal\u0161\u00edch <strong>24 % up\u0159ednost\u0148ovalo jednobarevnou v\u011bt\u0161inu LDP<\/strong>, <strong>22 % si p\u0159\u00e1lo v\u011bt\u0161inu vl\u00e1dn\u00ed koalice<\/strong> a pouze <strong>11 % doufalo ve v\u011bt\u0161inu opozice<\/strong>.<\/p><h2>\u00a0<\/h2><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p>Japonsko je kl\u00ed\u010dov\u00fdm akt\u00e9rem v indopacifick\u00e9m regionu i na glob\u00e1ln\u00ed sc\u00e9n\u011b. Je <strong>jedin\u00fdm asijsk\u00fdm \u010dlenem G7<\/strong>, <strong>v\u00fdznamnou z\u00e1kladnou americk\u00fdch vojensk\u00fdch sil<\/strong> a je siln\u011b zapojeno do trilater\u00e1ln\u00edch partnerstv\u00ed veden\u00fdch USA s podobn\u011b sm\u00fd\u0161lej\u00edc\u00edmi zem\u011bmi, jako jsou <a href=\"https:\/\/europeanvalues.cz\/en\/the-three-musketeers-of-the-indo-pacific\/\" target=\"_blank\" rel=\"noopener\">Ji\u017en\u00ed Korea<\/a> a <a href=\"https:\/\/europeanvalues.cz\/en\/law-order-south-china-sea-unit\/\" target=\"_blank\" rel=\"noopener\">Filip\u00edny<\/a>. Japonsk\u00e9 \u00fazem\u00ed tvo\u0159\u00ed z\u00e1sadn\u00ed \u010d\u00e1st strategicky d\u016fle\u017eit\u00e9ho tzv. <strong>prvn\u00edho ostrovn\u00edho \u0159et\u011bzce<\/strong> a v p\u0159\u00edpad\u011b <strong>krize kolem Tchaj-wanu<\/strong> by bylo <strong>nejbli\u017e\u0161\u00ed zem\u00ed schopnou zas\u00e1hnout<\/strong>, by\u0165 t\u0159eba jen poskytnut\u00edm \u00fato\u010di\u0161t\u011b lidem prchaj\u00edc\u00edm z Tchaj-wanu.<\/p><p>Po rozs\u00e1hl\u00e9 rusk\u00e9 invazi na Ukrajinu v \u00fanoru 2022 se Japonsko stalo <strong>nejv\u011bt\u0161\u00edm asijsk\u00fdm poskytovatelem pomoci Kyjevu<\/strong> a <a href=\"https:\/\/www.statista.com\/statistics\/1303432\/total-bilateral-aid-to-ukraine\/\" target=\"_blank\" rel=\"noopener\">jedn\u00edm z p\u011bti nejv\u011bt\u0161\u00edch donor\u016f na sv\u011bt\u011b<\/a>. Tokio rovn\u011b\u017e v\u00fdrazn\u011b <a href=\"https:\/\/europeanvalues.cz\/en\/japans-eurotrip-unprecedented-deepening-of-defense-cooperation\/\" target=\"_blank\" rel=\"noopener\">roz\u0161\u00ed\u0159ilo<\/a> <strong>spolupr\u00e1ci s evropsk\u00fdmi partnery v oblasti obrany<\/strong>.
