Jedn\u00e1 se ji\u017e o osm\u00e9 cvi\u010den\u00ed tohoto typu. Jeho deklarovan\u00fdm c\u00edlem byla simulace n\u00e1mo\u0159n\u00ed blok\u00e1dy ostrova a jeho kl\u00ed\u010dov\u00e9 p\u0159\u00edstavn\u00ed infrastruktury. Man\u00e9vry v\u0161ak sou\u010dasn\u011b slou\u017eily k systematick\u00e9 p\u0159\u00edprav\u011b \u010c\u00ednsk\u00e9 lidov\u00e9 osvobozeneck\u00e9 arm\u00e1dy (\u010cLOA) a \u010c\u00ednsk\u00e9 pob\u0159e\u017en\u00ed str\u00e1\u017ee (\u010cPS) na \u00fato\u010dn\u00e9 a oboj\u017eiveln\u00e9 operace pro p\u0159\u00edpad <strong>\u010d\u00ednsk\u00e9<\/strong> <strong>invaze na Tchaj-wan<\/strong>. Z hlediska rozsahu i komplexnosti pat\u0159\u00ed tyto man\u00e9vry k nejv\u011bt\u0161\u00edm vojensk\u00fdm a n\u00e1mo\u0159n\u00edm operac\u00edm, kter\u00e9 Peking dosud uskute\u010dnil. \u010cLR tak sv\u00fdmi kroky d\u00e1le eskaluje nap\u011bt\u00ed v Tchajwansk\u00e9 \u00fa\u017ein\u011b a zvy\u0161uje riziko vypuknut\u00ed konfliktu v regionu, jeho\u017e stabilita m\u00e1 p\u0159\u00edm\u00e9 dopady na glob\u00e1ln\u00ed m\u00edr. Tchaj-wan se v tomto kontextu st\u00e1le z\u0159eteln\u011bji ocit\u00e1 v <strong>samotn\u00e9m epicentru strategick\u00e9ho soupe\u0159en\u00ed velmoc\u00ed.<\/strong><\/p><h2>\u00a0<\/h2><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p>A\u010dkoliv Peking cvi\u010den\u00ed ofici\u00e1ln\u011b r\u00e1muje jako n\u00e1cvik n\u00e1mo\u0159n\u00ed karant\u00e9ny v r\u00e1mci \u00fazem\u00ed, kter\u00e9 popisuje jako<em> svou<\/em> <em>odpadlickou provincii<\/em>, sou\u010d\u00e1st\u00ed man\u00e9vr\u016f byla tak\u00e9 ostr\u00e1 st\u0159elba, p\u0159i\u010dem\u017e <a href=\"https:\/\/thediplomat.com\/2026\/01\/chinas-taiwan-drills-are-crossing-a-new-line\/\" target=\"_blank\" rel=\"noopener\"><strong>v\u00edcero \u010d\u00ednsk\u00fdch lod\u00ed a projektil\u016f<\/strong><\/a><strong> \u2013 historicky v\u016fbec poprv\u00e9 \u2013 naru\u0161ilo p\u0159ilehlou z\u00f3nu tchajwansk\u00fdch teritori\u00e1ln\u00edch vod. <\/strong>N\u00e1cvik \u010d\u00e1sti \u00fato\u010dn\u00fdch a oboj\u017eiveln\u00fdch operac\u00ed nav\u00edc n\u00e1padn\u011b p\u0159ipom\u00ednal <a href=\"https:\/\/www.aei.org\/articles\/china-taiwan-update-special-edition-december-31-2025\/\" target=\"_blank\" rel=\"noopener\">p\u0159\u00edpravu na vojensk\u00e9 protioperace<\/a> v\u016f\u010di vn\u011bj\u0161\u00ed vojensk\u00e9 s\u00edle, kter\u00e1 by se p\u0159\u00edpadnou \u010d\u00ednskou n\u00e1mo\u0159n\u00ed blok\u00e1du pokusila naru\u0161it \u010di prolomit. Podle n\u011bkter\u00fdch <a href=\"https:\/\/www.aei.org\/articles\/china-taiwan-update-special-edition-december-31-2025\/\" target=\"_blank\" rel=\"noopener\">analytik\u016f<\/a> se vybran\u00e9 sc\u00e9n\u00e1\u0159e soust\u0159edily rovn\u011b\u017e na n\u00e1cvik p\u0159\u00edm\u00e9 vojensk\u00e9 invaze, v\u010detn\u011b operac\u00ed zam\u011b\u0159en\u00fdch na rychlou <strong>destabilizaci a dekapitaci politick\u00e9ho veden\u00ed v Tchaj-peji. <\/strong><\/p><p>V\u00fdrazn\u00fdm rysem man\u00e9vr\u016f byl tak\u00e9 zv\u00fd\u0161en\u00fd d\u016fraz na zapojen\u00ed plavidel \u010c\u00ednsk\u00e9 pob\u0159e\u017en\u00ed str\u00e1\u017ee a jejich <a href=\"https:\/\/www.aei.org\/articles\/china-taiwan-update-special-edition-december-31-2025\/\" target=\"_blank\" rel=\"noopener\">efektivn\u00ed koordinaci<\/a> s n\u00e1mo\u0159nictvem \u010cLOA. V p\u0159\u00edpad\u011b skute\u010dn\u00e9 n\u00e1mo\u0159n\u00ed blok\u00e1dy by <strong>\u010cPS sehr\u00e1la kl\u00ed\u010dovou roli<\/strong> p\u0159i kontrole n\u00e1mo\u0159n\u00ed plavby a inspekc\u00edch civiln\u00edch a obchodn\u00edch plavidel v okol\u00ed ostrova. Skrze tento postup se Peking mj. pokou\u0161\u00ed <strong>vytv\u00e1\u0159et zd\u00e1n\u00ed legitimity \u010d\u00ednsk\u00fdch \u00fazemn\u00edch n\u00e1rok\u016f<\/strong> a vojensk\u00fdch operac\u00ed pod z\u00e1minkou <em>vym\u00e1h\u00e1n\u00ed \u010d\u00ednsk\u00e9ho vnit\u0159n\u00edho pr\u00e1va<\/em>. Prost\u0159ednictv\u00edm tohoto civiln\u00edho komponentu se \u010cLR sna\u017e\u00ed p\u0159ed mezin\u00e1rodn\u00edm spole\u010denstv\u00edm prezentovat p\u0159\u00edpadn\u00fd vojensk\u00fd \u00fatok na Tchaj-wan \u2013 a\u0165 ji\u017e formou n\u00e1mo\u0159n\u00ed blok\u00e1dy \u010di oboj\u017eiveln\u00e9 invaze \u2013 jako svou <em>vnit\u0159n\u00ed z\u00e1le\u017eitost<\/em>, a to jak z pohledu \u010d\u00ednsk\u00e9ho, tak (\u00fadajn\u011b) i mezin\u00e1rodn\u00edho pr\u00e1va.<\/p><p>\u0158ada analytik\u016f ji\u017e v uplynul\u00fdch t\u00fddnech podrobn\u011b popsala <a href=\"https:\/\/globaltaiwan.org\/2026\/01\/pla-justice-mission-2025\/\" target=\"_blank\" rel=\"noopener\">technick\u00e9 a opera\u010dn\u00ed aspekty<\/a> t\u011bchto man\u00e9vr\u016f. Jedn\u00edm z\u00a0faktor\u016f sice mohla b\u00fdt ned\u00e1vn\u00e1 hork\u00e1 diplomatick\u00e1 roztr\u017eka mezi Tokiem a Pekingem, o n\u00ed\u017e jsme psali v jednom z <a href=\"https:\/\/europeanvalues.cz\/en\/who-let-the-wolves-out-japans-position-on-taiwan-infuriated-china\/\" target=\"_blank\" rel=\"noopener\">p\u0159edchoz\u00edch vyd\u00e1n\u00ed tohoto br\u00edfinku<\/a>, historick\u00e1 zku\u0161enost v\u0161ak ukazuje, \u017ee podobn\u00e1 cvi\u010den\u00ed b\u00fdvaj\u00ed t\u00e9m\u011b\u0159 v\u00fdhradn\u011b reakc\u00ed na <strong>politick\u00e9 a diplomatick\u00e9 kroky na ose Washington\u2013Tchaj-pej.<\/strong> Sou\u010dasn\u00e9 man\u00e9vry se toti\u017e odehr\u00e1ly na pozad\u00ed nov\u011b ozn\u00e1men\u00e9ho <a href=\"https:\/\/www.reuters.com\/world\/china\/taiwan-says-us-has-initiated-111-billion-arms-sale-procedure-2025-12-18\/\" target=\"_blank\" rel=\"noopener\">zbrojn\u00edho obchodu<\/a> mezi Spojen\u00fdmi st\u00e1ty a Tchaj-wanem, kter\u00fd je <strong>nejv\u011bt\u0161\u00edm zbrojn\u00edm obchodem mezi ob\u011bma st\u00e1ty v\u00a0d\u011bjin\u00e1ch<\/strong> <strong>a jeho\u017e celkov\u00e1 hodnota dosahuje 11,1 miliardy dolar\u016f.<\/strong> Je\u0161t\u011b podstatn\u011bj\u0161\u00ed, ne\u017e samotn\u00e1 fin\u00e1ln\u00ed \u010d\u00e1stka je v\u0161ak struktura a <strong>obsah t\u011bchto bal\u00ed\u010dk\u016f.<\/strong><\/p><p>V jednom z minul\u00fdch vyd\u00e1n\u00ed tohoto briefingu <a href=\"https:\/\/europeanvalues.cz\/en\/trump-era-arms-deals-revived-are-taiwans-big-guns-back\/\" target=\"_blank\" rel=\"noopener\">jsme upozor\u0148ovali<\/a>, \u017ee s n\u00e1stupem druh\u00e9 administrativy Donalda Trumpa se na Tchaj-wanu znovu otev\u0159ela debata o rozs\u00e1hl\u00fdch vojensk\u00fdch n\u00e1kupech. Nebylo v\u0161ak z\u0159ejm\u00e9, zda p\u0159ev\u00e1\u017e\u00ed konzervativn\u00ed p\u0159\u00edstup zalo\u017een\u00fd na akvizic\u00edch velmi drah\u00fdch a technologicky vysp\u011bl\u00fdch zbra\u0148ov\u00fdch syst\u00e9m\u016f, kter\u00e9 se z hlediska kvantity nemohou rovnat \u010d\u00ednsk\u00fdm kapacit\u00e1m, nebo zda se Tchaj-pej p\u0159iklon\u00ed k dlouhodob\u011b diskutovan\u00e9 <strong>tzv. strategii dikobraza<\/strong>. Tato doktr\u00edna klade d\u016fraz na po\u0159\u00edzen\u00ed v\u011bt\u0161\u00edho mno\u017estv\u00ed men\u0161\u00edch, vysoce mobiln\u00edch, av\u0161ak nem\u00e9n\u011b smrt\u00edc\u00edch zbra\u0148ov\u00fdch syst\u00e9m\u016f, jejich\u017e c\u00edlem je zp\u016fsobit invazn\u00edm sil\u00e1m \u010cLOA ne\u00fam\u011brn\u011b vysok\u00e9 ztr\u00e1ty, p\u0159\u00edpadn\u011b samotnou invazi odradit \u010di dokonce znemo\u017enit.<\/p><p>Nov\u011b ozn\u00e1men\u00e9 vojensk\u00e9 bal\u00ed\u010dky tuto <strong>strategickou volbu jasn\u011b potvrzuj\u00ed<\/strong>. Jejich <a href=\"https:\/\/www.dsca.mil\/Press-Media\/Major-Arms-Sales\/Article-Display\/Article\/4363081\/taipei-economic-and-cultural-representative-office-in-the-united-states-high-mo\" target=\"_blank\" rel=\"noopener\">sou\u010d\u00e1st\u00ed<\/a> je 82 vysoce mobiln\u00edch raketomet\u016f M142 HIMARS spolu s vy\u0161\u0161\u00edmi stovkami kus\u016f chytr\u00e9 a p\u0159esn\u011b nav\u00e1d\u011bn\u00e9 munice kr\u00e1tk\u00e9ho doletu. Zvl\u00e1\u0161tn\u00ed pozornost si v\u0161ak zaslou\u017e\u00ed <strong>prodej 420 raket ATACMS s doletem a\u017e 300 kilometr\u016f<\/strong>, kter\u00e9 by umo\u017enily tchajwansk\u00fdm jednotk\u00e1m raketov\u00e9ho d\u011blost\u0159electva <strong>zasahovat invazn\u00ed s\u00edly i na \u00fazem\u00ed \u010d\u00ednsk\u00e9 pob\u0159e\u017en\u00ed provincie Fu-\u0165ien<\/strong> a v\u00fdrazn\u011b tak zkomplikovat logistiku i samotn\u00e9 zah\u00e1jen\u00ed invaze. Tchaj-pej d\u00e1le v\u00fdznamn\u011b zmodernizuje a pos\u00edl\u00ed sv\u00e9 d\u011blost\u0159electvo <a href=\"https:\/\/www.dsca.mil\/Press-Media\/Major-Arms-Sales\/Article-Display\/Article\/4363063\/taipei-economic-and-cultural-representative-office-in-the-united-states-m109a7\" target=\"_blank\" rel=\"noopener\">n\u00e1kupem<\/a> 60 americk\u00fdch modern\u00edch samohybn\u00fdch houfnic M109A7. V minulosti <em>ostny tchajwansk\u00e9ho dikobraza<\/em> systematicky brousila sp\u00ed\u0161e administrativa Joea Bidena, zat\u00edmco prvn\u00ed Trumpova administrativa se tradi\u010dn\u011bji orientovala na prodej technologicky vysp\u011bl\u00fdch, av\u0161ak mimo\u0159\u00e1dn\u011b n\u00e1kladn\u00fdch a\u2013z hlediska asymetrick\u00e9 obrany \u2013 diskutabiln\u00edch syst\u00e9m\u016f, jako jsou bojov\u00e9 letouny F-16 \u010di tanky Abrams. S p\u0159ihl\u00e9dnut\u00edm k v\u00fdrazn\u00e9 nerovnov\u00e1ze sil na obou stran\u00e1ch Tchajwansk\u00e9 \u00fa\u017einy je p\u0159itom z\u0159ejm\u00e9, \u017ee m\u00e1-li b\u00fdt obrana ostrova v p\u0159\u00edpad\u011b \u010d\u00ednsk\u00e9ho \u00fatoku \u017eivotaschopn\u00e1, Tchaj-pej se bude muset <strong>d\u0159\u00edve \u010di pozd\u011bji spolehnout na asymetrick\u00fd zp\u016fsob veden\u00ed boje.<\/strong> Skute\u010dnost, \u017ee se oba kl\u00ed\u010dov\u00ed indopacifi\u010dt\u00ed spojenci cestou t\u00e9to doktr\u00edny nyn\u00ed vyd\u00e1vaj\u00ed, lze proto hodnotit jako strategicky v\u00fdznamn\u00fd posun.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>Photo: Unsplash Foto: Unsplash What is happening?
