Zased\u00e1n\u00ed se zam\u011b\u0159ovalo na spr\u00e1vu a kontrolu internetu a jeho program se t\u00fdkal i vyu\u017e\u00edv\u00e1n\u00ed takov\u00fdch n\u00e1stroj\u016f, jako je nap\u0159\u00edklad um\u011bl\u00e1 inteligence (AI). P\u0159es p\u016fvodn\u00ed zdr\u00e1h\u00e1n\u00ed nyn\u00ed \u010d\u00edn\u0161t\u00ed v\u016fdci AI pln\u011b p\u0159ijali a vyb\u00edzej\u00ed dal\u0161\u00ed p\u0159edstavitele Komunistick\u00e9 strany \u010c\u00edny, aby tuto technologii pou\u017e\u00edvali t\u00e9m\u011b\u0159 ve v\u0161ech procesech, od zem\u011bd\u011blstv\u00ed a\u017e po soudnictv\u00ed.<\/p><p>Australsk\u00fd institut pro strategickou politiku (ASPI) nemohl l\u00e9pe na\u010dasovat vyd\u00e1n\u00ed sv\u00e9 nov\u00e9 studie s\u00a0n\u00e1zvem \u201eUm\u011bl\u00e1 inteligence Strany: Jak nov\u00e9 \u010d\u00ednsk\u00e9 syst\u00e9my AI p\u0159etv\u00e1\u0159ej\u00ed lidsk\u00e1 pr\u00e1va\u201c (anglicky <a href=\"https:\/\/www.aspi.org.au\/report\/the-partys-ai-how-chinas-new-ai-systems-are-reshaping-human-rights\/\" target=\"_blank\" rel=\"noopener\">The party\u2019s AI: How China\u2019s new AI systems are reshaping human rights<\/a>).<\/p><h2>\u00a0<\/h2><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p><a href=\"https:\/\/tv.cctv.com\/2025\/11\/29\/VIDEUG8VIgMZWuWrOBHi65uz251129.shtml\" target=\"_blank\" rel=\"noopener\">Ofici\u00e1ln\u00ed zdroje<\/a> cituj\u00ed Si \u0164in-pchingovo varov\u00e1n\u00ed, \u017ee \u201eonline chaos zne\u010di\u0161\u0165uje spole\u010denskou atmosf\u00e9ru a naru\u0161uje z\u00e1jmy mas\u201c. Si \u0164in-pching vyzdvihuje pot\u0159ebu \u201erozhodn\u011b zakro\u010dit (\u2026), pro\u0161et\u0159it slab\u00e9 \u010dl\u00e1nky v \u0159\u00edzen\u00ed internetov\u00e9ho ekosyst\u00e9mu a \u0159e\u0161it jeho nedostatky\u201c.<\/p><p>Z\u00a0dan\u00e9ho prohl\u00e1\u0161en\u00ed vypl\u00fdv\u00e1, \u017ee \u010c\u00edna \u010del\u00ed podobn\u00fdm v\u00fdzv\u00e1m jako jin\u00e9 vl\u00e1dy po cel\u00e9m sv\u011bt\u011b, je v\u0161ak p\u0159ipravena vypo\u0159\u00e1dat se s nimi sv\u00fdm vlastn\u00edm zp\u016fsobem.<\/p><p>Si \u0164in-pching zd\u016fraz\u0148uje, \u017ee je t\u0159eba prohloubit \u0161\u00ed\u0159en\u00ed ideologie strany online, prosazovat z\u00e1kladn\u00ed socialistick\u00e9 hodnoty a vytv\u00e1\u0159et online obsah, kter\u00fd bude smyslupln\u00fd, poutav\u00fd a\u00a0v\u00a0souladu s c\u00edli strany.<\/p><p>Si \u0164in-pching d\u00e1le poznamenal, \u017ee um\u011bl\u00e1 inteligence a velk\u00e1 data p\u0159edstavuj\u00ed jak nov\u00e1 rizika, tak nov\u00e9 p\u0159\u00edle\u017eitosti, a vyzval k pos\u00edlen\u00ed mechanism\u016f kybernetick\u00e9 bezpe\u010dnosti a\u00a0zabezpe\u010den\u00ed dat.<\/p><p>Na rozd\u00edl od USA nebo EU se v \u010c\u00edn\u011b koncept \u201ebezpe\u010dnosti um\u011bl\u00e9 inteligence\u201c (\u4eba\u5de5\u667a\u80fd\u5b89\u5168) nevztahuje na ochranu u\u017eivatel\u016f, ale na ochranu re\u017eimu, politick\u00e9 stability a souladu internetov\u00e9ho prost\u0159ed\u00ed se z\u00e1kladn\u00edmi socialistick\u00fdmi hodnotami.<\/p><p>Si tak\u00e9 zm\u00ednil nutnost p\u0159etnout \u201e\u0159et\u011bzy\u201c v\u00e1zaj\u00edc\u00ed online prost\u0159ed\u00ed na \u201eprofit\u201c a \u201epr\u016fmysl\u201c, \u010d\u00edm\u017e nazna\u010dil mo\u017en\u00e9 zp\u0159\u00edsn\u011bn\u00ed kontroly nad hlavn\u00edmi digit\u00e1ln\u00edmi platformami, z\u00e1bavn\u00edmi algoritmy, influencery a v\u00edcekan\u00e1lov\u00fdmi s\u00edt\u011bmi, kter\u00e9 influencery \u0159\u00edd\u00ed.<\/p><p>V\u00a0mezin\u00e1rodn\u00edm kontextu Si znovu potvrdil \u010d\u00ednskou ambici vybudovat \u201ekomunitu se sd\u00edlenou budoucnost\u00ed v kyberprostoru\u201c, roz\u0161\u00ed\u0159it glob\u00e1ln\u00ed komunika\u010dn\u00ed s\u00edt\u011b a vyu\u017e\u00edvat internet k\u00a0tomu, aby byl \u201e\u010d\u00ednsk\u00fd p\u0159\u00edb\u011bh dob\u0159e vypr\u00e1v\u011bn\u201c (\u8b1b\u597d\u4e2d\u570b\u6545\u4e8b) \u2013 co\u017e je ve strategii \u010d\u00ednsk\u00e9 zahrani\u010dn\u00ed propagandy kl\u00ed\u010dov\u00e1 fr\u00e1ze.<\/p><p>Nov\u00e1 studie ASPI sou\u010dasn\u011b popisuje, jak vznikaj\u00edc\u00ed syst\u00e9my poh\u00e1n\u011bn\u00e9 um\u011blou inteligenc\u00ed st\u00e1le v\u00edce automatizuj\u00ed cenzuru a formov\u00e1n\u00ed narativ\u016f, \u010d\u00edm\u017e \u010c\u00edna sni\u017euje pot\u0159ebu lidsk\u00fdch cenzor\u016f a d\u00e1le modernizuje a upev\u0148uje kontrolu KS \u010c\u00edny nad tokem informac\u00ed.<\/p><h2>\u00a0<\/h2><h2>Pro\u010d na tom z\u00e1le\u017e\u00ed?<\/h2><p>\u010c\u00edna se p\u0159ipravuje na dal\u0161\u00ed zp\u0159\u00edsn\u011bn\u00ed kontroly nad sv\u00fdm dom\u00e1c\u00edm kyberprostorem pomoc\u00ed pokro\u010dil\u00fdch n\u00e1stroj\u016f um\u011bl\u00e9 inteligence.
