V n\u00e1sleduj\u00edc\u00edch dnech Peking zah\u00e1jil pe\u010dliv\u011b nacvi\u010denou vojenskou p\u0159ehl\u00eddku u p\u0159\u00edle\u017eitosti oslav osmdes\u00e1t\u00e9ho v\u00fdro\u010d\u00ed konce Druh\u00e9 sv\u011btov\u00e9 v\u00e1lky. Skrze tyto ud\u00e1losti tak \u010cLR vyslala skryt\u00fd, nicm\u00e9n\u011b velmi z\u0159eteln\u00fd vzkaz sm\u011brem k\u00a0okoln\u00edm st\u00e1t\u016fm. Vzkaz o tom, jak bude vypadat post-americk\u00fd <strong>sv\u011bt, ve kter\u00e9m bude m\u00edt Peking \u00fast\u0159edn\u00ed postaven\u00ed<\/strong>. A nen\u00ed to p\u011bkn\u00e1 pod\u00edvan\u00e1.<\/p><h2>\u00a0<\/h2><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p>\u0160OS p\u0159edstavuje region\u00e1ln\u00ed mezivl\u00e1dn\u00ed organizaci, kter\u00e1 byla p\u016fvodn\u011b <a href=\"https:\/\/www.scochina2025.org.cn\/en\/n3\/2025\/0313\/c518821-20289204.html\" target=\"_blank\" rel=\"noopener\">zalo\u017eena<\/a> v\u00a0roce 2001 st\u00e1ty tzv.\u00a0\u0160anghajsk\u00e9 p\u011btky (\u010c\u00edna, Kazachst\u00e1n, Kyrgyzst\u00e1n, Rusko a T\u00e1d\u017eikist\u00e1n) spolu s Uzbekist\u00e1nem za\u00a0\u00fa\u010delem vy\u0159e\u0161en\u00ed \u00fazemn\u00edch spor\u016f a pohrani\u010dn\u00edho nap\u011bt\u00ed nap\u0159\u00ed\u010d St\u0159edn\u00ed Asi\u00ed. Postupem \u010dasu organizace roz\u0161\u00ed\u0159ila sv\u00e9 pole p\u016fsobnosti nad r\u00e1mec\u00a0boje proti <em>\u201et\u0159em zl\u016fm\u201c<\/em> \u2013 <em>terorismu, separatismu a\u00a0extremismu<\/em> nebo spole\u010dn\u00fdch vojensk\u00fdch cvi\u010den\u00ed a rozrostla se o dal\u0161\u00ed v\u00fdznamn\u00e9 hr\u00e1\u010de, nap\u0159. o Indii, \u00cdr\u00e1n nebo P\u00e1kist\u00e1n. Na mezin\u00e1rodn\u00ed sc\u00e9n\u011b se postupn\u011b etablovala jako\u00a0\u0161ir\u0161\u00ed eurasijsk\u00e9 ekonomick\u00e9 a\u00a0bezpe\u010dnostn\u00ed f\u00f3rum,\u00a0kter\u00e9 v sou\u010dasn\u00e9 dob\u011b spojuje zejm\u00e9na <strong>odpor a opozice v\u016f\u010di\u00a0z\u00e1padn\u00edm uskupen\u00edm, kter\u00fdmi jsou nap\u0159. NATO a G7<\/strong>, pop\u0159. Spojen\u00e9 st\u00e1ty a jejich z\u00e1padn\u00ed partne\u0159i, mezin\u00e1rodn\u00edm norm\u00e1m a instituc\u00edm, kter\u00e9 byly t\u011bmito st\u00e1ty vytvo\u0159eny po druh\u00e9 sv\u011btov\u00e9 v\u00e1lce.<\/p><p>V\u00fdznamn\u00fdm rysem \u0160OS v\u0161ak tak\u00e9 z\u016fst\u00e1v\u00e1 <strong>v\u00fdrazn\u00e1 vnit\u0159n\u00ed rozd\u011blenost v\u00a0d\u016fsledku hlubok\u00fdch spor\u016f mezi<\/strong> n\u011bkter\u00fdmi \u010dlensk\u00fdmi st\u00e1ty. Je tud\u00ed\u017e myln\u00e9 se domn\u00edvat, \u017ee jde o vojenskou alianci, pop\u0159. jakkoliv u\u017e\u0161\u00ed obrann\u00fd svazek. Jej\u00edmi \u010dleny jsou mj. tak\u00e9 odv\u011bc\u00ed rivalov\u00e9 Indie a P\u00e1kist\u00e1n, pop\u0159. \u010cLR a Indie. V\u00a0d\u016fsledku v\u00fdznamn\u00e9ho \u00fapadku moci a oslaben\u00e9ho vlivu Moskvy se v\u0161ak nyn\u00ed st\u00e1v\u00e1 st\u00e1le v\u00edce sinocentrickou organizac\u00ed, kter\u00e1 v sou\u010dtu p\u0159edstavuje zhruba \u010dtvrtinu sv\u011btov\u00e9ho HDP, reprezentuje bezm\u00e1la polovinu sv\u011btov\u00e9 populace a rozprost\u00edr\u00e1 se t\u00e9m\u011b\u0159 na cel\u00e9 kontinent\u00e1ln\u00ed Eurasii. Skrze tuto s\u00edlu se Peking okoln\u00edmu sv\u011btu sna\u017e\u00ed ze v\u0161ech sil prezentovat jako <strong>supervelmoc, kter\u00e1 m\u00e1 p\u0159edstavovat alternativu k\u00a0americk\u00e9mu prvenstv\u00ed.<\/strong><\/p><p>Leto\u0161n\u00edho \u2013\u2060\u2060\u2060\u2060\u2060\u2060 ji\u017e p\u011btadvac\u00e1t\u00e9ho ro\u010dn\u00edku \u2013\u2060\u2060\u2060\u2060\u2060\u2060 summitu SO\u0160 se z\u00fa\u010dastnilo p\u0159es dvacet st\u00e1t\u016f \u2013 <a href=\"https:\/\/edition.cnn.com\/2025\/09\/01\/china\/china-sco-summit-xi-address-intl-hnk\" target=\"_blank\" rel=\"noopener\">tedy nejv\u00edce v\u00a0historii<\/a>. Novinkou se v\u0161ak stalo <strong>otev\u0159en\u00e9 potvrzen\u00ed upadaj\u00edc\u00edho postaven\u00ed Moskvy v\u016f\u010di Pekingu<\/strong>, co\u017e se projevilo v\u00a0souvislosti se <a href=\"https:\/\/apnews.com\/article\/china-sco-putin-modi-xi-summit-95f1421de601960a9c569933862a09a0\" target=\"_blank\" rel=\"noopener\">schv\u00e1len\u00edm<\/a> dlouhodob\u011b pl\u00e1novan\u00e9ho vytvo\u0159en\u00ed Rozvojov\u00e9 banky \u0160OS. Ta bude m\u00edt za c\u00edl financovat zejm\u00e9na \u010d\u00ednsk\u00e9 infrastrukturn\u00ed projekty, podporovat mezist\u00e1tn\u00ed obchod, a\u00a0z\u00e1rove\u0148 m\u00e1 nab\u00eddnout \u010d\u00ednsk\u00fd j\u00fcan jako robustn\u00ed alternativu k americk\u00e9mu dolaru. Podle <a href=\"https:\/\/www.ft.com\/content\/26207277-0a76-4ed4-b34a-8dd27b6c83b4\" target=\"_blank\" rel=\"noopener\">n\u011bkter\u00fdch analytik\u016f<\/a> tak \u010cLR buduje z\u00e1klady nov\u00e9 glob\u00e1ln\u00ed finan\u010dn\u00ed architektury, kter\u00e1 v\u0161ak obch\u00e1z\u00ed z\u00e1padn\u00ed st\u00e1ty. Obch\u00e1z\u00ed v\u0161ak tak\u00e9 Moskvu, kter\u00e1 tyto iniciativy v minulosti <a href=\"https:\/\/www.csis.org\/analysis\/china-showcases-global-ambitions-shanghai-cooperation-organization-summit\" target=\"_blank\" rel=\"noopener\">vetovala<\/a>. Rusku se tak sice v\u00a0posledn\u00ed dob\u011b da\u0159\u00ed vystupovat z\u00a0mezin\u00e1rodn\u00ed izolace, av\u0161ak nyn\u00ed je z\u0159ejm\u00e9, \u017ee Vladimir Putin v\u00a0d\u016fsledku p\u0159\u00edm\u00e9 ekonomick\u00e9, vojensk\u00e9 a finan\u010dn\u00ed z\u00e1vislosti na \u010cLR v\u00a0souvislosti s\u00a0v\u00e1lkou v\u00a0Ukrajin\u011b <strong>otev\u0159en\u011b akceptoval pod\u0159\u00edzenou roli juniorn\u00edho partnera v\u016f\u010di Pekingu<\/strong>. Si \u0164in-pching (\u7fd2\u8fd1\u5e73) tak\u00e9 v\u00a0projevech <a href=\"https:\/\/www.channelnewsasia.com\/east-asia\/china-sco-xi-jinping-global-governance-initiative-shared-future-5326616\" target=\"_blank\" rel=\"noopener\">op\u011bt hovo\u0159il<\/a> o Iniciativ\u011b glob\u00e1ln\u00edho vl\u00e1dnut\u00ed (\u5168\u7403\u6cbb\u7406\u5021\u8b70), kter\u00e1 p\u0159edstavuje snahu vytv\u00e1\u0159et dal\u0161\u00ed, na \u010c\u00ednou konfigurovan\u00e9 a ovl\u00e1dan\u00e9 mezin\u00e1rodn\u00ed struktury, je\u017e by v\u00a0budoucnu mohly vyva\u017eovat, pop\u0159. nahrazovat Z\u00e1padem vytvo\u0159en\u00e9 instituce glob\u00e1ln\u00edho vl\u00e1dnut\u00ed.<\/p><p>Vskutku nejperverzn\u011bj\u0161\u00ed pod\u00edvanou minul\u00e9ho t\u00fddne se v\u0161ak staly momenty, kdy Vladimir Putin zopakoval trvaj\u00edc\u00ed \u201ep\u0159\u00ed\u010diny\u201c rusk\u00e9 invaze na Ukrajinu, zat\u00edmco v\u00a0Evrop\u011b projedn\u00e1vala tzv. koalice ochotn\u00fdch p\u0159\u00edpadn\u00e9 bezpe\u010dnostn\u00ed z\u00e1ruky pro Ukrajinu v p\u0159\u00edpad\u011b p\u0159\u00edm\u011b\u0159\u00ed nebo v\u00fdjev, kde jsou spolu <strong>historicky poprv\u00e9 zachyceni na jedn\u00e9 kame\u0159e dikt\u00e1to\u0159i Ruska, \u010cLR a Severn\u00ed Koreje<\/strong>, <em>kr\u00e1\u010dej\u00edc\u00ed bok po boku vst\u0159\u00edc<\/em> <em>sv\u011btl\u00fdm z\u00edt\u0159k\u016fm<\/em>.<\/p><p>\u00dast\u0159edn\u00edm t\u00e9matem se v\u0161ak stalo zd\u00e1nliv\u011b v\u0159el\u00e9 <strong>sbli\u017eov\u00e1n\u00ed Indie a \u010cLR<\/strong>, kter\u00e9 m\u00e1 sice dlouhodob\u011bj\u0161\u00ed ko\u0159eny, av\u0161ak v\u00a0posledn\u00edch dnech a t\u00fddnech bylo akcelerov\u00e1no zejm\u00e9na <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/aug\/27\/trump-tariff-india-russian-oil-purchase\" target=\"_blank\" rel=\"noopener\"><strong>agresivn\u00ed obchodn\u00ed politikou<\/strong><\/a><strong> Donalda Trumpa v\u016f\u010di Indii<\/strong>. Premi\u00e9r M\u00f3d\u00ed a prezident Si tak b\u011bhem summitu ozn\u00e1mili v\u00fdznamn\u00fd pokrok v\u00a0d\u0159\u00edve velmi problematick\u00fdch ot\u00e1zk\u00e1ch. Ty se t\u00fdkaj\u00ed zejm\u00e9na \u00fazemn\u00edch spor\u016f mezi ob\u011bma st\u00e1ty, je\u017e maj\u00ed des\u00edtky let trvaj\u00edc\u00ed historii a naposledy v\u00a0roce 2020 p\u0159erostly v\u00a0<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/what-was-india-china-military-clash-2020-about-2024-10-25\/\" target=\"_blank\" rel=\"noopener\">ozbrojen\u00fd konflikt<\/a>. Ten si vy\u017e\u00e1dal ob\u011bti na obou stran\u00e1ch a v\u00a0jeho d\u016fsledku se vztah mezi Pekingem a Nov\u00fdm Dill\u00ed zhor\u0161il na\u00a0\u00farove\u0148 bodu mrazu. Ob\u011b strany v\u0161ak tak\u00e9 ozn\u00e1mily pokrok v\u00a0oblasti vz\u00e1jemn\u00e9ho obchodu, ud\u011blov\u00e1n\u00ed v\u00edz, znovuzaveden\u00ed p\u0159\u00edm\u00fdch let\u016f mezi ob\u011bma st\u00e1ty a <a href=\"https:\/\/www.reuters.com\/world\/china\/india-china-are-partners-not-rivals-modi-xi-say-2025-08-31\/\" target=\"_blank\" rel=\"noopener\">otev\u0159en\u011b deklarovaly<\/a>, \u017ee se navz\u00e1jem pova\u017euj\u00ed za \u201e<strong>partnery, nikoliv rivaly\u201c.<\/strong><\/p><p>Zaveden\u00ed pades\u00e1tiprocentn\u00edho cla na indick\u00e9 zbo\u017e\u00ed m\u00ed\u0159\u00edc\u00ed do Spojen\u00fdch st\u00e1t\u016f tak nut\u00ed Nov\u00e9 Dill\u00ed nejen hledat obchodn\u00ed alternativy na jin\u00fdch trz\u00edch, av\u0161ak <strong>v\u00fdznamn\u011b po\u0161kozuje po dlouh\u00e9 dek\u00e1dy pe\u010dliv\u011b budovan\u00fd politicko-bezpe\u010dnostn\u00ed vztah Washingtonu a Nov\u00e9ho Dill\u00ed<\/strong>. Trumpova sou\u010dasn\u00e1 politika v\u016f\u010di Indii se tak <a href=\"https:\/\/www.washingtonpost.com\/opinions\/2025\/08\/27\/modi-reagan-climate-change-india\/\" target=\"_blank\" rel=\"noopener\">podle<\/a> mnoh\u00fdch analytik\u016f a koment\u00e1tor\u016f stala <strong>nejz\u00e1va\u017en\u011bj\u0161\u00ed chybou dosavadn\u00edho Trumpova prezidentstv\u00ed<\/strong>, jeliko\u017e Indie pro Spojen\u00e9 st\u00e1ty p\u0159edstavuje \u00fast\u0159edn\u00edho partnera v\u00a0oblasti vyva\u017eov\u00e1n\u00ed \u010cLR v\u00a0Indo-Pacifiku. T\u00edm h\u016f\u0159e, \u017ee doposud nen\u00ed jasn\u00e9, zda je skute\u010dn\u00fdm d\u016fvodem pro\u00a0zaveden\u00ed takto vysok\u00fdch cel n\u00e1kup rusk\u00e9 ropy ze strany Indie nebo <strong>Trumpovo po\u0161ramocen\u00e9 ego<\/strong> v\u00a0d\u016fsledku toho, \u017ee Nov\u00e9 Dill\u00ed Donaldu Trumpovi odm\u00edtlo p\u0159iznat z\u00e1sluhy za vyjedn\u00e1n\u00ed p\u0159\u00edm\u011b\u0159\u00ed b\u011bhem ned\u00e1vn\u00e9ho ozbrojen\u00e9ho konfliktu mezi Indi\u00ed a P\u00e1kist\u00e1nem.<\/p><p>I p\u0159es ozn\u00e1men\u00fd pokrok ve vz\u00e1jemn\u00fdch vztaz\u00edch mezi Nov\u00fdm Dill\u00ed a Pekingem v\u0161ak mezi ob\u011bma stranami nad\u00e1le p\u0159evl\u00e1d\u00e1 <strong>zna\u010dn\u00e1 strategick\u00e1 ned\u016fv\u011bra<\/strong> v\u00a0d\u016fsledku mnoha t\u0159ec\u00edch ploch a probl\u00e9m\u016f, kter\u00e9 se doposud nepoda\u0159ilo vy\u0159e\u0161it. T\u011bmi jsou zejm\u00e9na <strong>ot\u00e1zky t\u00fdkaj\u00ed se sporn\u00fdch \u00fazem\u00ed<\/strong>, na kter\u00e9 si oba st\u00e1ty \u010din\u00ed n\u00e1rok. Je to v\u0161ak tak\u00e9 problematika <strong>\u010d\u00ednsk\u00e9ho vyzbrojov\u00e1n\u00ed P\u00e1kist\u00e1nu<\/strong> \u2013 odv\u011bk\u00e9ho rivala Indie. To se ned\u00e1vno \u2013 pro Indii velmi negativn\u011b \u2013 projevilo v\u00a0souvislosti s leto\u0161n\u00edm <a href=\"https:\/\/www.stimson.org\/2025\/four-days-in-may-the-india-pakistan-crisis-of-2025\/\" target=\"_blank\" rel=\"noopener\">ozbrojen\u00fdm konfliktem<\/a>, v\u00a0r\u00e1mci kter\u00e9ho se \u010d\u00ednsk\u00e9 zbra\u0148ov\u00e9 syst\u00e9my uk\u00e1zaly b\u00fdt proti indick\u00fdm ozbrojen\u00fdm sil\u00e1m velmi \u00fa\u010dinn\u00e9. Dal\u0161\u00edm sporn\u00fdm bodem bude v\u00a0bl\u00edzk\u00e9 budoucnosti bezesporu <strong>ot\u00e1zka Dalajl\u00e1mova n\u00e1stupnictv\u00ed<\/strong> a legitimita tibetsk\u00e9 exilov\u00e9 vl\u00e1dy s\u00eddl\u00edc\u00ed na indick\u00e9m \u00fazem\u00ed.
