Doch\u00e1z\u00ed tak k propojen\u00ed tchajwansk\u00fdch komponent\u016f a know-how s polskou expert\u00edzou a ukrajinsk\u00fdm v\u00e1le\u010dn\u00fdm v\u00fdzkumem a v\u00fdvojem. Tchajwansk\u00fd z\u00e1stupce v Polsku Jeff Liu (\u5289\u6c38\u5065; Liu Yung-chien) se z\u00fa\u010dastnil podpisu dohody, kter\u00e1 podtrhuje rostouc\u00ed zapojen\u00ed Tchaj-wanu do obrann\u00e9ho sektoru ve st\u0159edn\u00ed a\u00a0v\u00fdchodn\u00ed Evrop\u011b, co\u017e je trend ovlivn\u011bn\u00fd jak <strong>region\u00e1ln\u00edmi bezpe\u010dnostn\u00edmi ot\u00e1zkami, tak\u00a0sd\u00edlen\u00fdmi demokratick\u00fdmi hodnotami.<\/strong><\/p><h2>\u00a0<\/h2><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p>MSPO, prob\u00edhaj\u00edc\u00ed od 2. do 5. z\u00e1\u0159\u00ed v polsk\u00e9 Kielce, se letos do\u010dkalo ji\u017e sv\u00e9ho 33. ro\u010dn\u00edku a\u00a0p\u0159il\u00e1kalo t\u00e9m\u011b\u0159 800 obrann\u00fdch spole\u010dnost\u00ed zastupuj\u00edc\u00edch 34 zem\u00ed. Jedn\u00e1 se o <a href=\"https:\/\/www.fair-point.com\/en\/blog\/the-biggest-defence-trade-fairs-in-the-world?id=94\" target=\"_blank\" rel=\"noopener\">t\u0159et\u00ed nejv\u011bt\u0161\u00ed<\/a> veletrh obrann\u00e9ho pr\u016fmyslu v Evrop\u011b po Francii a Velk\u00e9 Brit\u00e1nii. Na z\u00e1klad\u011b memorand o\u00a0porozum\u011bn\u00ed podepsan\u00fdch b\u011bhem veletrhu bude Tchaj-wan poskytovat <strong>technologie a\u00a0komponenty<\/strong>, Ukrajina p\u0159isp\u011bje <strong>v\u00fdzkumem a v\u00fdvojem<\/strong> a Polsko se <strong>pod\u011bl\u00ed o sv\u00e9 odborn\u00e9 znalosti<\/strong>. Z\u00e1stupce Liu zd\u016fraznil, \u017ee Tchaj-wan konzistentn\u011b podporuje stejn\u011b sm\u00fd\u0161lej\u00edc\u00ed demokracie a douf\u00e1, \u017ee v\u0161echny t\u0159i strany prohloub\u00ed svou spolupr\u00e1ci, aby spole\u010dn\u011b prosazovaly m\u00edr, bezpe\u010dnost a <a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202509030309.aspx\" target=\"_blank\" rel=\"noopener\">demokratick\u00e9 hodnoty<\/a>.<\/p><p>Na veletrhu MSPO si pol\u0161t\u00ed z\u00e1jemci <strong>porovn\u00e1vaj\u00ed<\/strong> <strong>ceny n\u00edzkon\u00e1kladov\u00fdch zbra\u0148ov\u00fdch syst\u00e9m\u016f jako t\u0159eba bezpilotn\u00edch letoun\u016f a subsyst\u00e9m\u016f bez \u010d\u00ednsk\u00fdch komponent\u016f<\/strong>, kter\u00e9 se staly nal\u00e9hav\u011b pot\u0159ebn\u00fdmi d\u016fsledky rusk\u00e9 agrese v Ukrajin\u011b. Tato nal\u00e9havost rovn\u011b\u017e vysv\u011btluje, pro\u010d se <strong>Evropa, zejm\u00e9na Polsko, stala vstupn\u00ed branou pro tchajwansk\u00e9 drony<\/strong>: v <strong>prvn\u00ed polovin\u011b roku 2025 <\/strong>dos\u00e1hl v\u00fdvoz 11,89 milion\u016f USD, co\u017e p\u0159edstavuje <strong>ohromuj\u00edc\u00ed meziro\u010dn\u00ed <\/strong><a href=\"https:\/\/focustaiwan.tw\/business\/202507270006?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\"><strong>n\u00e1r\u016fst<\/strong><\/a><strong> o 749 %<\/strong>, <strong>p\u0159i\u010dem\u017e Polsko se na n\u011bm pod\u00edlelo p\u0159ibli\u017en\u011b 6,48 miliony USD (54\u00a0%), <\/strong>a vysko\u010dilo tak na prvn\u00ed m\u00edsto p\u0159ed USA a N\u011bmeckem. D\u00edky t\u011bmto \u010d\u00edsl\u016fm se veletrhy jako MSPO st\u00e1vaj\u00ed m\u00edstem obchodn\u00edch jedn\u00e1n\u00ed, nikoli pouze v\u00fdstavn\u00edmi s\u00e1ly.<\/p><p>Tento <strong>proces v\u0161ak funguje ob\u011bma sm\u011bry<\/strong>. Tchajwansk\u00e9 centrum <strong>Asia UAV AI Innovation Application R&amp;D Center<\/strong> ve m\u011bst\u011b \u0164ia-i se <a href=\"https:\/\/www.cyhg.gov.tw\/en\/News_Content.aspx?n=85&amp;s=249130\" target=\"_blank\" rel=\"noopener\">prom\u011bnilo<\/a> ve velmi aktivn\u00ed laborato\u0159, kde se st\u0159\u00eddaj\u00ed delegace od baltsk\u00fdch z\u00e1konod\u00e1rc\u016f po \u00fa\u0159edn\u00edky EU, aby mohly zbl\u00edzka sledovat letov\u00e9 zkou\u0161ky, certifikaci a v\u00fdcvik. Pr\u00e1v\u011b d\u00edky tomuto p\u0159\u00edm\u00e9mu kontaktu s\u00a0piloty a techniky mal\u00fdch a st\u0159edn\u00edch podnik\u016f se memoranda o porozum\u011bn\u00ed m\u011bn\u00ed v\u00a0objedn\u00e1vky a podporuj\u00ed dal\u0161\u00ed kontrakty.<\/p><p>Za medi\u00e1ln\u00edmi titulky se v\u0161ak <a href=\"https:\/\/www.taipeitimes.com\/News\/front\/archives\/2025\/07\/28\/2003841024\" target=\"_blank\" rel=\"noopener\">skr\u00fdv\u00e1<\/a> pr\u016fmyslov\u00e1 strategie vybudovat <strong>\u201ene\u010derven\u00fd\u201c (tedy bez \u010c\u00edny) dodavatelsk\u00fd \u0159et\u011bzec UAV<\/strong> a roz\u0161\u00ed\u0159it jej prost\u0159ednictv\u00edm transatlantick\u00e9 popt\u00e1vky. Anal\u00fdzy <a href=\"https:\/\/www.9dashline.com\/article\/a-missing-link-taiwans-drone-innovation-needs-europes-support\" target=\"_blank\" rel=\"noopener\">vyz\u00fdvaj\u00ed<\/a> Evropu, aby zapojila Tchaj-wan do n\u00e1stroje <strong>P\u0159ipravenost 2030<\/strong>, tedy <strong>spole\u010dn\u00e9ho n\u00e1kupu v r\u00e1mci ve\u0159ejn\u00fdch zak\u00e1zek, standardizace pr\u00e1ce a financov\u00e1n\u00ed podporovan\u00e9ho finan\u010dn\u00edm n\u00e1strojem SAFE<\/strong> (z anglick\u00e9ho Simple Agreement for Future Equity, neboli Jednoduch\u00e1 dohoda o budouc\u00edm kapit\u00e1lu). \u0160lo by o politicky proveditelnou cestu, kter\u00e1 by sn\u00ed\u017eila rizika t\u00fdkaj\u00edc\u00ed se dod\u00e1vek dron\u016f pro Evropu a z\u00e1rove\u0148 by\u00a0ukotvila Tchaj-wan v evropsk\u00fdch programech.<\/p><p>V posledn\u00edch letech za\u010dal Tchaj-wan <strong>opatrn\u011b roz\u0161i\u0159ovat<\/strong> spolupr\u00e1ci s\u00a0Evropou v oblasti obrann\u00e9ho pr\u016fmyslu, p\u0159i\u010dem\u017e st\u0159edn\u00ed a v\u00fdchodn\u00ed Evropa (CEE) se jev\u00ed jako obzvl\u00e1\u0161t\u011b slibn\u00fd region. Mezi v\u00fdznamn\u00e9 p\u0159\u00edklady pat\u0159\u00ed memorandum o porozum\u011bn\u00ed podepsan\u00e9 mezi\u00a0Tchajwanskou asociac\u00ed pro rozvoj obrann\u00e9ho pr\u016fmyslu (TW-DIDA) a \u010cesko-taiwanskou obchodn\u00ed komorou v roce <a href=\"https:\/\/taiwanchamber.cz\/about-us\/our-news\/293-a-memorandum-of-understanding-inked-between-the-taiwan-defense-industry-development-association-and-the-czech-taiwanese-business-chamber\" target=\"_blank\" rel=\"noopener\">2021<\/a>, kter\u00e9 signalizuje po\u010d\u00e1te\u010dn\u00ed snahu o institucionalizaci kan\u00e1l\u016f pro bilater\u00e1ln\u00ed dialog v oblasti obrann\u00e9ho pr\u016fmyslu.<\/p><p>Vedle t\u011bchto bilater\u00e1ln\u00edch a trilater\u00e1ln\u00edch iniciativ se Tchaj-wan tak\u00e9 sna\u017e\u00ed nav\u00e1zat spolupr\u00e1ci s Evropou na \u0161ir\u0161\u00edch strategick\u00fdch platform\u00e1ch. Po sedmilet\u00e9 p\u0159est\u00e1vce se Tchaj-wan v roce 2023 <strong>vr\u00e1til<\/strong> na Mnichovskou bezpe\u010dnostn\u00ed konferenci (MSC), kde zd\u016fraznil v\u00fdzvy v oblasti obrany, v\u010detn\u011b <strong>zpo\u017ed\u011bn\u00ed v dod\u00e1vk\u00e1ch zbran\u00ed<\/strong> a <strong>nutnosti roz\u0161\u00ed\u0159it asymetrick\u00e9 schopnosti<\/strong>. Jeho \u00fa\u010dast byla \u0161iroce vn\u00edm\u00e1na jako vysoce aktu\u00e1ln\u00ed a jako stvrzen\u00ed odhodl\u00e1n\u00ed Tchaj-wanu p\u0159isp\u011bt ke glob\u00e1ln\u00edm debat\u00e1m o bezpe\u010dnosti. Vzhledem k rostouc\u00edmu z\u00e1jmu Evropy o bezpe\u010dnost Tchaj-wanu a stabilitu v oblasti Tchajwansk\u00e9ho pr\u016flivu tak byla znateln\u00e1 absence Tchaj-wanu na MSC 2024, co\u017e mnoz\u00ed pozorovatel\u00e9 pova\u017eovali za\u00a0<a href=\"https:\/\/topics.amcham.com.tw\/2024\/03\/central-and-eastern-europe-ripe-for-taiwan-defense-cooperation\/\" target=\"_blank\" rel=\"noopener\">promarn\u011bnou p\u0159\u00edle\u017eitost<\/a>.<\/p><p>V roce 2025 pak n\u00e1vrat Tchaj-wanu pod veden\u00edm Audrey Tang (\u5510\u9cf3), b\u00fdval\u00e9 ministryn\u011b pro\u00a0digit\u00e1ln\u00ed z\u00e1le\u017eitosti a prvn\u00ed transsexu\u00e1ln\u00ed \u010dlenky vl\u00e1dy, kter\u00e1 je \u0161iroce uzn\u00e1van\u00e1 pro sv\u00e9 odborn\u00e9 znalosti v oblasti digit\u00e1ln\u00ed spr\u00e1vy, otev\u0159en\u00fdch dat a ob\u010dansk\u00e9 technologie, podtrhl potenci\u00e1l pro roz\u0161\u00ed\u0159en\u00ed spolupr\u00e1ce v oblasti <a href=\"https:\/\/www.roc-taiwan.org\/demuc\/post\/5600.html\" target=\"_blank\" rel=\"noopener\"><strong>digit\u00e1ln\u00ed a kybernetick\u00e9 odolnosti<\/strong><\/a>.<\/p><p>P\u0159esto v\u0161ak <strong>p\u0159etrv\u00e1vaj\u00ed zna\u010dn\u00e9 p\u0159ek\u00e1\u017eky<\/strong>, proto\u017ee mnoho \u010dlensk\u00fdch st\u00e1t\u016f se zdr\u00e1h\u00e1 ohrozit sv\u00e9 hospod\u00e1\u0159sk\u00e9 vztahy s \u010c\u00ednou a \u0159ada obrann\u00fdch <strong>spole\u010dnost\u00ed ze st\u0159edn\u00ed a v\u00fdchodn\u00ed Evropy v\u00e1h\u00e1 s otev\u0159enou spoluprac\u00ed s Tchaj-wanem<\/strong> kv\u016fli politice jedn\u00e9 \u010c\u00edny, kterou jejich zem\u011b zast\u00e1vaj\u00ed. Analytici tak\u00e9 poukazuj\u00ed na obecn\u00fd nedostatek <a href=\"https:\/\/topics.amcham.com.tw\/2024\/03\/central-and-eastern-europe-ripe-for-taiwan-defense-cooperation\/\" target=\"_blank\" rel=\"noopener\">znalost\u00ed o Tchaj-wanu<\/a> v cel\u00e9 Evrop\u011b. P\u0159esto v\u0161ak st\u0159edn\u00ed a v\u00fdchodn\u00ed Evropa nab\u00edz\u00ed p\u0159\u00edle\u017eitosti pro spolupr\u00e1ci. P\u0159etrv\u00e1vaj\u00edc\u00ed p\u0159\u00edtomnost Tchaj-wanu na mezin\u00e1rodn\u00edch bezpe\u010dnostn\u00edch f\u00f3rech nazna\u010duje, \u017ee i p\u0159es jist\u00e1 omezen\u00ed existuje rostouc\u00ed dynamika pro u\u017e\u0161\u00ed, i kdy\u017e st\u00e1le opatrn\u011b kalibrovanou spolupr\u00e1ci.<\/p><h2>\u00a0<\/h2><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p><strong>P\u0159\u00edle\u017eitost<\/strong> pro spolupr\u00e1ci Tchaj-wanu a st\u0159edn\u00ed a v\u00fdchodn\u00ed Evropy v oblasti dron\u016f je\u00a0praktick\u00e1 a kr\u00e1tkodob\u00e1. Jde o to vyu\u017e\u00edt aktu\u00e1ln\u00ed popt\u00e1vku a bojem prov\u011b\u0159en\u00fd v\u00fdzkum a\u00a0v\u00fdvoj k <strong>roz\u0161\u00ed\u0159en\u00ed ekosyst\u00e9mu bezpilotn\u00edch letoun\u016f bez \u00fa\u010dasti \u010c\u00edny<\/strong> a propojit komponenty z Tchaj-wanu s evropsk\u00fdmi zak\u00e1zkami a normami. <strong>Rizikem<\/strong> je apatie \u2013 bez <strong>n\u00e1stroj\u016f EU<\/strong> (jako <strong>P\u0159ipravenost 2030 a SAFE<\/strong>) by rozmach Tchaj-wanu mohl uv\u00edznout na malos\u00e9riov\u00fdch v\u00fdvozech. \u0158e\u0161en\u00edm jsou pilotn\u00ed <strong>spole\u010dn\u00e9 n\u00e1kupy<\/strong> <strong>a certifika\u010dn\u00ed procesy<\/strong> s Polskem (a\u00a0ochotn\u00fdmi partnery), zapojen\u00ed testovac\u00edho za\u0159\u00edzen\u00ed v \u0164ia-i do evropsk\u00fdch zkou\u0161ek a\u00a0uzav\u00edr\u00e1n\u00ed memorand o porozum\u011bn\u00ed zahrnuj\u00edc\u00edch <strong>klauzule o transparentnosti dodavatelsk\u00e9ho \u0159et\u011bzce<\/strong>, aby jeho \u201ene\u010derven\u00e1\u201c povaha byla ov\u011b\u0159iteln\u00e1, a nejen aspira\u010dn\u00ed.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>Photo: \u667a\u98db\u79d1\u6280\u80a1\u4efd\u6709\u9650\u516c\u53f8.
