Podle premi\u00e9ra \u0160alomounov\u00fdch ostrov\u016f Jeremiaha Manelea, jeho\u017e vl\u00e1da bude leto\u0161n\u00ed F\u00f3rum hostit, je toto vylou\u010den\u00ed prezentov\u00e1no jako sou\u010d\u00e1st \u201eprob\u00edhaj\u00edc\u00edho p\u0159ezkoum\u00e1n\u00ed\u201c <a href=\"https:\/\/focustaiwan.tw\/politics\/202508120011\" target=\"_blank\" rel=\"noopener\">vztah\u016f<\/a> jednotliv\u00fdch zem\u00ed k\u00a0pacifick\u00e9mu prostoru. Opozi\u010dn\u00ed hlasy uvnit\u0159 \u0160alomounov\u00fdch ostrov\u016f <a href=\"https:\/\/www.reuters.com\/world\/china\/solomon-islands-blocks-us-china-taiwan-pacifics-top-political-meet-2025-08-07\/\" target=\"_blank\" rel=\"noopener\">v\u0161ak tvrd\u00ed<\/a>, \u017ee rozhodnut\u00ed nen\u00ed v\u00fdsledkem byrokratick\u00e9ho procesu, av\u0161ak sp\u00ed\u0161e je reakc\u00ed na <strong>geopolitick\u00fd n\u00e1tlak<\/strong> spojen\u00fd s \u010c\u00ednou a Tchaj-wanem.<\/p><h2>\u00a0<\/h2><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p>Vylou\u010den\u00ed se net\u00fdk\u00e1 jen Tchaj-wanu, ale i v\u0161ech ostatn\u00edch extern\u00edch partner\u016f tohoto dialogu, v\u010detn\u011b Spojen\u00fdch st\u00e1t\u016f americk\u00fdch, \u010c\u00edny (\u010cLR), Evropsk\u00e9 unie a dal\u0161\u00edch. Tento krok je v\u0161eobecn\u011b interpretov\u00e1n jako snaha l\u00eddr\u016f PIF p\u0159edej\u00edt mo\u017en\u00fdm <a href=\"https:\/\/asia.nikkei.com\/politics\/international-relations\/china-us-and-taiwan-locked-out-of-pacific-islands-forum-meeting\" target=\"_blank\" rel=\"noopener\">diplomatick\u00fdm roztr\u017ek\u00e1m<\/a>, kter\u00e9 by mohly vzniknout, pokud by byl vylou\u010den pouze Tchaj-wan.<\/p><p>\u010c\u00ednsk\u00e9 snahy <strong>marginalizovat Tchaj-wan<\/strong> v r\u00e1mci PIF v\u0161ak byly z\u0159ejm\u00e9 ji\u017e d\u0159\u00edve p\u0159ed kon\u00e1n\u00edm leto\u0161n\u00edho ro\u010dn\u00edku. B\u011bhem stejn\u00e9ho F\u00f3ra\u00a0minul\u00e9ho roku byly odkazy na Tchaj-wan z komunik\u00e9 z\u00e1m\u011brn\u011b odstran\u011bny. P\u016fvodn\u00ed dokument, kter\u00fd obsahoval <a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2024\/09\/01\/2003823090\" target=\"_blank\" rel=\"noopener\">potvrzen\u00ed<\/a> rozhodnut\u00ed z roku 1992, je\u017e\u00a0otev\u0159elo cestu k \u00fa\u010dasti Tchaj-wanu <strong>jako rozvojov\u00e9ho partnera<\/strong>, byl sta\u017een a znovu zve\u0159ejn\u011bn ji\u017e bez odkazu na Tchaj-wan \u2013 \u00fadajn\u011b po n\u00e1mitk\u00e1ch \u010d\u00ednsk\u00e9ho <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/aug\/30\/pacific-islands-forum-communique-taken-down-after-chinese-envoy-calls-taiwan-reference-unacceptable\" target=\"_blank\" rel=\"noopener\">vyslance<\/a>. Od lo\u0148ska tak sv\u011btov\u00e1 m\u00e9dia <a href=\"https:\/\/focustaiwan.tw\/politics\/202508120011\" target=\"_blank\" rel=\"noopener\">nazna\u010duj\u00ed<\/a>, \u017ee \u0160alomounovy ostrovy \u2013 <a href=\"https:\/\/thediplomat.com\/2025\/01\/erasing-taiwan-implications-of-a-growing-china-solomon-islands-partnership\/\" target=\"_blank\" rel=\"noopener\">nejbli\u017e\u0161\u00ed bezpe\u010dnostn\u00ed spojenec<\/a> \u010c\u00edny v\u00a0Pacifiku \u2013 kter\u00fd v\u00a0roce 2019 p\u0159eru\u0161il diplomatick\u00e9 vztahy s Tchaj-pej\u00ed ve prosp\u011bch Pekingu, m\u011bl usilovat o\u00a0vylou\u010den\u00ed Tchaj-wanu z PIF 2025 pr\u00e1v\u011b v d\u016fsledku \u010d\u00ednsk\u00e9ho n\u00e1tlaku.<\/p><p>F\u00f3rum tichomo\u0159sk\u00fdch ostrov\u016f (PIF) bylo zalo\u017eeno v roce 1971 jako F\u00f3rum ji\u017en\u00edho Pacifiku, jeho\u017e vznik iniciovaly Austr\u00e1lie, Cookovy ostrovy, Fid\u017ei, Nauru, Nov\u00fd Z\u00e9land, Tonga a Samoa (tehdy Z\u00e1padn\u00ed Samoa). Jeho zalo\u017een\u00ed odr\u00e1\u017eelo pot\u0159ebu vytvo\u0159it pot\u0159ebn\u00fd region\u00e1ln\u00ed mechanismus pro \u0159e\u0161en\u00ed nejpal\u010div\u011bj\u0161\u00edch politick\u00fdch, ekonomick\u00fdch a rozvojov\u00fdch probl\u00e9m\u016f, kter\u00fdm tehdy tichooce\u00e1nsk\u00fd prostor \u010delil. Od t\u00e9 doby se PIF vyvinulo v nejv\u00fdznamn\u011bj\u0161\u00ed mezivl\u00e1dn\u00ed organizaci v regionu, a dnes tud\u00ed\u017e funguje jako jeho nejvy\u0161\u0161\u00ed politick\u00e9 a ekonomick\u00e9 shrom\u00e1\u017ed\u011bn\u00ed. Ka\u017edoro\u010dn\u00ed PIF a jeho agenda <a href=\"https:\/\/forumsec.org\/pacific-islands-forum\" target=\"_blank\" rel=\"noopener\">se odv\u00edjej\u00ed od jedn\u00e1n\u00ed<\/a> ministr\u016f hospod\u00e1\u0159stv\u00ed, zahrani\u010dn\u00edch v\u011bc\u00ed, obchodu, l\u00eddry\u0148, l\u00eddr\u016f men\u0161\u00edch ostrovn\u00edch st\u00e1t\u016f a v\u00fdbor\u016f \u00fa\u0159edn\u00edk\u016f F\u00f3ra. T\u011bleso sdru\u017euje 18 \u010dlensk\u00fdch st\u00e1t\u016f a spolupracuje s v\u00edce ne\u017e 20 partnery dialogu.<\/p><p>V\u00edce ne\u017e t\u0159i desetilet\u00ed m\u011bl Tchaj-wan status <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/aug\/30\/pacific-islands-forum-communique-taken-down-after-chinese-envoy-calls-taiwan-reference-unacceptable\" target=\"_blank\" rel=\"noopener\">rozvojov\u00e9ho partnera<\/a> PIF a aktivn\u011b <strong>p\u0159isp\u00edval k\u00a0region\u00e1ln\u00ed spolupr\u00e1ci <\/strong>prost\u0159ednictv\u00edm <a href=\"https:\/\/forumsec.org\/publications\/taiwanrepublic-china-provides-funding-support-pacific-islands-forum-secretariat\" target=\"_blank\" rel=\"noopener\">finan\u010dn\u00ed pomoci<\/a>, <a href=\"https:\/\/forumsec.org\/publications\/taiwanrepublic-china-and-pacific-islands-forum-secretariat-sign-cooperation-agreement\" target=\"_blank\" rel=\"noopener\">stipendijn\u00edch program\u016f,<\/a> <a href=\"https:\/\/forumsec.org\/publications\/pacific-sdgs-roadmap-development-and-implementation-project-receives-funding\" target=\"_blank\" rel=\"noopener\">podpory p\u0159i realizaci projekt\u016f<\/a> a \u010dinnost\u00ed <a href=\"https:\/\/europeanvalues.cz\/en\/taiwan-can-help-exploring-banana-diplomacy-in-fiji\/\" target=\"_blank\" rel=\"noopener\">sv\u00fdch technick\u00fdch mis\u00ed<\/a> (Taiwan Technical Missions, TTMs) v r\u00e1mci <a href=\"https:\/\/www.icdf.org.tw\/wSite\/ct?xItem=41590&amp;ctNode=31572&amp;mp=2\" target=\"_blank\" rel=\"noopener\">Mezin\u00e1rodn\u00edho fondu pro rozvojovou spolupr\u00e1ci<\/a> (ICDF). Tyto mise p\u016fsob\u00ed nejen v r\u00e1mci t\u0159\u00ed zb\u00fdvaj\u00edc\u00edch diplomatick\u00fdch spojenc\u016f Tchaj-wanu v Pacifiku, ale tak\u00e9 v dal\u0161\u00edch st\u00e1tech indopacifick\u00e9ho regionu.<\/p><h2>\u00a0<\/h2><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p>Tento incident zd\u016fraz\u0148uje <strong>st\u00e1le sporn\u011bj\u0161\u00ed<\/strong> roli PIF, jako\u017eto hlavn\u00ed platformy region\u00e1ln\u00ed diplomacie, a to jak kv\u016fli rostouc\u00ed citlivosti tchajwans\u00e9 ot\u00e1zky, tak kv\u016fli <strong>s\u00edl\u00edc\u00edmu tlaku \u010cLR<\/strong> na kl\u00ed\u010dov\u00e9 region\u00e1ln\u00ed instituce. Tichomo\u0159\u00ed z\u016fst\u00e1v\u00e1 jedn\u00edm <a href=\"https:\/\/www.reuters.com\/world\/china\/solomon-islands-blocks-us-china-taiwan-pacifics-top-political-meet-2025-08-07\/\" target=\"_blank\" rel=\"noopener\">z region\u016f nejv\u00edce z\u00e1visl\u00fdch na zahrani\u010dn\u00ed pomoci<\/a>, p\u0159i\u010dem\u017e stoj\u00ed <strong>v prvn\u00ed linii klimatick\u00e9<\/strong> <strong>krize<\/strong> kv\u016fli stoupaj\u00edc\u00ed hladin\u011b sv\u011btov\u00fdch oce\u00e1n\u016f. Region se z\u00e1rove\u0148 stal ohniskem zesiluj\u00edc\u00edho soupe\u0159en\u00ed mezi Spojen\u00fdmi st\u00e1ty a \u010cLR. Evropsk\u00e1 unie se zde tak\u00e9 sna\u017e\u00ed hr\u00e1t v\u00fdznamn\u011bj\u0161\u00ed roli, a to prost\u0159ednictv\u00edm iniciativy <a href=\"https:\/\/international-partnerships.ec.europa.eu\/document\/download\/90a126e5-5f6a-48d2-8aba-43a4b5e25ac6_en?filename=infographics-global-gateway-flagship-projects-2025-eu-asia-pacific_en.pdf\" target=\"_blank\" rel=\"noopener\">Global Gateway<\/a>, p\u0159i\u010dem\u017e sv\u00e9 zapojen\u00ed do d\u011bn\u00ed v pacifick\u00e9m prostoru r\u00e1muje jako sou\u010d\u00e1st \u0161ir\u0161\u00ed geopolitick\u00e9 kalkulace.<\/p><p>Tato dynamika tak riskuje oslabov\u00e1n\u00ed region\u00e1ln\u00ed solidarity, kterou m\u011blo F\u00f3rum p\u016fvodn\u011b posilovat. Premi\u00e9r Tuvalu Feleti Teo<strong> ji\u017e varoval<\/strong>, \u017ee jeho zem\u011b m\u016f\u017ee z nadch\u00e1zej\u00edc\u00edho setk\u00e1n\u00ed <a href=\"https:\/\/www.theguardian.com\/world\/2025\/aug\/16\/tuvalu-considers-pulling-out-of-pacific-leaders-summit-amid-china-linked-power-struggle\" target=\"_blank\" rel=\"noopener\">vystoupit<\/a> a vyj\u00e1d\u0159il tak\u00e9 frustraci nad t\u00edm, \u017ee soupe\u0159en\u00ed velmoc\u00ed st\u00e1le v\u00edce zasti\u0148uje hlavn\u00ed rozvojov\u00e9 priority Tichomo\u0159\u00ed. Jak zd\u016fraznil, region pot\u0159ebuje rozvojovou pomoc, nikoliv sout\u011b\u017e a konflikty, kter\u00e9 rozvojovou agendu zast\u00edraj\u00ed.<\/p><p>I kdy\u017e m\u016f\u017ee vylou\u010den\u00ed Tchaj-wanu spolu s dal\u0161\u00edmi extern\u00edmi akt\u00e9ry F\u00f3rum do\u010dasn\u011b ochr\u00e1nit p\u0159ed diplomatick\u00fdmi t\u0159enicemi a vytvo\u0159it dojem ochrany jeho institucion\u00e1ln\u00ed integrity a\u00a0nez\u00e1vislosti, pro \u010cLR \u2013 kter\u00e1 z\u0159ejm\u011b neo\u010dek\u00e1vala, \u017ee bude letos rovn\u011b\u017e vylou\u010dena \u2013 to neznamen\u00e1, \u017ee ustane v bilater\u00e1ln\u00edch jedn\u00e1n\u00edch mimo r\u00e1mec tohoto F\u00f3ra. Peking si nap\u0159\u00edklad zajist\u00ed setk\u00e1n\u00ed s pacifick\u00fdmi l\u00eddry prost\u0159ednictv\u00edm sv\u00e9 ambas\u00e1dy na \u0160alomounov\u00fdch ostrovech. Pro Tchaj-wan je v\u0161ak vyhl\u00eddka <strong>dvojn\u00e1sobn\u011b nejist\u00e1<\/strong>. P\u0159esto\u017ee se o\u010dek\u00e1v\u00e1, \u017ee se do F\u00f3ra vr\u00e1t\u00ed v\u00a0p\u0159\u00ed\u0161t\u00edm roce, kdy hostitelskou roli p\u0159evezme Palau \u2013 jeden ze t\u0159\u00ed zb\u00fdvaj\u00edc\u00edch diplomatick\u00fdch spojenc\u016f Tchaj-peje v\u00a0Pacifiku \u2013 jeho \u00fa\u010dast z\u016fst\u00e1v\u00e1 podm\u00edn\u011bna nikoli institucion\u00e1ln\u00edmi z\u00e1rukami, ale prom\u011bnlivou rovnov\u00e1hou region\u00e1ln\u00ed diplomacie pod vahou \u010d\u00ednsk\u00e9ho n\u00e1tlaku.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>The Solomon Islands Pavilion at the Osaka Expo.
