A\u010dkoli Peking v pr\u016fb\u011bhu let vydal r\u016fzn\u00e9 z\u00e1kony a vojensk\u00e9 b\u00edl\u00e9 knihy, kter\u00e9 se tohoto t\u00e9matu dot\u00fdkaj\u00ed, nov\u011b zve\u0159ejn\u011bn\u00fd dokument p\u0159edstavuje komplexn\u011bj\u0161\u00ed a ucelen\u011bj\u0161\u00ed p\u0159\u00edstup.<\/p><p>B\u00edl\u00e1 kniha, kter\u00e1 je koncipov\u00e1na jako reakce na st\u00e1le \u010dast\u011bj\u0161\u00ed obvi\u0148ov\u00e1n\u00ed \u010c\u00edny z toho, \u017ee p\u0159edstavuje glob\u00e1ln\u00ed hrozbu, zemi vyobrazuje jako \u201ezdroj stability a jistoty\u201c a p\u0159edstavuje obs\u00e1hlou vizi bezpe\u010dnosti \u00fazce propojenou s dal\u0161\u00edmi oblastmi politiky. Vych\u00e1z\u00ed ze Si \u0164in-pchingova (\u7fd2\u8fd1\u5e73) <strong>konceptu k<\/strong><strong>omplexn\u00ed n\u00e1rodn\u00ed bezpe\u010dnosti<\/strong> (\u7e3d\u9ad4\u570b\u5bb6\u5b89\u5168\u89c0) z roku 2014, pod\u00e1v\u00e1 n\u00e1stin vnit\u0159n\u00edch i vn\u011bj\u0161\u00edch hrozeb, formuluje glob\u00e1ln\u00ed ambice \u010c\u00edny a oproti p\u0159edchoz\u00edm publikac\u00edm nab\u00edz\u00ed v\u011bt\u0161\u00ed strategickou soudr\u017enost. To by mohlo <a href=\"https:\/\/www.institutmontaigne.org\/en\/expressions\/reading-chinas-white-paper-national-security-new-era\" target=\"_blank\" rel=\"noopener\">nazna\u010dovat<\/a>, \u017ee p\u0159edstavitel\u00e9 re\u017eimu pracuj\u00ed na nov\u00e9, neve\u0159ejn\u00e9 strategii nejsp\u00ed\u0161e zahrnuj\u00edc\u00ed obdob\u00ed let 2026 a\u017e 2031. Je\u0161t\u011b d\u016fle\u017eit\u011bj\u0161\u00ed je v\u0161ak to, \u017ee dokument nab\u00edz\u00ed cenn\u00fd pohled na ot\u00e1zku, jak Komunistick\u00e1 strana \u010c\u00edny vn\u00edm\u00e1 glob\u00e1ln\u00ed rizika \u2013 a sebe sama.<\/p><h2>\u00a0<\/h2><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p>V kontextu glob\u00e1ln\u00ed nestability a rostouc\u00edho nap\u011bt\u00ed mezi velmocemi tato b\u00edl\u00e1 kniha sebev\u011bdom\u011b prezentuje \u010c\u00ednu jako <strong>pil\u00ed\u0159 stability<\/strong> a jako <strong>zodpov\u011bdn\u00e9ho glob\u00e1ln\u00edho m\u00edrotv\u016frce<\/strong>. Supervelmoc, kter\u00e1 \u201ev\u017edy st\u00e1la na spr\u00e1vn\u00e9 stran\u011b d\u011bjin\u201c, nyn\u00ed vin\u00ed Z\u00e1pad, a zejm\u00e9na Spojen\u00e9 st\u00e1ty, z destabilizace Indo-Pacifiku prost\u0159ednictv\u00edm vytv\u00e1\u0159en\u00ed vojensk\u00fdch alianc\u00ed, rozm\u00eds\u0165ov\u00e1n\u00ed raket a vm\u011b\u0161ov\u00e1n\u00ed se do z\u00e1le\u017eitost\u00ed jako je Tchaj-wan nebo Jiho\u010d\u00ednsk\u00e9 mo\u0159e.<\/p><p>Dokument rovn\u011b\u017e reflektuje <strong>netradi\u010dn\u00ed bezpe\u010dnostn\u00ed v\u00fdzvy<\/strong>, jako jsou extr\u00e9mn\u00ed klimatick\u00e9 jevy, ekologick\u00e1 bezpe\u010dnost, potravinov\u00e1 bezpe\u010dnost, energetick\u00e1 bezpe\u010dnost, terorismus, n\u00e1bo\u017eensk\u00fd extremismus, nadn\u00e1rodn\u00ed epidemie, vesm\u00edrn\u00e1 bezpe\u010dnost, hlubokomo\u0159sk\u00fd pr\u016fzkum, pol\u00e1rn\u00ed oblasti a kybernetick\u00e1 bezpe\u010dnost, a speci\u00e1ln\u011b se zam\u011b\u0159uje na \u201etechnologickou revoluci\u201c. <strong>Technologie<\/strong> jsou vn\u00edm\u00e1ny jako kl\u00ed\u010dov\u00e9 boji\u0161t\u011b, p\u0159i\u010dem\u017e z\u0159eteln\u00fd d\u016fraz dokument klade na sni\u017eov\u00e1n\u00ed z\u00e1vislosti na Z\u00e1padu a na zabezpe\u010den\u00ed strategick\u00fdch technologi\u00ed, jako jsou um\u011bl\u00e1 inteligence, biotechnologie a kybernetick\u00e1 bezpe\u010dnost. Dokument tvrd\u00ed, \u017ee \u201ebezpe\u010dnost umo\u017e\u0148uje modernizaci\u201c. Technologickou sob\u011bsta\u010dnost pak ozna\u010duje za kl\u00ed\u010dovou pro n\u00e1rodn\u00ed p\u0159e\u017eit\u00ed.<\/p><p>Nen\u00ed p\u0159ekvapiv\u00e9, \u017ee b\u00edl\u00e1 kniha znovu konstatuje <strong>nekompromisn\u00ed postoj, kter\u00fd Peking zast\u00e1v\u00e1 k anexi Tchaj-wanu<\/strong> a ke sv\u00fdm \u00fazemn\u00edm n\u00e1rok\u016fm v Jiho\u010d\u00ednsk\u00e9m a V\u00fdchodo\u010d\u00ednsk\u00e9m mo\u0159i. Odm\u00edt\u00e1 tak\u00e9 zahrani\u010dn\u00ed kritiku poru\u0161ov\u00e1n\u00ed lidsk\u00fdch pr\u00e1v v Tibetu, V\u00fdchodn\u00edm Turkest\u00e1nu (Sin-\u0165iangu) a Hongkongu.<\/p><p>\u010c\u00edna se prezentuje jako <strong>sv\u011btov\u00e1 mocnost s glob\u00e1ln\u00ed odpov\u011bdnost\u00ed<\/strong> a jako r\u00e1mec sd\u00edlen\u00e9 mezin\u00e1rodn\u00ed bezpe\u010dnosti prosazuje svou <strong>Glob\u00e1ln\u00ed bezpe\u010dnostn\u00ed iniciativu<\/strong> (\u5168\u7403\u5b89\u5168\u5021\u8b70). Dokument kritizuje takovou mezin\u00e1rodn\u00ed politiku, kter\u00e1 zem\u011b rozd\u011bluje do znep\u0159\u00e1telen\u00fdch blok\u016f, jako\u017eto i jednostrann\u00e9 sankce a \u201enadvl\u00e1du s\u00edly\u201c \u2013 co\u017e je v\u0161e kritika nam\u00ed\u0159en\u00e1 prim\u00e1rn\u011b proti USA. Dokument obhajuje vyv\u00e1\u017eenou a udr\u017eitelnou mezin\u00e1rodn\u00ed bezpe\u010dnostn\u00ed architekturu, m\u00edrov\u00e9 \u0159e\u0161en\u00ed konflikt\u016f a odm\u00edt\u00e1 vm\u011b\u0161ov\u00e1n\u00ed, sankce a hegemonismus.<\/p><p>Tato m\u00edrov\u00e1 prohl\u00e1\u0161en\u00ed jsou v\u0161ak v p\u0159\u00edkr\u00e9m kontrastu s vojenskou trajektori\u00ed \u010c\u00edny. Jej\u00ed <strong>obrann\u00fd rozpo\u010det je druh\u00fdm nejv\u011bt\u0161\u00edm na sv\u011bt\u011b<\/strong>, s p\u0159edpokl\u00e1dan\u00fdm n\u00e1r\u016fstem 7,5% v roce 2025 a s projektem modernizace za c\u00edlem dos\u00e1hnout do roku 2049 \u201e<a href=\"https:\/\/www.gisreportsonline.com\/r\/china-military-expansion\/\" target=\"_blank\" rel=\"noopener\">arm\u00e1dy sv\u011btov\u00e9 t\u0159\u00eddy<\/a>\u201c.<\/p><p>Dokument obhajuje mezin\u00e1rodn\u00ed syst\u00e9m, jeho\u017e j\u00e1drem je OSN a v n\u011bm\u017e ji\u017e \u010c\u00edna v\u00fdrazn\u011b roz\u0161\u00ed\u0159ila sv\u016fj vliv. Zem\u011b v\u0161ak z\u00e1rove\u0148 prohlubuje sv\u00e9 \u201eneomezen\u00e9\u201c strategick\u00e9 partnerstv\u00ed s Ruskem, p\u0159esto\u017ee Rusko vede agresivn\u00ed v\u00e1lku na Ukrajin\u011b. Peking prohla\u0161uje, \u017ee toto partnerstv\u00ed bude pokra\u010dovat \u201ebez ohledu na n\u00e1zory t\u0159et\u00edch stran\u201c.<\/p><p>O <strong>Evrop\u011b<\/strong> se dokument zmi\u0148uje jen kr\u00e1tce, zejm\u00e9na v kontextu spole\u010dn\u00e9ho \u00fasil\u00ed v oblasti klimatu, co\u017e nazna\u010duje omezen\u00fd strategick\u00fd v\u00fdznam Evropy v o\u010d\u00edch Pekingu. \u010c\u00edna se naopak prezentuje jako \u201ebudovatel m\u00edru\u201c v zem\u00edch glob\u00e1ln\u00edho Jihu a na Bl\u00edzk\u00e9m v\u00fdchod\u011b.<\/p><p>Na dom\u00e1c\u00ed \u00farovni b\u00edl\u00e1 kniha zd\u016fraz\u0148uje <strong>\u201epolitickou bezpe\u010dnost\u201c<\/strong> a obranu socialismu s \u010d\u00ednsk\u00fdmi rysy, co\u017e je pro \u00fast\u0159edn\u00ed roli KS \u010c\u00edny kl\u00ed\u010dov\u00e9. D\u00e1le se zab\u00fdv\u00e1 reformami \u010d\u00ednsk\u00e9ho syst\u00e9mu n\u00e1rodn\u00ed bezpe\u010dnosti s\u00a0centr\u00e1ln\u00ed rol\u00ed <strong>\u00dast\u0159edn\u00ed komise pro n\u00e1rodn\u00ed bezpe\u010dnost<\/strong> (\u4e2d\u592e\u570b\u5bb6\u5b89\u5168\u59d4\u54e1\u6703), kter\u00e9 je\u0161t\u011b v\u00edce soust\u0159ed\u00ed moc v\u00a0rukou KS \u010c\u00edny.<\/p><h2>\u00a0<\/h2><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p>Je to poprv\u00e9, co \u010c\u00edna vydala komplexn\u00ed strategick\u00fd dokument podobn\u00fd n\u00e1rodn\u00edm bezpe\u010dnostn\u00edm strategi\u00edm, kter\u00e9 typicky vyd\u00e1vaj\u00ed spojeneck\u00e9 zem\u011b v r\u00e1mci NATO. Dokument m\u00e1 v\u00edcero \u00fa\u010del\u016f. Zd\u016fvod\u0148uje dominantn\u00ed roli KS \u010c\u00edny ve v\u0161ech z\u00e1le\u017eitostech n\u00e1rodn\u00ed bezpe\u010dnosti, reaguje obvin\u011bn\u00ed ze strany z\u00e1padn\u00edch zem\u00ed, \u017ee \u010c\u00edna p\u0159edstavuje hrozbu, obhajuje pozici \u010c\u00edny jako glob\u00e1ln\u00edho poskytovatele bezpe\u010dnosti a propaguje narativ \u010c\u00edny jako m\u00edrov\u00e9, moudr\u00e9 a technologicky vysp\u011bl\u00e9 supervelmoci.<\/p><p>V tomto l\u00edbiv\u00e9m a pe\u010dliv\u011b formulovan\u00e9m textu je v\u0161ak t\u0159eba \u010d\u00edst mezi \u0159\u00e1dky. \u010c\u00edna sice tvrd\u00ed, \u017ee chr\u00e1n\u00ed m\u00edr, z\u00e1rove\u0148 se v\u0161ak p\u0159ipravuje na eventualitu rozs\u00e1hl\u00e9ho vojensk\u00e9ho konfliktu. Zat\u00edmco obvi\u0148uje ostatn\u00ed z glob\u00e1ln\u00ed nestability, podporuje agresory, jako je Rusko.<\/p><p>Tato b\u00edl\u00e1 kniha nen\u00ed jen strategick\u00fdm dokumentem, ale i sou\u010d\u00e1st\u00ed snah o p\u0159etvo\u0159en\u00ed glob\u00e1ln\u00edho narativu: rozmaz\u00e1v\u00e1 hranice mezi pravdou a m\u00fdtem s c\u00edlem p\u0159epsat kolektivn\u00ed pam\u011b\u0165 a sv\u011btov\u00e9 d\u011bjiny.
