P\u0159esto\u017ee se jej \u00fa\u010dastn\u00ed 194 \u010dlensk\u00fdch st\u00e1t\u016f, <strong>jeden hlas z\u016fstane nad\u00e1le uml\u010den<\/strong>. Hlas <strong>Tchaj-wanu<\/strong>. Navzdory jeho d\u016fle\u017eit\u00e9mu p\u0159\u00ednosu pro <strong>glob\u00e1ln\u00ed ve\u0159ejn\u00e9 zdravotnictv\u00ed<\/strong> a rozs\u00e1hl\u00e9 expert\u00edze v\u00a0<strong>oblasti demokratick\u00e9 spr\u00e1vy a pokro\u010dil\u00fdch technologi\u00ed<\/strong> bude <strong>Tchaj-wan z WHA <\/strong><a href=\"https:\/\/www.taiwantoday.tw\/Politics\/Top-News\/253362\/MOFA-decries-WHA%25E2%2580%2599s-continued-exclusion-of-Taiwan\" target=\"_blank\" rel=\"noopener\"><strong>vylou\u010den<\/strong><\/a> ji\u017e dev\u00e1t\u00fdm rokem v \u0159ad\u011b. Mezi lety 2009 a 2016 m\u011bl sice Tchaj-wan <strong>status pozorovatele<\/strong>, av\u0161ak kv\u016fli <strong>rostouc\u00ed agresivit\u011b \u010c\u00edny (\u010cLR)<\/strong> a vyu\u017e\u00edv\u00e1n\u00ed <strong>boje pr\u00e1vn\u00edmi prost\u0159edky<\/strong> k omezen\u00ed mezin\u00e1rodn\u00edho prostoru Tchaj-wanu \u2013 v\u010detn\u011b <strong>p\u0159ekrucov\u00e1n\u00ed rezoluce \u010d. 2758 Valn\u00e9ho shrom\u00e1\u017ed\u011bn\u00ed OSN<\/strong> \u2013 ji\u017e znovu p\u0159izv\u00e1n nebyl.<\/p><h2>\u00a0<\/h2><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p>B\u011bhem pandemie COVID-19 <strong>Tchaj-wan prok\u00e1zal mimo\u0159\u00e1dnou odolnost <\/strong>sv\u00e9ho syst\u00e9mu ve\u0159ejn\u00e9ho zdravotnictv\u00ed a z\u00e1rove\u0148 <strong>v reakci na pandemickou krizi<\/strong> <strong>podpo\u0159il \u0159adu zem\u00ed<\/strong> po cel\u00e9m sv\u011bt\u011b, v\u010detn\u011b t\u011bch evropsk\u00fdch. Zde je t\u0159eba zm\u00ednit zejm\u00e9na \u00fasp\u011b\u0161nou <strong>kampa\u0148 #TaiwanCanHelp<\/strong>, kter\u00e1 zahrnovala <strong>rychlou pomoc <\/strong><a href=\"https:\/\/x.com\/vonderleyen\/status\/1245399247232684034\" target=\"_blank\" rel=\"noopener\"><strong>Evropsk\u00e9 unii<\/strong><\/a> v podob\u011b tolik pot\u0159ebn\u00fdch ochrann\u00fdch pom\u016fcek a <a href=\"https:\/\/ocacnews.net\/article\/273577\" target=\"_blank\" rel=\"noopener\"><strong>dar<\/strong><\/a> <strong>linek na v\u00fdrobu rou\u0161ek \u010cesk\u00e9 republice<\/strong>. P\u0159\u00ednos Tchaj-wanu ke glob\u00e1ln\u00edm snah\u00e1m v oblasti ve\u0159ejn\u00e9ho zdravotnictv\u00ed v\u0161ak <a href=\"https:\/\/thediplomat.com\/2020\/04\/taiwans-health-diplomacy-didnt-start-with-the-covid-19-crisis\/\" target=\"_blank\" rel=\"noopener\">neza\u010dal a\u017e s pandemi\u00ed<\/a>. Ji\u017e d\u0159\u00edve se tento ostrovn\u00ed st\u00e1t stal <strong>l\u00eddrem<\/strong> <strong>v\u00a0<\/strong><a href=\"https:\/\/www.taipeitimes.com\/News\/taiwan\/archives\/2005\/01\/10\/2003218783\" target=\"_blank\" rel=\"noopener\"><strong>oblasti boje<\/strong><\/a><strong> proti mal\u00e1rii,<\/strong> v\u010detn\u011b velmi \u00fasp\u011b\u0161n\u00e9 kampan\u011b na eradikaci t\u00e9to nemoci na <strong>Svat\u00e9m Tom\u00e1\u0161i a Princov\u011b ostrov\u011b<\/strong>, kde se poda\u0159ilo sn\u00ed\u017eit <a href=\"https:\/\/malariajournal.biomedcentral.com\/articles\/10.1186\/1475-2875-9-26\" target=\"_blank\" rel=\"noopener\">v\u00fdskyt mal\u00e1rie<\/a> z 50 procent v roce 2003 na 1,01 procenta v roce 2015. P\u0159esto v\u0161ak tato africk\u00e1 zem\u011b v roce 2016 <a href=\"https:\/\/www.rtp.pt\/noticias\/mundo\/taiwan-diz-que-sao-tome-e-principe-pediu-quantia-astronomica-em-apoio-financeiro_n970824\" target=\"_blank\" rel=\"noopener\">ukon\u010dila<\/a> diplomatick\u00e9 vztahy s Tchaj-wanem, aby m\u00edsto toho nav\u00e1zala vztahy s \u010cLR.<\/p><p>\u010c\u00ednsk\u00e9 snahy zablokovat roli Tchaj-wanu jako pozorovatele v r\u00e1mci WHA jsou sou\u010d\u00e1st\u00ed \u0161ir\u0161\u00ed <strong>kampan\u011b boje pr\u00e1vn\u00edmi prost\u0159edky<\/strong> (tzv<em>. <\/em><a href=\"https:\/\/europeanvalues.cz\/en\/distortion-of-un-resolution-2758-and-chinas-legal-warfare\/\" target=\"_blank\" rel=\"noopener\"><em>lawfare<\/em><\/a>), kterou Peking vede s c\u00edlem <strong>omezit prostor Tchaj-wanu na mezin\u00e1rodn\u00edm poli<\/strong>. Jde o sou\u010d\u00e1st doktr\u00edny <strong><em>\u201etroj\u00edho zp\u016fsobu veden\u00ed boje\u201c<\/em><\/strong> (\u4e09\u7a2e\u6230\u722d) \u010c\u00ednsk\u00e9 lidov\u00e9 osvobozeneck\u00e9 arm\u00e1dy (\u010cLOA) \u2013 tedy doktr\u00edny neozbrojen\u00e9ho boje kombinuj\u00edc\u00edho psychologick\u00fd boj, boj o ve\u0159ejn\u00e9 m\u00edn\u011bn\u00ed a boj pr\u00e1vn\u00edmi prost\u0159edky, jej\u00edm\u017e c\u00edlem je vytvo\u0159it pro \u010c\u00ednu <strong>informa\u010dn\u00ed p\u0159evahu<\/strong>. Kl\u00ed\u010dov\u00fdm c\u00edlem t\u00e9to politick\u00e9 v\u00e1lky je ovlivnit, <strong>jak sv\u011btov\u00e1 ve\u0159ejnost vn\u00edm\u00e1 <em>tchajwanskou ot\u00e1zku <\/em>a hovo\u0159\u00ed o n\u00ed.<\/strong> <strong>P\u0159ekrucov\u00e1n\u00ed v\u00fdznamu rezoluce OSN \u010d. 2758<\/strong> je pro Peking v tomto \u00fasil\u00ed z\u00e1sadn\u00edm n\u00e1strojem.<\/p><p>Rezoluce m\u00e1 pouze 155 slov a <strong>\u201eTchaj-wan\u201c mezi nimi nenajdeme<\/strong>. Dokument p\u0159ijat\u00fd v roce 1971 pouze p\u0159evedl \u010d\u00ednsk\u00e9 k\u0159eslo v OSN z \u201e<em>reprezentant\u016f \u010cankaj\u0161ka<\/em>\u201c na \u010c\u00ednskou lidovou republiku. <strong>Ne\u0159e\u0161\u00ed ot\u00e1zku suverenity Tchaj-wanu<\/strong>, ani nezakazuje \u00fa\u010dast ostrovn\u00edho st\u00e1tu v mezin\u00e1rodn\u00edch organizac\u00edch. P\u0159esto <strong>Peking v\u00fdznam rezoluce p\u0159ekrucuje a zam\u011b\u0148uje<\/strong> ji za jednostrann\u00fd <strong>princip jedn\u00e9 \u010c\u00edny<\/strong>, kter\u00fd fale\u0161n\u011b vykresluje Tchaj-wan jako \u010d\u00ednskou provincii, je\u017e se do mezin\u00e1rodn\u00edch organizac\u00ed nem\u016f\u017ee \u017e\u00e1dn\u00fdm zp\u016fsobem zapojit. B\u011bhem lo\u0148sk\u00e9ho 77. zased\u00e1n\u00ed WHA se z\u00e1stupce <strong>Kuby<\/strong> v\u00fdslovn\u011b <a href=\"https:\/\/apps.who.int\/gb\/ebwha\/pdf_files\/WHA77-REC3\/A77_REC3_Interactive_en.pdf\" target=\"_blank\" rel=\"noopener\">odvol\u00e1val<\/a> na rezoluci OSN \u010d. 2758, aby od\u016fvodnil postoj Havany proti \u00fa\u010dasti Tchaj-wanu na tomto zased\u00e1n\u00ed. V p\u0159edchoz\u00edm roce <a href=\"https:\/\/pakungeneva.pk\/wp-content\/uploads\/2025\/01\/Statement-on-Taiwan-at-76th-WHA-21-May-2023.pdf\" target=\"_blank\" rel=\"noopener\">vydal<\/a> podobn\u00e9 prohl\u00e1\u0161en\u00ed tak\u00e9 z\u00e1stupce <strong>P\u00e1kist\u00e1nu.<\/strong><\/p><h2>\u00a0<\/h2><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p>P\u0159esto\u017ee v\u011bt\u0161ina sv\u011bta dnes pandemii COVID-19 vn\u00edm\u00e1 pouze retrospektivn\u011b, tato krize nepopirateln\u011b odhalila <strong>zranitelnost<\/strong> na\u0161ich <strong>syst\u00e9m\u016f ve\u0159ejn\u00e9ho zdravotnictv\u00ed, soci\u00e1ln\u00edch syst\u00e9m\u016f i ekonomiky.<\/strong> Z\u00e1rove\u0148 pouk\u00e1zala na <strong>\u00fazk\u00e9 spojen\u00ed ve\u0159ejn\u00e9ho zdravotnictv\u00ed a n\u00e1rodn\u00ed bezpe\u010dnosti<\/strong> \u2013 v p\u0159\u00edpadech zahrnuj\u00edc\u00edch <a href=\"https:\/\/mv.gov.cz\/chh\/clanek\/coronavirus-an-overview-of-the-main-disinformation-narratives-in-the-czech-republic.aspx\" target=\"_blank\" rel=\"noopener\"><strong>dezinformace<\/strong><\/a> <strong>zahrani\u010dn\u00edho p\u016fvodu<\/strong> t\u00fdkaj\u00edc\u00ed se zvl\u00e1d\u00e1n\u00ed pandemie, jejich\u017e c\u00edlem bylo naru\u0161it d\u016fv\u011bru ve\u0159ejnosti v demokratick\u00e9 instituce, nebo v p\u0159\u00edpad\u011b kybernetick\u00fdch \u00fatok\u016f na kl\u00ed\u010dovou zdravotnickou infrastrukturu, jako byl nap\u0159\u00edklad <a href=\"https:\/\/cyberlaw.ccdcoe.org\/wiki\/Brno_University_Hospital_ransomware_attack_(2020)\" target=\"_blank\" rel=\"noopener\"><strong>\u00fatok<\/strong><\/a> <strong>ransomwaru na Fakultn\u00ed nemocnici Brno v roce 2020<\/strong>. Z tohoto d\u016fvodu, zat\u00edmco se \u010cLR sna\u017e\u00ed instrumentalizovat glob\u00e1ln\u00ed instituce ve\u0159ejn\u00e9ho zdravotnictv\u00ed k dosa\u017een\u00ed sv\u00fdch politick\u00fdch c\u00edl\u016f, <strong>v\u010detn\u011b pr\u00e1vn\u00edho a politick\u00e9ho<\/strong><a href=\"https:\/\/europeanvalues.cz\/en\/legal-anaconda-un-resolution-2758-and-taiwans-global-partnerships\/\" target=\"_blank\" rel=\"noopener\"><strong> zadu\u0161en\u00ed<\/strong><\/a><strong> Tchaj-wanu<\/strong> pod praporem <strong><em>Velk\u00e9ho znovuzrozen\u00ed \u010d\u00ednsk\u00e9ho n\u00e1roda (<\/em><\/strong><strong><em>\u4e2d\u83ef\u6c11\u65cf\u5049\u5927\u5fa9\u8208<\/em><\/strong><strong><em>),<\/em><\/strong> je podpora smyslupln\u00e9 \u00fa\u010dasti Tchaj-wanu ve f\u00f3rech jako WHA ot\u00e1zkou nejen hodnot, ale je i v n\u00e1rodn\u00edm z\u00e1jmu v\u0161ech demokratick\u00fdch st\u00e1t\u016f.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>Photo by Marcin Jerzewski, European Values Foto: Marcin Jerzewski, Evropsk\u00e9 hodnoty What is happening?
