Navzdory znepokojen\u00ed, kter\u00e9 vyjad\u0159uje fid\u017eijsk\u00e1 vl\u00e1da, <strong>z\u016fst\u00e1v\u00e1 tento probl\u00e9m nevy\u0159e\u0161en<\/strong>. Tyto opu\u0161t\u011bn\u00e9 lod\u011b, z nich\u017e v\u011bt\u0161inu \u00fadajn\u011b vlastn\u00ed <a href=\"https:\/\/islandtimes.org\/fijis-fishing-ship-graveyard-highlights-lax-pacific-dumping-controls\/\" target=\"_blank\" rel=\"noopener\">\u010d\u00ednsk\u00e9 subjekty<\/a>, nad\u00e1le ch\u00e1traj\u00ed a p\u0159edstavuj\u00ed tak <strong>nebezpe\u010d\u00ed pro plavbu<\/strong> aktivn\u00edch plavidel. Tak\u00e9 z nich unikaj\u00ed pohonn\u00e9 hmoty a dal\u0161\u00ed toxick\u00e9 l\u00e1tky, co\u017e <strong>ohro\u017euje k\u0159ehk\u00e9 mo\u0159sk\u00e9 prost\u0159ed\u00ed<\/strong>.<\/p><h2>\u00a0<\/h2><h2>Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2><p>Hotel Grand Pacific, s\u00eddl\u00edc\u00ed v historick\u00e9 budov\u011b z roku 1914, kter\u00fd byl kompletn\u011b zrekonstruov\u00e1n a znovuotev\u0159en v roce 2014, je \u010dasto ozna\u010dov\u00e1n za \u201e<a href=\"https:\/\/grandpacifichotel.com.fj\/history\/\" target=\"_blank\" rel=\"noopener\">Velkolepou starou d\u00e1mu Pacifiku<\/a>\u201c. Hotel je jedn\u00edm z nejpresti\u017en\u011bj\u0161\u00edch m\u00edst v Suv\u011b, nach\u00e1z\u00ed se na pob\u0159e\u017e\u00ed a nab\u00edz\u00ed host\u016fm n\u00e1dhern\u00fd v\u00fdhled na p\u0159\u00edstav hlavn\u00edho m\u011bsta a na zvln\u011bn\u00e9, syt\u011b zelen\u00e9 kopce Viti Levu, nejv\u011bt\u0161\u00edho fid\u017eijsk\u00e9ho ostrova. Podobn\u011b, jako je tomu na mnoha jin\u00fdch m\u00edstech v bl\u00edzkosti p\u0159\u00edstavu, ani odsud v\u0161ak nelze p\u0159ehl\u00e9dnout <strong>shluk reziv\u011bj\u00edc\u00edch lod\u00ed<\/strong>, kter\u00e9 zde byly neleg\u00e1ln\u011b zanechan\u00e9 a nyn\u00ed se pozvolna rozpadaj\u00ed.<\/p><p>V sou\u010dasn\u00e9 dob\u011b se zde nach\u00e1z\u00ed <a href=\"https:\/\/www.rnz.co.nz\/news\/pacific\/544511\/fiji-s-fishing-ship-graveyard-highlights-lax-pacific-dumping-controls\" target=\"_blank\" rel=\"noopener\">25 opu\u0161t\u011bn\u00fdch plavidel<\/a>. Jejich po\u010det se sn\u00ed\u017eil z p\u016fvodn\u00edch 44, kdy\u017e n\u011bkte\u0159\u00ed z b\u00fdval\u00fdch majitel\u016f souhlasili, \u017ee \u0159\u00edzen\u00e9 potopen\u00ed sv\u00fdch lod\u00ed zafinancuj\u00ed. Zb\u00fdvaj\u00edc\u00edch 25 majitel\u016f to v\u0161ak odm\u00edtlo.<\/p><p>Lod\u011b se v p\u0159\u00edstavu <a href=\"https:\/\/maritime-executive.com\/article\/dozens-of-abandoned-shipwrecks-pose-safety-risks-in-fiji\" target=\"_blank\" rel=\"noopener\">za\u010daly hromadit<\/a> b\u011bhem pandemie COVID-19. M\u00edstn\u00ed rybolovn\u00e9 subjekty vin\u00ed <strong>p\u0159\u00edliv zahrani\u010dn\u00edch ryb\u00e1\u0159sk\u00fdch plavidel z v\u00fdchodn\u00ed Asie, zejm\u00e9na lod\u00ed dotovan\u00fdch \u010c\u00ednou<\/strong>, z devastace tichomo\u0159sk\u00fdch populac\u00ed ryb, co\u017e d\u011bl\u00e1 toto odv\u011btv\u00ed pro mnoho m\u00edstn\u00edch soukrom\u00fdch podnik\u016f ztr\u00e1tov\u00e9. Tichomo\u0159sk\u00e9 ostrovn\u00ed zem\u011b maj\u00ed <strong>jedny z nejv\u011bt\u0161\u00edch v\u00fdlu\u010dn\u00fdch ekonomick\u00fdch z\u00f3n (EEZ) na sv\u011bt\u011b<\/strong> \u2013 odpov\u00eddaj\u00ed <a href=\"https:\/\/pacificdata.org\/dashboard\/maritime-boundaries\" target=\"_blank\" rel=\"noopener\">20 % ploch EEZ<\/a> na cel\u00e9m sv\u011bt\u011b \u2013 a mnoh\u00e9 z nich jsou z\u00e1visl\u00e9 na p\u0159\u00edjmech z rybolovn\u00fdch oblast\u00ed, a\u0165 u\u017e z v\u00fdvozu ryb nebo z licencov\u00e1n\u00ed zahrani\u010dn\u00edch plavidel. Mnoh\u00e1 z t\u011bchto plavidel v\u0161ak nemaj\u00ed dosta\u010duj\u00edc\u00ed poji\u0161t\u011bn\u00ed, tak\u017ee jakmile p\u0159estanou b\u00fdt pou\u017e\u00edv\u00e1na, <strong>kon\u010d\u00ed opu\u0161t\u011bn\u00e1 v p\u0159\u00edstavech<\/strong>, jako je Suva, m\u00edsto toho, aby byla \u0159\u00e1dn\u011b vy\u0159azena z provozu. Komise pro rybolov v z\u00e1padn\u00edm a st\u0159edn\u00edm Tichomo\u0159\u00ed (WCPFC), kter\u00e1 koordinuje spr\u00e1vu rybolovn\u00fdch oblast\u00ed v regionu, <a href=\"https:\/\/islandtimes.org\/fijis-fishing-ship-graveyard-highlights-lax-pacific-dumping-controls\/\" target=\"_blank\" rel=\"noopener\">postr\u00e1d\u00e1<\/a> konkr\u00e9tn\u00ed politiku t\u00fdkaj\u00edc\u00ed se likvidace plavidel i p\u0159edpisy o poji\u0161t\u011bn\u00ed na odstra\u0148ov\u00e1n\u00ed vrak\u016f.<\/p><p>V z\u00e1padn\u00edm a st\u0159edn\u00edm Tichomo\u0159\u00ed m\u00e1 v <a href=\"https:\/\/islandtimes.org\/fijis-fishing-ship-graveyard-highlights-lax-pacific-dumping-controls\/\" target=\"_blank\" rel=\"noopener\">sou\u010dasnosti licenci<\/a> k rybolovu t\u00e9m\u011b\u0159 3 100 lod\u00ed, p\u0159i\u010dem\u017e nejv\u011bt\u0161\u00ed flotily na mo\u0159e vys\u00edlaj\u00ed \u010c\u00edna, Japonsko a Tchaj-wan.<\/p><p>Probl\u00e9m opou\u0161t\u011bn\u00fdch plavidel se dot\u00fdk\u00e1 se i samotn\u00fdch <strong>n\u00e1mo\u0159n\u00edk\u016f<\/strong>. <a href=\"https:\/\/www.itfseafarers.org\/en\/news\/2024-worst-year-record-seafarer-abandonment-says-itf\" target=\"_blank\" rel=\"noopener\">Podle<\/a> Mezin\u00e1rodn\u00ed federace pracovn\u00edk\u016f v doprav\u011b (ITF) se v roce 2024 meziro\u010dn\u011b <strong>zv\u00fd\u0161il po\u010det p\u0159\u00edpad\u016f<\/strong> <strong>\u201eopu\u0161t\u011bn\u00ed pos\u00e1dky\u201c<\/strong> \u2013 tj. p\u0159\u00edpad\u016f, kdy majitel\u00e9 lod\u00ed opust\u00ed plavidlo i jeho pos\u00e1dku \u2013 <strong>o 87 %<\/strong>. V\u011bt\u0161ina t\u011bchto incident\u016f se t\u00fdk\u00e1 lod\u00ed pluj\u00edc\u00edch pod vlajkami jin\u00e9 zem\u011b, ne\u017e ve kter\u00e9 s\u00eddl\u00ed majitel plavidla (tzv. <em>flag of convenience<\/em>, FOC). Mezi hlavn\u00ed p\u0159\u00ed\u010diny opu\u0161t\u011bn\u00ed pos\u00e1dky pat\u0159\u00ed <strong>slab\u00e9 prosazov\u00e1n\u00ed<\/strong> pracovn\u00edch p\u0159edpis\u016f a <strong>nedostate\u010dn\u00e1 reakce<\/strong> ze strany st\u00e1t\u016f, kde je plavidlo registrovan\u00e9, nebo st\u00e1t\u016f, v jejich\u017e p\u0159\u00edstavu kotv\u00ed, jako\u017eto i\u00a0 <strong>chyb\u011bj\u00edc\u00ed poji\u0161t\u011bn\u00ed plavidla<\/strong> a neochota <strong>majitel\u016f lod\u00ed p\u0159iznat<\/strong>, \u017ee <strong>je se \u010dleny pos\u00e1dky <\/strong><a href=\"https:\/\/www.nautilusint.org\/en\/news-insight\/telegraph\/abandonment-issues-when-a-maritime-connection-is-severed\/\" target=\"_blank\" rel=\"noopener\"><strong>\u0161patn\u011b<\/strong><\/a><strong> zach\u00e1zeno<\/strong>, a tento probl\u00e9m \u0159e\u0161it.<\/p><h2>\u00a0<\/h2><h2>Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2><p>Opou\u0161t\u011bn\u00ed lod\u00ed na mo\u0159i se st\u00e1v\u00e1 <strong>v\u00e1\u017enou kriz\u00ed n\u00e1mo\u0159n\u00edho pr\u016fmyslu<\/strong>. Zp\u016fsobuje jak <strong>nebezpe\u010d\u00ed pro plavbu<\/strong>, tak <strong>naru\u0161en\u00ed \u017eivotn\u00edho prost\u0159ed\u00ed<\/strong>. V posledn\u00edch letech byly bez dozoru na mo\u0159i zanech\u00e1ny stovky plavidel, co\u017e ohro\u017euje glob\u00e1ln\u00ed n\u00e1mo\u0159n\u00ed trasy, mo\u0159sk\u00e9 ekosyst\u00e9my i samotn\u00e9 n\u00e1mo\u0159n\u00edky. P\u0159esto\u017ee ITF a Mezin\u00e1rodn\u00ed n\u00e1mo\u0159n\u00ed organizace (IMO) vyzvaly <a href=\"https:\/\/www.marinelink.com\/news\/abandoned-ships-sea-a-worsening-crisis-521837\" target=\"_blank\" rel=\"noopener\">k p\u0159\u00edsn\u011bj\u0161\u00edm trest\u016fm<\/a> a v\u011bt\u0161\u00ed odpov\u011bdnosti majitel\u016f lod\u00ed, kte\u0159\u00ed sv\u00e1 plavidla opou\u0161t\u011bj\u00ed, pokrok v t\u00e9to oblasti z\u016fst\u00e1v\u00e1 dosud omezen\u00fd.<\/p><p>Vin\u00edkem probl\u00e9mu, kter\u00fd m\u00e1 Fid\u017ei s opu\u0161t\u011bn\u00fdmi plavidly, jsou p\u0159edev\u0161\u00edm bezohledn\u00ed provozovatel\u00e9, kte\u0159\u00ed zneu\u017e\u00edvaj\u00ed <strong>slab\u00fdch pr\u00e1vn\u00edch p\u0159edpis\u016f<\/strong> a <strong>nedostate\u010dn\u00fdch kapacit n\u011bkter\u00fdch st\u00e1t\u016f<\/strong> ji\u017en\u00edho Tichomo\u0159\u00ed. Ukazuje se, \u017ee <strong>v mezin\u00e1rodn\u00edm n\u00e1mo\u0159n\u00edm pr\u00e1vu existuj\u00ed nejasn\u011b vymezen\u00e9 oblasti<\/strong>, kv\u016fli kter\u00fdm v regionu z\u016fst\u00e1v\u00e1 nezn\u00e1m\u00e9 mno\u017estv\u00ed opu\u0161t\u011bn\u00fdch vrak\u016f.<\/p><p>Je pozoruhodn\u00e9, \u017ee mnoho tichomo\u0159sk\u00fdch ostrovn\u00edch zem\u00ed \u2013 v\u010detn\u011b Fid\u017ei, Kiribati, Mikron\u00e9sie, Nov\u00e9ho Z\u00e9landu, Papuy-Nov\u00e9 Guineje, Samoy a Vanuatu \u2013 <strong>nen\u00ed signat\u00e1\u0159i <\/strong><a href=\"https:\/\/treaties.un.org\/Pages\/showDetails.aspx?objid=080000028053c3a0\" target=\"_blank\" rel=\"noopener\"><strong>Nairobsk\u00e9 mezin\u00e1rodn\u00ed \u00famluvy o odstra\u0148ov\u00e1n\u00ed vrak\u016f<\/strong><\/a>, kterou dosud podepsalo 70 zem\u00ed. P\u0159istoupen\u00ed Fid\u017ei k t\u00e9to \u00famluv\u011b by znamenalo <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/sunk-costs-pacific-shipwrecks-urgent-call-nairobi-convention\" target=\"_blank\" rel=\"noopener\">d\u016fle\u017eit\u00fd regula\u010dn\u00ed krok<\/a>, kter\u00fd by zemi usnadnil vytvo\u0159en\u00ed jasn\u00e9ho pr\u00e1vn\u00edho r\u00e1mce pro nakl\u00e1d\u00e1n\u00ed s opu\u0161t\u011bn\u00fdmi plavidly a poskytl j\u00ed transparentn\u011bj\u0161\u00ed zp\u016fsoby vym\u00e1h\u00e1n\u00ed od\u0161kodn\u011bn\u00ed.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>Photo: Olimpia Kot Foto: Olimpia Kot What is happening?
