Tchaj-wan, kter\u00fd se sna\u017e\u00ed posilovat sv\u00e9 mezin\u00e1rodn\u00ed vystupov\u00e1n\u00ed d\u00edky z\u00e1vazku k demokratick\u00fdm hodnot\u00e1m<\/a> a siln\u00fdm iniciativ\u00e1m v oblasti transparentnosti<\/a>, nyn\u00ed \u010del\u00ed \u0159ad\u011b korup\u010dn\u00edch skand\u00e1l\u016f. P\u0159edstavitel\u00e9 v\u0161ech t\u0159\u00ed hlavn\u00edch politick\u00fdch stran v sou\u010dasnosti \u010del\u00ed kontrole ze strany \u00fa\u0159ad\u016f i \u0161irok\u00e9 ve\u0159ejnosti.<\/strong> Vzhledem k tomu, \u017ee situace kolem p\u0159\u00edpad\u016f se st\u00e1le vyv\u00edj\u00ed, je nyn\u00ed obt\u00ed\u017en\u00e9 pln\u011b vyhodnotit dopad t\u011bchto korup\u010dn\u00edch vy\u0161et\u0159ov\u00e1n\u00ed na budouc\u00ed \u017eivotaschopnost tchajwansk\u00fdch hlavn\u00edch politick\u00fdch stran. Za zm\u00ednku ka\u017edop\u00e1dn\u011b stoj\u00ed rozs\u00e1hlost korup\u010dn\u00edch vy\u0161et\u0159ov\u00e1n\u00ed. Ty maj\u00ed potenci\u00e1l podkopat d\u016fv\u011bru ve\u0159ejnosti ve vl\u00e1dn\u00ed instituce.<\/p>

Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2>

V \u010dervenci byl zat\u010den<\/a> b\u00fdval\u00fd vicepremi\u00e9r \u010cen Wen-cchan (\u912d\u6587\u71e6) z Demokratick\u00e9 pokrokov\u00e9 strany (DPP) za \u00fadajnou korupci b\u011bhem sv\u00e9ho osmilet\u00e9ho p\u016fsoben\u00ed ve funkci starosty m\u011bsta Tchao-j\u00fcan. Tento m\u011bs\u00edc byl v r\u00e1mci vy\u0161et\u0159ov\u00e1n\u00ed korupce p\u0159edvol\u00e1n<\/a> k v\u00fdslechu z\u00e1konod\u00e1rce Sra Kacaw (\u912d\u5929\u8ca1) z Kuomintangu a jeho kancel\u00e1\u0159 v Legislativn\u00edm Dvo\u0159e byla prohled\u00e1na. \u0160ok v\u00a0cel\u00e9 zemi zp\u016fsobilo tak\u00e9 zadr\u017een\u00ed Kche Wen-\u010deho (\u67ef\u6587\u54f2), b\u00fdval\u00e9ho starosty Tchaj-peje a p\u0159edsedy Tchajwansk\u00e9 lidov\u00e9 strany (TPP).<\/p>

I kdy\u017e je d\u016fle\u017eit\u00e9 zd\u016fraznit, \u017ee vysoce postaven\u00ed politici ze v\u0161ech t\u0159\u00ed hlavn\u00edch stran jsou p\u0159edm\u011btem r\u016fzn\u00fdch korup\u010dn\u00edch vy\u0161et\u0159ov\u00e1n\u00ed, p\u0159\u00edpad vznesen\u00fd proti Kche Wen-\u010demu vzbudil zvl\u00e1\u0161tn\u00ed pozornost<\/strong>. TPP dos\u00e1hla v parlamentn\u00edch a prezidentsk\u00fdch volb\u00e1ch v lednu 2024 neb\u00fdval\u00e9ho volebn\u00edho \u00fasp\u011bchu. Kche sice prezidentsk\u00e9 volby nevyhr\u00e1l, ale <\/strong>z\u00edskal<\/strong><\/a> v\u00edce ne\u017e 26 % hlas\u016f, co\u017e je pro kandid\u00e1ta t\u0159et\u00ed strany historick\u00e9 maximum.<\/strong> Jeho strana rovn\u011b\u017e z\u00edskala osm k\u0159esel v z\u00e1konod\u00e1rn\u00e9m sboru, \u010d\u00edm\u017e se stala v parlamentu \u201ekritickou men\u0161inou<\/a>\u201c. Pozoruhodn\u00e9 je, \u017ee Kche v r\u00e1mci sv\u00e9ho volebn\u00edho programu prosazoval slib \u201e\u010dist\u00e9 politiky\u201c a sl\u00edbil, \u017ee se bude vyh\u00fdbat zkorumpovan\u00e9 politice pen\u011bz v t\u00e1borech modr\u00fdch (KMT) a zelen\u00fdch (DPP). Kcheho zat\u010den\u00ed je p\u0159inejmen\u0161\u00edm druhou velkou ranou pro nezkorumpovanou pov\u011bst TPP <\/strong>pot\u00e9, co byla starostka m\u011bsta Sin-\u010du, Ann Kao (\u9ad8\u8679\u5b89), koncem \u010dervence odvol\u00e1na z funkce a odsouzena<\/a> k\u00a0trestu odn\u011bt\u00ed svobody pot\u00e9, co byla shled\u00e1na vinnou ze zpronev\u011bry ve\u0159ejn\u00fdch financ\u00ed. V d\u016fsledku toho je ohro\u017eena budouc\u00ed \u017eivotaschopnost relativn\u00edho nov\u00e1\u010dka na tchajwansk\u00e9 politick\u00e9 sc\u00e9n\u011b.<\/p>

Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2>

Podobn\u011b jako zem\u011b st\u0159edn\u00ed a v\u00fdchodn\u00ed Evropy je Tchaj-wan pova\u017eov\u00e1n za <\/strong>demokracii t\u0159et\u00ed vlny<\/strong><\/a>.<\/strong> Proces demokratick\u00e9 konsolidace, kter\u00fd zapo\u010dal koncem 90. let 20. stolet\u00ed, umo\u017enil Tchaj-wanu st\u00e1t se jedn\u00edm z nejzdrav\u011bj\u0161\u00edch a nejl\u00e9pe prosperuj\u00edc\u00edch demokratick\u00fdch re\u017eim\u016f. Na po\u010d\u00e1tku nov\u00e9ho tis\u00edcilet\u00ed se image \u201epan-zelen\u00e9ho\u201c t\u00e1bora (strany podporuj\u00edc\u00ed suverenitu, kter\u00e9 se zdr\u00e1haj\u00ed usilovat o u\u017e\u0161\u00ed vztahy s \u010c\u00ednou) dramaticky zhor\u0161ila v d\u016fsledku korup\u010dn\u00edch skand\u00e1l\u016f ve vl\u00e1d\u011b \u010cchen \u0160uej-piena (\u9673\u6c34\u6241) a probl\u00e9m klientelismu<\/a> v lok\u00e1ln\u00edch volb\u00e1ch d\u00e1le p\u0159etrv\u00e1v\u00e1. Celkov\u00e9 zvl\u00e1d\u00e1n\u00ed politick\u00e9 korupce na Tchaj-wanu se v\u0161ak zlep\u0161ilo, co\u017e se odr\u00e1\u017e\u00ed v um\u00edst\u011bn\u00ed zem\u011b v indexu vn\u00edm\u00e1n\u00ed korupce<\/a> organizace Transparency International \u2013 v posledn\u00edm vyd\u00e1n\u00ed indexu se zem\u011b um\u00edstila na 28. m\u00edst\u011b na sv\u011bt\u011b se sk\u00f3re 67\/100. P\u0159etrv\u00e1vaj\u00edc\u00ed korup\u010dn\u00ed skand\u00e1ly tak mohou negativn\u011b ovlivnit mezin\u00e1rodn\u00ed pov\u011bst Tchaj-wanu jako z\u00e1\u0159n\u00e9ho dobr\u00e9ho p\u0159\u00edkladu transparentnosti a \u0159\u00e1dn\u00e9 spr\u00e1vy v\u011bc\u00ed ve\u0159ejn\u00fdch mezi dal\u0161\u00edmi zem\u011bmi asijsko-pacifick\u00e9ho regionu.<\/strong><\/p>

Ostrovn\u00ed zem\u011b vyu\u017eila sv\u00e9ho \u00fasp\u011b\u0161n\u00e9ho p\u0159\u00edb\u011bhu o zm\u00edrn\u011bn\u00ed korupce k roz\u0161\u00ed\u0159en\u00ed sv\u00e9ho mezin\u00e1rodn\u00edho dosahu. Tento trend ilustruj\u00ed ned\u00e1vn\u00e9 semin\u00e1\u0159e platformy Global Cooperation and Training Framework (GCTF) o prevenci korupce. Tchaj-wan, kter\u00fd je i nad\u00e1le vylou\u010den z OSN, uspo\u0159\u00e1dal<\/a> s\u00a0bl\u00ed\u017e\u00edc\u00edm se 20. v\u00fdro\u010d\u00edm \u00damluvy OSN proti korupci<\/em> (The United Nations Convention Against Corruption, UNCAC) workshop, jeho\u017e c\u00edlem bylo pos\u00edlit protikorup\u010dn\u00ed \u00fasil\u00ed v cel\u00e9m indo-pacifick\u00e9m regionu a ve sv\u011bt\u011b. V d\u016fsledku toho budou prob\u00edhaj\u00edc\u00ed korup\u010dn\u00ed vy\u0161et\u0159ov\u00e1n\u00ed politik\u016f ze v\u0161ech t\u0159\u00ed hlavn\u00edch stran pozorn\u011b sledovat nejen voli\u010di na Tchaj-wanu, ale i mezin\u00e1rodn\u00ed spole\u010denstv\u00ed.<\/strong> Je nezbytn\u00e9, aby byla dodr\u017eov\u00e1na pravidla pr\u00e1vn\u00edho st\u00e1tu a vy\u0161et\u0159ov\u00e1n\u00ed prob\u00edhalo v souladu se v\u0161emi p\u0159\u00edslu\u0161n\u00fdmi p\u0159edpisy a nejvy\u0161\u0161\u00edmi standardy transparentnosti, aby se zabr\u00e1nilo poskvrn\u011bn\u00ed pov\u011bsti Tchaj-wanu jako \u00fasp\u011b\u0161n\u00e9ho demokratick\u00e9ho st\u00e1tu.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"
