Tibetsk\u00fd duchovn\u00ed v\u016fdce m\u00e1 za sebou dlouhou historii kontakt\u016f s americk\u00fdmi p\u0159edstaviteli, v\u010detn\u011b prezident\u016f \u2013 od Jimmyho Cartera a\u017e po Baracka Obamu. Nicm\u00e9n\u011b nap\u0159\u00edklad Donald Trump se s\u00a0n\u00edm za sv\u00e9ho prezidentstv\u00ed nikdy nesetkal a od sv\u00e9ho n\u00e1stupu do funkce v roce 2021 se dalajl\u00e1ma zat\u00edm nesetkal<\/a> s\u00a0ani Joem Bidenem, kter\u00fd sv\u00e9ho p\u0159edch\u016fdce b\u011bhem kampan\u011b v\u00a0roce 2020 pr\u00e1v\u011b za tuto problematiku kritizoval. N\u011bkte\u0159\u00ed analytici se dokonce domn\u00edvaj\u00ed,<\/a> \u017ee nyn\u011bj\u0161\u00ed setk\u00e1n\u00ed z\u00e1konod\u00e1rc\u016f s dalajl\u00e1mou m\u00e1 kompenzovat neochotu Bidenovy administrativy ve\u0159ejn\u011b vyjad\u0159ovat Tibe\u0165an\u016fm podporu.<\/p>

Ve\u0161ker\u00e9 snahy podobn\u00e9ho charakteru v\u0161ak nar\u00e1\u017e\u00ed na tvrd\u00fd odpor ze strany KS \u010c\u00edny, kter\u00e1 pova\u017euje tuto ot\u00e1zku za <\/strong>fait accompli<\/em><\/strong><\/a>, co\u017e je postoj, kter\u00fd jde ruku v\u00a0ruce s\u00a0ofici\u00e1ln\u00ed stranickou lini\u00ed. Ta nap\u0159. l\u017eiv\u011b tvrd\u00ed<\/a>, \u017ee Tibet pat\u0159il \u010c\u00edn\u011b ji\u017e od nepam\u011bti a r\u00e1muje ve\u0161ker\u00e9 v\u00fdzvy k m\u00edrov\u00e9mu dialogu jako snahu Spojen\u00fdch st\u00e1t\u016f podkop\u00e1vat \u00fazemn\u00ed celistvost a vnit\u0159n\u00ed suverenitu \u010cLR. Tibetsk\u00e1 ot\u00e1zka je tak\u00e9 sou\u010d\u00e1st\u00ed tvrd\u00fdch opat\u0159en\u00ed proti \u00fasil\u00ed etnick\u00fdch men\u0161in o autonomii, v\u010detn\u011b obyvatel V\u00fdchodn\u00edho Turkest\u00e1nu.<\/p>

Z\u00a0tohoto d\u016fvodu Peking od roku 2010<\/a> s dalajl\u00e1mou a tibetskou exilovou vl\u00e1dou nevede \u017e\u00e1dn\u00e9 rozhovory a jako podm\u00ednku<\/a> pro dal\u0161\u00ed vyjedn\u00e1v\u00e1n\u00ed stanovil p\u0159istoupen\u00ed exilu na premisu, \u017ee Tibet byl historicky v\u017edy sou\u010d\u00e1st\u00ed \u010c\u00edny. Na takov\u00fd argument v\u0161ak dalajl\u00e1ma a \u00dast\u0159edn\u00ed tibetsk\u00e1 spr\u00e1va odm\u00edtaj\u00ed p\u0159istoupit<\/strong>. Nejen z toho d\u016fvodu, \u017ee je klamn\u00fd, ale tak\u00e9 proto, \u017ee by p\u0159edstavitel\u00e9 tibetsk\u00e9ho exilu mohli v\u00a0o\u010d\u00edch mezin\u00e1rodn\u00edho spole\u010denstv\u00ed ztratit jakoukoliv legitimitu.<\/p>

Nov\u011b schv\u00e1len\u00fd z\u00e1kon jde ruku v\u00a0ruce s\u00a0dlouhodobou politikou americk\u00e9 podpory n\u00e1rodn\u00edho sebeur\u010den\u00ed Tibe\u0165an\u016f. Za kl\u00ed\u010dov\u00e9 se pova\u017euje pr\u00e1v\u011b to, \u017ee se v\u00a0kontextu sou\u010dasn\u00e9 doby<\/strong> sna\u017e\u00ed reagovat zejm\u00e9na na propagandu a dezinformace<\/strong>, kter\u00e9 z\u00a0\u010cLR v\u00a0souvislosti s\u00a0tibetskou problematikou p\u0159ich\u00e1zej\u00ed. Jedn\u00e1 se, krom\u011b ji\u017e zm\u00edn\u011bn\u00fdch nepravdiv\u00fdch tvrzen\u00ed<\/a> o historick\u00e9 jednot\u011b Tibetu a \u010c\u00edny \u010di na\u0159\u010den\u00ed z\u00a0americk\u00fdch snah o odtr\u017een\u00ed V\u00fdchodn\u00edho Turkest\u00e1nu, tak\u00e9 o ot\u00e1zku dalajl\u00e1mova n\u00e1stupce. Na jeho dosazen\u00ed, jako\u017eto p\u0159edstavitele \u201eloutkov\u00e9 vl\u00e1dy v\u00a0Tibetu\u201c, si \u010cLR \u010din\u00ed n\u00e1rok a Spojen\u00e9 st\u00e1ty v\u00a0t\u00e9to souvislosti ji\u017e ozn\u00e1mily, \u017ee jak\u00fdkoliv v\u00fdb\u011br 15. dalajl\u00e1my ze strany Pekingu neuznaj\u00ed<\/a>. Za zm\u00ednku stoj\u00ed tak\u00e9 propagandistick\u00fd term\u00edn dalajl\u00e1mova klika<\/em><\/a>, kter\u00fd se v \u010d\u00ednsk\u00e9m politick\u00e9m diskurzu pou\u017e\u00edv\u00e1 pro ozna\u010den\u00ed skupiny p\u0159\u00edznivc\u016f kolem sou\u010dasn\u00e9 tibetsk\u00e9 exilov\u00e9 vl\u00e1dy. Peking se t\u00edmto term\u00ednem sna\u017e\u00ed nazna\u010dit, \u017ee jde sp\u00ed\u0161e o malou skupinu spiklenc\u016f, ne\u017e o legitimn\u00ed z\u00e1stupce tibetsk\u00e9ho lidu. Ta je vykreslov\u00e1na jako separatistick\u00e9 hnut\u00ed usiluj\u00edc\u00ed o odtr\u017een\u00ed Tibetu od \u010c\u00edny, a\u010dkoli ve skute\u010dnosti dalajl\u00e1ma usiluje<\/a> pouze o v\u011bt\u0161\u00ed autonomii. Tento term\u00edn je sou\u010d\u00e1st\u00ed \u0161ir\u0161\u00edho \u010d\u00ednsk\u00e9ho narativu, kter\u00fd tibetskou ot\u00e1zku r\u00e1muje z hlediska n\u00e1rodn\u00ed jednoty a \u00fazemn\u00ed celistvosti \u010cLR. Podobnou r\u00e9toriku \u010d\u00ednsk\u00e9 \u00fa\u0159ady pou\u017e\u00edvaj\u00ed k delegitimizaci dalajl\u00e1my a tibetsk\u00e9 exilov\u00e9 vl\u00e1dy a vykresluj\u00ed je sp\u00ed\u0161e jako rozvratnou frakci ne\u017e jako skute\u010dn\u00e9 hnut\u00ed za pr\u00e1va Tibe\u0165an\u016f na zachov\u00e1n\u00ed jejich vlastn\u00ed kultury.<\/p>

Pokud maj\u00ed m\u00edt americk\u00e9 snahy jakoukoliv \u0161anci na \u00fasp\u011bch, mus\u00ed z\u00edskat Ameri\u010dan\u00e9 i \u0161ir\u0161\u00ed sv\u011btov\u00e1 ve\u0159ejnost hlub\u0161\u00ed pov\u011bdom\u00ed o tom, jak\u00fdm zp\u016fsobem \u010c\u00edna o Tibetu referuje<\/strong> a jak\u00e9 r\u00e1mov\u00e1n\u00ed a r\u00e9toriku v\u00a0t\u00e9to souvislosti pou\u017e\u00edv\u00e1<\/strong>, aby je v\u00a0budoucnu p\u0159\u00edpadn\u011b nev\u011bdomky nep\u0159eb\u00edrala.
