Dne 2. \u00fanora 2024 se uskute\u010dnilo t\u0159et\u00ed ministersk\u00e9 f\u00f3rum zem\u00ed EU a Indo-Pacifiku<\/strong>, kter\u00e9 op\u011btovn\u011b zd\u016fraznilo, \u017ee indo-pacifick\u00fd region hraje v agend\u011b EU st\u00e1le d\u016fle\u017eit\u011bj\u0161\u00ed roli. Nicm\u00e9n\u011b navzdory tomu, \u017ee EU znovu vyzdvihla sv\u016fj z\u00e1vazek v\u016f\u010di zem\u00edm Indo-Pacifiku, jejich vztahy m\u016f\u017eou b\u00fdt v\u00fdrazn\u011b ovlivn\u011bny v\u00fdsledkem nadch\u00e1zej\u00edc\u00edch prezidentsk\u00fdch voleb v USA. <\/strong><\/p>

Dne 12. \u00fanora 2024 \u0161okoval Donald Trump Evropu <\/strong>sv\u00fdm prohl\u00e1\u0161en\u00edm<\/strong><\/a>, \u017ee pokud se stane prezidentem, tak nebude chr\u00e1nit spojence NATO, kte\u0159\u00ed nespl\u0148uj\u00ed z\u00e1vazek v\u00fddaj\u016f na obranu ve v\u00fd\u0161i 2 % HDP ro\u010dn\u011b, a \u017ee by naopak podpo\u0159il Rusko v jeho agresivn\u00edm chov\u00e1n\u00ed. Vzhledem k prob\u00edhaj\u00edc\u00ed v\u00e1lce na Ukrajin\u011b a v Gaze, vyvol\u00e1v\u00e1 potenci\u00e1ln\u00ed Trumpovo v\u00edt\u011bzstv\u00ed <\/strong>ot\u00e1zky<\/strong><\/a> ohledn\u011b \u00farovn\u011b priority a mno\u017estv\u00ed zdroj\u016f, kter\u00e9 bude moci EU pro oblast Indo-Pacifiku v\u00a0budoucnu vy\u010dlenit<\/strong>.\u00a0<\/p>

Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2>

Spole\u010dn\u00e1 strategie EU pro spolupr\u00e1ci v\u00a0Indo-Pacifiku byla poprv\u00e9 p\u0159edstavena<\/a> v roce 2021. Lze ji pova\u017eovat za reakci na p\u0159esun geopolitick\u00e9ho t\u011b\u017ei\u0161t\u011b a rostouc\u00ed hospod\u00e1\u0159sk\u00fd, bezpe\u010dnostn\u00ed, politick\u00fd a demografick\u00fd v\u00fdznam regionu. Krom\u011b toho se motivac\u00ed EU pos\u00edlit sv\u00e9 strategick\u00e9 zapojen\u00ed stalo tak\u00e9 s\u00edl\u00edc\u00ed soupe\u0159en\u00ed mezi USA a \u010c\u00ednou spolu s rostouc\u00ed asertivitou Pekingu v regionu.<\/p>

Implementace strategie<\/strong><\/a> v\u0161ak neprob\u00edhala zcela hladce.<\/strong> EU doposud nep\u0159edstavila jednotn\u00fd p\u0159\u00edstup<\/strong><\/a> a rozsah a m\u00edra implementace st\u00e1le do zna\u010dn\u00e9 m\u00edry z\u00e1vis\u00ed na jednotliv\u00fdch \u010dlensk\u00fdch st\u00e1tech. To br\u00e1n\u00ed zem\u00edm EU \u00fa\u010dinn\u011b \u0159e\u0161it jejich vz\u00e1jemn\u00e9 probl\u00e9my a chr\u00e1nit jejich z\u00e1jmy. Nav\u00edc zat\u00edmco EU ozna\u010duje Tchajwanskou \u00fa\u017einu, Jiho\u010d\u00ednsk\u00e9 mo\u0159e a V\u00fdchodo\u010d\u00ednsk\u00e9 mo\u0159e za oblasti z\u00e1sadn\u00edho v\u00fdznamu a z\u00e1rove\u0148 za hlavn\u00ed bezpe\u010dnostn\u00ed v\u00fdzvy, sou\u010dasn\u00e1 p\u0159\u00edtomnost EU se t\u00fdk\u00e1 p\u0159ev\u00e1\u017en\u011b Indick\u00e9ho oce\u00e1nu, co\u017e signalizuje zna\u010dn\u00fd rozpor<\/strong><\/a> mezi oblastmi s nejvy\u0161\u0161\u00ed prioritou a oblastmi, na kter\u00e9 jsou skute\u010dn\u011b vynakl\u00e1d\u00e1ny zdroje<\/strong>.<\/p>

Tyto probl\u00e9my<\/strong><\/a> se v p\u0159\u00edpad\u011b v\u00edt\u011bzstv\u00ed Donalda Trumpa v prezidentsk\u00fdch volb\u00e1ch v roce 2024 pravd\u011bpodobn\u011b je\u0161t\u011b zhor\u0161\u00ed.<\/strong> Trumpovo ned\u00e1vn\u00e9 prohl\u00e1\u0161en\u00ed p\u0159edstavuje pokra\u010dov\u00e1n\u00ed jeho p\u0159\u00edstupu b\u011bhem jeho prvn\u00edho prezidentstv\u00ed. Nicm\u00e9n\u011b zat\u00edmco mnoho \u010dlen\u016f EU a NATO ji\u017e za\u010dalo zvy\u0161ovat sv\u00e9 vojensk\u00e9 a obrann\u00e9 v\u00fddaje, Trumpova agresivn\u00ed r\u00e9torika, kter\u00e1 se m\u016f\u017ee brzy prom\u011bnit v realitu, by mohla EU dostat do nep\u0159\u00edjemn\u00e9 situace<\/a>. A\u010dkoli EU postupn\u011b z\u00edsk\u00e1v\u00e1 zp\u011bt svou \u00a0 autonomii, Trumpovo druh\u00e9 funk\u010dn\u00ed obdob\u00ed by mohlo p\u0159edstavovat skok, na kter\u00fd EU nen\u00ed p\u0159ipravena. <\/strong>St\u00e1ty EU tedy budou muset v ur\u010dit\u00e9 m\u00ed\u0159e vyva\u017eovat a stanovovat priority tak, aby mohly dodr\u017eet v\u0161echny sv\u00e9 povinnosti<\/strong> jak v bezprost\u0159edn\u00edm sousedstv\u00ed, tak i v\u00a0indo-pacifick\u00e9m regionu.<\/p>

Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2>

Indo-pacifick\u00fd region je pro EU d\u016fle\u017eit\u00fd jak z hospod\u00e1\u0159sk\u00e9ho hlediska, tak z hlediska vlastn\u00ed bezpe\u010dnosti. Pokud v\u0161ak Trump vyhraje sv\u00e9 druh\u00e9 funk\u010dn\u00ed obdob\u00ed, znamen\u00e1 pokra\u010duj\u00edc\u00ed v\u00e1lka na Ukrajin\u011b a v Gaze, \u017ee EU bude mo\u017en\u00e1 muset p\u0159eorientovat sv\u00e9 \u00fasil\u00ed na ot\u00e1zky bl\u00ed\u017ee k domovu<\/strong>. Z\u00a0tohoto hlediska se d\u00e1 \u0159\u00edci, \u017ee dokud bude v Evrop\u011b trvat v\u00e1lka, \u0161ance na hlub\u0161\u00ed a komplexn\u011bj\u0161\u00ed spolupr\u00e1ci s\u00a0Indo-Pacifikem bude mal\u00e1<\/strong>.<\/p>

Na druhou stranu by mohly rusk\u00e1 invaze na Ukrajinu a relativn\u011b vysok\u00e1 \u0161ance Trumpova v\u00edt\u011bzstv\u00ed poslou\u017eit Evrop\u011b jako v\u00fdzva k pos\u00edlen\u00ed strategick\u00e9 autonomie a <\/strong>diverzifikaci spolupr\u00e1ce<\/strong><\/a> \u2013 pop\u0159\u00edpad\u011b i se zem\u011bmi v\u00a0indo-pacifick\u00e9m regionu.<\/strong> Konkr\u00e9tn\u011bji \u0159e\u010deno, v\u011bt\u0161\u00ed anga\u017eovanost nap\u0159\u00edklad se \u010dleny ASEAN, Austr\u00e1li\u00ed, Ji\u017en\u00ed Koreou nebo Japonskem by mohla p\u0159in\u00e9st v\u011bt\u0161\u00ed strategickou autonomii a o\u017eivit glob\u00e1ln\u00ed multipolaritu.
