Po\u010d\u00e1te\u010dn\u00ed reakce Pekingu na svobodn\u00e9 a rovn\u00e9 volby na Tchaj-wanu byla pom\u011brn\u011b utlumen\u00e1<\/strong> \u2013 zejm\u00e9na ve srovn\u00e1n\u00ed s nap\u011bt\u00edm v pr\u016flivu kolem prvn\u00edch svobodn\u00fdch prezidentsk\u00fdch voleb na Tchaj-wanu v roce 1996 nebo ned\u00e1vn\u00e9 n\u00e1v\u0161t\u011bvy p\u0159edsedkyn\u011b Sn\u011bmovny reprezentant\u016f Spojen\u00fdch st\u00e1t\u016f Nancy Pelosi<\/a>. Nicm\u00e9n\u011b \u010cLR pokra\u010duje ve sv\u00e9 agresivn\u00ed r\u00e9torice<\/strong> a snaze omezit tchajwansk\u00fd mezin\u00e1rodn\u00ed prostor.<\/strong> Je proto d\u016fle\u017eit\u00e9 sledovat, zda se v kl\u00ed\u010dov\u00fdch p\u0159\u00ed\u0161t\u00edch \u010dty\u0159ech m\u011bs\u00edc\u00edch p\u0159ed inaugurac\u00ed Williama Laje (Lai Ching-te; \u8cf4\u6e05\u5fb7) v\u00a0ot\u00e1zce Tchaj-wanu znovu objev\u00ed \u201ediplomacie vl\u010d\u00edch v\u00e1le\u010dn\u00edk\u016f\u201c.<\/strong><\/p>

Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2>

Bezprecedentn\u00ed t\u0159et\u00ed prezidentsk\u00e9 obdob\u00ed pro Demokratickou pokrokovou stranu (DPP) nebylo pozitivn\u00ed zpr\u00e1vou pro \u010c\u00ednu, kter\u00e1 se sna\u017eila ovlivnit v\u00fdsledek n\u011bkolik m\u011bs\u00edc\u016f p\u0159ed samotn\u00fdmi volbami.<\/p>

Prvn\u00ed ofici\u00e1ln\u00ed koment\u00e1\u0159 k\u00a0v\u00fdsledk\u016fm tchajwansk\u00fdch voleb p\u0159i\u0161el 13. ledna, kdy mluv\u010d\u00ed St\u00e1tn\u00ed rady pro z\u00e1le\u017eitosti Tchaj-wanu \u010cchen Pin-chua (\u9673\u658c\u83ef) prohl\u00e1sil<\/a>, \u017ee navzdory sv\u00e9mu v\u00edt\u011bzstv\u00ed \u201eDemokratick\u00e1 pokrokov\u00e1 strana nereprezentuje mainstreamov\u00e9 ve\u0159ejn\u00e9 m\u00edn\u011bn\u00ed na ostrov\u011b.\u201c<\/em> \u010cchen pouk\u00e1zal na skute\u010dnost, \u017ee Kuomintang, kter\u00fd podporuje \u201enormalizaci\u201c vazeb na obou stran\u00e1ch \u00fa\u017einy, z\u00edskal v\u00edce k\u0159esel v\u00a0Legislativn\u00edm J\u00fcanu, tchajwansk\u00e9m jednokomorov\u00e9m z\u00e1konod\u00e1rn\u00e9m sboru. Peking vn\u00edm\u00e1 DPP jako \u201etchajwansk\u00e9 separatisty usiluj\u00edc\u00ed o nez\u00e1vislost\u201c<\/em> a odm\u00edt\u00e1 dialog s politiky p\u0159idru\u017een\u00fdmi k\u00a0t\u00e9to stran\u011b.<\/strong> Ve stejn\u00e9m prohl\u00e1\u0161en\u00ed \u010cchen Pin-chua vyj\u00e1d\u0159il ochotu \u010d\u00ednsk\u00e9 strany \u201epracovat s relevantn\u00edmi politick\u00fdmi stranami\u201c odkazuje se znovu na KMT.<\/p>

Kdokoliv, kdo v mezin\u00e1rodn\u00edm spole\u010denstv\u00ed poru\u0161uje princip jedn\u00e9 \u010c\u00edny, zasahuje do vnit\u0159n\u00edch z\u00e1le\u017eitost\u00ed \u010c\u00edny a naru\u0161uje \u010d\u00ednskou suverenitu, se dozajista setk\u00e1 s\u00a0odporem \u010d\u00ednsk\u00e9ho lidu i mezin\u00e1rodn\u00edho spole\u010denstv\u00ed.\u201c\u2026 a \u017ee \u201e\u010c\u00edna nakonec dos\u00e1hne \u00fapln\u00e9ho znovusjednocen\u00ed a Tchaj-wan se vr\u00e1t\u00ed do n\u00e1ru\u010de sv\u00e9 vlasti.\u201c<\/em><\/p>

Zat\u00edmco \u010d\u00ednsk\u00e1 vl\u00e1da je ohledn\u011b tchajwansk\u00e9 ot\u00e1zky jednozna\u010dn\u00e1, sledov\u00e1n\u00ed \u010d\u00ednsk\u00e9ho ve\u0159ejn\u00e9ho m\u00edn\u011bn\u00ed je n\u00e1ro\u010dn\u011bj\u0161\u00ed. \u010c\u00ednsk\u00fdm u\u017eivatel\u016fm internetu <\/strong>nebylo umo\u017en\u011bno diskutovat<\/a> tuto \u201evnit\u0159n\u00ed z\u00e1le\u017eitost \u010cLR\u201c online.<\/strong> Podle WhatsonWeibo<\/a> byly hashtagy odkazuj\u00edc\u00ed na tchajwansk\u00e9 volby, jako \u201evolby na Tchaj-wanu\u201c (#\u53f0\u7063\u9078\u8209) nebo \u201eLaj \u010cching-te v\u00edt\u011bz\u00ed ve volb\u00e1ch do veden\u00ed v tchajwansk\u00e9m regionu v roce 2024\u201c (#\u8cf4\u6e05\u5fb7\u8d62\u5f972024\u5e74\u53f0\u7063\u5730\u5340\u9818\u5c0e\u4eba\u9078\u8209) na \u010d\u00ednsk\u00fdch soci\u00e1ln\u00edch s\u00edt\u00edch blokov\u00e1ny. Pozd\u011bji, kdy\u017e st\u00e1tn\u00ed m\u00e9dia vydala ofici\u00e1ln\u00ed prohl\u00e1\u0161en\u00ed k volb\u00e1m, se na soci\u00e1ln\u00ed s\u00edti Weibo objevil hashtag \u201eTchaj-wan je sou\u010d\u00e1st\u00ed \u010c\u00edny, tento z\u00e1kladn\u00ed fakt je nem\u011bnn\u00fd\u201c (#\u53f0\u7063\u662f\u4e2d\u570b\u4e00\u90e8\u5206\u7684\u57fa\u672c\u4e8b\u5be6\u4e0d\u6703\u6539\u8b8a), ale pouze koment\u00e1\u0159e \u0159\u00edkaj\u00edc\u00ed, \u017ee \u201eexistuje pouze jedna \u010c\u00edna\u201c, byly viditeln\u00e9.<\/p>

Nejen\u017ee \u010d\u00ednsk\u00e1 vl\u00e1da diktuje sv\u00fdm ob\u010dan\u016fm, co si (ne)maj\u00ed myslet nebo (ne)\u0159\u00edkat, ale sna\u017e\u00ed se tak\u00e9 uplatnit svou diskurzivn\u00ed moc nad kl\u00ed\u010dov\u00fdmi zainteresovan\u00fdmi stranami v jin\u00fdch zem\u00edch. <\/strong>V \u010d\u00ednsk\u00e9 nomenklatu\u0159e je toto \u00fasil\u00ed zn\u00e1m\u00e9 jako \u201emoc diskursu\u201c nebo \u201epr\u00e1vo mluvit\u201c (\u8a71\u8a9e\u6b0a) a \u00fazce souvis\u00ed s \u00fasil\u00edm \u010d\u00ednsk\u00e9 vl\u00e1dy a medi\u00e1ln\u00edho diskursu \u201evypr\u00e1v\u011bt dob\u0159e \u010d\u00ednsk\u00fd p\u0159\u00edb\u011bh\u201c (\u8b1b\u597d\u4e2d\u570b\u6545\u4e8b). V d\u016fsledku toho zaujalo<\/strong> nem\u00e1lo st\u00e1tn\u00edch p\u0159edstavitel\u016f a diplomat\u016f k v\u00fdsledku tchajwansk\u00fdch voleb velmi v\u00e1gn\u00ed stanovisko<\/strong> a ve sv\u00fdch blahop\u0159ejn\u00fdch zpr\u00e1v\u00e1ch nezmi\u0148ovali p\u0159\u00edmo nov\u011b zvolen\u00e9ho prezidenta Williama Laje.<\/p>

Francie<\/a> a N\u011bmecko<\/a> zd\u016fraznily demokratick\u00e9 z\u00e1sady a hodnoty zako\u0159en\u011bn\u00e9 na Tchaj-wanu a poblahop\u0159\u00e1ly \u201et\u011bm zvolen\u00fdm\u201c. Evropsk\u00e1 slu\u017eba pro vn\u011bj\u0161\u00ed \u010dinnost sv\u00e9 blahop\u0159\u00e1n\u00ed adresovala pouze voli\u010d\u016fm. \u010cesk\u00fd prezident Petr Pavel byl prvn\u00ed evropskou hlavou st\u00e1tu, kter\u00e1 poblahop\u0159\u00e1la tchajwansk\u00e9mu lidu k demokratick\u00fdm volb\u00e1m, ale tak\u00e9 se vyhnul jmenov\u00e1n\u00ed v\u00edt\u011bze. Vyj\u00e1d\u0159il p\u0159esv\u011bd\u010den\u00ed<\/a>, \u017ee \u010desk\u00e9 vztahy s Tchaj-wanem se budou nad\u00e1le \u00fasp\u011b\u0161n\u011b rozv\u00edjet \u201ev mnoha r\u016fzn\u00fdch oblastech … i s nov\u00fdm tchajwansk\u00fdm veden\u00edm\u201c<\/em>. Pavlovo opatrn\u00e9 poselstv\u00ed lze porovnat s prohl\u00e1\u0161en\u00edm<\/a> litevsk\u00e9ho ministra zahrani\u010d\u00ed Gabrieliuse Landsbergise, kter\u00fd zm\u00ednil p\u0159\u00edmo Laje. \u010cesko a Litva jsou obecn\u011b pova\u017eov\u00e1ny za zem\u011b s nejp\u0159\u00e1tel\u0161t\u011bj\u0161\u00edm p\u0159\u00edstupem k Tchaj-wanu v Evrop\u011b.<\/p>

\u010cLR sm\u011b\u0159ovala sv\u00e9 nejtvrd\u0161\u00ed reakce na ty, kte\u0159\u00ed p\u0159\u00edmo blahop\u0159\u00e1li Williamu Lajovi<\/strong> k v\u00edt\u011bzstv\u00ed v prezidentsk\u00fdch volb\u00e1ch.<\/p>

V prohl\u00e1\u0161en\u00ed USA<\/a> k tchajwansk\u00fdm volb\u00e1m, kter\u00e9 v\u00fdslovn\u011b jmenovalo Laje, Washington potvrdil, \u017ee budouc\u00ed spolupr\u00e1ce s tchajwanskou vl\u00e1dou bude nad\u00e1le \u201ev souladu s americkou politikou jedn\u00e9 \u010c\u00edny\u201c<\/em>, co\u017e ale ke spokojenosti \u010d\u00ednsk\u00e9ho ministerstva zahrani\u010d\u00ed nesta\u010dilo. Jeho mluv\u010d\u00ed ve sv\u00e9 odpov\u011bdi<\/a> obvinila USA z toho, \u017ee vyslaly \u201eopravdu \u0161patn\u00fd sign\u00e1l separatistick\u00fdm sil\u00e1m usiluj\u00edc\u00edm o \u201atchajwanskou nez\u00e1vislost.\u2018\u201c<\/em><\/p>

Kdy\u017e britsk\u00fd ministr zahrani\u010d\u00ed David Cameron<\/strong> uvedl<\/a>, \u017ee tyto volby \u201ejsou d\u016fkazem pulzuj\u00edc\u00ed demokracie na Tchaj-wanu\u201c<\/em> a poblahop\u0159\u00e1l \u201elidu Tchaj-wanu k hladk\u00e9mu pr\u016fb\u011bhu t\u011bchto voleb a doktoru Laj \u010cching-temu a jeho stran\u011b ke zvolen\u00ed,\u201c<\/em> rozzlobil \u010d\u00ednskou ambas\u00e1du<\/strong> ve Velk\u00e9 Brit\u00e1nii, kter\u00e1 se ost\u0159e ohradila<\/a> proti prohl\u00e1\u0161en\u00ed, a vyzvala Lond\u00fdn, aby se \u201ezdr\u017eel jak\u00fdchkoli slov nebo \u010din\u016f, kter\u00e9 zasahuj\u00ed do vnit\u0159n\u00edch z\u00e1le\u017eitost\u00ed \u010c\u00edny.\u201c<\/em><\/p>

V reakci na blahop\u0159\u00e1n\u00ed filip\u00ednsk\u00e9ho prezidenta Ferdinanda Marcose Jr. \u201ezvolen\u00e9mu prezidentovi Laj \u010cching-temu k jeho zvolen\u00ed p\u0159\u00ed\u0161t\u00edm tchajwansk\u00fdm prezidentem\u201c<\/em>, mluv\u010d\u00ed MZV \u010cLR <\/strong>varovala<\/a> Filip\u00edny p\u0159ed \u201ezahr\u00e1v\u00e1n\u00edm si s ohn\u011bm v tchajwansk\u00e9 ot\u00e1zce\u201c<\/em> <\/strong>a doporu\u010dila prezidentu Marcosovi, aby \u201ev\u00edce \u010detl pro spr\u00e1vn\u00e9 pochopen\u00ed komplikovan\u00e9 tchajwansk\u00e9 ot\u00e1zky a do\u0161el tak ke spr\u00e1vn\u00e9mu z\u00e1v\u011bru\u201c.<\/em><\/p>

Mezi dal\u0161\u00edmi slovn\u011b napaden\u00fdmi stranami se ocitla Austr\u00e1lie<\/a>, Singapur<\/a> nebo Japonsko<\/a>. Na druhou stranu t\u011bm, kte\u0159\u00ed odsoudili \u201enez\u00e1vislost Tchaj-wanu\u201c, \u010d\u00ednsk\u00e1 mluv\u010d\u00ed \u201etleskala<\/a>\u201c.<\/p>\n

Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2>\n

Byl to n\u00e1ro\u010dn\u00fd t\u00fdden pro \u010d\u00ednsk\u00e9 diplomaty, kte\u0159\u00ed zase jednou vycenili zuby. Krom\u011b 18 letadel vzdu\u0161n\u00fdch sil a v\u00e1le\u010dn\u00fdch lod\u00ed \u010c\u00ednsk\u00e9 lidov\u00e9 osvobozeneck\u00e9 arm\u00e1dy operuj\u00edc\u00edch ve st\u0159edu po volb\u00e1ch kolem Tchaj-wanu nebyla \u010d\u00ednsk\u00e1 reakce tak tvrd\u00e1, jak se o\u010dek\u00e1valo.<\/strong><\/p>

Mo\u017en\u00fdm vysv\u011btlen\u00edm je, \u017ee z pohledu \u010cLR nen\u00ed volebn\u00ed v\u00fdsledek zcela neuspokojiv\u00fd.<\/strong> Zat\u00edmco \u017e\u00e1dn\u00e1 strana nez\u00edskala absolutn\u00ed v\u011bt\u0161inu v Legislativn\u00edm J\u00fcanu, nejv\u011bt\u0161\u00ed po\u010det k\u0159esel (52 ze 113) z\u00edskal Kuomintang, kter\u00fd bude pravd\u011bpodobn\u011b usilovat o \u00fazkou spolupr\u00e1ci s Tchajwanskou lidovou stranou (8 k\u0159esel) a dv\u011bma nez\u00e1visl\u00fdmi z\u00e1konod\u00e1rci. Rozd\u011blen\u00e1 vl\u00e1da m\u016f\u017ee b\u00fdt pro Laje velk\u00fdm bolehlavem <\/strong>a vy\u00fastit v patov\u00e9 situace v ot\u00e1zk\u00e1ch, jako je nap\u0159\u00edklad modernizace obrany. Krom\u011b toho bude \u010c\u00edna nad\u00e1le omezovat mezin\u00e1rodn\u00ed prostor Tchaj-wanu. Pouh\u00e9 dva dny po volb\u00e1ch ztratila \u010c\u00ednsk\u00e1 republika jednoho diplomatick\u00e9ho spojence, tichomo\u0159skou ostrovn\u00ed zemi Nauru<\/a>. Dal\u0161\u00ed<\/a> by mohli v budoucnu n\u00e1sledovat Yaren a poklonit se \u010d\u00ednsk\u00e9mu dikt\u00e1torovi.
