V roce 2016 se prezidentka Cchaj Jing-wen (\u8521\u82f1\u6587) ofici\u00e1ln\u011b omluvila p\u016fvodn\u00edm obyvatel\u016fm Tchaj-wanu za \u010dty\u0159i sta let st\u00e1tem podporovan\u00fd \u00fatlak.\u00a0Navzdory \u00fasil\u00ed vl\u00e1dnouc\u00ed Demokratick\u00e9 pokrokov\u00e9 strany (DPP)<\/strong>\u00a0<\/strong>zam\u011b\u0159en\u00e9mu na usm\u00ed\u0159en\u00ed, revitalizaci a pomocn\u00e9 programy jsou\u00a0p\u016fvodn\u00ed obyvatel\u00e9 Tchaj-wanu<\/strong>\u00a0pova\u017eov\u00e1ni za\u00a0tradi\u010dn\u00ed voli\u010de Kuomintangu (KMT)<\/strong>, nyn\u00ed hlavn\u00ed opozi\u010dn\u00ed strany, a to jak v region\u00e1ln\u00edch, tak v celost\u00e1tn\u00edch volb\u00e1ch. Zd\u00e1 se, \u017ee v\u00fdsledky region\u00e1ln\u00edch voleb \u201edev\u011bt v jednom<\/a>\u201c v roce 2022 tento trend potvrzuj\u00ed. V bl\u00ed\u017e\u00edc\u00edch se prezidentsk\u00fdch volb\u00e1ch bude KMT pravd\u011bpodobn\u011b moct po\u010d\u00edtat s \u201e\u017eelezn\u00fdmi hlasy\u201c p\u016fvodn\u00edho obyvatelstva.\u00a0<\/p>

Jak\u00e9 jsou \u0161ir\u0161\u00ed souvislosti?<\/h2>

P\u016fvodn\u00ed obyvatelstvo Tchaj-wanu v sou\u010dasnosti tvo\u0159\u00ed<\/strong>\u00a0<\/strong>2,5 %<\/strong><\/a> (584 000 lid\u00ed) celkov\u00e9 populace Tchaj-wanu<\/strong>. Lingvisticky, kulturn\u011b a geneticky jsou spojeni s jin\u00fdmi\u00a0austron\u00e9sk\u00fdmi populacemi<\/strong>\u00a0v indopacifick\u00e9 oblasti a na Madagaskaru. Mezi \u0161estn\u00e1cti etnick\u00fdmi skupinami, kter\u00e9 jsou v sou\u010dasn\u00e9 dob\u011b ofici\u00e1ln\u011b uzn\u00e1v\u00e1ny st\u00e1tem, pat\u0159\u00ed v\u011bt\u0161ina mezi tzv. \u201eskupiny z hor\u201c (\u9ad8\u5c71\u65cf) a zb\u00fdvaj\u00edc\u00ed dv\u011b jsou \u201eskupiny z rovin\u201c (\u5e73\u57d4\u65cf). N\u011bkolik dal\u0161\u00edch komunit je uzn\u00e1no lok\u00e1ln\u011b nebo na uzn\u00e1n\u00ed \u010dekaj\u00ed. Z\u00e1rove\u0148 jsou tato etnika\u00a0zastoupena v parlamentu<\/strong>\u00a0se t\u0159emi k\u0159esly (ze 113) pro skupiny z hor a t\u0159emi pro skupiny z rovin.\u00a0<\/p>

Marginalizace p\u016fvodn\u00edch obyvatel se stala nal\u00e9hav\u00fdm probl\u00e9mem v 80. letech 20. stolet\u00ed, co\u017e v kontextu v\u011bt\u0161\u00edho demokratick\u00e9ho sm\u011b\u0159ov\u00e1n\u00ed odstartovalo soci\u00e1ln\u00ed hnut\u00ed soust\u0159ed\u011bn\u00e1 kolem pr\u00e1v domorod\u00e9ho obyvatelstva. S p\u0159esunem moci mezi KMT a DPP v roce 2000 se za\u010dala vyu\u017e\u00edvat domorod\u00e1 identita, pokrevn\u00ed vztahy a sp\u0159\u00edzn\u011bnost v diskus\u00edch o tchajwansk\u00e9 identit\u011b jako protiklad k t\u00e9 \u010d\u00ednsk\u00e9. Ofici\u00e1ln\u00ed posun v postoji vl\u00e1dy vyvrcholil po volb\u00e1ch v roce 2016, kdy se\u00a0prezidentka Cchaj<\/strong>\u00a0stala prvn\u00ed hlavou st\u00e1tu, kter\u00e1\u00a0se domorod\u00fdm komunit\u00e1m omluvila<\/strong>, a zalo\u017eila V\u00fdbor pro historickou a tranzitivn\u00ed spravedlnost p\u016fvodn\u00edch obyvatel (Indigenous Historical Justice and Transitional Justice Committee) pod sv\u00fdm prezidentsk\u00fdm \u00fa\u0159adem.<\/p>

P\u0159esto se tyto zd\u00e1nliv\u011b p\u0159\u00edzniv\u00e9 kroky neprom\u00edtly do podpory DPP u p\u016fvodn\u00edho obyvatelstva. D\u016fvod je dvoj\u00ed. Za prv\u00e9,\u00a0KMT<\/strong>m\u011bl mnohem\u00a0del\u0161\u00ed \u010das na to, aby se usadil v domorod\u00fdch komunit\u00e1ch<\/strong>. Po p\u0159es\u00eddlen\u00ed na Tchaj-wan zaujal KMT paternalistick\u00fd p\u0159\u00edstup k domorod\u00e9mu obyvatelstvu prost\u0159ednictv\u00edm takzvan\u00e9ho \u201emoderniza\u010dn\u00edho procesu\u201c s c\u00edlem asimilovat p\u016fvodn\u00ed obyvatele do tradi\u010dn\u00ed kultury v\u011bt\u0161inov\u00e9ho etnika Chan. Aby se vymanili z chudoby, stali se mnoz\u00ed z domorod\u00fdch obyvatel policisty, \u010dleny strany \u010di profesion\u00e1ln\u00edmi voj\u00e1ky, \u010d\u00edm\u017e vstoupili do m\u00edstn\u00edch struktur KMT. B\u011bhem desetilet\u00ed sv\u00e9 autorit\u00e1\u0159sk\u00e9 vl\u00e1dy tak KMT ukoval pevn\u00e9 vazby s domorod\u00fdm obyvatelstvem. Umocn\u011bn\u00e9 m\u00edstn\u00edm sociokulturn\u00edm uspo\u0159\u00e1d\u00e1n\u00edm tyto vazby p\u0159etrv\u00e1vaj\u00ed dodnes.<\/p>

Za druh\u00e9, mnoho domorod\u00fdch obyvatel m\u00e1 pocit, \u017ee DPP se ve sv\u00e9m pojet\u00ed tchajwansk\u00e9 identity zam\u011b\u0159uje na \u010c\u00ed\u0148any etnika Chan. Podobn\u011b jako omluva prezidentky Cchaj z roku 2016, strategie strany vymezuj\u00edc\u00ed tchajwanskou etnicitu jako odli\u0161nou od \u010d\u00ednsk\u00e9 prost\u0159ednictv\u00edm p\u0159\u00edslu\u0161nosti k tchajwansk\u00fdm austron\u00e9sk\u00fdm skupin\u00e1m se setkala se sm\u00ed\u0161en\u00fdm p\u0159ijet\u00edm v domorod\u00fdch komunit\u00e1ch. Popularitu DPP podkop\u00e1vaj\u00ed tak\u00e9 nedostatky v syst\u00e9mu vyhrazen\u00fdch legislativn\u00edch m\u00edst pro z\u00e1stupce z \u0159ad domorod\u00e9ho obyvatelstva, a to p\u0159edev\u0161\u00edm kv\u016fli velk\u00e9 populaci domorod\u00fdch obyvatel \u017eij\u00edc\u00edch ve m\u011bstech (280 000 lid\u00ed<\/a>). Pokud by byly uzn\u00e1ny dal\u0161\u00ed domorod\u00e9 skupiny z n\u00ed\u017ein, nav\u00fd\u0161en\u00ed po\u010dtu k\u0159esel by se mohlo p\u0159ehodnotit.<\/p>

Pro\u010d je to d\u016fle\u017eit\u00e9?<\/h2>

Po volb\u00e1ch \u201edev\u011bt v jednom\u201c v roce 2022 prezidentka Cchaj poznamenala, \u017ee st\u00e1le existuje propast mezi o\u010dek\u00e1v\u00e1n\u00edm lid\u00ed a prac\u00ed DPP na\u00a0lok\u00e1ln\u00ed \u00farovni<\/a>. Toto prohl\u00e1\u0161en\u00ed je nepochybn\u011b platn\u00e9 ve vztahu k anga\u017eovanosti DPP v domorod\u00fdch komunit\u00e1ch. Pokud dojde k uzn\u00e1n\u00ed p\u016fvodn\u00edch obyvatel z n\u00ed\u017ein, mohlo by to znamenat nov\u00fd p\u0159\u00edstup k hodnocen\u00ed etnick\u00e9 identity stovek tis\u00edc tchajwansk\u00fdch ob\u010dan\u016f, co\u017e by mohlo ovlivnit v\u00fdsledek jak\u00fdchkoliv budouc\u00edch voleb.
