Co se d\u011bje<\/h2>

Na summitu NATO 2023 ve Vilniusu (11. a 12. \u010dervence 2023) se se\u0161ly \u010dlensk\u00e9 zem\u011b aliance a jejich partne\u0159i z Indo-Pacifiku, tzv. IP4 (Japonsko, Ji\u017en\u00ed Korea, Austr\u00e1lie a Nov\u00fd Z\u00e9land). Vzhledem k prohlubuj\u00edc\u00ed se spolupr\u00e1ci mezi NATO a IP4 se o\u010dek\u00e1valo, \u017ee summit p\u0159inese pokrok ohledn\u011b otev\u0159en\u00ed sty\u010dn\u00e9 kancel\u00e1\u0159e NATO v Tokiu, je\u017e by byla prvn\u00ed sv\u00e9ho druhu v Asii. Ve spole\u010dn\u00e9m prohl\u00e1\u0161en\u00ed v\u0161ak na toto t\u00e9ma nepadla ani zm\u00ednka. Jedn\u00edm z hlavn\u00edch d\u016fvod\u016f je nesouhlas Francie. Pa\u0159\u00ed\u017e v posledn\u00ed dob\u011b usiluje o pos\u00edlen\u00ed vztah\u016f s Pekingem, kter\u00fd byl od za\u010d\u00e1tku proti my\u0161lence sty\u010dn\u00e9ho \u00fa\u0159adu NATO v Tokiu.<\/p>

Kontext<\/h2>

Prohl\u00e1\u0161en\u00ed o “p\u0159\u00e1telstv\u00ed bez hranic” mezi Ruskem a \u010c\u00ednou, po n\u011bm\u017e n\u00e1sledovala rusk\u00e1 invaze na Ukrajinu, vyvolalo mezi zem\u011bmi Indo-Pacifiku obavy, \u017ee “\u010d\u00edm je dnes Ukrajina, m\u016f\u017ee b\u00fdt z\u00edtra i v\u00fdchodn\u00ed Asie\u201c. Za\u010daly se objevovat paralely mezi Ukrajinou a Tchaj-wanem, kter\u00fd Peking pova\u017euje za sou\u010d\u00e1st \u010d\u00ednsk\u00e9ho \u00fazem\u00ed, a\u010dkoli \u010c\u00ednsk\u00e1 lidov\u00e1 republika tomuto ostrovu nikdy nevl\u00e1dla. Sou\u010dasn\u00fd v\u00fdvoj tak ilustruje aktu\u00e1ln\u00ed propojen\u00ed transatlantick\u00e9 a indopacifick\u00e9 bezpe\u010dnosti. Jak\u00a0uved<\/a>l gener\u00e1ln\u00ed tajemn\u00edk NATO Jens Stoltenberg: “\u010c\u00edna obzvl\u00e1\u0161\u0165 sleduje, jakou cenu Rusko zaplat\u00ed nebo jakou odm\u011bnu dostane za svou agresi”.<\/p>

Situace znepokojuje zejm\u00e9na Japonsko, jeho\u017e postaven\u00ed v indopacifick\u00e9m regionu je strategicky o\u0161emetn\u00e9. Tchaj-wan se toti\u017e nach\u00e1z\u00ed v r\u00e1mci prvn\u00edho \u0159et\u011bzce ostrov\u016f, jen\u017e hraje z\u00e1sadn\u00ed roli v obrann\u00fdch pl\u00e1nech Japonska. Vztahy Tokia s Pekingem jsou nav\u00edc v posledn\u00ed dob\u011b pom\u011brn\u011b napjat\u00e9. Krom\u011b dlouhodob\u00fdch probl\u00e9m\u016f jako jsou \u00fazemn\u00ed spory nyn\u00ed Japonsko tak\u00e9 kritizuje vazby \u010c\u00edny s Ruskem, zat\u00edmco Peking znepokojuje zv\u00fd\u0161en\u00fd objem japonsk\u00e9ho zbrojen\u00ed, je\u017e bylo podn\u00edceno jak ruskou agres\u00ed proti Ukrajin\u011b, tak pr\u00e1v\u011b ji\u017e zm\u00edn\u011bn\u00fdm “p\u0159\u00e1telstv\u00edm bez hranic”. Rusko koneckonc\u016f pro Japonsko rovn\u011b\u017e p\u0159edstavuje bezpe\u010dnostn\u00ed hrozbu. “S pokra\u010duj\u00edc\u00ed ruskou invaz\u00ed na Ukrajinu jsou rusk\u00e9 s\u00edly st\u00e1le aktivn\u011bj\u0161\u00ed i na D\u00e1ln\u00e9m v\u00fdchod\u011b, v\u010detn\u011b okol\u00ed Japonska,”\u00a0prohl\u00e1sil<\/a>\u00a0japonsk\u00fd ministr zahrani\u010d\u00ed Jo\u0161imasa Haja\u0161i. Krom\u011b \u010c\u00edny\u00a0a Ruska p\u0159edstavuje v\u00fdzvu pro japonskou bezpe\u010dnost tak\u00e9 Severn\u00ed Korea a jej\u00ed balistick\u00e9 rakety, a proto Japonsko ned\u00e1vno\u00a0pohrozilo<\/a>, \u017ee sest\u0159el\u00ed ka\u017ed\u00fd projektil, kter\u00fd vstoup\u00ed na jeho \u00fazem\u00ed.<\/p>

Vzhledem k hrozb\u00e1m, kter\u00fdm Japonsko v sou\u010dasnosti \u010del\u00ed, se sna\u017e\u00ed hledat spojence i mimo Indo-Pacifik. Prohlouben\u00ed spolupr\u00e1ce s NATO je tedy logick\u00fdm krokem, nebo\u0165 Japonsko i aliance sd\u00edlej\u00ed stejn\u00e9 obavy. Na summitu NATO v Madridu v roce 2022 aliance p\u0159ijala novou strategickou koncepci, v n\u00ed\u017e ozna\u010dila Rusko za “nejv\u00fdznamn\u011bj\u0161\u00ed a nejp\u0159\u00edm\u011bj\u0161\u00ed hrozbu” a \u010c\u00ednu za “syst\u00e9movou v\u00fdzvu”. S\u00a0ohledem na spole\u010dn\u00e9 z\u00e1jmy NATO a Japonska by otev\u0159en\u00ed sty\u010dn\u00e9ho \u00fa\u0159adu NATO v Tokiu zlep\u0161ilo komunikaci a koordinaci s Japonskem, zv\u00fd\u0161ilo porozum\u011bn\u00ed bezpe\u010dnostn\u00edm dynamik\u00e1m v\u00a0regionu v\u00fdchodn\u00ed Asie a poskytlo p\u0159\u00edle\u017eitost k pos\u00edlen\u00ed partnerstv\u00ed a spolupr\u00e1ce ve strategick\u00fdch oblastech. NATO a Japonsko se ji\u017e dohodly na spolupr\u00e1ci v 16 oblastech, jako je zlep\u0161en\u00ed rozvoje schopnost\u00ed a interoperability. Otev\u0159en\u00ed nov\u00e9ho sty\u010dn\u00e9ho \u00fa\u0159adu v\u0161ak vy\u017eaduje jednomyslnou shodu, kterou st\u00e1ty NATO moment\u00e1ln\u011b nemaj\u00ed. Ma\u010farsko kup\u0159\u00edkladu usiluje\u00a0o u\u017e\u0161\u00ed bilater\u00e1ln\u00ed vztahy s \u010c\u00ednou a zrovna tak si nechce Peking rozhn\u011bvat ani Francie, kter\u00e1 se sna\u017e\u00ed o pos\u00edlen\u00ed hospod\u00e1\u0159sk\u00e9 spolupr\u00e1ce. Francie je tak\u00e9 jednou ze zem\u00ed, kter\u00e9\u00a0v\u011b\u0159\u00ed<\/a>, \u017ee \u010cung-nan-chaj m\u016f\u017ee p\u0159esv\u011bd\u010dit Kreml, aby zastavil v\u00e1lku proti Ukrajin\u011b. Zat\u00edmco prostor pro spolupr\u00e1ci mezi NATO a Japonskem je tedy nad\u00e1le otev\u0159en\u00fd, dve\u0159e tokijsk\u00e9 sty\u010dn\u00e9 kancel\u00e1\u0159e z\u016fstanou zav\u0159en\u00e9.
