Jedn\u00e1 se o n\u00e1vrat k\u00a0z\u00e1klad\u016fm (vnit\u0159n\u00ed trh bez doprovodn\u00fdch politik), konsolidaci minul\u00fdch opat\u0159en\u00ed (v\u0161echny reformy pro ukon\u010den\u00ed krize ji\u017e byly p\u0159edstaveny), ambici\u00f3zn\u00ed postup vp\u0159ed (dal\u0161\u00ed integrace, zv\u00fd\u0161en\u00ed demokratick\u00e9 legitimity), v\u00fdrazn\u00fd krok vp\u0159ed (ekonomick\u00e1, fisk\u00e1ln\u00ed, finan\u010dn\u00ed, soci\u00e1ln\u00ed a politick\u00e1 EU se silnou exekutivou) a zm\u011bnu logiky diskuze o EU (fundament\u00e1ln\u00ed p\u0159ehodnocen\u00ed evropsk\u00e9 spolupr\u00e1ce).<!--more--><\/p>\n<p style=\"text-align: justify;\">Komise na konci roku 2012 p\u0159edstavila pl\u00e1n na prohlouben\u00ed hospod\u00e1\u0159sk\u00e9 a m\u011bnov\u00e9 unie, kdy\u017e p\u0159edlo\u017eila n\u011bkolik n\u00e1vrh\u016f rozd\u011blen\u00fdch na opat\u0159en\u00ed kr\u00e1tkodob\u00e1 (6-18 m\u011bs\u00edc\u016f), st\u0159edn\u011bdob\u00e1 (18 m\u011bs\u00edc\u016f a\u017e 5 let) a dlouhodob\u00e1 (5-10 let). Dokument zam\u011b\u0159en\u00fd p\u0159ev\u00e1\u017en\u011b na opat\u0159en\u00ed c\u00edlen\u00e1 na \u0159e\u0161en\u00ed krize v\u00a0euroz\u00f3n\u011b se zmi\u0148uje i pos\u00edlen\u00ed politick\u00fdch unie, proto\u017ee podle Komise zvy\u0161uj\u00edc\u00ed se spolupr\u00e1ce v\u00a0ekonomick\u00e9m a finan\u010dn\u00edm sektoru vy\u017eaduje p\u0159im\u011b\u0159en\u00e9 prohlubov\u00e1n\u00ed integrace i ve sf\u00e9\u0159e politick\u00e9.<\/p>\n<p style=\"text-align: justify;\">Po\u010dtem hlas\u016f v\u00a0Evropsk\u00e9m parlamentu jsou nejsiln\u011bji zastoupeny strany prosazuj\u00edc\u00ed dal\u0161\u00ed integraci EU (EPP, S&amp;D a Greens\/EFA) a\u017e jej\u00ed federalizaci (ALDE). D\u016fraz na vnit\u0159n\u00ed trh bez dal\u0161\u00edch doprovodn\u00fdch politik klade ECR, nejv\u00edce euroskeptick\u00e9 je EFD. Logikou zm\u011bny paradigmatu se pak sp\u00ed\u0161e \u0159\u00edd\u00ed GUE\/NGL.<\/p>\n<p style=\"text-align: justify;\"><b>\u00a0<\/b><\/p>\n<h1 style=\"text-align: justify;\"><b>\u00davod<\/b><\/h1>\n<p style=\"text-align: justify;\">V\u00a0prosinci 2013 byl p\u0159edstaven dokument Nov\u00fd pakt pro Evropu (New Pact for Europe \u2013 NPE)<a title=\"\" href=\"#_edn1\">[1]<\/a>. Jeho hlavn\u00edm c\u00edlem je otev\u0159\u00edt celoevropskou debatu o budoucnosti Evropsk\u00e9 unie (EU). Dokument na pomez\u00ed akademick\u00e9ho textu a vizion\u00e1\u0159sk\u00e9ho prohl\u00e1\u0161en\u00ed identifikoval \u010dty\u0159i probl\u00e9my \u010di v\u00fdzvy, kter\u00fdm sou\u010dasn\u00e1 EU \u010del\u00ed a n\u00e1sledn\u011b p\u0159edkl\u00e1d\u00e1 p\u011bt strategick\u00fdch viz\u00ed mo\u017en\u00fdch variant budouc\u00ed podoby a v\u00fdvoje evropsk\u00e9 integrace. Je t\u0159eba si uv\u011bdomit, \u017ee dokument si nepokl\u00e1d\u00e1 ot\u00e1zku, co je politicky mo\u017en\u00e9, a tud\u00ed\u017e v\u00a0praxi provediteln\u00e9, ale p\u0159edstavuje p\u011bt teoreticky mo\u017en\u00fdch variant od \u010d\u00e1ste\u010dn\u00e9 desintegrace p\u0159es federalizaci a\u017e po \u00faplnou zm\u011bnu logiky integra\u010dn\u00edho procesu. Evropsk\u00e9 hodnoty v\u0161ak tento text pova\u017euj\u00ed za natolik kvalitn\u00ed a pro jak\u00e9koli diskuze o budoucnosti EU p\u0159\u00ednosn\u00fd, \u017ee se jej rozhodly zpracovat do podkladu pro debatu kandid\u00e1t\u016f do Evropsk\u00e9ho parlamentu (EP).<\/p>\n<p style=\"text-align: justify;\">Krom\u011b NPE tento podklad ve sv\u00e9 druh\u00e9 \u010d\u00e1sti zpracov\u00e1v\u00e1 i sd\u011blen\u00ed Komise z\u00a0konce roku 2012, kter\u00e1 p\u0159edstavila pl\u00e1n na prohlouben\u00ed hospod\u00e1\u0159sk\u00e9 a m\u011bnov\u00e9 unie (HMU)<a title=\"\" href=\"#_edn2\">[2]<\/a>. Komise v\u00a0dokumentu h\u00e1j\u00ed p\u0159\u00ednos HMU pro rozvoj Evropy, zm\u00edn\u011bny jsou v\u0161ak i nedostatky tohoto konceptu, kter\u00e9 naplno odhalila finan\u010dn\u00ed, ekonomick\u00e1 a hospod\u00e1\u0159sk\u00fd krize. Komise se proto rozhodla p\u0159edlo\u017eit n\u011bkolik n\u00e1vrh\u016f, kter\u00e9 jsou rozd\u011bleny na opat\u0159en\u00ed kr\u00e1tkodob\u00e1 (6-18 m\u011bs\u00edc\u016f), st\u0159edn\u011bdob\u00e1 (18 m\u011bs\u00edc\u016f a\u017e 5 let) a dlouhodob\u00e1 (5-10 let). Vzhledem k zam\u011b\u0159en\u00ed p\u0159edvolebn\u00ed debaty Evropsk\u00fdch hodnot shrnuje tento podklad n\u00e1vrhy Komise pro st\u0159edn\u011bdob\u00fd a dlouhodob\u00fd horizont.<\/p>\n<p style=\"text-align: justify;\">Oba dokumenty ji\u017e ze sv\u00e9 podstaty v\u00a0sob\u011b obsahuj\u00ed dilemata a mo\u017en\u00e9 ot\u00e1zky, kter\u00e9 je nutn\u00e9 \u0159e\u0161it v\u00a0r\u00e1mci ve\u0159ejn\u00e9 debaty. Evropsk\u00e9 hodnoty z\u00a0nep\u0159ebern\u00fdch mo\u017en\u00fdch diskusn\u00edch mo\u017enost\u00ed, kter\u00e9 oba dokumenty nab\u00edzej\u00ed, vybraly \u010dty\u0159i ot\u00e1zky, kter\u00e9 budou r\u00e1movat debatu s\u00a0kandid\u00e1ty na europoslance.<\/p>\n<p style=\"text-align: justify;\">Dovedete si p\u0159edstavit jednotnou celoevropskou kandid\u00e1tku do EP voleb?<\/p>\n<p style=\"text-align: justify;\">Je v\u00edce rychlostn\u00ed Evropa vhodnou odpov\u011bd\u00ed na nesoulad n\u00e1zor\u016f \u010dlensk\u00fdch st\u00e1t\u016f t\u00fdkaj\u00edc\u00ed se budoucnosti EU?<\/p>\n<p style=\"text-align: justify;\">M\u011bl by b\u00fdt z\u0159\u00edzen v\u00a0r\u00e1mci EP v\u00fdbor zab\u00fdvaj\u00edc\u00ed se ot\u00e1zky eura se zvl\u00e1\u0161tn\u00edmi rozhodovac\u00edmi pravomocemi nad r\u00e1mec ostatn\u00edch v\u00fdbor\u016f?<\/p>\n<p style=\"text-align: justify;\">Je \u0159e\u0161en\u00edm probl\u00e9mu legitimity EU schvalov\u00e1n\u00ed v\u0161ech legislativn\u00edch akt\u016f tzv. \u0159\u00e1dn\u00fdm legislativn\u00edm postupem?<\/p>\n<p style=\"text-align: justify;\">Ve t\u0159et\u00ed \u010d\u00e1sti budou p\u0159edstaveny n\u00e1zory frakc\u00ed EP na budouc\u00ed integraci Unie. Na tomto m\u00edst\u011b je t\u0159eba upozornit na d\u016fle\u017eitou v\u011bc t\u00fdkaj\u00edc\u00ed se sb\u011bru dat. Vzhledem ke skute\u010dnosti, \u017ee dokumenty dostupn\u00e9 na webu frakc\u00ed evropsk\u00e9ho parlamentu se \u010dasto v\u011bnuj\u00ed sp\u00ed\u0161e aktu\u00e1ln\u00edm ot\u00e1zk\u00e1m nikoli dlouhodob\u00fdm viz\u00edm, bylo p\u0159istoupeno k\u00a0zahrnut\u00ed postoj\u016f eurostran, kter\u00e9 lze pova\u017eovat za jak\u00e9si zast\u0159e\u0161uj\u00edc\u00ed organizace parlamentn\u00edch frakc\u00ed. V\u00a0r\u00e1mci dokumentu proto nen\u00ed rozli\u0161ov\u00e1no mezi n\u00e1zorem frakce a eurostrany, proto\u017ee by mezi nimi m\u011bly b\u00fdt naprosto minim\u00e1ln\u00ed rozd\u00edly. A\u010dkoli se m\u016f\u017ee jednat o pom\u011brn\u011b velk\u00e9 zjednodu\u0161en\u00ed problematiky, kv\u016fli p\u0159ehlednosti materi\u00e1lu a jeho neakademick\u00e9mu zam\u011b\u0159en\u00ed pova\u017euj\u00ed Evropsk\u00e9 hodnoty takovou synt\u00e9zu za ospravedlnitelnou. Zvl\u00e1\u0161tn\u00ed p\u0159\u00edpad pak p\u0159edstavuj\u00ed frakce, kter\u00e9 jsou tvo\u0159eny v\u00edce ne\u017e dv\u011bma eurostranami. V p\u0159\u00edpad\u011b Greens\/EFA bylo p\u0159ihl\u00ed\u017eeno k postoj\u016fm Evropsk\u00e9 strany zelen\u00fdch, proto\u017ee \u010desk\u00e1 Strana zelen\u00fdch je jej\u00edm \u010dlenem, podobn\u011b u GUE\/NGL byly relevantn\u00ed postoje Strany evropsk\u00e9 levice vzhledem ke sv\u00e9mu partnerstv\u00ed s KS\u010cM.<\/p>\n<h2 style=\"text-align: justify;\"><b>A. Nov\u00fd pakt pro Evropu (NPE): p\u011bt strategi\u00ed v\u00a0pokra\u010dov\u00e1n\u00ed evropsk\u00e9 integrace<\/b><\/h2>\n<p style=\"text-align: justify;\"><b>\u00a01. N\u00e1vrat k\u00a0z\u00e1klad\u016fm<br \/>\n<\/b><\/p>\n<p style=\"text-align: justify;\"><b>Z\u00e1kladn\u00ed princip<\/b><\/p>\n<p style=\"text-align: justify;\">Euro je probl\u00e9mem, nikoli \u0159e\u0161en\u00edm.<\/p>\n<p style=\"text-align: justify;\">N\u00e1vrat k vnit\u0159n\u00edmu trhu s\u00a0500 mili\u00f3ny spot\u0159ebitel\u016f bez dal\u0161\u00edch doprovodn\u00fdch politik.<\/p>\n<p style=\"text-align: justify;\"><b>Kl\u00ed\u010dov\u00e1 potenci\u00e1ln\u00ed opat\u0159en\u00ed t\u00e9to strategie<\/b><\/p>\n<p style=\"text-align: justify;\">&#8211; Zru\u0161en\u00ed euroz\u00f3ny, nebo aspo\u0148 jej\u00ed rozd\u011blen\u00ed \u010di umo\u017en\u011bn\u00ed odchodu n\u011bkter\u00fdch slab\u0161\u00edch \u010dlen\u016f.<\/p>\n<p style=\"text-align: justify;\">&#8211; Revize unijn\u00edch pravomoc\u00ed s\u00a0c\u00edlem identifikovat oblasti, kde spolupr\u00e1ce poskytuje skute\u010dnou p\u0159idanou hodnotu a kde nikoli, ty p\u0159ev\u00e9st zp\u011bt na n\u00e1rodn\u00ed \u00farove\u0148.<\/p>\n<p style=\"text-align: justify;\">&#8211; Sn\u00ed\u017een\u00ed role EP a Komise a zv\u00fd\u0161it roli n\u00e1rodn\u00edch vl\u00e1d a parlament\u016f v\u00a0unijn\u00edm vytv\u00e1\u0159en\u00ed politik.<\/p>\n<p style=\"text-align: justify;\">&#8211; Dokon\u010dit vnit\u0159n\u00ed trh a p\u0159ipravit jej na digit\u00e1ln\u00ed \u00e9ru.<\/p>\n<p style=\"text-align: justify;\"><b>2. Konsolidace minul\u00fdch opat\u0159en\u00ed <\/b><\/p>\n<p style=\"text-align: justify;\"><b>Z\u00e1kladn\u00ed princip<\/b><\/p>\n<p style=\"text-align: justify;\">EU ji\u017e p\u0159edstavila v\u0161echny reformy nutn\u00e9 k\u00a0vy\u0159e\u0161en\u00ed krize v\u00a0euroz\u00f3n\u011b.<\/p>\n<p style=\"text-align: justify;\">\u010clensk\u00e9 st\u00e1ty nejsou ochotny pokra\u010dovat d\u00e1le v\u00a0evropsk\u00e9 integraci jako je oblast dan\u00ed, rozpo\u010dtu, soci\u00e1ln\u00edch v\u011bc\u00ed \u010di zam\u011bstnanosti.<\/p>\n<p style=\"text-align: justify;\"><b>Kl\u00ed\u010dov\u00e1 potenci\u00e1ln\u00ed opat\u0159en\u00ed t\u00e9to strategie<\/b><\/p>\n<p style=\"text-align: justify;\"><b><i>Z\u00e1le\u017eitosti t\u00fdkaj\u00edc\u00ed se ekonomick\u00e9 a monet\u00e1rn\u00ed unie<\/i><\/b><\/p>\n<p style=\"text-align: justify;\">&#8211; Inovativn\u00ed a flexibiln\u00ed u\u017e\u00edv\u00e1n\u00ed struktur\u00e1ln\u00edch, region\u00e1ln\u00edch a kohezn\u00edch fond\u016f a komplexn\u00ed strategie pro r\u016fst a zam\u011bstnanost.<\/p>\n<p style=\"text-align: justify;\">&#8211; Omezen\u00e9 roz\u0161\u00ed\u0159en\u00ed ekonomick\u00e9 koordinace mezi \u010dlensk\u00fdmi st\u00e1ty a Komis\u00ed doprov\u00e1zen\u00e9 omezenou finan\u010dn\u00ed solidaritou c\u00edlenou na n\u00e1rodn\u00ed reformy.<\/p>\n<p style=\"text-align: justify;\">&#8211; Pln\u00e1 implementace nov\u011b odsouhlasen\u00fdch fisk\u00e1ln\u00edch pravidel ale bez dal\u0161\u00edch opat\u0159en\u00ed \u010di vynucovac\u00edch mechanism\u016f.<\/p>\n<p style=\"text-align: justify;\">&#8211; Minim\u00e1ln\u00ed bankovn\u00ed unie zahrnuj\u00edc\u00ed supervizi ECB nad v\u0161emi d\u016fle\u017eit\u00fdmi bankami a z\u00e1rove\u0148 po\u010d\u00edtat s ji\u017e existuj\u00edc\u00edmi n\u00e1rodn\u00edmi regul\u00e1tory.<\/p>\n<p style=\"text-align: justify;\">&#8211; Intenzivn\u00ed da\u0148ov\u00e1 spolupr\u00e1ce c\u00edl\u00edc\u00ed na da\u0148ov\u00e9 \u00faniky a podvody.<\/p>\n<p style=\"text-align: justify;\"><b><i>Pos\u00edlen\u00ed unijn\u00edch instituc\u00ed a jej\u00ed demokratick\u00e9 legitimity<\/i><\/b><\/p>\n<p style=\"text-align: justify;\">&#8211; Siln\u011bj\u0161\u00ed role EP v ot\u00e1zk\u00e1ch t\u00fdkaj\u00edc\u00ed se euroz\u00f3ny.<\/p>\n<p style=\"text-align: justify;\">&#8211; V\u011bt\u0161\u00ed zapojen\u00ed n\u00e1rodn\u00edch parlament\u016f p\u0159i tvorb\u011b unijn\u00ed politiky.<\/p>\n<p style=\"text-align: justify;\">&#8211; Siln\u011bj\u0161\u00ed role pro \u010dleny euroz\u00f3ny ve formov\u00e1n\u00ed a rozhodov\u00e1n\u00ed prost\u0159ednictv\u00edm pos\u00edlen\u00ed Eurogroup skupiny mistr\u016f financ\u00ed, po\u0159\u00e1d\u00e1n\u00ed eurosummit\u016f apod.<\/p>\n<p style=\"text-align: justify;\">&#8211; Postupn\u00e9 vylep\u0161ov\u00e1n\u00ed fungov\u00e1n\u00ed Evropsk\u00e9 slu\u017eby pro vn\u011bj\u0161\u00ed \u010dinnost.<\/p>\n<p style=\"text-align: justify;\"><b>3.
