Gesetz zur Beschleunigung des Einsatzes verfl\u00fcssigten Erdgases). N\u00e1vrh z\u00e1kona byl zve\u0159ejn\u011bn dne 10. 5. 2022, projedn\u00e1n ve Spolkov\u00e9m sn\u011bmu 12. 5. 2022 a 19. 5. 2022 byl schv\u00e1len. Den pot\u00e9 jej schv\u00e1lila i Spolkov\u00e1 rada. V platnost vstoupil 1. 6. 2022. <br \/><br \/>C\u00edlem z\u00e1kona je co nejrychleji vybudovat n\u011bmeck\u00e9 termin\u00e1ly LNG, aby se sn\u00ed\u017eila z\u00e1vislost na rusk\u00e9m plynu. Tento z\u00e1kon poskytuje z\u00fa\u010dastn\u011bn\u00fdm stran\u00e1m n\u00e1stroje, jak cel\u00fd schvalovac\u00ed proces zkr\u00e1tit. Zohled\u0148uje tzv. <strong>zvl\u00e1\u0161tn\u00ed z\u00e1jem v p\u0159\u00edpad\u011b realizace projekt\u016f zvl\u00e1\u0161t\u011b nal\u00e9hav\u00fdch pro zaji\u0161t\u011bn\u00ed bezpe\u010dnosti dod\u00e1vek plynu do N\u011bmecka<\/strong>. Zd\u016fraz\u0148uje mj., \u017ee \u201ez d\u016fvod\u016f p\u0159eva\u017euj\u00edc\u00edho ve\u0159ejn\u00e9ho z\u00e1jmu a ve\u0159ejn\u00e9 bezpe\u010dnosti je nezbytn\u00e9 co nejrychlej\u0161\u00ed proveden\u00ed\u201c. Tato ustanoven\u00ed z\u00e1kona jsou <strong>d\u016fle\u017eit\u00e1 pro zjednodu\u0161en\u00ed rozhodnut\u00ed org\u00e1n\u016f vyd\u00e1vaj\u00edc\u00edch licence a soud\u016f v p\u0159\u00edpad\u011b napaden\u00ed takov\u00fdchto povolen\u00ed ze strany odp\u016frc\u016f t\u011bchto projekt\u016f.<br \/><br \/><\/strong>Podstatn\u00e1 je i v\u00fdjimka z posuzov\u00e1n\u00ed vlivu na \u017eivotn\u00ed prost\u0159ed\u00ed. Org\u00e1ny vyd\u00e1vaj\u00edc\u00ed licence nemohou uplat\u0148ovat z\u00e1kon o posuzov\u00e1n\u00ed vliv\u016f na \u017eivotn\u00ed prost\u0159ed\u00ed, \u201epokud je pravd\u011bpodobn\u00e9, \u017ee <strong>zrychlen\u00e9 schv\u00e1len\u00ed projektu v\u00fdznamn\u011b p\u0159isp\u011bje k p\u0159ekon\u00e1n\u00ed nebo odvr\u00e1cen\u00ed krize dod\u00e1vek plynu<\/strong>&#8220;. P\u0159ed vyd\u00e1n\u00edm rozhodnut\u00ed o povolen\u00ed mus\u00ed Spolkov\u00e9 ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed, ochrany p\u0159\u00edrody, jadern\u00e9 bezpe\u010dnosti a ochrany spot\u0159ebitele informovat Evropskou komisi o d\u016fvodech neuplatn\u011bn\u00ed z\u00e1kona o posuzov\u00e1n\u00ed vliv\u016f na \u017eivotn\u00ed prost\u0159ed\u00ed a poskytnout j\u00ed informace zp\u0159\u00edstupn\u011bn\u00e9 ve\u0159ejnosti.<br \/><br \/><strong>Jak by takov\u00e1 praxe pomohla situaci v \u010cesku? \u010cesk\u00e1 republika by podobn\u00fd n\u00e1stroj mohla vyu\u017e\u00edt nap\u0159. k urychlen\u00e9mu zapojen\u00ed bioplynov\u00fdch stanic coby dodate\u010dn\u00e9ho zdroje plynu pro dom\u00e1c\u00ed spot\u0159ebu. <br \/><br \/><\/strong>Typick\u00e1 bioplynov\u00e1 stanice o v\u00fdkonu 1,2 MW by byla schopna dodat do plyn\u00e1rensk\u00e9 soustavy cca 3 mil. m3 biomethanu, co\u017e je zhruba 1\/1000 kapacity LNG termin\u00e1lu (3 mld. m3), kterou si rezervovala (a u\u017e \u010derp\u00e1) \u010cR v Holandsku. Dle odborn\u00fdch odhad\u016f <strong>mohou u\u017e st\u00e1vaj\u00edc\u00ed bioplynov\u00e9 stanice vyrobit cca 5-10 % ro\u010dn\u00ed pot\u0159eby plynu v \u010cR. <\/strong>Na evropsk\u00e9 \u00farovni se hovo\u0159\u00ed o cca 10 %. V p\u0159\u00edpad\u011b budov\u00e1n\u00ed dal\u0161\u00edch a vyu\u017eit\u00ed r\u016fzn\u00fdch druh\u016f biomasy se uv\u00e1d\u00ed, \u017ee <strong>lze takto nahradit 1\/9 a\u017e 1\/5 \u010desk\u00e9 spot\u0159eby plynu<\/strong>.<br \/><br \/>Bohu\u017eel kv\u016fli nepru\u017enosti stavebn\u00edch \u00fa\u0159ad\u016f se dnes ji\u017e vyr\u00e1b\u011bn\u00fd bioplyn s n\u00edzkou 40% \u00fa\u010dinnost\u00ed p\u00e1l\u00ed ve spalovac\u00edch motorech (kogenera\u010dn\u00edch jednot\u00e1ch) na v\u00fdrobu elektrick\u00e9 energie, kter\u00e9 je dostatek, resp. \u010cR je v n\u00ed p\u0159ebytkov\u00e1. Mo\u017enou budoucnost ukazuje D\u00e1nsko, kde bioplyn v sou\u010dasn\u00e9 dob\u011b tvo\u0159\u00ed 40 % metanu v plynovodn\u00ed s\u00edti a pl\u00e1nuj\u00ed 72 %.<br \/><br \/>U bioplynov\u00fdch stanic je nachystan\u00e1 distribu\u010dn\u00ed soustava plynu a nen\u00ed tak pot\u0159eba \u017e\u00e1dn\u00fdch \u00faprav. <br \/><br \/><strong>U strategick\u00fdch staveb d\u016fle\u017eit\u00fdch pro n\u00e1rodn\u00ed bezpe\u010dnost mus\u00ed existovat institut zrychlen\u00e9ho \u0159\u00edzen\u00ed a povolov\u00e1n\u00ed<\/strong> na \u00farovni ministerstev, p\u0159\u00edpadn\u011b n\u011bjak\u00e9 expertn\u00ed skupiny, kter\u00e1 by stavbu v prioritn\u00edm \u010dase zhodnotila ze v\u0161ech hledisek (v\u010detn\u011b ochrany \u017eivotn\u00edho prost\u0159ed\u00ed).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>How can we take inspiration from abroad?
