Evropsk\u00e9 zem\u011b v\u010detn\u011b \u010ceska v reakci na ruskou invazi na Ukrajinu zav\u00e1d\u011bj\u00ed ekonomick\u00e9 sankce proti Rusku. To je podle expert\u016f dobrou p\u0159\u00edle\u017eitost\u00ed pro \u0159e\u0161en\u00ed omezen\u00ed rusk\u00e9ho vlivu v \u010cesku. Krom\u011b podniknut\u00ed bezprost\u0159edn\u00edch krok\u016f, jako je zmrazen\u00ed majetk\u016f rusk\u00fdch oligarch\u016f, je podle nich t\u0159eba d\u016fsledn\u011bji vyu\u017e\u00edvat a zlep\u0161ovat st\u00e1vaj\u00edc\u00ed syst\u00e9mov\u00e9 n\u00e1stroje, nap\u0159\u00edklad z\u00e1kon proti pran\u00ed \u0161pinav\u00fdch pen\u011bz, a zav\u00e9st i n\u00e1stroje nov\u00e9, zejm\u00e9na Magnitsk\u00e9ho z\u00e1kon.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Podle \u010dlensk\u00e9 organizace Rekonstrukce st\u00e1tu, Datlab Institutu, existuje v \u010cR 20 712 subjektu\u030a s vysoky\u0301m rizikem napojeni\u0301 na Rusko c\u030ci Be\u030clorusko, p\u0159i\u010dem\u017e zhruba\u00a081 \u010desk\u00fdch firem m\u00e1 ur\u010ditou vazbu na n\u011bkter\u00fd subjekt ze sank\u010dn\u00edch seznam\u016f<\/a> (EU, USA). Podle expert\u016f je pot\u0159eba sestavit co mo\u017en\u00e1 nej\u00fapln\u011bj\u0161\u00ed seznam firem s rusk\u00fdm vlivem a zmapovat movit\u00fd i nemovit\u00fd majetek, kter\u00fd by m\u011bl b\u00fdt p\u0159edm\u011btem sankc\u00ed. V tomto procesu by kl\u00ed\u010dovou roli m\u011bly sehr\u00e1t p\u0159edev\u0161\u00edm Finan\u010dn\u00ed analytick\u00fd \u00fa\u0159ad a zpravodajsk\u00e9 slu\u017eby, je to v\u0161ak p\u0159\u00edle\u017eitost i pro investigativn\u00ed novin\u00e1\u0159e a \u0161ir\u0161\u00ed ob\u010danskou spole\u010dnost.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\u201eJedn\u00edm z hlavn\u00edch sank\u010dn\u00edch n\u00e1stroj\u016f, kter\u00e9 by m\u011bla \u010cR proti osob\u00e1m \u010di org\u00e1n\u016fm spjat\u00fdch s ruskou agres\u00ed na Ukrajin\u011b aplikovat, je zmrazen\u00ed jejich majetku. T\u00edm se rozum\u00ed znep\u0159\u00edstupn\u011bn\u00ed majetk\u016f a v\u00fdnos\u016f z nich sankcionovan\u00fdm subjekt\u016fm, a to po dobu trv\u00e1n\u00ed mezin\u00e1rodn\u00edch sankc\u00ed jako takov\u00fdch nebo v\u016f\u010di dan\u00e9 osob\u011b.\u201c<\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Samotn\u00e9 zmrazen\u00ed majetku je\u0161t\u011b ale nezaru\u010duje, \u017ee se sankcionovan\u00e9 osoby nebudou moci uch\u00e1zet o ve\u0159ejn\u00e9 pen\u00edze. Proto je t\u0159eba uskute\u010dnit legislativn\u00ed kroky, kter\u00e9 by je mohly odst\u0159ihnout od p\u0159\u00edsunu ve\u0159ejn\u00fdch prost\u0159edk\u016f, tedy zejm\u00e9na ve\u0159ejn\u00fdch zak\u00e1zek, investi\u010dn\u00edch pob\u00eddek, dotac\u00ed \u010di da\u0148ov\u00fdch \u00falev.<\/p>

Syst\u00e9mov\u00e9 posilov\u00e1n\u00ed odolnosti \u010cR v\u016f\u010di vliv\u016fm nedemokratick\u00fdch re\u017eim\u016f\u00a0<\/h3>

Po ak\u010dn\u00edch kroc\u00edch vedouc\u00edch k rychl\u00e9mu uvalen\u00ed sankc\u00ed je t\u0159eba pos\u00edlit n\u00e1stroje, kter\u00e9 u\u017e k mapov\u00e1n\u00ed vlivu m\u00e1me, a tak\u00e9 zav\u00e9st n\u011bkter\u00e9 nov\u00e9. Banky nebo realitn\u00ed makl\u00e9\u0159i nap\u0159\u00edklad mohou po\u017eadovat d\u016fsledn\u00e9 dolo\u017een\u00ed p\u016fvodu pen\u011bz, kter\u00e9 \u010dlov\u011bk p\u0159inese v hotovosti v kuf\u0159\u00edku, \u010dasto to ale ned\u011blaj\u00ed. 1. Schv\u00e1len\u00ed tzv. Magnitsk\u00e9ho z\u00e1kona<\/strong>, kter\u00fd by zavedl sank\u010dn\u00ed mechanismus na osoby, kter\u00e9 se dopou\u0161t\u011bj\u00ed z\u00e1sadn\u00edho poru\u0161ov\u00e1n\u00ed lidsk\u00fdch pr\u00e1v nebo pran\u00ed \u0161pinav\u00fdch pen\u011bz se zahrani\u010dn\u011b-politick\u00fdmi d\u016fsledky ve prosp\u011bch dikt\u00e1torsk\u00fdch re\u017eim\u016f.<\/p>

2. Schv\u00e1len\u00ed z\u00e1kona o\u00a0evidenci skute\u010dn\u00fdch zahrani\u010dn\u00edch majitel\u016f nemovitost\u00ed<\/strong>, kter\u00fd by ukl\u00e1dal zahrani\u010dn\u00edm subjekt\u016fm povinnost ozn\u00e1mit, kdo je “skute\u010dn\u00fdm majitelem”, tedy osobou, kter\u00e1 v\u00a0kone\u010dn\u00e9m d\u016fsledku nemovitost vlastn\u00ed nebo ovl\u00e1d\u00e1.<\/p>

3. D\u016fsledn\u00e1 novelizace z\u00e1kona o\u00a0evidenci skute\u010dn\u00fdch majitel\u016f a\u00a0dal\u0161\u00ed pos\u00edlen\u00ed kvality \u00fadaj\u016f v\u00a0evidenci<\/strong> tak, aby se na n\u011b dalo spolehnout – je pot\u0159eba posilovat po\u017eadavky na dolo\u017een\u00ed vlastnick\u00fdch struktur firem.<\/p>

4. Odst\u0159i\u017een\u00ed firem z\u00a0da\u0148ov\u00fdch r\u00e1j\u016f od ve\u0159ejn\u00fdch pen\u011bz<\/strong>. Jedno procento nejbohat\u0161\u00edch Rus\u016f vlastn\u00ed majetek v\u00a0hodnot\u011b t\u00e9m\u011b\u0159 poloviny ve\u0161ker\u00e9ho bohatstv\u00ed rusk\u00fdch dom\u00e1cnost\u00ed, p\u0159i\u010dem\u017e v\u011bt\u0161ina tohoto majetku je spravov\u00e1na p\u0159es offshorov\u00e9 firmy.<\/p>

5. Efektivn\u00ed vyu\u017e\u00edv\u00e1n\u00ed a\u00a0p\u0159im\u011b\u0159en\u00e9 posilov\u00e1n\u00ed st\u00e1vaj\u00edc\u00edch nedostate\u010dn\u00fdch kapacit st\u00e1tu v\u00a0boji proti pran\u00ed \u0161pinav\u00fdch pen\u011bz.<\/strong><\/p>

6. Zaveden\u00ed pravidel pro transparentn\u00ed lobbov\u00e1n\u00ed<\/strong> pro zamezen\u00ed ne\u017e\u00e1douc\u00edho vm\u011b\u0161ov\u00e1n\u00ed osob spjat\u00fdch s\u00a0nedemokratick\u00fdmi re\u017eimy.<\/p><\/div><\/div><\/div><\/div><\/div>
